The purpose of this research is to take a look at what are research autonomy's factors of the government-supported research institutes with a new angle and how these factors influence on organizational effectiveness at the same time. ultimately, this research will suggest what government should guarantee and support researcher of the government-supported research institutes. In the groundwork, this research divides the level of research autonomy individual and organizational level, and divides the type of research autonomy intrinsic and extrinsic autonomy and also organizational commitment, and measure job satisfaction for organizational effectiveness. consequently, intrinsic autonomy which is associated with 'selection of research project', 'freely and lively traffic in ideas', 'choice of research methodology', 'utilization of research's result' is much more important than extrinsic autonomy for researchers to improve organizational effectiveness.

To achieve web application security goals effectively by providing web security features such as information leakage prevention, web application firewall system must be able to achieve the goal of enhancing web site security and providing secure services. Therefore, it is necessary to study the security evaluation of web application firewall system based on related standards. In this paper, we analyze the requirements of the base technology and security quality of web application firewall, and established the security evaluation criteria based on the international standards for software product evaluation. Through this study, it can be expected that the security quality level of the web application firewall system can be confirmed and the standard for enhancing the quality improvement can be secured. As a future research project, it is necessary to continuously upgrade evaluation standards according to international standards that are continuously changing.

In the era of the fourth industrial revolution, the world is undergoing rapid social change. The purpose of this study is to predict the expected changes and necessary competencies and desired curriculum and teaching methods in the field of mechanical engineering in the near future. The research method was a Delphi study. It was conducted three times with 20 mechanical engineering experts. The results of the study are as follows: In the field of mechanical engineering, it will be increased the situational awareness by the use of measurement sensors, development of computer applications, flexibility and optimization by user's needs and mechanical equipment, and demand for robots equipped with AI. The mechanical engineer's career perspectives will be positive, but if it is stable, it will be a crisis. Therefore active response is needed. The competencies required in the field of mechanical engineering include collaborative skills, complex problem solving skills, self-directed learning skills, problem finding skills, creativity, communication skills, convergent thinking skills, and system engineering skills. The undergraduate curriculum to achieve above competencies includes four major dynamics, basic science, programming coding education, convergence education, data processing education, and cyber physical system education. Preferred mechanical engineering teaching methods include project-based learning, hands-on education, problem-based learning, team-based collaborative learning, experiment-based education, and software-assisted education. The mechanical engineering community and the government should be concerned about the education for mechanical engineers with the necessary competencies in the era of the 4th Industrial Revolution, which will make global competitiveness in the mechanical engineering fields.

Society is operating with software and a new digital era through the Internet of Things started. A variety of fields are being in conjunction with each other based on computing. As problems in real life become more complicated and communication based on various knowledge and problem solving skills are emphasized, these changes are reflected in the curriculum. These changes started from overseas in advance then Korea includes SW education in elementary and secondary education through curriculum revision of 2015. On the other hand, SW education for university students just started after the curriculum revision of elementary and secondary education. The new SW education highlights and develops Computational Thinking beyond programming and it will be a key for the future. Therefore, this study analyzed trends of Computational Thinking and examples of CT courses in Universities. Suggestions and ideas for instructional model to develop Computational Thinking were discussed.

In 2007, London Thames Gateway delivery plan was started, and it was in progress to solve climate change, population density, housing problems, green space, regional imbalances, and transportation issues from east London and Kent to Essex. The plan was carried out faithfully local autonomy enlargement of local governments. This case is evaluated as a successful case of waterfront regeneration with well balanced on development and conservation. This study concludes as follows by comparing with this case and a new Han River management foundation plan. First, Seoul's new plan needs to change to diffuse thinking on comprehensively understanding. Second, local and central government, which are adjacent to Han River, need management scheme in cooperation. Third, the countermeasures for solving traffic problems in Seoul are required through the provision of transportation method to take advantage of the waterfront.

The aim of this research is to examine patterns of design governance used by Northern European countries to respond to social crises and understand design governance as a tool for sophistication of social services and social integration. Design governance as applied in Sitra of Finland, MindLab of Denmark and the Gulliver project of Germany encourages using design methodology for analyzing and solving problems related to social phenomena based on involvement of the private, public, industrial, and academic groups. Especially, the citizens are actively involved in developing problem-solving ideas and designing new policy with other governance members, rather than simply providing information or one-time participation. In the cases discussed in this study, design governance reduce unnecessary administrative and financial consumption and inconvenience caused by complicated rules, based on field-oriented approach, regional characteristics, pluralism, and respect for diversity. Therefore, future design policy paradigm will need to evolve into concept of policy design and pluralistic monitoring centered on design governance based on participation of private sector to lead policy development, from the current system in which only few officials decide policy.

As the importance of software has become more widely recognized, many Korean universities are designating software classes as an essential subject. However, there is a difficulty in achieving the educational goal because the education is done without sufficient understanding of the non-Major learner. Therefore, in this paper, we analyze the opinions of the humanities college students who have taken the software basic education course and confirm the changes of the students' digital minds. Based on this, we suggest considerations for the basic software education for non-Majors. The results of the analysis show that pre-admission software education does not contribute much to university education, while students respond positively to the practice-based education using student-oriented project subjects. Therefore, it is desirable to provide an environment where learners can gradually develop their digital minds by providing students with more software access opportunities based on hands-on practice in basic software education for non-Majors.

The purpose of this study is to identify the characteristics of China's trade relationships with and dependency on the countries participating in the Belt and Road initiative and to present some implications. This study collected annual total imports, exports, and GDP data from the International Monetary Fund (IMF) on 198 countries and the National Bureau of Statistics of China (NBS) on 221 countries from 1995 to 2015. China's imports and exports have expanded considerably from the mid-1990s to the present, and China's dependence on imports and exports with the US and Japan has declined, while its dependence on the Middle East, South Africa, South America, and Southeast Asia has increased. China has a very high level of dependence on imports from and exports to the countries participating in the Belt and Road initiative, and as the Belt and Road project progresses, the mutual trade dependency between China and the other participating countries is expected to strengthen and expand.

This study is about effects of government R&D subsidies program participation factor for SMEs R&D performances. Currently, Government R&D subsidies program has been operating in various forms, and each company subsidies, facilities, equipment, personnel and training have been supported. Each of the companies is also involved with various factor of support to participate in the subsides program. Therefore, This study verifies the hypotheses that after government R&D subsidies program of project implementation, various participation factor of companies have an effect positive impact on business management skills of administrative performance. Also, This study verifies the hypothesis of an influence on the R&D investment and the technological capability of technical performance. Through such a analysis results will help to carry out guide for strategic R&D performance management of government R&D subsidies program participation companies.

The purpose of this study is preparing for the expansion of water leisure sports in accordance with the marina port building project, enforcement of Reservoir Development Special Act and the revision of Water Leisure Sports Safety Act by government. For the purpose, this study investigated the status of physical education class as a cultural study in universities, collected/analyzed the related literatures to analyze the role of physical education class and analyzed the curriculum of university physical education as a cultural study being taught at 17 national and public universities in nationwide 12 areas. The university physical education as a cultural study should be given as a preparation for future water leisure sports age so that it can achieve its inherent purpose of fostering sports demonstrating ability as a lifetime sports. By doing such, people will have better life while enjoying water leisure sports.
