건설공사 현장에서 공공 발주처의 감독자는 공정관리, 품질관리, 안전관리 뿐만 아니라 공사 현장에서 발생하는 다양한 업무를 수행하고 있다. 특히, 한국도로공사 등 4개 공사는 공사특성에 맞게 전문화된 공사현장의 공사관리 업무를 추진하여 왔다. 그러나, 최근 민자사업의 물량 증가와 건설사업관리제도의 도입 등 건설환경의 변화_글 공공 발주처의 감독자는 보다 효율적인 공사관리방식을 도입하여 사업관리의 내실이 필요하게 되었다. 따라서, 본 연구는 국내 공공 발주처의 감독 운영시스템과 선진외국의 공사감독 제도를 조사 분석하여 국내 실정에 맞는 합리적인 공사감독 체계 개선방안을 마련하였다 특히, 본 연구는 고속도로 건설공시 공사감독자의 공사관리방안으로, 검측원의 육성방안과 건설공사 감독업무 매뉴얼, 교육프로그램 로드 맵 구축방안을 제시하였다.

As domestic buildings have been large-scaled, diversified and high-rise, there have been a consistent demand for design, development of construction technology and accident prevention activity as well as quality enhancement. In spite of governmental and related institutions' efforts for reducing national losses which come from numerous accidents, there have been endless small and large accidents on the construction site and thus, it is urgent to conduct empirical researches in this area. Currently safety supervision system in construction industry has enforced harm and danger prevention planning system, however it merely stick to other existing materials. In addition, it is difficult to put it into practice in that it requires bearing too much burden to draw out the planning itself in a case of large construction work. Consequently in this paper we select evaluation criteria by construction progress, classify into several categories, and regard potential danger which often occurs, as a evaluation criterion. Further step is to allow workers or collaborated companies to express their expert opinions or experiences and to encourage quality and process control and autonomous safety control by applying PSM(Process Safety Management) method using AHP(Analytic Hierarchy Process) and to development of PSM evaluation method in the construction. The reason why PSM method should be quantitative and substantial progress is because it contributes Korean constructing companies to enhancing their safety control ability and to taking an equal stance just like developed countries, thereby strengthening their competitive edges. Boost of safety control system by PSM method could make an enormous contribution to preventing construction accidents on the site by establishing and securing an autonomous safety control system.

국내 사회간접자본(SOC) 프로젝트에서는 품질, 비용, 안전, 공정의 체계적이고 효과적인 관리를 위해 CM제도를 다양한 시범사업 및 실제 사업에 도입하고 있다. 그러나 국내 SOC사업에 CM제도를 도입하는 데는 여러 가지 실무적 장벽들이 존재한다. 내적으로는 안전문제 및 부실시공으로 인해 발생된 건설 산업에 대한 부정적인 시각을 극복하고, 외적으로는 건전한 시장개방과 국제화 및 세계화 시대에 부합하여 기술발전 및 개발을 통해 대외 경쟁력을 향상시켜야하는 과제를 안고 있다. 이를 달성하기위해 각 프로젝트 참여자들이 효율적으로 융화 될 수 있는 있는 토대를 제공하는 CM제도의 정착은 중요한 현안이다. 그러나 현재 발주처의 입장에서 국내 SOC 프로젝트 CM 제도의 정착화 방안을 객관적으로 규명하는 연구가 결여되어있다. 따라서 본 연구는 이를 규명하기 위해 국내 CM 프로젝트에 참여하는 구성원들(예, 발주처, 감리, 설계사, 시공사 등)을 대상으로 전문가 설문조사를 실시하여 CM도입에 대한 인식을 분석하고, 각 프로젝트 참여자들의 CM에 대한 입장을 정립하며, CM 정착을 위해 수반되는 문제점을 규명하고 이에 대한 대응 방안을 제시한다. 국내 SOC 프로젝트 CM에 대한 각 프로젝트 참여자들의 입장을 객관적으로 분석함으로써 CM 제도를 보다 효율적으로 정립하는데 기여한다.

아모레퍼시픽 신사옥의 조경은 준공 이후 다양한 수상 실적을 보유한다. 본 연구는 이 환경의 기획, 계획, 설계, 시공상의 매커니즘을 근거이론을 통해 규명하고자 한 시도이다. 연구 결과는 다음과 같이 정리된다. 기업의 모태였던 대상지를 대하는 클라이언트의 장소애착은 '건축과 조경이 통합적으로 기안'된 국제지명 현상설계를 추진케 한 원동력이었다. 이후 공모 당선안의 실제적 구현을 위한 상세설계 단계에서 역량 있는 로컬 설계사와 시공사를 선정하면서 제 분야가 참여하는 협의체를 운영함으로써 다양한 의견을 포용하면서 합리적 의사결정을 촉진하였다. 협의체 운영방식은 시뮬레이션과 실물 모형의 제작, 그리고 의견 공유 후 상세도를 작성하는 방식을 반복하였으며, 이때 조경 디자인감리가 주요한 역할을 담당하였다. 이러한 통합적 기획과 조경디자인 감리를 통한 '설계·시공의 정합성 확립'은 오늘날의 분업화된 실무 현실에서 장인정신의 배양과 조경 코디네이터와 양성을 위해 요청되는 조건이라 할 수 있는바, 관련 후속 연구의 축적과 제도의 보완을 기대한다.

