Application of Risk Analysis for Dam Safety Assessment (댐의 안전성 평가를 위한 위험도 해석기법의 적용)

  • The main purposes of dam safety assessment are to predict risk of an existing dam and to reduce the identified risks reasonably. This study determined the risks of an existing dam for each different dam breach scenario using risk analysis. In addition, the application of risk analysis in the dam safety assessment made possible to compare and evaluate a variety of alternatives that may reduce risk of an existing dam with respect to the possibility of dam failure and economic efficiency, On the ground of the risk analysis results, the dam safety analysts can obtain better understanding and more information regarding the risk of and existing dam and recommended alternatives. Decision-makers will be able to manage risk of an existing dam efficiently by spending their affordable money and resources on the alternatives that are expected to reduce the risk of an existing dam practically.

UNCERTAINTY IN DAM BREACH FLOOD ROUTING RESULTS FOR DAM SAFETY RISK ASSESSMENT

  • Uncertainty in dam breach flood routing results was analyzed in order to provide the basis fer the investigation of their effects on the flood damage assessments and dam safety risk assessments. The Monte Carlo simulation based on Latin Hypercube Sampling technique was used to generate random values for two uncertain input parameters (i.e., dam breach parameters and Manning's n roughness coefficients) of a dam breach flood routing analysis model. The flood routing results without considering the uncertainty in two input parameters were compared with those with considering the uncertainty. This paper showed that dam breach flood routing results heavily depend on the two uncertain input parameters. This study indicated that the flood damage assessments in the downstream areas can be critical if uncertainty in dam breach flood routing results are considered in a reasonable manner.

  • For various historical and technical reasons, the safety of dams has been controlled by an engineering standards-based approach, which has been developed over many years, initially for the design of new dams, but increasingly applied over the past few decades to assess the safety of existing dams. And some countries were asked for risk assessment on existing dam, which included structural, hydraulic safety of dam and social risk. Whereas other countries have developed and adapted as an additional tool to assist in decision-making for dam safety management. Dam risk analysis should need the reliability data of dam failures, the past constructed history and management records of existing dam. It is thought with risk analysis method of dams for structural safety management in domestic that suitable to use consider an event tree, fault tree and conditioning indexes method.

  • Korea has 17,500 irrigation dams and facing variety of causes that jeopardize dam safety. With limited resources available to manage large inventory, a portfolio risk analysis application method for numerous irrigation dam safety is essential. The purpose of this study is to find an optimum way to adopt the risk analysis to the large number of irrigation dams in Korea and to propose the portfolio risk analysis process for irrigation dams. In this study, the necessity of the risk analysis for reservoirs safety has been suggested and a phased process using pre-screening and screening methodology has been proposed. This proposed procedure will help to effectively introduce the risk analysis for reservoirs safety in Korea.

Analysis of Drought Risk in the Upper River Basins based on Trend Analysis Results (갈수기 경향성 분석을 활용한 상류 유역의 가뭄위험 변동성 분석)

  • This study analyzed the variability of drought risk based on trend analysis of dry-seasonal dam inflow located in upper river basins. To this, we used areal averaged precipitation and dam inflow of three upper river dams such as Soyang dam, Chungju dam, and Andong dam. We employed Mann-Kendall trend analysis and change point detection method to identify the significant trends and changing point in time series. Our results showed that significant decreasing trends (95% confidence interval) in dry-seasonal runoff rates (= dam inflow/precipitation) in three-dam basins. We investigated potential causes of decreasing runoff rates trends using changes in potential evapotranspiration (PET) and precipitation indices. However, there were no clear relation among changes in runoff rates, PET, and precipitation indices. Runoff rate reduction in the three dams may increase the risk of dam operational management and long-term water resource planning. Therefore, it will be necessary to perform a multilateral analysis to better understand decreasing runoff rates.

  • Dam risk analysis requires a systematic process to ensure that hydrologic variables (e.g. precipitation, discharge and water surface level) contribute to each other. However, the existing dam risk approach showed a limitation in assessing the interdependencies across the variables. This study aimed to develop Bayesian network based dam risk analysis model to better characterize the interdependencies. It was found that the proposed model provided advantages which would enable to better identify and understand the interdependencies and uncertainties over dam risk analysis. The proposed model also provided a scenario-based risk evaluation framework which is a function of the failure probability and the consequence. This tool would give dam manager a framework for prioritizing risks more effectively.

Improvement of Hydrologic Dam Risk Analysis Model Considering Uncertainty of Hydrologic Analysis Process (수문해석과정의 불확실성을 고려한 수문학적 댐 위험도 해석 기법 개선)

  • Hydrologic dam risk analysis depends on complex hydrologic analyses in that probabilistic relationship need to be established to quantify various uncertainties associated modeling process and inputs. However, the systematic approaches to uncertainty analysis for hydrologic risk analysis have not been addressed yet. In this paper, two major innovations are introduced to address this situation. The first is the use of a Hierarchical Bayesian model based regional frequency analysis to better convey uncertainties associated with the parameters of probability density function to the dam risk analysis. The second is the use of Bayesian model coupled HEC-1 rainfall-runoff model to estimate posterior distributions of the model parameters. A reservoir routing analysis with the existing operation rule was performed to convert the inflow scenarios into water surface level scenarios. Performance functions for dam risk model was finally employed to estimate hydrologic dam risk analysis. An application to the Dam in South Korea illustrates how the proposed approach can lead to potentially reliable estimates of dam safety, and an assessment of their sensitivity to the initial water surface level.

Failure Probability Assessment for Risk Analysis of Concrete Gravity Dam under Flood (홍수 시 콘크리트 중력식댐의 위험도 분석을 위한 파괴확률 산정)

  • This study aims to estimate the failure probability of concrete gravity dams for their risk analysis under flood situation. To the end, failure modes of concrete gravity dams and their limit state functions are proposed based on numerous review of domestic and international literatures on the dam failure cases and design standards. Three failure modes are proposed: overturning, sliding, and overstress. Based on the failure modes the limit state functions, the failure probability is assessed for a weir section and a non-weir section of a dam in Korea. As water level is rising from operational condition to extreme flood condition, the failure probability is found to be raised up to the warning condition, especially for overturning mode at the non-weir section. The result can be used to reduce the risk of the dam by random environmental variables under possible flood situation.

Damage analysis of arch dam under blast loading

  • This paper examines the dynamic response of an arch dam subjected to blast loading. A damage model is developed for three dimensional analysis of arch dams. The modified Drucker-Prager criterion is adopted as the failure criteria of the damage evolution in concrete. Then, Xiluodu arch dam serves as an example to simulate the failure behaviors of structures with the proposed model. The results obtained using the proposed model can reveal the reliability degree of the safe operation level of the high arch dam system as well as the degree of potential failure, providing a reliable basis for risk assessment and risk control.
