돌봄노동의 사회적 지원 정책을 통해 본 일-가정 양립 실태에 대한 연구 : 학령전기 자녀를 둔 기혼취업여성의 경험을 중심으로 (A study on the Balance between work and family according to the experience of child care support policy)

  • Recently family policy and social policy have focused on the balance between the work and family of working parents. The purpose of this study is to analyze the status of the work-life balance of married working women. For this purpose the eight married working women who care for 1 or more pre-school child(ren) were interviewed. The questionnaire used was consisted of 4 themes : 1) child care, 2) working situation, 3) the work-life balance and 4) the need to improve related policies. Through the interviews and data analysis we found the following : 1) Accessibility to educarecenter was considered the most important factor for working moms when they choose an educarecenter. In order to improve accessibility of educarecenters we have to install more educarecenters with various level. 2) All respondents look maternity leave and they evaluated that other services were very weak in terms of quality, usefulness and accessibility. 3) Many childcare services aid in creating work and family balance, however they are not effective. Therefore future policies should focus on providing more options for working women for appropriate services according to childcare needs, working conditions and preferences.

기혼여성의 경제활동 증대에 따른 육아지원서비스 개선방안에 관한 연구 (A Study on Childcare Support Service Corresponding to the Increase in Married Women's Economic Activities)

  • This study is to examine current child care support policies and their limitations and to make some suggestions by means of statistics and previous literature. Major findings are as follows: First, As the women have younger children, the effect is more negative. Second, a maternity leave of Korea is 90 days, which is below ILO standard. Moreover, it is not well supported by the companies they work for. Third, the increasing number of men has spent a paternity leave since the pertinent law was enforced in 2001. The rate of spending the leave, however, is not as high as expected, because it has not yet been decided whether the leave would be paid or not. Lastly, the number of the employer-supporting child care center is rather few due to the legal standard of the facility and the expense that a company should cover. Only 46.5% of the companies that has been appointed to obligatorily establish the center now operate the facility. Therefore, child care support policies should be reformed or improved to help reduce married women's child care burden obviously hindering women from being employed, and this will consequently promote their economic activities. It is also urgently required to expand the application of the parental leave in terms of both object and scope. It is important that employers and employees get ready to compromise each other on the wage issue during the leave. In addition, the flexibility in period and form of the parental leave and the connection of working places with local community for better child care service must be taken into consideration.

어린이집과 부모 (Childcare Center and Parents)

  • 본 연구는 영유아보육법이 제정된 1991년부터 2013년까지 각 연도별 '보육사업안내'에 나타난 어린이집 입소순위와 부모교육 관련 정책의 변화와 주요 학회지에 나타난 어린이집에서의 부모교육 동향을 분석하였다. 이를 위해 보건복지부 및 여성가족부의 보육사업안내 지침서와 한국연구재단에 등록된 등재지 및 등재후보지와 박사학위논문을 대상으로 어린이집에서의 부모교육 관련 내용을 분석하였다. 먼저 보육사업안내 지침서를 중심으로 어린이집에 자녀를 보내는 부모와 관련한 정책을 분석한 결과, 저소득가정 중심의 소극적 부모교육 실시 시기(1991년~1994년), 맞벌이 가정에 대한 관심이 부각된 시기(1995년~2003년), 입양가정의 중요성 부각 및 다양한 육아지원서비스 실시 시기(2004년~2007년), 가정양육 지원과 적극적인 부모참여 강화 시기(2008년-2013년)(2008년~2013년)로 명명할 수 있었다. 한편, 어린이집에서의 부모교육과 관련한 연구를 살펴보면, 부모교육을 시작하기 위한 실태연구에서 시작되어 주로 부모의 역할 및 자질향상을 위한 부모교육에 대한 연구가 많이 진행되었으며, 부모의 요구 및 만족도를 반영한 부모참여에 관한 연구가 시작되고 있고 점차 맞춤형 부모교육에 대한 시각이 확대되고 있음을 보여준다. 본 연구는 가정의 요구에 맞는 보육서비스 제공에 대한 필요성과 부모교육의 중요성에 대해 제언하였다.

