For testing homogeneity of scale parameters aginst ordered alternatives, some nonparametric test statistics based on pairwise ranking method are proposed. The proposed tests are distribution-free. The asymptotic distributions of the proposed statistcs are also investigated. It is shown that the Pitman efficiencies of the proposed rank tests are the same as those of the corresponding two-sample rank tests in the scale problem. A small-sample Monte Carlo study is also performed. The results show that the proposed tests are robust and efficient.

The goal of this paper is to offer a quantitative decision model using Quality Function Deployment(QFD). We consider the factors outsourcing that affect the benefits of the organization and the fifth alternatives that were selected to be considered for outsourcing as customer requirements and technical attributes in QFD. For selecting the outsourcing system, we compute the priority considering interdependencies among alternatives. Thus this paper propose a decision model, which uses the quality function deployment to help practitioners set priority and users in structuring the outsourcing problems.

With the unprecedented growth in internet traffic, demand for larger, more scaleable IP backbone networks is seemingly limitless. This critical requirement is leading the DACOM to investigate architectural alternatives for cost effective, scaleable and flexible IP backbones. In this paper, we present three alternatives for IP backbones using DWDM systems and multi-gigabit IP Routers in the DACOM metro networks, and then compare them by performing an economic analysis.

Information on the future availability of invested funds provides a decision maker with additional insight into the characteristics of alternatives in sequential investment analysis. The flexibilty to pursue newly emergent investment opportunities is an important property of decision alternatives that describes the future mobility of invested funds. The primary purpose of this paper is to propose a method for measuring flexibility using the concept of negative project balance with project abandonment option.

Nonlinear rank statistics for the simple tree alternatives problem are considered. Pitman efficiencies between several procedures are studied. A new maximin procedure is suggested and shown to have good efficiency properties. Additionally, it is desirable to terminate the experiment early comparing well known rank statistics or multiple comparison test statistics.

A nonparametric test for testing the parallelism of regression lines against ordered alternatives is proposed. The proposed test statistic is based on a linear combination of robust slope estimators. It is a modified version of the Adichie's test statistics based on scores. A snail-sample Monte Carlo study shows that the proposed test is compatible with the Adichie's test.

Some rank tests for comparing r treatments against ordered alternatives are proposed when some of data are randomly cemsored, which are the weighted logrank tests based on pairwise-ranking scheme. The covariances of the proposed test statistics are explicitly obtained from the results of the counting process theory and the test procedures are illustrated by a numerical example. Simulation studies are also performed for comparing with the other well-known tests.

In this paper a nonparametric test for the parallelism of k regression lines against ordered alternatives, when the independent variables are positive and all regression lines have a common intercept is proposed. The proposed test is based on a Jonckheere-type statistic applied to residuals. Under some conditions the proposed test statistic is asymptotically distribution-free. The small-sample powers of our test are compared with other tests by a Monte Carlo study. The simulation results show that the proposed test has significantly higher empirical powers than the other tests considered in this paper.

Causes of the levee collapse are directly or indirectly associated with geotechnical engineering as well as hydraulics. In this paper, literature survey and analysis were conducted to present the alternatives in geotechnical engineering issues for rational levee design. The alternatives include the reasonable river-bed soil utilization and precautions of numerical analysis and slope stability analysis, disruption type and improvement method of drainage facility.

In this study, we developed a new methodology. That is Cross effects type dicho-hierarchy process(CEDHP) model, which determines priorities of project alternatives through evaluating project alternatives as the dicho-hierarchy composed of the strategy and technology field, and estimating cross effects as the cross-impacts between projects completion times.
