공공자전거 임대내역 데이터를 활용한 마이크로 모빌리티 패턴분석 연구 (A Study on Micro-Mobility Pattern Analysis using Public Bicycle Rental History Data)

  • In this study, various usage patterns were analyzed after establishing a data mart for micro mobility analysis based on the rental history of public bicycles in Seoul. Rental history data is origin-destination data that includes the rental location and time, and the return location and time. About 1500 rental locations were classified according to the characteristics of the location to create a 'station type' dimension. We also created a 'path type' dimension that displays whether the rental location and return location are the same. In addition, a derived variable called speed, which is obtained by dividing the distance used by the time used, is added, and through this, the characteristics of the riding area and the reason for the rental can be estimated. Meanwhile, administrative district link, administrative neighborhood link, and station type link were created to apply network analysis. Through this analysis, the roles and proportions of administrative districts, public facilities, and private facilities engaged in micro-mobility services were visualized. 49.9% of rentals occur at rental offices near transportation facilities, and half of them occur at rental offices near subway stations. The number of rentals during the evening rush hour is more than double that of the morning rush hour. When the path type is unidirectional, there is a fixed destination, so the distance and time used are short, and the movement speed tends to be high. In the case of round-trip, the purpose of use is exercise or leisure, so the distance and time used are long, and the movement speed is slow. It is expected that the results of the analysis can be used as reference materials for selecting new rental locations, providing convenient services for users, and developing user-specialized products.

통보형 XML 공문서 관리를 위한 프레임웍 설계 (Framework Design for Managing the Distributable Official XML Documents)

  • 학교 내의 문서 전달은 교육청과 같은 규모가 큰 교육기관과는 달리 소규모라는 점 때문에 소홀히 여겨져 왔다. 외부의 행정 환경 변화에 따라 학교 내의 행정 서비스 전달 체계도 그 구조와 틀을 쇄신할 필요가 있다. 이러한 취지에서 본 논문은 실제 학교 현장에서 활용할 수 있도록 통보형 XML 공문서 관리를 위한 프레임웍을 설계하고, 컴포넌트 관계로 모델링하여 JSP 컴포넌트 기반의 공문서 관리 시스템을 구현하였다. 결과적으로 본 시스템은 기한이 임박한 공문서와 같은 교육활동에 부정적 영향을 미치는 요소를 줄이고 문서 관리 체계의 전산화로 학교 내 행정 서비스 환경을 개선한다는데 의의가 있다.

  • Governments around the world invest in research and development (R&D) for different purposes : national economy, defence, environment, health, etc. as a means of national survival beyond the means of national competitiveness. These are usually programs with high social impact but low short-term economic impact or large scientific programs that are too expensive and risky for private sector investment alone. The Republic of Korea has also shown a very successful model of economic progress and social development through government R&D programs. However, there have been many corruption scandals behind it while selecting awardees for government R&D programs in Korea. So, the Republic of Korea focused on reforming appraisal system for government R&D and began preparation for "Clean Appraisal System" last year. In this study, first we analyzed the related appraisal tasks through the review of laws and administrative rules and typed appraisal tasks according to the flow of the actors and time. Thus securing the information infrastructure and finally we drew the conceptual model of the system according to an open appraisal tasks by introducing an element of the OECD on open government typed appraisal tasks.

충청남도 지역의 119 구급으로 이송된 교통사고 환자의 발생 특성 (Current status of traffic accident victims who were transported by 119 ambulances in Chungcheongnam-do)

  • Purpose: The study aimed to analyze the current status of traffic accident victims who were transported by 119 ambulances within the administrative district of Chungnam province and provide essential data for accident prevention. Methods: The pre-hospital care records of patients who called the 119 emergency service in 2019 were obtained from the Chungnam Fire Department. Data pertaining to 13,663 traffic accident victims who were transported to hospitals were analyzed. Results: Patients in those aged ≥60 years accounted for 49.8% of the total cases. In patients aged ≥80 years(n=2,154), motor cycle accidents were highest as 28.3%. In addition, cultivator (n=135) and buggy car (n=79) accident victims were the highest in aged ≥80 years as 66.7% and 67.1%, respectively. Traffic accident victims-population ratio in Chungnam was 0.65%, wherein 2.03% included population aged ≥80 years. Conclusion: It was clear that accidents varied across administrative districts depending on the age group of population distribution. Thus, safety measures for preventing motorcycle, cultivator, and buggy car accidents are necessary for areas with many older people aged ≥80 years.

