Purpose: We aimed to identify collaborative disaster governance through the demand and supply analysis of resources recognized by nurses during the COVID-19 pandemic. Methods: We used a descriptive study design with an online survey technique for data collection. The survey questions were developed based on focus group interviews with nurses responding to COVID-19 and expert validity testing. A 42-question online survey focusing on disaster governance was sent to nurses working in COVID-19 designated hospitals, public health offices, and schools. A total of 630 nurses participated in the survey. Demand and supply analysis was used to identify the specific components of disaster governance during a pandemic situation and analyze priority areas in disaster governance, as reported by nurses. Results: Demand and supply analysis showed that supplies procurement, cooperation, education, and environment factors clustered in the high demand and supply quadrant while labor condition, advocacy, emotional support, and workload adjustment factors clustered in the high demand but low supply quadrant, indicating a strong need in those areas of disaster governance among nurses. The nurses practicing at the public health offices and schools showed major components of disaster governance plotted in the second quadrant, indicating weak collaborative disaster governance. Conclusion: These findings show that there is an unbalanced distribution among nurses, resulting in major challenges in collaborative disaster governance during COVID-19. In the future and current pandemic, collaborative disaster governance, through improved distribution, will be useful for helping nurses to access more required resources and achieve effective pandemic response.
The Daejanggakgibi Stele of Silleuksa Temple in Yeoju is a stone stele from the Goryeo Dynasty that is inscribed with various stories about the construction of Daejanggak, a place where Buddhist scriptures were kept. This stele has been maintained for a long time in a state in which discoloration of the body has occurred, and the inscription has been partially damaged due to dozens of cracks. Using non-destructive analysis methods for stone artifacts, material investigation, portable X-ray fluorescence analysis, and ultrasonic velocity analysis for the stele were performed. It was confirmed that the stele body was composed of light gray crystalline limestone, and the base stone, support stone, and cover stone were medium-grained biotite granite. Portable X-ray fluorescence analysis confirmed that iron(Fe) was an original coloring element of the stele surface. From the distribution pattern of the coloration, it can be inferred that iron-containing materials flew down from between the stele body and the cover stone. Thereafter, living organisms or organic contaminants attached to it so that yellow and black contaminants were formed. Ultrasonic diagnosis revealed that the physical property of both the front and back surfaces ranged from fresh rocks(FR) to completely weathered rocks(CW), and the average weathering index was grade 3(intermediate). However, the point where cracks developed intensively was judged to be the completely weathered stage(CW), and some cracks located in the upper and lower parts of the stele bear potentially very high risk. It is necessary to monitor the movement of these cracks and establish reinforcement measures for conservation in the future.
The safe driving reward system aims to reduce the loss of life and property by reducing the occurrence of accidents by motivating safe driving and encouraging active participation by providing direct reward to vehicle drivers who have performed safe driving. In the case of the existing digital tachograph, the goal is to limit dangerous driving by recording the driving status of the vehicle whereas the safe driving reward system is a support measure to increase the effect of accident prevention and induces safe driving with financial reward when safe driving is performed. In other words, in an area where accidents due to speeding are high, direct reward is provided to motivate safe driving to prevent traffic accidents when safe driving instructions such as speed compliance, maintaining distance between vehicles, and driving in designated lanes are performed. Since these safe operation data and reward histories must be managed transparently and safely, the reward evidences and histories were constructed using the closed blockchain Hyperledger Fabric. However, while transparency and safety are guaranteed in the blockchain system, low data processing speed is a problem. In this study, the sequential block generation speed was as low as 10 TPS(transaction per second), and as a result of applying the acceleration function a high-performance network of 1,000 TPS or more was implemented.

