As the environment surrounding ports is rapidly changing and ports competition in Southeast Asia has become more severe to secure cargo volumes, ports strive to enhance their competitiveness by improving the efficiency of operations. The operational efficiency of ports, plays a crucial role to improve a nation's. This study aims to analyze the efficiency of container port and its determinants during over five year(2006 to 2010) period using DEA-O and Tobit regression respectively. The results show that firstly, Gamman is the most efficient container terminal, followed by New Gamman container terminal and Hutchison Busan container terminal. Secondly, it is notable that the efficiency of Busan Newport is dramatically increasing, and finally, the yard productivity of the container port is only influencing determinant of all.

This paper therefore aims to propose the availability of Han river as the alternative water transportation mode, in order to decrease the congestion between Seoul-Inchon by considering the construction of Kyong-in artificial water channel in near future. The of purpose of this study is to predict export and import container volumes using a Decision Tree analysis. Factors which can influence the volume of container cargo are selected as independent variables; producer price index, consumer price index, index of export volume, index of import volume, index of industrial production, and exchange rate(won/dollar). The period of analysis is from january 2002 to December 2011 and monthly data are used. In this study, CRT(Classification and Regression Trees) algorithm is used. The main findings are summarized as followings. First, when index of export volume is larger than 152.35, monthly export volume is predicted with 858,19TEU. However, when index of export volume is between 115.90 and 152.35, monthly export volume is predicted with 716,582TEU. Second, when index of import volume is larger than 134.60, monthly import volume is predicted with 869,227TEU. However, when index of export volume is between 116.20 and 134.60, monthly import volume is predicted with 738,724TEU.
To increase port productivity and efficiency and also to avoid disadvantages of public port management, a port authority system h1s been introduced worldwide. The Korea Port Authority Act was enacted in 2003 and Incheon Port Authority was established in July 2005. The objective of this paper is to develop a strategy of Incheon Port Authority using SWOT/AHP method Research findings show that possibilities of business expansion and growth as well as geographical advantages of Incheon Port are identified as its strength The opportunities of Incheon Port Authority are continuous increase of cargo handling volumes in the Yellow sea rim and expansion of Free Trade Zone. A government two-port policy and growing its dependence on China and rapid growth of more competitors in domestic and overseas are considered to be threat. Its weaknesses include superannuated Incheon port facilities and port hinterland shortages. Based on SWOT analysis combined with AHP method this paper suggests S/O strategy, W/O strategy, S/T strategy, and W/T strategy as a strategic development plan of Incheon Port Authority.
There has been fast progress in economy in Korea derived by a consecutive five-year plan program for economic development started in the early 1960's. In the field of transportation, rapid changes in the technological environment of transportation and communication have brought a revolution of the transport system, of which inter-modal transportation through containerisation is typical. Because of the rapidly growing traffic volumes of cargo, especially container traffic, and lack of investment into transport infrastructure in the past, both road and railway are beyond their capacity. As a result, the public-road network has suffered a serious congestion problem. For instance, in relation to the corridor between Seoul and Pusan, today, it takes about 14 hours for the journey of container trailer through Kyongbu Expressway, for which it used to take only 7 hours in 1986. For the railway, though the congestion problem is not very serious compared with the road sector, a shortage of capacity on certain main lines has emerged as a problem as railway traffic has increased. Furthermore, the further expansion of the system in near future is difficult due to burden of higher construction the cost. Unlike these two modes, coastal shipping, which has been paid relatively less attention for commodity transport in Korea, shows no constraint in this respect. In addition, it is the most cost efficient mode of transport. This work therefore aims to make a proposal for the alternative inland transportation mode, which is to promote the coastal transport of container. Three obstructing factors for the promotion of the coastal transport are investigated and some solutions for those are suggested as follows : First, it appears to be essential to provide exclusive ports for the coastal shipping, that comply with simplification, specialization and rationalization. The optimum size of berths on the exclusive ports in Pusan port is estimated as 16-20. We found that it needs periodical study and publicity on the advantages from the adoption of the coastal mode. Inducing competition in the coastal shipping market is also necessary. For the supply of the fleet in the coastal shipping, chartering of the surplus ships in the oversea shipping is found to be more desirable than new shipbuilding. Second, to solve the fragmentation of the companies which wish to participate in the coastal transport, government has to implement the subsidy policy. The encouragement of participation of the shipping lines engaging in Korea-Japan run and Korea-East South Asia run, into coastal shipping also needs to be considered cautiously. Third, simplification of the document for entry in ports is needed for rational coastal shipping management. We can use B/L (Bill of Lading) for coastal shipping as a prerequisite to get the indemnity by P & I Club. The reduction of the government controls on entering and leaving the ports also needs.
