국내의 마을만들기 지원제도 활성화방안에 관한 연구 - 한국과 일본의 제도 비교분석을 중심으로 - (Promotion Plans for the Maeul-mandeulgi Supporting System in Korea - Focusing on the Comparative Analysis of the systems in Korea and Japan -)

  • This study compares and analyzes the supporting system used in Korea and Japan to facilitate the development of maeul-mandeulgi supporting systems. And the results of comparison and analysis are as follows: First, it needs to establish the separate legal system in the city planning system and to enact the local more local autonomous ordinances to complementarily connect with the administrative system. Second, an exclusive department should be organized under direct control of the local government head. Third, the maeul-mandeulgi support center should hire the full-time employees including the experts and civil officials who are not relevant with administrative works, and the local administrative organization should lead the operation of this center while strengthening the functionality of the center to be suitable with the local situations. Fourth, it is necessary to diversify the way to proceed with the maeul-mandeulgi project, and to look for a source of financial resource instead of depending on the budget of the administrative organizations.

공공데이터 융합역량 수준에 따른 데이터 기반 조직 역량의 연구 (A Study on the Data-Based Organizational Capabilities by Convergence Capabilities Level of Public Data)

  • The purpose of this study is to analyze the level of public data convergence capabilities of administrative organizations and to explore important variables in data-based organizational capabilities. The theoretical background was summarized on public data and use activation, joint use, convergence, administrative organization, and convergence constraints. These contents were explained Public Data Act, the Electronic Government Act, and the Data-Based Administrative Act. The research model was set as the data-based organizational capabilities effect by a data-based administrative capability, public data operation capabilities, and public data operation constraints. It was also set whether there is a capabilities difference data-based on an organizational operation by the level of data convergence capabilities. This study analysis was conducted with hierarchical cluster analysis and multiple regression analysis. As the research result, First, hierarchical cluster analysis was classified into three groups. It was classified into a group that uses only public data and structured data, a group that uses public data on both structured and unstructured data, and a group that uses both public and private data. Second, the critical variables of data-based organizational operation capabilities were found in the data-based administrative planning and administrative technology, the supervisory organizations and technical systems by public data convergence, and the data sharing and market transaction constraints. Finally, the essential independent variables on data-based organizational competencies differ by group. This study contributed. As a theoretical implication, this research is updated on management information systems by explaining the Public Data Act, the Electronic Government Act, and the Data-Based Administrative Act. As a practical implication, the activity reinforcement of public data should be promoting the establishment of data standardization and search convenience and elimination of the lukewarm attitudes and Selfishness behavior for data sharing.

  • Security is crucial for the successful deployment of large distributed systems. Many of these systems provide services to people across different administrative domains. The traditional identity-based access control mechanisms are un scalable and difficult to manage. Unlike the closed systems, open systems provide services to people from different security domains. Healthcare systems need to be highly available in order for the patients to get a timely treatment. The health care information should be available to authorized users both inside the administrative domain and outside the domain, such as pharmacies and insurance companies. In this paper, we first analyzed the necessities and advantages of importing attribute-based trust-management models into open distributed systems. Then we reviewed traditional access-control models and presented the basic elements of the new trust-management model.

  • Artificial intelligence (AI) is the replication of human intelligence by computer systems and machines using tools like machine learning, deep learning, expert systems, and natural language processing. AI can be applied in administrative settings to automate repetitive processes, analyze and forecast data, foster social communication skills among staff, reduce costs, and boost overall operational effectiveness. In order to understand how AI is being used for administrative duties in various organizations, this paper gives a critical dialogue on the topic and proposed a framework for using artificial intelligence in organizations. Additionally, it offers a list of specifications, attributes, and requirements that organizations planning to use AI should consider.

사립대학 행정정보 데이터세트 운영 개선 방안 (A Study on the Improvement of Administrative Information Data Set Operation of Private Universities)

  • 본 연구의 목적은 사립대학의 행정정보 데이터세트 운영 현황을 분석하고 개선방안을 제시하는 것이다. 이를 위해 사립대학 178개교의 총 820개 시스템에 대해 시스템의 기능, 개발 유형, 데이터의 생성·정정·삭제 시기 등의 정량적인 분석을 실시하였다. 분석 결과, 통상 1개이상의 행정정보시스템을 보유하고 학사관리시스템을 공통적으로 사용하고 있으며 대학의 인프라를 통해 시스템을 자체적으로 개발한 사례가 많고 데이터를 수시로 생성하고 정정하며 업무담당자에 의해 데이터가 삭제되고 있으나 데이터의 삭제나 정정에 대한 규정은 명확하지 않다는 문제점이 도출되었다. 이러한 문제점들을 해결하기 위한 개선 방안으로 범정부 EA포털을 현행화하여 사립대학의 행정정보시스템에 대한 보유 현황을 제대로 파악하고, 데이터의 정정이 이루어지지 않는 시스템을 중심으로 기록관리하며 데이터의 임의 삭제가 이루어지지 않도록 내부 규정의 개정과 교육을 실시할 것 등을 제안하였다.

