  • This paper proposes a new AGV dispatching algorithm which is suitable for heterarchical manufacturing control structure. It is developed on the basis of bidding concept utilizing the information of work-in-process in incoming and outgoing buffers of workstation, and travel time of AGV. Since the bidding functions are functions of two parameters, sensitivity test is performed to find their appropriate values. The performance of the algorithm is compared with those of well-known existing rules in terms of system throughput through simulation on a hypothetical job shop type manufacturing system.

  • Turnkey project in construction which accounts for about $10\%$ of the total annual construction orders in the nation is expected to grow in size as an effort to strengthen international competitiveness and improve quality of construction work. However, problems of turnkey project in construction raise concern for many possible cases of possible claims. Based on the understanding that bidding guidelines which plays a critical role in turnkey project in construction actually contain some unequal clauses and causes for problems which undermine development of turnkey construction and further create possible cases of claims, the paper aims to identify and analyze the unequal clauses and problems contained in the guidelines in order to make suggestions for improvement. Among all the turnkey construction orders that has been placed since 2000 when domestic turnkey project in construction became relatively formulated, 13 constructions costing more than 50 billion won were selected for this study since their construction scale were large enough that the bidding guidelines for them were regarded as containing little difference among one another. In order to enhance construction technology and to prevent claims while trying to achieve the original purpose of Turnkey system, the parties involved in or schedule to take part in Turnkey project including ordering institution, Construction Company and Design Company should make an effort to have more reasonable bidding guidelines drawn up.

  • Bidding systems in the domestic public construction work have been amended many times since the lowest-bidding system was implemented in 1951. However, this hasn't had much success. Competition in technical development among companies has declined as the contracts for buildings are given to company which submits the lowest price without considering traits of projects. In addition, as the construction market turns to the limitless competition system due to FTA(Free Trade Agreement), advanced techniques are needed to promote the national competitive power. Considering the needs of the times, Korean government announced that "Best Value Contract (Design-Bid-Build)" and "Bridging Contracts (Design-Build)" are included to 4 existing bidding systems in October 2007. Thus this study aims to suggest devised the evaluation criteria including major items for evaluating bidders, in order to establish and revitalize the best-value bid system successfully.

  • This paper addresses the bidding strategies of generating firms in a competitive market where the firms are provided with payment for generating reactive power. Reactive support for voltage control is an integral and critical part of power system operations. Since reactive support is unbundled in a competitive market under open access transmission, it is treated as one of ancillary services. The operation costs and opportunity costs for reactive support are compensated by payment to the firms, hence their bidding strategies will be affected. The opportunity costs are evaluated from the foregone profits of a generator in making sales in real power market by providing reactive support instead of real power. Game theory approach is used to analysis the transaction strategies of real power by the bimatrix method in this paper. Through computing the Nash equilibrium in a sample system, an incentive of a generator for improving the reactive generating capacity is found to be effective and the variations of the profits are analyzed as the demand power factor changes.

  • In the case of paper plant engineering company, one of the most important critical problems is to accurately estimate the cost and the delivery time of the project. This is necessary for the company to win a bidding and to have some room for negotiation. Moreover, the company needs to have time to process all the relevant informations to make timely response to, and deal with the changing conditions of the bidding environments as quickly as possible. One of the popular methodology dealing with this kind of situation is an effective "decision support system," and may researches are currently been done on this subject. In this article, and effective decision support system is developed which can provide automatic delivery time and cost estimates from which plant engineering company may be benefited.

