University Library's New Research Support Service Focusing on Scholarly Communication in Open Science Era (오픈 사이언스 시대에 대비한 대학도서관의 새로운 학술커뮤니케이션 지원 서비스)

  • Open Science Project, which enables users to access and utilize public research results in a digital format, is being actively promoted overseas, and American university libraries are interested in research support service. Among the three OECD implementation measures, 'capacity building' can be effectively prepared through librarians' research support services. Therefore, this study investigated the policy of research support service implemented in leading American 13 university libraries in preparation for the open science era focusing on the recent literatures and library websites. Based on the best cases of research support service of American university libraries, I analyzed the homepage of 19 domestic research universities' library focusing on scholarly communication service and suggested improvements. In Korea, open access service and management of research data are lacking in terms of experience and expertise. This study result can be used as a basic reference when establishing the research support service plan needed in the open science era in the university library and can contribute to the improvement of the research ability of domestic researchers by introducing internationally competitive research support services.

A Study on the Improvement of the Medical Education System in Korea Since 1999 (1990년대 이후 의학교육제도 개선에 관한 고찰)

  • The main purpose of this study is to examine the improvement and discourse of the medical education system in Korea since 1990. In particular, this study, focusing on the graduate medical education system initiated in 2002, has explored the discussions that led to the system's establishment and what the context of those discussions. To meet this objective, this study analyzed research report related to the medical education system authored by members of the government and medical community, suggestions to the government, discussion materials, and data with regard to the Medical (Dental) Education Eligibility Test. The improvement of the medical education system in Korea has been an important issue in education reform by the expansion of the number of years of higher education, the requirements for increased levels of professional knowledge by improving public educational standards, and the basic formation policy of higher education consisting of graduate school, special graduate school, and professional graduate school. Nevertheless, the views of the government and the medical community on improving medical education system have made an obvious difference. This was due to different aims about how to improve the medical education system and different perception of the degree and medical education system. The medical community at least tended to prefer the status of academic positions over professional positions. The policy of medical education for people with a bachelor's degree which was introduced in 2002 spread to many colleges of medicine based on the government's administrative and financial support policy. Even so, the absence of accompanying policy by the relevant government agencies and department of education, which could have ensured the success of the system, has led to continued debate. In conclusion, without a consistent and persistent government policy, the graduate medical education system has led to confusion in many medical institutions. Above all, an evidence-based policy decision and policy approach based on a long-term perspective are necessary in order to improve the medical education system.

A study on the Introduction Plans of Forest Land Bank System (산지은행제도의 도입방안에 관한 연구)

  • The purpose of this study is to suggest the introduction plans of forest land bank system for effective forestry management as well as the livelihood stability support of aged forest landowners. It is expected that forest land bank system can contribute to solve forestry management problems caused by small and scattered forest lands, aging forest landowners, and the increase of absentee forest landowners. This study examined an existing related case of Farmland Bank system, and suggested basic directions, main functions, priority, and agency for forest land bank system. The goals of forest land bank system include activating private forest land management, improving forest management scale, and supporting stable forestry income. Based on the examination of this study, main projects of forest land bank involve forest land sale and lease consignment, forest land reverse mortgage, forest land scale improvement project, and forest business recovery support program. In addition, this study discussed potential problems and their solutions in introducing and operating the forest land bank system. This study can play a key role to determine a basic direction and to establish policies of the forest land management.

Prioritizing Telecommunications Service Policies in South Korea: An Innovation System Approach

  • Although the telecommunications service industry has become a basic infrastructure component of the information and communication technology (ICT) industry, it is now losing its reputation as a cash cow due to achieving a saturation of service subscribers, especially in South Korea. With the exception of improving network speeds, network operators are experiencing difficulties in creating new innovations. Therefore, new innovations for the telecommunications service industry should be identified in conjunction with government policies for industry promotion. To examine the innovative capabilities of a specific industry, innovation system theories were used as a framework for research. However, existing innovation systems are limited with regard to explaining the openness of relationships and user participation which are general properties of the ICT industry. Moreover, as sources of innovative activity, additional values such as financial support and collaboration are more appropriate. This study presents a new innovation system based on innovation values. We analyze the telecommunications service industry and prioritize the importance of telecommunication policies within South Korea. An in-depth interview with experts based on the innovation system framework is conducted first. Next, innovation factors derived from the interview are applied within an analytic hierarchy process (AHP), leading to a prioritization of innovation factors for the telecommunications service industry.

Determinants of Family Mealtime Frequency for Fathers with their Children (아버지와 자녀의 가족식사 빈도에 영향을 미치는 요인)

  • This study recognizes the changes of the father's role and the importance of family mealtimes as well as examines the individual, family and social contexts surrounding the father's family mealtime. This study analyzed the trend of the father's family mealtime frequency and factors affecting them in order to explore the current conditions of their father's work and family balance through family mealtimes. Data from 492 fathers who have school aged children were collected through an online survey. The overall trend of the frequency of father's family meals showed an average of 2.4 breakfasts and an average of 3.2 dinners per week. The frequency of the father's family meals showed statistically significant differences according to the father's age, children's school age, dual income, weekly working hours, working flexibility, leaving on-time and the priority of work and family. The analysis of hierarchical linear regressions was conducted to determine factors affecting the frequency of father's family mealtime to show that the frequency of father's family mealtime was best explained by father's working conditions and perception variables. Working conditions such as working hours, leaving work on time, working flexibility were significant variables in regards to the father's family mealtime frequency. The father's perception towards parental efficacy, wife's support, and work-family priority were significant factors in regards to the father's family mealtime frequency. This study is meaningful in that it provides basic data on policy making for the compatibility of the father's work and family.

