Time Series Analysis and Development of Forecasting Model in Apartment House Cost Using X-12 ARIMA (X-12 ARIMA를 이용한 아파트 원가의 변동분석 및 예측모델 개발)

  • The construction cost index and the forecasting model of apartment house can be efficient for evaluating the validness of the fluctuating price, and for making guidelines for construction firms when calculating their profit. In this study the previous construction cost index of apartment house was improved, and the forecasting model based on X-12 ARIMA was developed. According to the result, during the last five years the construction cost, excluding labor expense, has risen approximately to 22.7%. And during next three years, additional 16.8% rise of construction cost is expected. Those quantitative results can be utilized for evaluating the apartment house's selling price in an indirection, and be helpful to understand the variation pattern of the price.

  • This study for construction of golf courses is to present basic information and pattern of change of construction cost by looking at the capacity of construction, requiring time and other aspects. The propose of this study is to develop the model of brief cost expected by using cost index and analyzing the actual work cost data gathered in golf course construction industry in Korea. The equation used for the cost-capacity index in other to deliver the expected construction cost is followed next. The results of this study, by regression analysis for the information of 7 golf courses, it could be found the cost-capacity index n, such as 0.72 for whole construction, 0.67 for net construction.

A Study on the Guideline of construction cost according to Size of position and Regional characteristics of New Public Libraries (신축 공공도서관의 지위적 역할에 따른 규모와 지역 특성에 따른 건립공사비 기준에 관한 연구)

  • As the functions and roles of public libraries expand, it is time for qualitative growth. In order to improve the quality of public libraries, it is important to plan actual construction costs through systematic feasibility study. Therefore, the purpose of this study is to present the guideline of construction costs considering the size and regional characteristics according to the status role of the new public libraries. The construction costs are based on actual data. The results of the study are as follows. First, we derived the analysis framework according to the size and regional characteristics. The status role of the public libraries was considered theoretically. The size was classified according to status role of the public libraries. Regional characteristics were classified through literature review. Through this, an analysis framework was derived according to size and region. Second, the actual data on construction costs of the new public libraries were examined and analyzed. Basic factors, size, area, and construction costs were analyzed for 285 libraries nationwide that opened from 2010 to 2016. The data of 129 newly opened public libraries were classified. To present construction costs depending on price fluctuation, construction cost index was analyzed as of September 2016. Third, a guideline of construction costs for new public libraries was suggested. The construction cost per $1m^2$ of building area was analyzed. By multiplying 116.70(p), the construction cost index, the construction cost per $1m^2$ of total building area was calculated to be 2,472,350 won. When applying the research result, construction costs can be gained by adding construction cost index of the month.

  • The business market of architecture has got a system that controls a deposit according to the price function. This system is written on a law of contract about countries. So the main body of construction has to make a reasonable contract. This study is written about a rate of numerical index on controling a deposit. We tried to fine problems and solutions of labor expenses, instrument costs and material costs which is so big and changable on the construction market Labor expenses are expressed according to the rate of construction scale between direct and indirect cost that applies ability of works. Instrument costs are expressed according to an output method of a unit price annually and a weight allowance of local instrument conditions and use frequence. The last material costs expressed according to a local weight allowance make a decision of the material cost index. They applies locally relative index more than absolute one on what uses the price rate of producers and importations. This solutions are not enough to apply to the real market, so it needs to exam and to be on the market after a feasibility study.

  • The paper provides an approximate cost estimating model that can be used for tunnel. Based on the previous study analyzed critical factors that have impact on tunnel construction cost, this paper establishes a cost variance index table that reflects the cost impacts due to the change of the critical cost factors. An estimating procedure is described utilizing the index table. For the verification of the suggested model, the comparison of the estimated construction cost with real project cost is performed. The estimated results range from 95%~111% of the real project costs. As an approximate tunnel cost estimating model, the model can be utilized to quickly estimate tunnel construction costs based on the conceptual information at the planning stage and to efficiently make a decision on design alternatives.

  • This study has conducted case studies in order to suggest alternatives to the historical data-based estimate system. Price fluctuation calculation methods based on historial cost indexes, standard estimate and construction cost indexes were applied to 9 road construction sites in Jeju for an analysis. As a result, in 5 construction sites (about 56% of 9 sites), the index control rate calculated based upon historical data-based estimate system was higher than that calculated based upon standard estimate and construction cost indexes. Thus the establishment of the requirements for the adjustment of contract price due to price fluctuation delays, which leads to a significant difference in price fluctuation amount. And, in an analysis of construction cost indexes, the indexes for road construction were used for calculating index control rate which ranges from 2.0 to 9.4 percent, indicating the time of construction amount and price fluctuation application has a significant influence on index control rate.

  • Capital project benchmarking requires an effective cost normalization process to compare cost performance of projects accomplished in different time and location. Existing cost normalization approaches have been established based on the assumption that all required information for cost normalization is fully identified once a project is completed. Cost normalization, however, is sometimes required to evaluate phase-level outcomes of an ongoing project where the required information is not fully available. This paper aims to provide a cost normalization procedure for phase-based performance assessment. The procedure consists of three normalization steps: currency conversion, location adjustment, and time adjustment considering various scenarios where the required information is not fully identified. This paper also presents how the cost normalization procedure has been applied to the 10-10 Performance Assessment Program, which is a phase-based performance assessment system developed by the Construction Industry Institute (CII). Both researchers and industrial professionals can apply the cost normalization procedure to studies and practices regarding to cost estimation, feasibility analysis, and performance assessment.

Prediction of the construction cost indices for construction cost of the public and permanent rental house (국민·영구임대주택 건축비 산정을 위한 공사비지수 예측 연구)

  • Korean government is planning to supply a half million public and permanent rental houses from 2013 to 2018 for settlement of non-homeowners. It is requested an objective criterion to appropriate the budget for the rental houses construction project cost. In this study, construction cost indices, which reflect the inflation trend of construction resources, were explorated to suggest a effective methodology for the construction cost estimation of therental houses. We figured out the future construction cost indices using several scientific methods, and seven estimated indices values were shown. It is required an additional research to select the proper value among the analyzed indices.

  • With the intensifying of price competition and structural diversifications, the uncertainty of the domestic housing market has been increased. This highlights the importance of the planning stage of construction projects, and the increased need for a higher level of accuracy in approximate estimates. Currently, a number of research and development programs to calculate construction cost at the initial planning stage are being conducted. However, there are few cases in which local characteristics are considered in deriving the results. If local calibration can be conducted during estimates, more accurate cost estimates will be enabled. This could also play a major role in ensuring the success of a project. Therefore, the purpose of this research is to develop a calculation methodology and a model for a local index based on the historical data of public apartment buildings, and to derive a local index that supports accurate construction cost estimates.

Presumption Method for Optimum Correction Rate of Total Construction Cost Using the Median based on Historical Data Analysis in Public Office Buildings (공공건축물 실적자료 분석에 따른 중위수를 활용한 총공사비의 적정보정율 추정방법)

  • There is growing difference between a planned value and an actual cost for increasing as an risk of construction cost. A construction cost index is an alternative to redeem a problem, but it is still very difficult to reduce an actual differential as a price fluctuation. Furthermore an existing theory of a construction cost index is overly complex, and is unsuitable for using in working-level. This study suggests an optimum correction rate in respect of a total construction cost. It is analyzing the actual cost of 53 public buildings that the Public Procurement Service ordered. The objects are main processes that include architectural works, mechanical works, electrical works, telecommunication works, and service facilities. It is compared a total construction cost based on absolute error rate using the median from frequentist principle. For this, it is selected the suitable regression model and set a correction rate.