맞벌이 가정의 일-가정 균형을 위한 기업의 가족친화정책 실시, 활용 및 요구 (Needs and Utilization of Family-Friendly Work Policies for the Work-family Balance)

  • The purposes of this study are to provide background information to develop a family-friendly work policy and to increase the effectiveness and feasibility of this policy. We surveyed the performance of family-friendly work policies, and workers‘ needs and utilizations of 17 family-friendly work policies. We also examined the factors that influence the utilization of family-friendly work policies. The study sample consists of 197 working mothers who have at least one child under age 10. The major findings are as follows: 1) The most-needed family-friendly work policy among working mothers is child care leave 2) Of those family-friendly work policies that are not currently provided, the most-needed policy is family care leave 3) The size of firms, the provision of substitutes, and 40-hour work schedules are statistically significant variables that influence the provision of necessary family-friendly work policies and 4) In addition, the work place culture is a very important factor related to the utilization of work- and family-friendly policies.

일-가정 균형과 관련된 법과 정책의 비교고찰 (A Study on the Laws and Policies Relating to Work-Family Balance)

  • The purpose of this study is to compare the laws and policies relating to work-family balance with foreign cases, and to analyse the problems in implementing those laws and policies. For these purpose, this study compares family leave policies, working hams policies, public care policies in other countries. And these laws in Korea are shown. This study also analyse the policies for work-family balance in labor policy, family policy, gender policy and saeromaji plan. The results are as follows; policies for work-family balance are limited to child care and family leave. Laws for family leave are various and proper. But implementing rate of policy goal is low and a few people can benefit by those laws and policies. So, wide-range policies for work-family balance which all the families can benefit are needed.

아동 사고 예방 (Injury prevention for children)

  • Injury has now replaced disease as the biggest single cause of death in children after their first birthday. Each month one child dies from preventable, unintentional injury and the medical cost of these injury is increasing remarkably. It is necessary to develop injury prevention system to manage, evaluate and analysis the information about accident. This resource manual developed as a result of literature review of child care safety project which is based on the Kidsafe Tasmanian Division in Australia and the other resources. The purposes of this study is to; 1. Develop model to enable services to focus on injury prevention 2. Develop standardized child care injury report form 3. Develop home safety checklist 4. Development of injury prevention policies The suggestions to develop injury prevention policies : 1. detail analysis of injury occurrence 2. investigation of known intervention and their effectiveness 3. analysis of policy environment 4. development of policy on implementation of intervention 5. develop protocol and materials to develop an injury prevention focus 6. increase knowledge and awareness among staff and parents of where injuries were occurring and develop.

보육시설 급식운영관리 실태 조사 (Assessment of Foodservice Management Performance at Child Care Centers)

  • This study was carried out to investigate foodservice management practices of 100 child care centers nationwide, and to provide background information for developing foodservice management policies at child care centers. Approximately 20% of the child care centers had a separate dining room; most of the centers were vulnerable to sanitation or safety problems. The percentage of the centers that planned menus was about 60% and 10% established standardized recipes. Fourteen percent of the centers kept records for distribution and menu evaluation and 33% kept sanitation management records. Since only 7% of the centers employed a dietitian, foodservice in most centers were not managed by professionals. The results of menu assessment revealed that 56.5% of the national/public child care centers received 19 points or higher out of 21 points, whereas 5.6% of the private child care centers received the same scores. Proper usage and storage of raw food, sanitary management of equipment and facilities, waste management/leftover food treatment, and basic facility of cooking zones were performed well by many centers. The overall scores of foodservice performance were only 31.2 out of 60 points, representing relatively poor safety management, food procurement management, and facilities and equipment management. These results indicate that the foodservice management of the child care centers are in a relatively poor state. Since nutrition management of the most centers was performed by non-professionals, it may not be possible to provide proper nutrition for health and normal growth of preschool children and to perform efficient nutrition education programs. The following suggestions are strongly recommended in order to improve foodservice performance at child care centers. First, foodservice administration should be performed by a dietitian, and second, efforts should be focused on strengthening nutrition and sanitation management.

