With remarkable development of industry and technology, various chemical articles are developed to improve the quality of human life, yet some of chemicals are hazardous to human and the environment. However, safety control of chemical articles such as transportation, storage, and handling is emerging as a major issue lately. The road transportation needs well-organized safety management system, especially it has high probability of accidents. In this research, we point out problems in current state and related regulation of transportation of dangerous goods to compare the regulation in UN-RTDG. In addition, we suggest the enhancement law, the plan for standardization of classification in road transportation of dangerous goods and harmonization of labeling in transportation of dangerous goods to contribute to human health and environment protection.

When a large number of hazardous road cut-slopes are spreaded in widely scattered areas, the effective investigation and evaluation method that is able to decide the risk of hazardous road cut-slopes, is required. Many different evaluation techniques were suggested by many different researchers based on their demands, but there are the limited researches on the experimental evaluation technique which can be utilized by personnel who does not have much experiences on the road cut-slopes. In this study, the appropriate and effective evaluation method of the dangerous slope is suggested and this method can be used by both inexperienced and experienced persons. Therefore, this is the one of the effective ways that can mitigate the possibility of landslides.

As interest in social safety has recently increased at the national level, the various activities which can effectively prevent crimes are being carried out. Because the existing maps related to crimes provide the information about the present condition of crimes by administrative district for users, women and pedestrians who go by night could not actually grasp safe roads in advance. Therefore, this study developed the methodology that can easily extract dangerous areas due to crimes by the digital map 2.0. In the digital map 2.0, location and attribute information of center-lines of roads and building layers were used to find dangerous areas of crimes in these layers. Pavement materials and road width which are already built by the attribute information were used in the center-lines of roads. Crossing angles that roads and roads cross each other were additionally extracted and utilized. The attribute information about building types were input in the building layers of the digital map 2.0. The areas that are more the threshold values set by totaling up all the risk scores when considering pavement materials, road width, crossing angles of road, and building types in the center-lines of roads and road crossings were extracted as the dangerous areas that crimes can occur. Verification of the developed methodology was done by experiment. In the spatial apsect, the dangerous areas of crimes could be found by using the digital 2.0, roads, and building layers only through the experiment. In the administrative aspect to prevent crimes, additional installation of safety facilities such as street lights and security lights in the identified areas which are vulnerable for crimes is thought to be increasing safety of dangerous areas.

Recently, the government has improvement projects of dangerous road for the site that has very high accident rate due to bad geometric structures of the road. Although, route selecting of the road is a basic and important process, but the process of route selecting must consider the technical, safety and environment factor together. Also, the technology for the 3-dimensional terrain model can be used as an important factor in planning and designing for selecting alternative route projects. In the course of experimenting with the 3-dimensional topography generated by the combination of the digital map and drawing of route, the technology as been developed to offer the multi-dimensional access to the potential construction sites from the nearby main roads. This 3-dimensional digital elevation model has made it possible to make various terrain analysis base on GIS, which provides real-time virtual access to the designated construction sites for development planning and construction projects. Therefore, this study presents a reasonable plan for route selecting from some alternative routes through subjective evaluation and classify the methods linked basic design of road construction.
The purpose of this study is to prepare countermeasures for aggressive driving and road rage which have recently become a hot issue by analysing mechanism of how the driving behavior determinants(personal anger and aggression) and dangerous driving behavior factors(aggressive driving behavior and over-speeding driving behavior, drunk driving behavior, inattentive driving behavior, and inexperience driving behavior) affect aggressive driving and road rage. From the survey conducted by seven branches of the Road Traffic Authority with 351 people who were traffic offenders and drivers who caused car accidents, this study obtained three results as follows. First, seriousness of aggressive driving and road rage and requirements as types of customized educations, proper length of time for education, and contents of education can be understood. Second, specific relation and mechanism between the driving behavior determinants and dangerous driving behavior factors with respect to aggressive driving and road rage can be clearly identified, which helps to set order of priority and weighting of measures for reducing aggressive driving and road rage. Third, countermeasures can be categorized as corporate measures or customized measures through mechanism analysis model of aggressive driving and road rage.
Roads in Korea can be classified into four types according to their responsible authorities. For example, Motorway is constructed, managed, and operated by the Korea Highway Corporation. Ministry of Construction and Transportation is in charge of National Highway, and Province Roads are run by each province government. Urban/county Roads are run by corresponding local government. This study analyses the trends of road accidents for each road type. For this purpose, the numbers of accidents, fatalities, and injuries are compared for each road type for last 15 years. The result shows that Urban/County Roads are the most dangerous, while Motorways are the safest, when we simply compare the numbers of accidents, fatalities, and injuries. However, when we compare these numbers by dividing by total road length, National Highway becomes the most dangerous while Province Roads becomes the safest. In the case of road accidents, fatalities, and injuries per vehicle km, which is known as the most objective comparison measure, it turns out that National Highway is the most dangerous roads again. This study also developed time series models to estimate trends of fatalities for each road type. These models will be useful when we set up or evaluate targets of national road safety.

