The Design of Training Contents for Marine Accident Investigators (해양사고조사관 교육 콘텐츠 설계)

  • The Korea Maritime Safety Tribunal is an institution that investigates marine accidents in accordance with the maritime safety adjudication procedure when marine accidents occur. It requires its investigators to be capable in specializing in marine accidents, including possessing the following: a level 2 or higher maritime license, experience on boarding, and specialized knowledge on ships. It also requires separate training for technical competency related to maritime accident investigations. However, the current education for marine accident investigators mainly consists of administrative tasks, which is not suitable to improving the investigator's technological competency, making its development urgent. This study aims to design training contents for marine accident investigators to strengthen their technical competence. To this end, we analyzed the contents of current investigator training, and reviewed the relevant laws and regulations, and training contents of investigators in advanced maritime countries and similar transportation institutions in Korea. According to the results, the training contents were designed to focus on strengthening technical competency, and proposed as a five-day course for basic and professional training. Based on the designed training contents, if in-depth research is conducted by sufficiently reflecting the working conditions of marine accident investigators in Korea, it will greatly help in improving the investigators' skills.

The Conceptual Design of Auto Releasing Emergency Wreck Marking Buoys (자동이탈식 비상침선표지 개발을 위한 개념설계 연구)

  • Aids to Navigation (AtoN) are marine traffic facilities to improve the safety and efficiency of shipping. "New Dangers" should be appropriately marked using lateral, cardinal or isolated danger marks or by using an Emergency Wreck Marking Buoy. However, Emergency Wreck Marking Buoys are difficult to implement in terms of speed and accuracy of installation. In the case of sinking accidents, it is often difficult to immediately install an Emergency Wreck Marking Buoy because of weather conditions, the marine environment or accident positioning. This study concerns Auto-Releasing Emergency Wreck Marking Buoys, which should be installed in all vessel for safe marine navigation and efficient maritime transport with reference to the Maritime Buoyage System (MBS). Auto-Releasing Emergency Wreck Marking Buoys include an auto-release unit, auto reel chain and auto lighting lantern. These buoys can be automatically released from the deck of a vessel and will float in the water for quick installation at the scene of an accident, even in the case of sinking accidents. Auto-Releasing New Mark Buoys are expected to reduce to installation process, prevent secondary accidents by the risk of navigation and be search and rescue rapidly.

Longitudinal Strength Safety and Refloat Calculation of a Grounded Ship (좌초 선박의 종강도 안전성 및 부양계산 기술 개발)

  • Marine casuality causes not only loss of lives and ships, but also severs damages to marine environment and related economic activities such as fishing industry, sea farming, and tourist industry. Basically, the great effort should be made to prevent the occurrence of maritime accidents by any means. However, once accident has occurred, the salvage works should be done rapidly and properly based on theoretical and technical informations, which could minimize the risk during salvage operation and the overall damage from the maritime accidents. Generally, to calculate accurate hydrostatics of a stranded ship, a large amount of input data is needed. But, an availability and a reliability of input data cannot be guaranteed in most situations, and the adequate time required for preparing all input data is not allowed to perform the timely operations of salvage. In this paper, the development process of simple computer program for salvage operation using limited input data is introduced and its application example is presented. This program was developed to provide technical support for planning salvage operations in the grounding accident.

Improvement of Grommet Work Safety by Comparision of Domestic and Foreign Guidelines (국내외 지침 비교를 통한 Grommet 작업 안전성 향상 방안 연구)

  • The number of deaths caused by power crane accidents continues to decline. Nevertheless, more than 50 people die each year due to these accidents. Various types of slings, such as wire rope sling, chain sling, belt sling, and grommet, are used in industries, depending on the characteristics of the work involved. To reduce the number of accidents involving these slings, the formulation of technical measures and education of workers are necessary. This study compares and analyzes local and international guidelines as well as those found in manufacturer manuals in relation to grommets, which are widely used in shipyards and construction sites. Moreover, measures for improving the safety of work using grommet are reviewed. This paper further proposes the revision of the technical guidelines of the Korea Occupational Safety and Health Agency such that the information directly affecting the safety of work involving grommets is included. By clarifying the guidelines that manufacturers provide in their manuals, accident prevention through worker awareness is anticipated in the future.