최근 노량진 수몰사고, 방화대교 붕괴사고 등의 대규모 건설재해가 끊이지 않고 발생하고 있다. 이에 건설공사 현장에서 재해 저감을 위한 다양한 공사참여자의 역할 및 책임이 중요한 요소로 인식되고 있는 실정이다. 건설 산업은 계획, 설계, 시공, 유지관리 단계를 거치면서 발주자를 비롯한 설계자, 시공자 등 다수의 행위주체들이 참여하여 공사목적물을 만들어 가는 일련의 과정이다. 그러나 현행 안전관리의 주체는 근로자를 직접 고용하는 원도급자인 시공사에게만 책임이 집중되고 최상위에서 의사결정 권한을 행사하는 발주자의 안전활동 참여는 배제되고 있다. 이에 본 연구는 각 공사참여자를 대상으로 안전활동에 대한 인식수준 및 실태에 대하여 파악하고, 이를 통해 발주자 중심의 안전관리체계에 대한 개선방안을 제시하였다.

본 논문은 공공기관별로 발주 계약되는 모든 설계 감리 건설사업관리의 건설기술용역을 건설분야 및 사업단계로 구분하여 관리할 수 있도록 정보관리항목을 마련하고 사용주체별 업무 프로세스 개선방안을 제시하였다. 또한, 개선된 프로세스를 기반으로 용역책임자와 공공기관 담당자간에 용역실적정보를 등록 검토 승인할 수 있도록 건설기술용역 실적관리시스템을 개발하였다. 그 결과, 건설기술 용역업체의 기술인력 보유상황 및 기술인력 업무중첩도와 회사실적 등이 투명하게 관리되며, 용역업체에 대한 객관적이고 신뢰성있는 용역실적정보를 제공함으로서 향후 적정 용역업자 선정시 참고자료로 활용이 가능하며, 사업수행능력평가서 제출시 실적자료를 제출할 필요없이 온라인으로 확인이 가능하다.

우리나라의 전통 사찰은 대부분 목조로 되어 있고 국가 중요 전통사찰의 건축 구조는 대부분이 목재로서 연소성이 높기 때문에 일단 착화되면 빠른 속도로 화재가 전파되고 산중에 있는 지리적인 특성으로 인해 효과적으로 화재를 진압하는데 어려운 문제점을 가지고 있다. 본 논문에서는 전통사찰 문화재의 화재안전관리 개선방안으로 법 제도적인 측면, 건축방화적인측면, 재난 방재 기본 시스템구축 및 유관기관 합동점검, 훈련 등 예방활동 강화를 제시하였다.

Marine environment is subject serious destruction because of frequent accidents during exploration of marine resources and overseas transport. Also, as many industrial enterprises discharge high volume of wastes and contamination, marine pollution has become a serious threat to people (especially in China). China is quickly becoming a world economic leader of the 21st century. Rapid industrialization and social changes have raised the standard of living of millions of the Chinese, mainly in the areas of East and South East coast. The process of industrialization, however, is often followed by deterioration of the marine environment and rarely turned around until a country has increased its standard of living. Solving these array of problems will take decades and currently the government is addressing minor specific issues only. Fortunately, the Chinese government has enacted a number of marine pollution control laws. On 25 December 1999, the 13th Session of the Ninth Standing Commettee of the National People's Congress passed the amended the Marine Environment Protection Law of the People's Republic of China. This Law establishes rights and responsibilities of the relevant departments concerning marine environment management and provides for two new chapters on "Marine Environment Supervision" and "Marine Ecological Protection", along with "Supervision of Pollution Prevention for Marine Construction Projects", "Marine Ecological Protection" and "Marine Environment Pollution Prevention for Marine Construction Projects". Also, the Law was amended with provisions for integrated pollution discharge control system and oil spillage emergency response plan and enhanced legal responsibilities. Chinese government recognizes that international and national experience can be useful for China to prevent further ecological degradation of the marine environment.

일반적으로 건설사업관리는 발주자를 위한 방식과 시공자를 위한 방식으로 구분되고 있으나 현재 국내에서는 사업관리 기능을 포함한 감리를 중심으로 대부분의 프로젝트가 진행되고 있는 실정이다. 이로 인하여 사업참여자간의 업무관리가 복잡하고 감리자 및 건설사업관리자가 효율적인 사업관리업무를 수행하는데 어려움이 있다. 따라서 전문화되고 체계적인 사업관리절차를 포함한 통합사업관리시스템의 활용이 어느 때보다 절실히 요구된다. 본 연구에서는 전주월드컵경기장의 CM사례를 통해 현행 CM업무의 현장적용상의 문제점을 분석한 후 통합사업관리시스템과 CM의 발전방향을 구체적으로 제시하는 동시에 현장 CM에 대한 개념구축, CM업무 수행 지침서 작성 등의 현장 건설사업관리업무의 향후 발전방향을 제시하고자 한다.

The purpose of this study is to investigate the cause of repeated accidents through the investigation and analysis of the collapse cases of domestic earthquakes in order to prevent the earthquake disaster in the urban redevelopment and reconstruction. It is designed and constructed to draw out various problem factors and to find solutions to these problems. And the contents related to various laws and systems of the construction project management stage. Especially. In the management of the construction management centered on the safety management and quality control of the technical aspect design, supervision, construction phase through the cause of the accident and improvement measures based on the investigation report of the collapse of the construction site near Sangdo Kindergarten in Seoul. Supervisor. And constructors should be settled on the responsibility and responsibility of God. In order to achieve the purpose of the project, a system is established to link worker-centered occupational safety and health management with technology-based safety construction management, and analysis of how the quality control of the earthquake prevention affects safety construction management The purpose of this study is to prepare the optimum management plan of construction business.As a result of this study, it is aimed to accomplish the purpose of small scale redevelopment and reconstruction construction project by providing optimization method in the stage of construction project management in order to prevent collapse caused by differences in design,Is expected.
