A Study on Design Additional Fee Estimation by Change Order - Focused on Design Stage - (설계변경에 따른 설계추가용역비 산정에 관한 연구 - 설계단계 중심으로 -)

  • During the construction project period, a lot of change orders happen in the design and construction stage Especially, The change order during construction stage causes the huge construction cost increase and duration delay. Accordingly, research on the change order of the construction stage is being progressed relatively active in the design stage, but the design changes are rarely made. In the design stage, the owner has to pay a design addition cost when change order due to the demands of owner happens. However Korea has not the specific standard about design additional cost in design stage. Therefore, this study analyzes problems of design additional cost estimation methods through the case study, and then indicates the method that the ratio distributes to details dividing design tasks and the method of the PM(Project Management). Eventually, this study expects to minimize claim related the design additional cost in design stage.

  • Change requests occur persistently in the construction phase of a construction project. The law requires that the contract amount be adjusted in accordance with the relevant regulations when there is a change in the construction amount due to the design change in the construction contract. SAVE international, on the other hand, defines the value methodology as a systematic and structured approach to improving projects, products and processes. Design Changes in the construction projects require organizational efforts to improve value and quality. However, the law does not include change requests in which the VE object is fixed and related data is collected and function analysis can be derived in a short time. Therefore, it is necessary to apply VE to the design change procedure, which can further improve the value of construction work. The application derived from this study need to be presented as simply as possible without compromising the basic concept of VE. If the application is extended to the field and proved to be effective, it is expected to contribute to the overall value of construction work.

  • Korean public owners who order public multi-family housing construction projects have yet to gain access to a model for predicting construction cost. For this reason, their construction cost prediction is mainly dependent upon historic data and experience. In this paper, a cost-prediction model based on Case-Based Reasoning (CBR) in the design phase of public multi-family housing construction projects was developed. The developed model can determine the total construction cost by estimating the different Building, Civil, Mechanical, Electronic and Telecommunication, and Landscaping work costs. Model validation showed an accuracy of 97.56%, confirming the model's excellent viability. The developed model can thus be used to predict the construction cost to be shouldered by public owners before the design is completed. Moreover, any change orders during the design phase can be immediately applied to the model, and various construction costs by design alternative can be verified using this model. Therefore, it is expected that public owners can exercise effective design management by using the developed cost prediction model. The use of such an effective cost prediction model can enable the owners to accurately determine in advance the construction cost and prevent increase or decrease in cost arising from the design changes in the design phase, such as change order. The model can also prevent the untoward increase in the duration of the design phase as it can effectively control unnecessary change orders.

  • Design-Build (DB) has gained in popularity in roadway projects due to its defining advantage to improve communication and fast-track project delivery. However, very little is known about the impact of change order frequency and occurrence timing pertaining to DB projects. The study analyzes their impacts on project time and cost performance by conducting a rigorous numerical analysis drawing on 530 3R (rehabilitation, reconstruction, and resurfacing) projects completed between 2002 and 2011 in Florida by using a multiple linear regression. The results indicate that DB outperformed Design-Bid-Build in project cost as well as time. Critically, the regression analysis signifies that earlier change order occurrence caused more unfavorable impacts on schedule and cost. The proposed analyses and models will lead to the improved ability of agencies to quickly and more reliably estimate the potential change order impacts on schedule and cost.

  • A government agency has been announced to increase 23,663 hundred million wons by cost of design change which occurred in the pre-construction and construction phase. As design change is a phenomenon to occur by means of a characteristic of the building design that standardization is difficult, even if it is said that a perfect design is done in design phase, design change is prevented, and it is going to decrease, and there is a limit. Because there are some causes in all of the construction project, it is change order of client, relative system, unfit design and field condition, etc. In this study, we are suggested logic and basic model of the decision making support process model that it should selecting the optimal alternative through complex and quantitative analyzed: that is cost, performance and constructability as respect Owner or CMr is executing project under the CM delivery system construction project which it occurred design change.

An Analysis of the Cognition of Professionals Regarding the Validity of Planting Design Change that Occurred in the Landscape Construction of a Major Private Company (민간기업 조경공사에서 나타나는 식재설계 변경 타당성에 대한 전문가 인식 분석)