A Study on the Design Concept and Simplified Analysis Method in Dropped Object Accidents by Lifting Crane (크레인 중량물 낙하사고에 대응한 설계개념과 간이 해석법에 대한 연구)

  • This paper is about design concept and simplified analysis method against dropped object events. The ships and offshore structures are exposed to various types of dropped object accidents such as laydown area struck by drill collar and topside deck hit by food container during their lifetime. Mitigation can be accomplished by proper facility layout and designing structures to safely absorb energy from accidental loads. It shall be designed to avoid loss of life, environmental pollution and loss of assets. Impact loads can lead to structural global collapse of the main structure or punching of a local barrier type structure with potential to escalate directly or indirectly to a global collapse of the structure. This study provides the background information on the issue of dropped object of the shipyard and also focuses on structural assessment of the local individual component such as deck plate, stiffener and web/girder by using simplified analysis method. The results of the simplified analysis method were compared with numerical results using non-linear finite element simulation.

Development of Algorithm for the Decision of Ship's Strong Wind Warning Levels

  • Marine weather information provided for vessels is mainly offered by radio devices such as NAVTEX, Weather Fax., and others. However, the information is too general for large areas, and lacks more detail. So, many seafarers are disinclined to use the information to initiate proper readiness of vessels' safety, avoiding marine accidents such as grounding, hull and cargo damage, but cannot develop an optimal and economical navigation plan, considering the inadequate level of low precision weather information. The purpose of this paper is to develop a strong wind warning system, based on the digital anemometer installed on the bridge. This study analyzed the data on 10-minutes average wind speed, when the vessel's grounding accidents happened in Korean ports. Results reveal that the vessel's strong wind warning algorithm, can estimate the growing of wind speed two-three hours in advance.

Estimating the Behavior Path of Seafarer Involved in Marine Accidents by Hidden Markov Model (은닉 마르코프 모델을 이용한 해양사고에 개입된 선원의 행동경로 추정)

  • The conduct of seafarer is major cause of marine accidents. This study models the behavior of the seafarer based on the Hidden Markov Model (HMM). Additionally, through the path analysis of the behavior estimated by the model, the kind of situations, procedures and errors that may have caused the marine accidents were interpreted. To successfully implement the model, the seafarer behaviors were observed by means of the summarized verdict reports issued by the Korean Maritime Safety Tribunal, and the observed results converted into behavior data suitable for HMM learning through the behavior classification framework based on the SRKBB (Skill-, Rule-, and Knowledge-Based Behavior). As a result of modeling the seafarer behaviors by the type of vessels, it was established that there was a difference between the models, and the possibility of identifying the preferred path of the seafarer behaviors. Through these results, it is expected that the model implementation technique proposed in this study can be applied to the prediction of the behavior of the seafarer as well as contribute to the prioritization of the behavior correction among seafarers, which is necessary for the prevention of marine accidents.

  • In this paper, the ergonomic principle and concept will be established and the conceptual bridge design based on the ergonomic studies pertaining to bridge design undertaken by IMO and ISO will be introduced. In particular, this study has looked into the applicability of ergonomic design concept on coastal ships and proposes new bridge design to make good contribution to the prevention of marine accidents in the coastal sea.

  • Pilots are always exposed to unpredictable risks of the marine environment because they are boarding the ship through pilot ladders or gangways at sea. Since the pilot plays an important role in securing the safety of ships entering or departing from the port, the injury of the pilot greatly affects the overall safety of the ship. The purpose of this study is to analyze pilot incidents and predict accidents. For this purpose, the pilot injury accident cases are analyzed and potential situations are identified through a survey. And the pilot injury accident was predicted. The results can be used as basic data for prevention of pilot-related accidents.