This study was conducted to survey students' current eating behavior and nutritional knowledge to provide researchers with basic data that can help students with positive, practical, and healthy eating habits. For this purpose, a self-administered questionnaire was distributed to students of a vocational high school located in Gyeongsangnam-do. A total of 270 questionnaires were collected from a convenience sample and the data were analyzed using SPSS Version 25.0. The results are as follows. First, 57.40% of students lived with "parents," and 55.56% of students' household monthly income levels were "Low." Second, as for the eating behavior of the subjects, the students who ate 'two meals' a day showed the highest at 64.81%, 'one meal' occupied 17.41%, and those who ate one meal a day, 'School cafeteria' was the eating place most frequently mentioned (65.96%). Third, when students were classified based on their nutritional knowledge levels, "High" group comprised 37.78%, "Moderate" group 37.41%, and "Low" group 24.81% of the total students. Regarding the experience of nutrition education, 64.44% answered 'no experience of nutrition education' in the last 12 months, and among the 35.56% of students who had received nutrition education, 72.92% received the education from school teachers. Based on these results, to prevent problems with the eating habits that can occur to vocational high school students, organic cooperation between families, schools, and local communities is required. Furthermore, full support from the government is needed. In addition, more efforts are needed for practice-oriented dietary education so that nutritional knowledge can be converted into correct eating behavior.
Purpose - This paper investigates the implications for facilitating trade in the products of Industry 4.0. To identify the issues caused by the conflicts of policy objectives such as applying the tariff concession under the ITA and imposing the export control, by exploring the case of classification of drones. Design/methodology - We adopted a single case study method to gain a deeper understanding of the complex and multifaceted issues of Customs classification in the context of facilitating trade in the products of Industry 4.0. This study employs the case of drones to explore how these issues of Customs classification affect trade facilitation. We ensured the internal validity of the study by confirming the pattern of the results with the existing theories. Findings - Our main findings can be summarised as follows: the intrinsic nature of the products that converge several technologies causes issues in the classification. The inconsistency in product classification delays customs clearance by hindering the Customs risk-management system that pinpoints products subject to controls. To address the issues, therefore, we proposed fundamental reforms of Customs to empower themselves with management roles. Facilitating trade in the products of Industry 4.0 requires more enhanced Customs capability. Therefore, the reforms should include comprehensive capacity-building activities, such as changes in staff-trainings, promotion system, organisation and culture. Customs also need roles in robust designing of cooperative systems to compensate for the lacks of controls and to ensure concrete risk management for expedited Customs procedures. As well, by equipping the Single Window of Customs with crucial control functions of other ministries, Customs need to support the cooperation. The role of harmonising various preaudits of other ministries with its own is another essential role that ensures predictability of clearance procedure. Originality/value - There are scanty studies in the field of knowledge about what obstacles exist and what solution is available in the course of transforming to 'Industry 4.0'. In filling out the gap of knowledge, this paper is of academic significance in that it applies the research theory on trade facilitation for the specific cases of classification of the product of Industry 4.0 to verify its effectiveness and to extend the subject of the studies to the scope of Industry 4.0. It also has practical significance in that the results have provided implications for reforms of Customs procedures to facilitate trade in the products of Industry 4.0.
With the enactment and enforcement of the 「Public Records and Archives Act」, the Tottori Prefectural Archives newly enacted the "Records Management Ordinance" through a comprehensive review of the previous archive function. In accordance with this ordinance, which came into effect in April 2012, Tottori Prefecture expanded the records management institutions (Public Security Committee and Police Headquarters, etc.) A series of archive systems were improved, such as the expansion and reinforcement of the authority to appraisal and select. In addition, the Tottori Prefectural Archives went further and implemented the "Ordinance on the Preservation of Historical Documents, etc." from April 2017. Through this, the municipalities unit basic local government's record management support work was set as a unique function of the local archive, and a linkage and cooperation system was established for the preservation of private records of the prefecture area as well as the basic local area together with cultural heritage institutions such as museums and libraries. As a reference case that continuously guarantees the performance of various activities based on the mission and vision of the local archives in Korea that aim for 'autonomy of records' on the poor archival culture soil, it is worth paying attention to the case of continuous record management reform of the Tottori Prefectural Archives through the enactment of the original role and function of the archive.