The Attitude of Medical Practitioners to the Chronic Disease Care System (개원의의 만성질환관리제도에 대한 수용태도)

  • The purpose of this study was to research the opinion and acknowledgement about the clinical chronic disease care system subject to Medical Practitioners that copied the internal medicine and family medicine as a treatment subject and was fulfilled in the purpose of providing a basic data for the improvement and stable establishment of the chronic disease care system and the high blood pressure and diabetes mellitus patient's promotion of health. Results from the research the internal medicine was 79% and the subject's average age was 52.3 years, the proportion that the high blood pressure and the diabetes mellitus took was average 28% and the interest about the system was 65.9%. In the chronic disease care system expansion status the opposition was 75.7%, and the detail field knowledge level was 56.9%. In the opinion field about the system, all fields were shown negative. The chronic disease care system is an important government policy enforcing purposed to effectively manage the yearly increasing chronic disease, but the due to the cold attitude of Medical Practitioners that must actively accept it, the stable establishment of the system is being concerned. Therefore even if it's a good policy if it cant gain the support and agreement of the accepter, in the future when trying to implement a system there should be no idleness in the effort to gain cooperation and understanding to relevant involved ones.

Resumption of School Face-to-Face Classes and Analysis of Secondary Infected Persons in COVID 19 : Applying the Monte-Carlo Method (학교 대면 수업 재개와 2차 감염자 분석 : 몬테카를로 기법 적용을 중심으로)

  • In this study, we estimated the number of secondary COVID-19 infections caused by students with potential transmission potential home. When the existing Monte Carlo method was applied to Korean data, the average number of household members of the second COVID-19 infected was predicted. The summary of this study is as follows. First, in general, the number of secondary infections by students returning home from school is greatly influenced by the virus infection rate of each student group they contact while returning home from school. Korea-based empirical research on this is needed. Second, the number of secondary infections by Korean students was relatively lower than that of previous studies. This can be interpreted as being due to the domestic furniture structure. Third, unlike previous studies that assumed the distribution of secondary infected individuals as normal distribution, assuming a negative binomial distribution, the number of secondary infected individuals was sensitively changed according to the estimated parameters. Interpretation of this result shows that the number of secondary infections may vary depending on the time of decision making, the target region, and the target student group. Finally, according to the results of this analysis, a proposal was made to support education policy decisions.

Study on the Differences of the Government Social Support for Unmarried Mother Child-rearing between at the Home and in the Facilities (재가와 시설의 양육미혼모 정부지원 차이에 대한 연구)

  • The purpose of this research is to investigate differences of governmental parts in social supports for unmarried mothers at home and those at facilities and to look at policy alternatives. Despite of the rising number of unmarried child rearing mothers in recent years, the governmental supports are not sufficient enough to aid even the most basic sustenance. The research on the governmental supports shows that unmarried child-rearing mothers at home were more aged, more employed, more educated and had children of more month ages than those at facilities. Single mothers at facilities were getting more governmental supports excluding crisis support and paternity test than those at home who appeared to be experiencing more difficulties. Based on the results from this research work, more realistic governmental policies are proposed to help a stable settlement of unmarried child-rearing mothers.

A Study on Redefining the Concept and Standard Range for Small Enterprise

  • Purpose - This study aims to clarify the meanings of small enterprise and modify criteria for explaining its range. Prioritizing the number of full time workers first and the sales next are proper as a new concept and range. Research design, data, and methodology - In research, 'small company' is a basic concept because the range of its standard is categorized as a 'small company' in the policy system of small & medium business. This study focuses on the solutions with ① evaluation on sales, ② standard for excluded ones ③ regulation for excluded business types in 'Act on Protection and Support for Small Enterprise'. Results - Clarifying the range of standard with maintaining the title is advisable. The scope should resist the current criteria or adopt a new standard which contains not only full time workers but also the sales. The new one may raise the policies' effectiveness because it can sort the 1% people of small enterprises. Conclusions - However, there should be a preventive system for sorting out the non-eligible ones not conformed to the CAP for small company. Therefore, it is desirable to prepare the system with 'unsuitable ones list' or regulate large income·inappropriate business types in 'Act on protection and support for small enterprise'.

Status and Trend of Home Health Nursing for Long-Term Care Insurance Beneficiaries (노인장기요양 방문간호 현황 및 추이)

  • Purpose: This study aims to provide basic data for the development of measures and promoting home health nursing by examining the current status and trends in home health nursing for long-term care (LTC) insurance beneficiaries. Methods: Secondary data, including annual LTC insurance statistics reports for 2010-2017 and LTC manpower data, were used to compute current status and trends in the provision of home health nursing. Results: Beneficiaries of home health nursing under LTC insurance, insurance-covered costs for home health nursing, home health nursing provider, and home health nursing providing institution only accounted for 3% of all insurance-covered home care services, and were on a consistent decline since 2010. In particular, vulnerable rural regions with high proportion of individuals had poor infrastructure in terms of home health nursing institutions and manpower, but had a higher home health nursing utilization rate compared to urban regions. Conclusion: In addition to measures to support home health nursing service beneficiaries, policy measures are needed to support home health nursing service personnel and institutions. Furthermore, programs to cultivate the expertise of home health nurses and improve quality of home health nursing services should be developed in order to promote home health nursing utilization in vulnerable rural regions.
