As knowledge has been recognized as a new resource in gaining organizational competitiveness, Knowledge Management (KM) is suggested as a method to manage and apply knowledge for business management. KM research, however, has focused on identifying, storing, and distributing the transaction-related knowledge in an organization. There has been little research on applying the knowledge to decision-making or strategy development that is the main task of business management. The application of knowledge to decision making has higher impact on organizational performance rather than just the knowledge management for process transaction. In this research, we suggest System Dynamics (SD) for the knowledge-based decision-making. Based on the modeling method of SD, we can translate partial and implicit knowledge resident in individual's mental model into organized explicit knowledge. The simulation test of the organized knowledge model enables decision-makers to understand the structure of the target problem and its behavior mechanism, which facilitates effective decision-making. We will compare the proposed method and other KM methods and discuss this research based on the application case to a real telecommunication company.

MODM(multiobjective decision-making)problem is very complex system for the analysist and decision maker. Therefore, it requires suitable MODM method to solve multiobjective decision-making problem. This paper presents an interactive fuzzy decision making method for solving multiobjective nonlinear programming problems with fuzzy goals and $\alpha$-cut set of fuzzy numbers. In our interactive method, if the decision maker specifies the degree $\alpha$of the objective value and the imprecise goals, λ-mux problem is solved. To examplify the proposed method, an interactive computer programming written in FORTRAN and an illustrate numerical example along with computer outputs are presented.
Ship optimal design is a multi-objective decision-making process and its optimal solution does not exit in general. It is a problem in which the decision-maker is very interested that an effective solution is how to be found which has good characteristic and is substituted for optimal solution in a sense. In the previous methods of multi-objective decision-making, the weighting coefficients are decided from the point of view of individuals which have a bit sub-jective an unilateral behavior. in order to fairly and objectively decide the weighting coeffi-cients, which are considered to be optimal in all system of multi-objective decision-making and satisfactory solution to the decision-maker, the pater presents a method of applying the Technology of the Biggest Entropy. It is proved that the method described in the paper is very feasible and effective be means of a practical example of ship optimal design.

In order to take TC forecasts from different observatories into consideration, and make quantitative assessment and analysis for avoiding TC routes from the view of safety and cost, a new safe-economic decision making method of TC avoidance routing on ocean was put forward. This model is based on combining forecast of TC trace based on neural networks, technical method to determine the future TC wind and wave fields, technical method of fuzzy information optimization, risk analysis theory, and meteorological-economic decision making theory. It has applied to the simulation of MV Tianlihai's shipping on ocean. The result shows that the model can select the optimum plan from 7 plans, the selected plan is in accordance with the one selected by experienced captains.

The core of cognitive radio is the problem concerning intelligent decision-making for communication parameters, the objective of which is to find the most appropriate parameter configuration to optimize transmission performance. The current algorithms have the disadvantages of high dependence on prior knowledge, large amount of calculation, and high complexity. We propose a new decision-making model by making full use of the interactivity of reinforcement learning (RL) and applying the Q-learning algorithm. By simplifying the decision-making process, we avoid large-scale RL, reduce complexity and improve timeliness. The proposed model is able to find the optimal waveform parameter configuration for the communication system in complex channels without prior knowledge. Moreover, this model is more flexible than previous decision-making models. The simulation results demonstrate the effectiveness of our model. The model not only exhibits better decision-making performance in the AWGN channels than the traditional method, but also make reasonable decisions in the fading channels.

Multi-valued decision making for transitional stochastic events was newly derived based on conditional probability of knowledge database which included experts'knowledge and experience. The proposed multi-valued decision making was successfully adopted to the determination of the five levels of the vigilance of a subject during the EEG (electroencephalogram) recording; awake stage (stage W), and sleep stages (stage REM (rapid eye movement), stage 1, stage 2, stage $\sfrac{3}{4}$). Innovative feature of the proposed method is that the algorithm of decision making can be constructed only by use of the knowledge database, inspected by experts. The proposed multi-valued decision making with a mathematical background of the probability can also be applicable widely, in industries and in other medical fields for purposes of the multi-valued decision making.
Purpose: The purpose of this study was to investigate the relationship between decision-making factors(theoretical knowledge, expertise, empowerment, intuition) and participation in proportion to nurses's clinical experience. Method: Data was collected by quota sampling from July 10, 2001 to August 22, 2001 from 132 clinical nurses who work for 3 General hospitals. Data was analyzed using SPSSWIN 10.0 with crosstab, ANOVA, and stepwise multiple regression. Result: Expertise(F=34.347, p=.000), empowerment(F=29.316, p=.000), and participation(F=3.276, p=.041) were significantly different among 3 clinical experience groups. Clinical experience correlated with expertise(r=.551, p=.000) and empowerment(r=.492, p=.000), and Decision-making participation also correlated with expertise(r=.351, p=.000) and empowerment(r=.265, p=.002). Decision-making participation is effected by theoretical knowledge(under 3.00yr clinical experience), expertise(3.01-5.00yr), and empowerment(above 5.01yr). Conclusion: These findings indicate that factors(theoretical knowledge, expertise, or empowerment) on decision-making participation varies as nurses's clinical experience differs. Therefore, decision-making needs bilateral agreement between staff nurses and nurse managers rather than the responsibility of one.

It is critical to select an appropriate technology valuation method when the characteristics of a technology and valuation environment are variable. To ensure high quality decision making when selecting a technology valuation method, it is necessary to understand the principles of a good technology valuation method, and define and apply a decision making theory for selecting an optimal method. The authors propose that Axiomatic Design Principles can be applied as a decision making theory. In order to apply Axiomatic Design for this problem, this paper describes four domains(customer, functional, physical, and process domain) and four axioms(independence, information, cost, time axiom) for the decision making process for the optimal technology valuation method. The result of this study will contribute flexibility to the dynamic technology valuation process.
This note is concerned with the use of incomplete weights in multiple criteria decision making. In an earlier study, an optimistic use of incomplete weights is developed to prioritize decision alternatives, which applies the most favorable set of weights to the alternative to be evaluated. In this note, we develop a method for a pessimistic use, thereby applying the least favorable weight set to the evaluated alternative. This development makes possible a more detailed prioritization of competing alternatives, and hence enhances decision-making powers.

Multiple attribute for decision making including user preference will increase the complexity of route selection process. Various approaches have been proposed to solve the optimal route selection problem. In this paper, multi attribute decision making (MADM) algorithms such as Simple Additive Weighting (SAW), Weighted Product Method (WPM), Analytic Hierarchy Process (AHP) method and Total Order Preference by Similarity to the Ideal Solution (TOPSIS) methods have been proposed for acoustic signature based optimal route selection to facilitate user with better quality of service. The traffic density state conditions (very low, low, below medium, medium, above medium, high and very high) on the road segment is the occurrence and mixture weightings of traffic noise signals (Tyre, Engine, Air Turbulence, Exhaust, and Honks etc) is considered as one of the attribute in decision making process. The short-term spectral envelope features of the cumulative acoustic signals are extracted using Mel-Frequency Cepstral Coefficients (MFCC) and Adaptive Neuro-Fuzzy Classifier (ANFC) is used to model seven traffic density states. Simple point method and AHP has been used for calculation of weights of decision parameters. Numerical results show that WPM, AHP and TOPSIS provide similar performance.