The purpose of this study is to examine the causal relationship of related variables in order to promote entrepreneurship, which is one way to support the economic independence and stable settlement of North Korean defectors. This study is firstly to examine the influence of individualism and collectivism on entrepreneurial intentions, and secondly, to examine the mediating effect of social adaptability in the relationship between socialist value system and entrepreneurial intention. To this end, a survey was conducted on North Korean defectors, and the empirical analysis target was 223 North Korean defectors. For the verification of the causal relationship between personal disposition and entrepreneurial intention, and the causal relationship between value system and entrepreneurial intention PLS was used. And PROCESS for SPSS Macro was used to verify the mediating effect of social adaptation in the relationship between the value system and entrepreneurial intention. Looking at the results of the empirical analysis, the extraversion factor was found to have a positive effect on the entrepreneurial intention level of North Korean defectors, and the self-fulfillment desire factor was found to have a positive effect on the entrepreneurial intention. It was also found that individualist values have a positive effect on the entrepreneurial intentions of North Korean defectors, and collectivist values do not have a significant effect on the entrepreneurial intentions. As a result of examining the mediating effect of social adaptability between individualism/collectivism and entrepreneurial intention in this study, it was found that individualist value has a direct impact on entrepreneurial intention without engaging social adaptability.
Ports have had a positive impact on urban development in the past, but they also have external diseconomies that reduce the competitiveness of port cities, such as damage to the residential environment. As a result, ports are also important policy targets for local governments. However, opportunities for participation by local governments are limited due to the centralized port policy structure and the lack of port capacity of local governments. Therefore, there is a growing interest in local port governance, which approaches the port as a target of local policy and seeks to solve it based on the participation and cooperation of various members such as local governments, general citizens, local businesses, and NGOs. The purpose of this study was to find the components for establishing local port governance and explore priorities by conducting AHP targeting experts and practitioners. As a result, in order to establish local port governance, it was confirmed that the establishment of an institutional foundation and a socio-cultural atmosphere is the top priority. More specifically, the interest and will of local governors, and local autonomy laws that are the institutional foundation to support the actual operation and the securing of the expertise of local government officials found to be of high priority.

This study examines the policies currently announced in the "3rd Comprehensive Library Development Plan" in relation to the discovery of individuals' potential in libraries and analyzes the current status of the tasks promoted and executed by central administrative agencies and municipal and provincial libraries based on these policies. Based on the analysis results, this study presents the methods for libraries to play their role in discovering the potential of individuals in the future. According to the results of this study, due to the poor performance of libraries resulting from reduced in-person events because of library closures and the promotion of non-contact services such as humanities classes and cultural programs in response to COVID-19, it is necessary to establish systems to support emergency management and non-contact programs in response to COVID-19, as well as increase the budget for extending reading culture projects for underprivileged regions and people. In addition, it is necessary to discover quality long-term, non-contact programs, provide infrastructure for non-contact program operation, and develop guidelines. Second, it is observed that communication- and discussion-type social reading programs need to be promptly converted into and operated as online classes. Third, the study results confirm that it is necessary to prepare measures to reinforce external cooperation, such as improving the convenience of and accessibility to information use for users, conducting seminars between domestic and foreign councils, promoting one-stop data sharing systems, executing data digitalization, expanding library infrastructure in preparation for the post-COVID-19 era, and promoting public relations activities.

This study aimed to identify the factors that helped and hindered secondary school teachers who experienced student suicide using the concept-mapping approach. Seven South Korean middle and high school teachers were interviewed from which 113 core statements were elicited. The participants sorted these core statements into categories by meaning. Multidimensional scaling and hierarchical cluster analysis were conducted to identify the underlying structure of the teachers' experiences. Four hindering factor clusters emerged: (1) regret over failing to prevent the suicide, (2) an apathetic atmosphere in the school, (3) a sense of helplessness related to suicide survivors, and (4) approach-avoidance conflicts related to suicide survivors. Six helpful factor clusters emerged: (1) cooperation and care offered between suicide survivors, (2) focusing on the present, busy life, (3) spiritual activity, (4) social support, (5) overcoming grief through altruistic behaviors, and (6) sympathy for the deceased. Two dimensions were found for both the hindering and helpful factors. The hindering factor dimensions were external system-internal experiences and related to suicide survivors-related to suicide decedents. The helpful factor dimensions were distancing from the loss-approaching the loss and professional activities-personal activities. The present study empirically explored and described the underlying structure of teachers' bereavement experiences after student suicides.
