  • The purpose of this study was to investigate the contexts in which employed mothers with young children consider leaving the labor force. We used a mixed methods design, which integrates the findings of quantitative and qualitative analyses, to better understand the dynamics underlying employed mothers' intentions to leave the labor force. The participants of both quantitative (N = 324) and qualitative (N = 16) data were married mothers who were employed full-time and had at least one child younger than elementary-school age at the time of data collection. Both the quantitative analysis of logistic regression and the qualitative thematic analysis revealed that the child's age, the husband's income, the utilization of child care by relatives, the mother's job involvement, family-to-work role conflict, and other costs and rewards of participation in the work force were the important contexts where employed mothers considered leaving the labor force. The quantitative analysis uniquely found that being employed at a workplace with flexible work hours were associated with lower odds of considering exit from the labor market. The qualitative analysis highlighted that the decision to leave the labor force or to stay in it is a complicated issue that almost all employed mothers potentially face at some point in their careers. These findings suggest that policy support is warranted to help employed mothers with young children remain in the workforce when they wish to.

  • Objective: The present study examined how childcare teachers at home daycare centers perceive their rights as teachers and what kind of rights situations pertain to them at their respective daycare centers. Methods: Adopting a qualitative research method approach, this study conducted focus group interviews to collect empirical data. The participants were childcare teachers and directors at home daycare centers, which were shown to have relatively poor work environments compared to other types of daycare centers Results: The findings revealed that the participants at home daycare centers perceived their rights as childcare teachers to be extremely vulnerable. It was shown that their rights could not be protected in various frameworks involving mutual relations between teachers and directors, the Infant Care Act and childcare policy, and social perceptions that fail to recognize them as professionals. Conclusion: The fingdings from the present study contribute to our understanding of the rights situation faced by childcare teachers at home daycare centers and to the social discourse on finding ways to realize the teachers' full rights as childcare professionals.

  • This study attempted to assess the durability of the trend in increasing childcare time and to get some clues based on research findings to make efficient policy interventions in case there is a need to continue or reverse course for such trend. In doing so, a total of 9,668 diaries from the 2004, 2009, and 2014 Korean Time Use Survey were analyzed targeting parents with a preschooler as their eldest child. Parental time was regressed on parents' weekly work hours, mother's relative income, parents' education and gender role attitudes. Furthermore, increase in parental childcare time was decomposed into parts that were attributable to differences in the means and slopes of associated factors. Analytic results revealed that; parents' weekly work hours were associated with time spent on childcare from 2004 to 2014; the negative relationship between mother's relative earnings and her childcare time in 2004 and 2009 was reversed to a positive one in 2014; parent's education had stronger positive effects on father's than on mother's childcare time; parents' gender role attitudes had a weak association with childcare time; social and cultural changes such as decrease in work hours, higher education, more egalitarian gender role attitudes, and rise in women's wages contributed to the increase in parental childcare time, but in a different way for mothers and fathers. By taking into account the social and cultural context behind the changes, this study is able to provide a more constructive implications for childcare policy in Korea.

  • This study aimed to explore goals and development process of Child·youth Friendly Cities certified by UNICEF Korea and to provide a research basis for promotion and development of Child·youth friendly cities in Korea. Researchers conducted in-depth interviews with experts in two cities designated as UNICEF Child·youth Friendly Cities in early days. The findings showed that in order to successfully build and maintain friendly cities for children and youth, active interest and efforts of local governors and government officials for promoting friendly cities and policy enforcement based on four principles of child rights were required as prerequisite. In relation to managing Child·youth friendly cities, two cities selected as cases of this study provided universal social welfare programs for children and youth and expanded after-school care services for local students. Moreover they tried to promote decision making and protect rights of children and youth by allowing them to participate in community programs. The important distinctions of these cities were that they established a department exclusively for children and youth and closely cooperated with experts in private sectors. However, participants agreed that there should be more comprehensive and multilateral approach for building Child·youth friendly cities, adoption of incentive system for certification of Child·youth friendly cities and more active promotion of the UNICEF project. In conclusion, the researchers proposed policy implications.

  • This study focuses on changes in a father's role from one that is work-centered to a work-family balance, analyzing the type of father's work-family reconciliation and to compare the differences among the types. An online survey was conducted with 1,037 fathers of school-aged children. The survey subjects were assigned to a ratio of 1:2:1:1 for fathers who have a child in kindergarten, elementary school, middle school and high school. The fathers' work-family reconciliation type was a variable composed of three categories: work-centered, family-centered, and work-family centered. In the research model of this study, the fathers' work-family reconciliation type was influenced by family characteristics(the age of first child, the number of children, dual earner, and spouse support) and work characteristics(weekly working hours, work flexibility, and leaving work on time). We analyzed characteristics of work-family reconciliation through housework time, child care time, leisure time, family meals, and time spend talking with their children. The results showed that father's work-family reconciliation type was significantly different according to the characteristics such as first child age and spouse support, work characteristics such as weekly working hours and leaving work on time. The time distribution differed significantly depending on the father's work-family reconciliation type. Therefore, a fathers' work-family reconciliation can be considered typified by the interaction of family and work characteristics. This study suggests policy implications for supporting fathers' work-family reconciliation.

  • Purpose: The purpose of this study was to derive contextual indicators of medical provider quality and assess their relative importance along with the individual utilization of antenatal care (ANC) and institutional births with a skilled birth attendant (SBA) in India using a multilevel framework. Methods: The 2015~2016 Demographic and Health Survey (DHS) from India was used to assess the outcomes of neonatal, infant, and under-five child mortality. The final analytic sample included 182,980 children across 28,283 communities, 640 districts, and 36 states and union territories. The contextual indicators of medical provider quality for districts and states were derived from the individual-level number of ANC visits (<4 or ${\geq}4$) and institutional delivery with SBA. A series of random effects logistic regression models were estimated with a stepwise addition of predictor variables. Results: About half of the mothers (47.3%) had attended ${\geq}4$ ANC visits and 75.8% delivered in institutional settings with SBAs. Based on ANC visits, 276~281 districts (43.1~43.9%) and 13~16 states (36.5~44.4%) were classified as "low" quality areas, whereas 268~285 districts (41.9~44.5%) and 8~9 states (22.2~25.0%) were classified as "low" quality areas based on institutional delivery with SBAs. Conditional on a comprehensive set of covariates, the individual use of both ANC and SBA were significantly associated with all mortality outcomes (OR: 1.17, 95% CI: 1.08, 1.26, and OR: 1.10, 95% CI: 1.02, 1.19, respectively, for under-five child mortality) and remained robust even after adjusting for contextual indicators of medical provider quality. Districts and states with low quality were associated with 57~61% and 27~43% higher odds of under-five child mortality, respectively. Conclusion: When simultaneously considered, district- and state-level provider quality mattered more than individual access to care for all mortality outcomes in India. Further investigations are needed to assess the importance of improving the quality of health service delivery at higher levels to prevent unnecessary child deaths in developing countries.

The program was conducted at two institution located in Seoul and Cheongju, and the process evaluation and outcome evaluation were conducted. First, the problems that appeared in the process evaluation were recruiting and maintaining participants. As a result of the satisfaction of each program, it was found that the satisfaction of the program sharing the various experiences or sharing the small daily life was high, and it was positive for the improvement of the relationship. Parents showed improvement in the post -test rather than the pre-test. Through qualitative assessment, positive evaluations were made in programs where the family participated in activities that could not be done together in the camp or everyday life, rather than just one-time activity programs.
