  • This study aims to investigate the changing roles of Local Government and the ways to improve the space plan, especially focusing on the Local Government civil service space of Seoul City. Recently, many Local Government have endeavored to get rid of the authoritative images and change themselves to a space featuring cultural functions and efficient performance. Local Government buildings in Seoul City are trying to decorate the inner and outer images through new construction or extension of buildings so as to become more friendly to residents. Such efforts are visualized especially in civil service space. Civil service space represents the whole image and role of the Local Government. In addition, civil service space and resting space, which are frequently used, are correlated and more and more accessible to each other as administrative and civil services are increasing. By integrating and developing such features, civil service space of Local Government that meets the requirements of the new era will be presented.

5 · 16 군정기 지방행정 환경변화와 모범부락조성사업에 대한 고찰 (A Study of the Local Administration Environment Change and 'Mobum Burak Development' in 5 · 16 Military Government Period)

  • 본 연구의 목적은 5 16 군정기 지방행정의 많은 환경변화 속에서 각 도가 추진한 '모범부락조성사업'을 통해 초기 농촌마을개발사업에 대한 모습, 특히 지방행정이 사업의 주체가 되기 위해 추진한 방법을 검토하여 시사점을 찾는데 있다. 군정기(1961~1963) 지방행정은 시군을 기초자치단체로 하는 행정체계 개편, 국가기획제도 도입, 지방세제 개편, 새로운 농촌기구 설립으로 인한 농촌지도 다원화 등의 여러 변화요인을 맞게 되었다. 이러한 환경 속에서 지역의 개발행정 주축은 지방자치단체로 옮겨져 갔고, 각 도는 '보고가는 마을(전북)', '빛나는 마을(충남)'등의 각종 명칭으로 모범부락조성사업을 추진하였다. 또한 내무부는 지역개발의 장기적인 종합계획으로서 군 건설계획의 작성과 추진을 지시하였다. 본 연구는 국가 정책을 중심으로 한 농촌지역개발사에서 도 단위의 지방사를 발굴하고 이를 지방행정 환경변화와 연계하여 분석하였다는 측면에서 향후 관련 연구의 기초자료로 활용될 수 있으리라 판단된다.

지자체 단위의 GIS기반 탄소발생량 추정 (GIS based Estimation of Carbon Emission for a Local Government Unit)

  • 저탄소 녹색성장은 국내외적으로 중요한 이슈가 되고 있으며, 중앙정부 및 각 지자체별로 기본계획 및 데이터베이스를 구축하고 다양한 관련 연구를 진행중이다. 이러한 관점에서 지자체의 탄소배출량 및 탄소흡수량을 계산한 탄소배출총량은 향후 도시계획 및 관리에 있어 중요한 요소가 될 수 있다. 본 연구에서는 경기도를 대상으로 통계자료 및 수치임상도를 이용하여 탄소발생총량을 산출하고 탄소발생환경을 분석해 보았으며, 그 결과 산림면적이 넓고 탄소흡수율이 우수한 품종을 많이 보유한 가평군, 양평군, 연천군, 과천시, 동두천시, 여주군 등의 탄소발생총량이 비교적 적은 것으로 분석되었다. 향후 주기적인 연차별 데이터베이스 구축을 위해서는 위성영상 등을 이용한 탄소흡수량 추정 등이 필요하며, 이러한 기반 자료들은 저탄소 녹색성장을 위한 정책기반자료로서 활용가능할 것이다.

Plan to Revitalize Local Economy through 6th Industry of Agriculture

  • Although the $6^{th}$ industry of agriculture, the subject of this research, is a policy that is implemented nationwide, the result or its performance can vary depending on judgment and basic plan of the local government concerned. To overcome this, support of the central government and provincial governments is important, but each rural family, rural area or management unit also has to grasp the reality fast and overcome it through voluntary participation. In addition, local governments of the nation should operate this project efficiently by implementing required support and policies in each field. Local governments should also promote revitalization of local economy by providing help to rural families and management units that implement the $6^{th}$ industry of agriculture through expert consulting, matching of funding paths, and deregulation.

