공공기록물의 평가체제에 대한 이론적 검토 -선별 방식 및 가치 범주를 중심으로- (A Theoretical Examination on Appraisal System of Public Records in Korea : Comparative Study on Archival Selection and Concepts of Values)

  • Appraisal is a basic archival function that analyzes values of records and determines the eventual disposal of records based upon their archival values. In Korea, this appraisal concept introduces in earnest through Public Records and Archives Act(PRA, 공공기관의 기록물관리에관한법률) with which Korean record management systems settle inflexibly. In theoreical and methodological area, therefore, it is necessary to analyze appraisal system in this Act with it in archival science. In PRA Act, appraisal system is founded on the Tables of Transaction for Records Scheduling(TRS, 기록물분류기준표) through which disposal activities of all records are definited in a concrete form. In this system, selection of archival materials which has been recognized as a important function of record center is carried out by record creators and archival institutions; Primary value between semi-currenty and non-currenty are reflected at the same time. In view of values, this appraisal system intends to separate reasonably consideration for continuing utility of achives from current use of records throughout agencies duration. Ultimately, appraisal based upon TRS makes up not separated management course but organic courses reflecting the Continuum of Care. Of course, this appraisal system makes up the deficiency partially. TRS regarded as 'mainboard' of current appraisal system will have to be enacted elaborately. And appraisal strategies of electronic records must set up in detail in PRA Act and TRS. Lastly, arrangement and description concepts immanent in TRS will have to supplement in archival institutions.

  • As development of Information Technology and Internet are available, many industries are creating a lot of values through extension from physical space to virtual reality. However, use of Information Technology and Internet in real estate appraisal is unprepared. As a result, There is necessity of appraisal information system development based on GIS and Internet for pratical use of Information Technology. Therefore, in this study, presented development model which present a basic design of appraisal information system to fulfill information request in appraisal and use GIS and Internet.

  • Performance appraisal system is to evaluate employee' work performance, work ability and work attitude. It becomes a important foundation of personnel management. This system's goal is to accomplish employee ability development. The purpose of this study is to make some contributions in order to efficient performance appraisal system of hotels by analyzing the problems of current performance appraisal system. The suggestions for efficient performance appraisal system are as follows: 1. Performance appraisal by job analysis. 2. Though evaluators' training for objective assessment. 3. The assistance system of appraisal results for employees. 4. Magnifying use of appraisal results. 5. Object management strategy by using self-rating.

인지적 맥락에 기반한 감정 평가 시스템 (An Emotion Appraisal System Based on a Cognitive Context)

  • The interaction of emotion is an important factor in Human-Robot Interaction(HRI). This requires a contextual appraisal of emotion extracting the emotional information according to the events happened from past to present. In this paper an emotion appraisal system based on the cognitive context is presented. Firstly, a conventional emotion appraisal model is simplified to model a contextual emotion appraisal which defines the types of emotion appraisal, the target of the emotion induced from analyzing emotional verbs, and the transition of emotions in the context. We employ a language based cognitive system and its sentential memory and object descriptor to define the type and target of emotion and to evaluate the emotion varying with the process of time with the a priori emotional evaluation of targets. In a experimentation, we simulate the proposed emotion appraisal system with a scenario and show the feasibility of the system to HRI.

  • Archival appraisal has been a significant field and demanding task in thoughts and practice about modern archive, in particular, because of insufficiency of resources for the preservation in comparison with the large scale of recorded information. Appraising records does naturally go with the selecting and acquiring them. In the field of appraisal, however, comprehensive accountability on appraisal is much more important than selection and acquisition. The purpose of this study is the proposition of the theoretic approach to the analysis of the factors concerning the archival appraisal. For this purpose, I would try not the actual practice of the archival appraisal but theoretical categories of archival appraisal decision. The archival Characteristic, Value, and Context will be proposed as theoretical categories for the analysis of archival appraisal decision. Firstly, Characteristic category makes it clear to identify the reliable and authentic records, and then, Value provides us with elucidation about the appraisers' recognition of values. Lastly, Context explains the priority of selection throughout creating, using, interrelationship, and social meaning of archives.

Psychological Impact of Health Risk Appraisal of Korean Women at Different Levels of Breast Cancer Risk: Neglected Aspect of the Web-based Cancer Risk Assessment Tool

  • Objective: Health risk appraisal is often utilized to modify individual's health behavior, especially concerning disease prevention, and web-based health risk appraisal services are being provided to the general public in Korea. However, little is known about the psychological effect of the health risk appraisal even though poorly communicated information by the web-based service may result in unintended adverse health outcomes. This study was conducted to explore the psychological effect of health risk appraisal using epidemiological risk factor profile. Methods: We conducted a randomized trial comparing risk factor list type health risk appraisal and risk score type health risk appraisal. We studied 60 women aged 30 years and older who had no cancer. Anxiety level was assessed using the Spielberger State-Trait Anxiety Inventory YZ. Results: The results of multivariate analysis showed that risk status was the independent predictors of increase of state anxiety after health risk appraisal intervention when age, education, health risk appraisal type, numeracy, state anxiety, trait anxiety, and health risk appraisal type by risk status interaction was adjusted. Women who had higher risk status had an odd of having increased anxiety that was about 5 times greater than women who had lower risk status. Conclusions: Our findings indicate that communicating the risk status by individual health risk appraisal service can induce psychological sequelae, especially in women having higher risk status. Hospitals, institutes, or medical schools that are operating or planning to operate the online health risk appraisal service should take side effects such as psychological sequelae into consideration.