Road infrastructure has increased explosively due to economic development after industrialization and at present road infrastructure is being changed and increased by construction of new roads and maintenance and expansion of existing roads. Such road infrastructure should support safe driving. Road management plays an important role in safe driving. The purpose of this dissertation is to verify predictability of dangerous sections by analyzing road geometrical structure such as surface irregularity and superelevation for some sections in Central Inland Expressway by MMS and present ways of managing roads using MMS. Having analyzed surface irregularity of roads by using MMS, it was found that over 50 percent of all eight sections, targets of this study need betterments and for superelevation, over 50 percent of two sections goes against superelevation standard. Targets of this study are sections that accidents occurred frequently based on history of past accidents and predictability of dangerous sections can be verified through analysis of road geometrical structure using MMS. Using MMS data created by construction of high definition maps which are being undergone for all roads and methods proposed by this study will help investigate dangerous sections efficiently according to road environment. A result of MMS can be used for maintenance of road furniture.

National Road No.24 connects Ulju-gun in Ulsan Metropolitan City and Milyang city in south Gyongsang Province. The width of the road is small and narrow and many of the dangerous cut slopes are distributed along the way. In 2002, the government officer carried on the brief exploration about road cut slopes, and KICT conduct a detailed additionally investigations 57 dangerous cut slope sites of them. In order to lead safe driving, it is better to provide dynamic and detailed information on how the driver using the relevant road should behave as concerning movements of individual car rather than providing monotone and static information of reducing of speed to unspecified drivers. Assuming road and communication of highway where real-time collection and transfer of information on vehicles and road traffic status is possible, the purpose of this study was to provide real-time safe distance by considering road traffic condition such as road condition and driving condition, travel speed and distance between preceding/following vehicles. We intended to provide basic information about dangerous situation by defining different values of condition based column ($C_{condition}$) in accordance with the road surface condition, based on which Real-time Safety Distance Index(RSDI) is to be calculated comprehensively reflecting speed of preceding and following vehicles, distance between vehicles, vertical alignment and road surface condition on the scope of expression column ($C_n$). We intended to enable the driver to secure safety by providing the calculated Real-time Safety Distance Index (RSDI) so that the driver can intuitively sense and sufficiently cope with a dangerous situation where collision of vehicles may occur. The calculated RSDI value is comprised of 30 unit columns and will be provided to the driver being divided into risk evaluation grades of 3 predetermined steps, 'warning', 'dangerous' and 'normal'.
This study assumed that the best road guidance system for the vision impaired is a robot and analyzed and verified the requirements of road guidance system. In order to do so, the characteristics and inconveniences of the vision impaired as passengers and pedestrians were examined and their reactions to warnings and dangerous situations were analyzed. Users' needs and robots' functional requirements were applied to analyze the requirements of road guidance system. To verify whether the proposed requirements would be applied to robots effectively, a service scenario was used.