읍·면소재지 종합정비사업 대상지역 선정에 관한 연구 (A Study on Selection of Areas for Comprehensive Arrangement Project in Areas of Eup and Myeon)

  • As policy for regional development in bottom-up style is introduced, each local government reflects opinion of regional residents and experts, and continues to strive for active use of regional capability and natural resources. As a result, there are active movements for regional development in Eup and Myeon unit or village unit inside local government. Comprehensive arrangement project in areas of Eup and Myeon is proceeded with a goal of improvement of life quality for regional residents through strengthening base function of Eup and Myeon areas and improving function of basic service by expanding facility of optimal level available to an unspecified number of the general public such as educational, cultural, welfare facility etc. in Eup and Myeon areas which are base space of rural communities. For analysis method of region for selecting areas where comprehensive arrangement project is done, this study suggested analysis of connection structure based on interaction and analysis of centrality. And empirical analysis was carried out with Buyeo province in Chungcheongnamdo.

기초지방자치단체별 보급 가능한 재생에너지 시장잠재량을 이용한 에너지 자립률 평가 (Assessment of Energy Self-sufficiency Ratio Based on Renewable Market Potentials for Unit of Local Government)

  • This study estimated the available renewable market potential based on Levelized Cost Of Electricity and then assessed the renewable derived energy self-sufficiency for the unit of local government in South Korea. To calculate energy self-sufficiency, 1 km gridded market renewable generation and local government scale of final energy consumption data were used based on the market costs and statistics for the recent three years. The results showed that the estimated renewable market potentials were 689 TWh (Install capacity 829 GW, 128 Mtoe), which can cover 120% of power consumption. 55% of municipalities can fully replace the existing energy consumption with renewable energy generation and the surplus generation can compensate for the rest area through electricity trade. However, it was confirmed that, currently, 47% of the local governments do not fully consider all renewable energy sources such as wind, hydro and geothermal in establishing 100% renewable energy. The results of this study suggest that energy planning is decentralized, and this will greatly contribute to the establishment of power planning of local governments and close the information gap between the central government, the local governments, and the public.

지자체 유형별 사회경제적 특성에 따른 온실가스 배출특성 분석 (Characteristics of GHG emission according to socio-economic by the type of local governments, REPUBLIC OF KOREA)

  • Local governments are establishing their own greenhouse gas reduction goal and are playing a important role to respond to climatic changes. However, there are difficulties in quantitative analyses such as estimation of future greenhouse gas emission and computation of reduction potential, which are procedures required to establish mid to long term strategies to realize of low carbon society by each local governments. Also, reduction measures must reflect characteristics of each local government, since the reduction power of each local government can differ according to characteristics of each. In order to establish strategies that reflect characteristics of local governments, types of greenhouse gas emission from cities were classified largely into residential city, commercial city, residential commercial city, agriculture and fishery city, convergence city, and industrial city. As a result of analyzing basic unit of greenhouse gas emission by local government during 2007 in terms of per population, household and GRDP based on the type classification, significant results were deduced for each type. To manage the amount of the national greenhouse gas, reduction measures should be focused on the local governments that emits more than the average of each type's GHG emission.

친환경농업정책 분야의 거버넌스 체계 구축방안 (Schemes for Constructing the System of Environmentally Friendly Agri-policy Governance)