유아의 일상적 스트레스에 영향을 미치는 미시체계 변인 탐색 (An Analysis of Microsystem Variables Affecting Children's Daily Hassles)

  • The daily hassles of 5-year-old children were explored and analyzed as microsystems in order to discover the relative importance of ecological factors in children's daily hassles. The subjects were 322 children, their mothers and 34 teachers recruited from 5 kindergartens and 15 child-care centers in Seoul and Kyonggido province. Children were interviewed individually with pictures showing certain stressful situations. Questionnaires were administered to mothers and teachers. The findings indicated that the microsystem variables of Kindergartens and child-care centers were the most significant factors explaining children's daily hassles. Therefore, it was suggested that the policies and regulations on child-care facilities be carefully developed and strictly regulated.

방과후 아동지도 (After-School Care and Education)

  • Representative services of the afterschool in Korea are After-Schools of the Ministry of Education, Science and Technology, Community Child Centers, After-school Child Care, and Youth After-school Academy of the Ministry of Health, Welfare and Family. Each service is distinguished with its own founded laws, subject children, specialists, principle management agent, a number of participants, and more. Research issues of afterschool are development of new afterschool programs, evaluatjon of the effectiveness of the afterschool, establishment of policies related to cooperative efforts among the different services of the afterschool, obtainment of legal status, and enhancement of the credential of its personnels. To guarantee the quality of the Afterschool and improve personnels' working conditions, various means are to be implemented. In regard to programatic and policy issues, the afterschool is needed to establish a system for training the afterschool coordinators and of its accreditation and to develop more child-centered afterschool programs. Also, it is needed to legislate fundamental law and consolidate communication system among the services of the Afterschool in pursue of their effective utilization and actual expansion.

일본 자녀양육지원정책의 변화와 보육소의 지역사회 개방(開放) (Changes in Parenting Support Policy and Opening Day Nurseries to Local Communities in Japan)

  • 본 연구에서는 일본 자녀양육지원정책의 변화와 더불어 지역사회 내 자녀양육지원 거점으로서 보육소의 기능 및 역할에 대하여 살펴보았다. 이를 통하여 한국 자녀양육지원정책 및 보육시설의 나아갈 방향에 대한 시사점을 제공하는 데 목적이 있다. 본 연구의 분석 자료로 일본 내각부의 소자화사회 대책 백서, 보육소보육지침 등 국가 수준의 문헌들을 중심으로 분석하였다. 분석 결과, 일본 자녀양육 관련 정책은 국내외 자녀양육 환경의 변화 및 사회적 요구를 파악하여 지역사회 구성원 모두를 위한 중장기적이고 포괄적인 정책을 도입함과 동시에 자녀양육에 대한 사회적 인식 개선을 도모하고 있음을 알 수 있었다. 2001년 "아동복지법" 일부 개정에 따른 보육사 자격의 법정화, 2008년 일본 보육소보육지침(보육소 보육 가이드라인)의 고시화에 따라 지역사회 내 자녀양육지원의 일환으로 가정에 근접해 있는 보육소의 역할이 대두되었으며, 지역사회의 공적 자원으로 개방되어 활용됨으로써 보육소의 사회적 책임이 명시되었다. 이를 바탕으로 한국 지역사회 내 자녀양육지원거점 기관으로서 어린이집의 역할 및 기능에 대한 재고가 필요함을 알 수 있었다. 또한 지역사회 내 어린이집 및 부모들과 같은 실제 관계자들에 대한 목소리에 귀를 기울일 것이 요구된다. 나아가 지역사회 내 구성원 간 협력을 통하여 자녀양육에 대한 이해 및 가치를 공유하고, 그와 관련된 정보를 교환할 수 있는 공동의 장(場) 활성화를 도모하여야 한다.