농촌지도조직체계의 변화에 따른 농촌지도공무원의 역할모호성에 대한 인식 (A Study on Korean Agricultural Extension Officers' Perception of Role Ambiguity According to Restructuring of Agricultural Administrative Systems)

  • The purpose of this study was to identify korean agricultural extension workers' Perception of role ambiguity according to restructuring of Agricultural Administrative Systems. The target population of this study was selected from 21 centers out of 156 centers. The subjects for study were 728 agricultural extension officers by the cluster sampling drawn from the sampled 21 agricultural extension centers in four clusters. A survey questionnaire was utilized to measure variables of this study. It consisted of role ambiguity scale and demographic items. In this study, role ambiguity scale was translated from the existing scale. Through a pilot test and final survey, reliability and validity of these scales were examined. The data were collected by mail. A total 420 questionnaires out of 728 from 21 agricultural extension centers were returned. After data cleaning, 410 responses were used for analysis. Both descriptive and inferential statistics were applied for data analysis. Major findings of the study were as follows. There were significant differences of the degree of role ambiguity among the local extension workers divided by four clusters. Especially, the degree of role ambiguity of restructured local administrative system were more higher than other clusters, comparatively. Thus, the factors causing the role ambiguity to agricultural extension officers need to be measured it in-depth.

러시아의 도서관 행정.법제에 관한 고찰 (On the Library Administrative Systems and Legislations in Russia)

  • 이 연구는 국내에서 전혀 논급되지 않은 러시아의 도서관 행정체계와 법제를 고찰하는데 목적이 있다. 1991년 소비에트연방이 붕괴된 이후, 러시아는 새로운 정치적, 법적, 경제적 시스템을 도입하기 시작하였다. 현재 러시아에는 약 51,000개의 공공도서관이 있으며, 대체로 행정구역을 중심으로 중앙집중적 시스템으로 운영되고 있다. 연방정부의 도서관 주무부처는 문화부이며, 1994년에 핵심법제인 ‘도서관법’과 ‘납본법’을 제정하였다. 그리고 2001년에는 러시아도서관협회가 ‘공공도서관 모델기준’을 공표하였으며, 사서집단과 지방행정청이 이를 준용하고 있다.

의료기관의 정보보안 수준 측정을 위한 평가모형 개발 (A Development of the Model for Evaluating the Security of Information Systems in Health Care Organizations)

  • The purpose of this study is to develop a framework for evaluating security levels in hospitals. We classify security indicators into administrative, technical and physical safeguards. The security evaluation model for hospital information systems was applied to three general hospitals. The analysis of the results showed a low security level in information systems. In particular, requirements for administrative and physical safeguards were very low. Hospitals need strict security policies more than other organizations because their information systems contain patients' highly confidential data. The evaluation model developed in this study can be used for guidelines and as a checklist for hospitals. The security evaluation in hospital informational systems needs to be an essential element of hospital evaluation.

공공도서관 행정체계 개편방안 연구 (A Study on the Reform Plan of the Public Library Administrative System in Korea)

  • 이 연구는 국내 공공도서관 행정체계의 변천과정과 난맥상, 그에 따른 폐해를 진단하고 종래의 개선논의와 쟁점을 분석한 다음에 바람직한 개편방안과 후속조치를 제안하는데 목적이 있다. 이를 위하여 도서관 행정체계의 일원화(통합) 모형, 도서관의 지방행정기구화 방안, 자치단체의 도서관 운영 관리 방안을 제안하였다. 그리고 일원화를 위한 후속조치로 재산권 이관, 재정부담의 해소, 신분변동에 따른 불이익 차단, 관장직급의 조정, 사서직제의 개편, 관계법령의 개정 등을 제시하였다.

  • 본 연구에서는 여성의 사무직 진출이 활발히 이루어지고 있고, 여성의 사무관리자로의 양성을 위한 교육과정에 있어 앞서있는 미국 IAAP와 영국 NVQs의 사무관리과정의 교육내용과 자격시험을 비교 분석하여 우리나라 비서 ?사무관련과의 교육과정구성에 발전방항을 제시하고자 하였다. 분석결과로는 사무관리자가 사무실에서 실제로 업무를 처리할 때 알아야 하는 제반이론과 그 실제적인 활용방법을 충실히 반영하는 내용으로 이루어져 있었고, 전체적인 교육과정의 편성에 있어 이론적 내용과 실무적인 내용이 균형있게 포함되어야 함을 다시 한번 인식시켜 주었다.