  • Governance systems are basically an autonomous cooperation type among the government, civil society and market, also a new paradigm for efficient and democratic administration of policies. The governance mainly consists of the central operating body, institutions, operating principles and so on. The constituents are the nation(government), civil society(NGO) and market(firm). Institutional conditions are a legitimate base, financial stability and independency. And as a operating principle, governance systems have common goals and issues from a national and social point of view. This governance has been recently emerged due to financial risk of government, diffusion of new liberalism going with the globalization, localization-decentralization, and development of civil society and information-oriented society. We have to grope fur the framework of participatory agri- policy confronting globalization and localization as well as developing our agriculture and rural village. This agri-policy governance should be theoretically focused on policy network or self-organizing network or multi-lateral governance (MLG) based on NPM. Also, it is proper to have connection of nation-central type and civil society-central type. And it is necessary to have a MLG type with local governance corresponding to localization and decentralization. Governance should have the type whose participants have authority and responsibility as well. Basic directions of environmentally friendly agri-policy governance are as follows : first, its purposes are constructing the democratic and efficient framework of participatory environmentally friendly agri-policy based on consensus of all the related groups, embodying environmentally friendly agri-policy adjusted to local field, raising farmer's real interest, and improving their position. Second, its form should have a council or an agreement system, not an advisory or a consultation organ. Thus, public sector(eg. government) and voluntary sector(eg. farmers' organization) jointly execute agricultural policy and are responsible together. Environmentally friendly agri-policy governance is mainly made up of farmers' organization, cooperative and civil society(NGO). And secondary bodies are agribusinesses and academic groups. Government interacts with the main bodies on administrative execution. And environmentally friendly agri-policy governance has MLG type with a central unit, province and county units. Environmentally friendly agri-policy governance has several main functions such as agri-policy partnership, speaking for farmer's rights and interests, investigation and research on domestic and foreign agricultural streams, and etc. Especially, local unit will play roles in activation for regional agriculture, consulting on technique and management, education and training services, services entrusted by government, and so on.

제한속도 하향에 따른 도시부 도로와 지방부 도로의 교통영향 비교 분석 (A Comparative Study on the Traffic Effects of Speed Limit Reduction on the Urban and Provincial Roads)

  • 최근 정부에서 교통사고 사망자 수를 줄이기 위해 추진하고 있는 '안전속도 5030' 정책에 따라 여러 지자체에서는 제한속도를 하향하고 있다. 제한속도 하향이 시범적으로 실시된 여러 특·광역시 도시부 도로 구간에서는 교통사고 발생 건수 및 사망자 수 등의 감소효과가 있는 것으로 나타나고 있으나 기초지자체 단위의 중소도시 도로구간에 대한 효과 분석 사례는 전무한 실정으로 본 연구에서는 수도권 기초지자체 중소도시들 중에서 평택시 도시부 도로와 이천시 지방부 도로의 일부 구간을 대상으로 제한속도 하향 전·후 통행속도, 교통사고 건수 및 사상자 수 등의 변화를 분석하였다.

지수분해분석을 이용한 지자체의 에너지 소비특성에 관한 연구 (A Study on the Characteristics of Local Energy Consumption by Using Index Decomposition Analysis)

  • 고유가와 기후변화로 인해 에너지 수요관리정책에 대한 관심이 국내외 적으로 높아지고 있다. 그렇지만 국내에서는 에너지 수요관리와 관련해서 지방정부의 역할이 미약하기만 한 실정이다. 에너지 수요관리정책과 관련해서는 기술력과 자금을 확보한 중앙정부의 역할이 중요하겠지만 직접적인 에너지 소비지에 밀착되어 있는 지방정부의 역할도 중요할 수 있다. 따라서 지방정부의 에너지 수요관리정책을 활성화시키고 5년마다 수립되는 '지역에너지계획'의 실행력을 높이기 위해서는 지역의 에너지 소비특성에 대한 정확한 이해에 기반한 계획의 수립이 필요하다. 이에 본 논문에서는 전국 16개 지자체의 에너지 소비를 인구, 생산, 원단위라는 항목으로 분해해서 그 특성을 분석하고자 한다. 지수분해분석 결과 광역시의 경우에는 외환위기 이후 생산 증가로 인한 에너지 소비 증가를 원단위 개선 효과로 일정 부분 상쇄시킨 것으로 나타났다. 반면에 도 지역의 경우에는 제조업 중심의 산업화로 인해 외환위기 이후에도 에너지 소비 증가를 상쇄시키지 못한 것으로 나타났다. 결론적으로 본 논문에서는 제조업 비중이 높은 도 지역의 경우 에너지 저소비형 산업구조로의 전환이 필요하며, 3차 산업 중심의 구조전환이 이루어진 광역시의 경우에는 건물, 수송 분야의 에너지 효율개선이 필요함을 제안할 수 있었다.