This study examines 31 import and export cargo items handled in each port to investigate which items face the most competition among the ports and how many of them are transited to other ports. The study aims to suggest implications for the future port policy of Incheon Port. It was found that the volume concentration in the Western Coast region from 2005 to 2014 became increasingly decentralized. The decentralization began in earnest in 2009 in particular, and the value was 0.448 in 2014, indicating fierce competition among the regions. According to the static and dynamic positioning analyses results for Incheon Port, Pyeongtaek and Dangjin Port, and Gunsan Port, using BCG Matrix, the static positioning analysis showed that Incheon Port belongs to the 3rd quadrant (Cash Cows), Pyeongtaek and Dangjin Port belongs to the 2nd quadrant (Question Marks), and Gunsan Port belongs to the (Dogs) group. This implies that Incheon Port has maintained its position with large shares compared to those of other ports, despite its low growth rate. However, the market position and growth rate of Incheon Port decreased according to the dynamic positioning analysis results. The shift-share analysis results indicated that the volumes of Incheon Port and Gunsan Port were shifting to Pyeongtaek and Dangjin Port. Moreover, the ratio of absolute growth to potential growth of Incheon Port and Gunsan Port turned out to be significantly lower than that of Pyeongtaek and Dangjin Port, implying that Incheon Port and Gunsan Port are declining as compared to Pyeongtaek Port and Dangjin Port. According to the LQ index analysis results, specialized items from Incheon Port that do not overlap with other ports included the following ten items: meat, fish and crustaceans, bituminous coals, crude oil and petroleum, petroleum-refined products, plastic rubber and products, textiles, nonferrous metal and products, electric machinery, and aircrafts and ships. In particular, it was confirmed that the bulk cargo of Incheon Port was actually shifting to Pyeongtaek and Dangjin Port following the policy of re-establishing port functions.

In order to achieve such a plan, first of all we should build closer cooperation system between the two countries Japan and Korea. The Korea and Japan are very fast growing in the northeast countries within the global air transport market. Air passenger and cargo traffic volumes between Korea and Japan have increased dramatically, since the 1990s. In response to such a trend, both countries have opened new airports and expanded existing facilities in the hopes of laying claims to the main international hub airport in Asia. Apart from the trend, air transportation between Korea and Japan's metropolitan areas is the only transportation in substance, even if they are located very closely in geographical position. The air transportation between the two countries shows that it is necessary to get fast and more convenient because of the economic and cultural interchange and exchange concentrated on the metropolitan areas, and that will promote the economic growth of Korea and Japan. However, within the air transportation industry field, there have no sufficient seats/slots to supply the air demand from the capital cities of each country, as well as no counterplan for some problems regarding capacityand sustain ability of metropolitan airports. Thus, it is necessary for us to consider in all aspects and solve them to improve air transportation between Korea and Japan. This paper is to try to demonstrate this matter and from all angles, that is, in legal and political aspects, facilities and given environmental conditions and cooperation between Korea and Japan. I think that it is indeed a great necessary and convenient for many Korean and Japanese tourists to conclude a new 'Open Sky Agreement' between Japan and Korea in order to the prepare the increase of the shuttle flight between Haneda-Gimpo and opening of air route newly for shuttle flight between Haneda and Cheongju as well as opening of air route for shuttle flight between Haneda-Shanghai Hongqiao International Airport and Beijing International Airport for the 2008 Beijing Olympic Games. Furthermore it is a great desirable thing for us to conclude a new 'Open Sky Agreement' in cooperation reciprocally among the Japan, China and Korea for opening the new air route by the shuttle flight.