  • 오늘날 주거형태 중 공동주택이 차지하는 비중은 매우 높다. 본 연구는 장기수선충당금과 일반보수비를 사용한 입찰공사비의 차이와 이들 두 항목의 사용액에 영향을 미치는 요인들의 차이를 분석하였다. 이를 위해 공동주택관리정보시스템에서 2017년부터 2021년까지 부산시의 대표적인 7개 구에 소재하는 공동주택단지에 대한 관련 자료를 수집하여 분석하였다. 통계분석결과 입찰형태변수가 입찰공사비에 가장 큰 음(-)의 영향을 미쳤고, 그 다음으로 영향을 미치는 요인은 장기수선충당금 사용액과 일반보수비 사용액 간에 차이가 있었다. 또한 입찰공사건수에 대한 공사년도별 입찰형태도 장기수선충당금을 사용한 경우와 일반보수비를 사용한 경우 간에 통계적 유의성에 차이가 있었다. 본 분석결과는 입찰공사비의 절감방안을 모색하는데 도움이 될 것이다. 다만 기술능력 등 좀 더 세부적인 변수의 투입을 통해 추가적인 의미를 찾기를 기대한다.

적격심사낙찰제 계약에서 회계정보의 유용성에 관한 연구 (The Effectiveness of Accounting Information in Military Construction Contracts under the Qualification Assessment System)

  • 이 연구는 군(軍) 공사계약에서 회계정보의 유용성에 관한 연구로 10억 이상 100억 미만의 토목, 건축, 전기, 통신, 환경공종을 대상으로 적격심사낙찰제하에서 육군중앙공사계약에 있어서 회계정보의 유용성, 특히 회계 정보와 낙찰률과의 관계, 그리고 낙찰률과 하자율과의 관계에 있어서 이전 연구결과에 의문을 제기하며 이를 재검증하였다. 이 연구결과는 이전 연구결과와는 달리 회계정보와 낙찰률과는 상당히 제한적인 관계로 사전적인 회계정보로 낙찰률을 식별할 수 없는 것으로 나타났으며, 반면에 하자율과의 관계에 있어서는 분별력이 있는 것으로 나타났다. 그리고 실증결과는 낙찰률의 차이가 하자율에 영향을 미칠 것이라는 가설을 지지하지 않았다. 하지만 낙찰률 및 하자율의 예측모형을 통하여 이에 영향을 미치는 회계변수들을 확인할 수 있었고, 추가적으로 분석에 포함시킨 입찰참가사전심사항목 중 비재무지표들에 대한 결과를 토대로 심사항목에서 그 가중치를 조정할 수 있을 것이다. 결론적으로 본 연구결과를 토대로 현재 군(軍) 공사계약에서 대부분을 차지하고 있는 적격심사낙찰제의 문제점을 재인식하고, 정부에서 추진하고 있는 최저가낙찰제의 확대 시행에 대한 타당성을 제공할 수 있을 것이다.

  • 미래의 기업은 B to B기반의 전자거래 형태로 실현된다. B to B모델의 기본 개념은 작업 프로세스, 구성원과 지원 환경으로 구성된다. 작업 프로세스는 정보 프로세스, 기술과 표준과 관련되며 작업 프로세스의 요소는 디지털 데이터 교환, 데이터 공유 및 협업 작업으로 이루어 진다. 본 논문에서는 인터넷 상에서 B to 13 모델의 전자거래를 위한 구성요소인 작업 처리를 위한XML 기반 비즈니스 흐름관리기를 설계 및 구현한다. 본 논문에서 제안하는 비즈니스 흐름관리기는 인터넷상에서 전자거래 시스템을 구축하기 위한 추매관리, 입찰관리 및 조달관리를 포함하는 전자입찰 시스템의 자동화를 실현시킨다. XML은 데이터의 공유 및 교환을 위한 표준화된 문서로써 사용 가능하며 독립적인 플랫폼을 제공한다.

  • Turnkey contract system is an effective ordering system for the ordering organizations that technical engineers are insufficient for their construction projects. It is possible to reduce project duration and to improve project quality in an integrated contract system between design and construction. However, owners can have a difficulty caused from unitary responsibility system. This study analyzes present situation and problems of turnkey contract system including railway projects. The result includes various methods for improving the system based on the analysis of bid price and selection procedure.