  • This study analyzes the validity of the type classification of the type and design changes of apartment landscaping planting construction design changes that were completed in the private sector, efficiently manages the design changes that are displayed over landscaping planting work in general in the future, and performs research by placing the object underlying the presentation. The results are as follows. First, the percentage that occurred in the planting construction of design changes that have occurred in the apartment landscaping construction was carried out in the private sector and accounted for 61.8%. This indicates that part of the planting is a major design change. Second, as the cause of such a design change to be those associated with the field conditions such as lack of main construction period. In particular, due to a change in oral, appeared 7-48 times design changes of one review design change approval is complex, design changes of planting construction had shown a feature that occurs in multiple simultaneous. Third, the 7 types of Design Changes in planting design were delineated as 'design changes for consideration of the user', 'design changes for image improvement', 'design changes for ease of maintenance', 'design changes due to the mismatch of design statement', 'design changes due to the relationship with the engineering species of other', 'design changes due to lack of field study', and 'design changes due to the consideration of feasibility.' Fourth, 'design changes for consideration of the user' and 'design changes for image improvement' were found in more than half of the frequency of the overall changes. This differed from the results shown in public corporations. Fifth, if planting construction design change process, private companies, it was found that is showing the approval of the practice after the previous construction of the construction cost savings due to construction time. However, in the case of a public corporation, these exhibited a different aspect from the private sector and show a design change procedure that reflects the changes after the design change events in the field have occurred. The above results, the type of landscaping works in planting design change of public enterprises, regardless of the private sector, is the same in the seven types, the main reason of and procedures for design changes, indicating that there are other respects. In design change, it may be desirable to apply becomes liquidity rationality and efficiency of the dimension, depending on the nature of the landscape construction.

  • Although the order of Design-Build is being expanded by increasing construction scale and demanding hybrid function, the suitable regulation of the contracts is not settled. Design-Build is way by government because there are big construction of much government leading in contract relation high position occupy. So, case that prebendary's claim institution develops by litigation is very rare. But, recently Design-Build is magnified. So, these dispute factors is becoming visualization gradually. The contract system is needed to be consistent by international standard to deal with the problem. This study suggests the useful solutions in detail concerned with the main factor of change order claim by each Design-Build phases through practical sorting and analysis of the causes of Change Order-Claim.

  • The performance of the construction project is to be evaluated within 60 days of completion, according to relevant laws. It evaluates cost, construction period, design change, re-construction, safety, etc. for each project stage. And the project owners are inputting the evaluation results of the construction work into the construction project information system(CALS). The post-evaluation result information entered in this way can be referred to in the basic design of the construction project by referring to the related contents if there is a similar construction in the future. And It can also be used to predict and respond to the required period and cost by analyzing the accumulated data. In this study, in order to provide reference data that can be used in similar projects in the future, the latest analysis methods are reviewed and the possibility of future application is considered. Accordingly, this study intends to focus on the construction cost part among the indicators such as construction cost, construction period, design change, and re-construction that are currently being dealt with in post evaluation.

  • This study was conducted to analyze the recognition of the validity of the design changes that classified the type of design changes that occurred in the Apartment Complex Landscaping Planting Construction that have been ordered in 'A' work. This research was also carried out for the purpose of presentation of the basic data in order to effectively manage the change order of landscape-planting construction's future work. The following conclusions were derived. First, the 7 types of change orders in planting design were delineated as 'design changes for image improvement', 'design changes due to the mismatch of design statement', 'design changes due to lack of field study', 'design changes for consideration of the user', 'design changes due to consideration of the workability', 'the design changes for ease of maintenance', and the 'design changes due to the relationship with the Engineering species of other.' Second, it is possible to produce a negative impact of all construction costs have increased due to design changes of landscaping planting construction is grasped. Third, There were the most frequent change order in planting design for the 'image improving', 'due to the mismatch of planting design to the site situation.' Fourth, the results of confirmatory targeting professional landscaping areas, was found that the statistics of the type of change landscaping planting construction design seven derived in this study is valid.

Application of Big Data and Machine-learning (ML) Technology to Mitigate Contractor's Design Risks for Engineering, Procurement, and Construction (EPC) Projects

  • The risk of project execution increases due to the enlargement and complexity of Engineering, Procurement, and Construction (EPC) plant projects. In the fourth industrial revolution era, there is an increasing need to utilize a large amount of data generated during project execution. The design is a key element for the success of the EPC plant project. Although the design cost is about 5% of the total EPC project cost, it is a critical process that affects the entire subsequent process, such as construction, installation, and operation & maintenance (O&M). This study aims to develop a system using machine-learning (ML) techniques to predict risks and support decision-making based on big data generated in an EPC project's design and construction stages. As a result, three main modules were developed: (M1) the design cost estimation module, (M2) the design error check module, and (M3) the change order forecasting module. M1 estimated design cost based on project data such as contract amount, construction period, total design cost, and man-hour (M/H). M2 and M3 are applications for predicting the severity of schedule delay and cost over-run due to design errors and change orders through unstructured text data extracted from engineering documents. A validation test was performed through a case study to verify the model applied to each module. It is expected to improve the risk response capability of EPC contractors in the design and construction stage through this study.