디지털시대의 공공기록평가에 관한 정책적 고찰 영국 TNA 사례를 중심으로 (A Study on Public Records Appraisal Policies in the Digital Age : Based on the Case of The National Archives in the UK)

  • 본 연구는 디지털 시대에 맞는 다양한 평가 정책과 지침으로 발빠르게 대응하고 있는 영국 TNA 사례의 분석을 통해, 우리의 현실에 적용할 수 있는 시사점과 대안을 모색하는 데 목적이 있다. 이를 위한 이론 연구를 통해, 디지털 시대의 평가는 기록의 생성과 획득 여부에 대한 판단을 포함하는 개념으로 확장되었으며, 생애주기의 가장 이른 시점에 이루어져야 할 필요가 제기되고 있음을 확인하였다. 또한, 디지털 기록의 양적 팽창과 복잡성 증가로 인한 거시평가방식의 도입과 평가 주체 확대의 불가피성을 정리하였다. 이를 바탕으로 영국 공공기록 평가정책의 변화를 정책적 관점에서 논하고, 현단계 영국 공공기록 평가체제를 분석하였다. 일반평가기준과 함께, 60개 운영선별정책의 구조와 내용을 분석하고, 이 준거들이 구현되는 프로세스를 살펴보았다. 결론에 갈음하여, 영국 공공기록 평가체제의 시사점을 바탕으로, 기록관리 관점의 사전평가 강화, 거시평가에 적한합 평가기준의 마련, 공공기록평가의 시민참여보장 등, 우리나라 공공기록 평가의 정책적 개선 방안을 논하였다.

병원 인사고과의 공정성지각 영향 요인에 관한 연구 (Study on Antecedents and Consequences of Perceived Justice of the Performance Appraisals in Hospital Organization)

  • The purpose of this study is to investigate antecedents and consequences of perceived justice of performance appraisals, which is classified as distributive and procedural justice, in hospital organization. The results of this study are summarized as follows. First, for distributive justice of performance appraisals, the influential factors are the pertinence of performance appraisal method, the opportunity of self-reporting, the availability of performance appraisal, and the feedback of performance appraisal. For the procedural justice of performance appraisals, they are the leadership style of performance appraisers, the ratee-rater exchange relationship, the pertinence of performance appraisal method, the opportunity of self-reporting, and the feedback of performance appraisal. Second, the perceived justice weakly affects outcome variables, organizational commitment and job satisfaction. By these results, the performance appraisal system needs to be changed in order to enhance distributive justice through the improvement of suitable methods of the performance appraisal, the opportunity of self-reporting, the availability of performance appraisal, and the feedback of performance appraisals. If it is difficult to increase the level of distributive justice due to the environmental restrictions in hospitals, the way to enhance the procedural justice more than the distributive one should be considered.

수술실 간호사의 성과 평가에 대한 인식이 조직몰입 및 성과에 미치는 영향 (Relationship between Perception for Appraisal of Perioperative Nurses and Performance and Organizational Commitment)

  • Purpose: This study was an analysis of the relationship between perception for appraisal of staff nurses in operating rooms and performance and organizational commitment. Method: The survey was conducted with 176 staff nurses in operating rooms in 2 hospitals in Seoul. Data were analyzed using frequency, one-way ANOVA, Pearson correlation analysis, and stepwise multiple regression. Result: 1. Perception for appraisal including accuracy and justice was significantly related to organizational commitment (r=.496, P=.000). Perception for appraisal including accuracy and justice was slightly related to performance (r=.220, P=.003). 2. In order to determine the percentage of the variance of performance and organizational commitment that could be predicted by perception for appraisal, perception for appraisal was entered in the regression equation. Accuracy accounted for 25% of the variance in the organizational commitment. To determine the percentage of the variance of performance that could be predicted by perception for appraisal and organizational commitment, the perception for appraisal and organizational commitment were entered in the regression equation. Organizational commitment accounted for 21% of the variance in the performance. Consequently accuracy predicted organizational commitment. Organizational commitment predicted performance. Conclusions: Findings indicate the need to increase accuracy of performance appraisal to promote organizational commitment and performance in perioperative nurses.