군용 항공기지법상의 협의제도에 대한 법적고찰 (Review of Consultation Requirements Under Military Air Base Law)

  • 현행 군용항공기지법은 군용항공기의 비행안전과 군용항공기지를 보호하기 위하여 사인의 일정한 행위에 대한 관계행정청의 기타 처분시 사전에 국방부장관 또는 관할부대장과 협의를 거치도록 규정하고 있다. 이러한 협의 절차는 행정절차를 간소화하고, 행정업무처리에 있어서 행정기관사이의 의사통일을 도모한다는 점에서 그 제도적 의의가 있으나, 민 관 군의 이해관계가 대립되는 경우 많은 법적 문제점이 발생된다. 그러나, 이러한 군사협의에 대하여서는 물론이고 행정처분 과정에서 이루어지는 협의에 관해서 학계의 연구가 충분치 못한 상황이다. 본 논문은 이러한 관점에서 협의의견 제출시 관할부대장등에게 재량이 인정되는 지 여부, 협의의견 자체가 위법한 경우 민원인이 이에 대하여 행정쟁송으로 다툴 수 있는 여부, 군용항공기지법상의 협의대상에 관한 몇 가지 문제점, 행정청은 행정처분시 관할부대장등과 협의절차를 거치지 않거나 관할부대장등의 협의의견과 다른 행정처분을 한 경우 그 처분의 효력여하, 이러한 협의의무등을 위반한 행정처분을 시정하는 방법으로서 제거명령 항고소송 권한쟁의심판등에 관한 법적 문제점등을 해결해 보고자 노력하였다.

  • The Ministry of Maritime Affairs and Fisheries embarked on Oct. 8, 1996, incorporating most of the previously fragmented maritime administrations into one single organization But the maritime administrative functions related to safely and security missions have not yet been merged into a synergetic whole, with versatile multi-functional systems working so effectively that better services to the public might be expected. Enhancing administrative capabilities requires that these missions be integrated into one institution and an enterprising management system be adopted to overcome bureaupathologies, such as complacency and inertness of administration.

서울·경기지역 외식·조리전공 대학생의 중요 대학서비스에 대한 만족도(IPA) 분석 (The Importance-Performance Analysis (IPA) on the University Services of Students Who Majored in Catering Cooling in Seoul and Gyeonggi Provinces)

  • The purpose of this study is to measure the priority items according to attributes and analyze the differences between the importance and satisfaction rates through the IPA for the university service. The results in the study are as follow: First, from the result of the factorial analysis, 5 factors are included First, the possibilities for development of universities, universities' physical environment, Universities' administrative (employee) services, majors' educational services, and majors' laboratory environment. Second, as the total average value for important attributes of the universities is 3.50 and the average value of satisfaction is 2.91, there were significant differences (p<0.001). Third, in the analytical result of IPA, the 1st quadrant includes faster developments than other universities, departments' characterization, etc. The 2nd quadrant includes the convenience to issue all kinds of certificates, kindness of administrative staffs, etc. The 3rd quadrant includes convenience of the procedure to improve unsatisfactory services, development efforts to benchmark advanced universities, etc. Finally, the 4th quadrant includes heavy investments in education and environment, efforts to reflect students' demands, and needs, etc. Even though the importance of research subjects related to university services for these attributes is high, they are not fully satisfied, and there are plenty of dissatisfied students. Therefore, urgent supplementations to increase students' satisfaction rates are important. Form the results of the study, it has been found that urgent efforts to improve satisfaction rates of university students who major in catering cooking in the university services are essential and special plans to build competitive systems which can provide high-quality services are also necessary.

DEA 모형을 이용한 국내 대학의 경영 효율성 평가 (The Evaluation of Administrative Efficiency of the Korean University Using DEA Model)

  • Purpose: The purpose of this study was to evaluate administrative efficiency of the Korean university and to identify the factors which may affect on the efficiency of universities. In addition, last purpose of this study was to compare correlation among administrative, research and education model. Methods: The collected data through Higher Education in Korea were analysed using DEA (Data Envelopment Analysis). Furthermore, in order to provide the better accurate results by removing the bias of the results, this paper implements Bootstrap DEA. It also analyzed the causes of efficiency by Tobit Regression after setting the dependent variable as a proposed efficiency score and compared correlation analysis results between other models. Results: The results of this study are as follows; First, the Korean universities showed low administrative efficiencies. Second, efficiency of national universities are higher than it of private universities. Finally, the administrative and research education model have statistically significant correlation. However, usually many Korean universities focus their resources on education performance such as employment and rates to attract new students than research performances. Conclusion: This study shows that the administrative efficiency positively affects both research and educational efficiency. Approximately 70% of the Korean universities needs to improve their administrative efficiencies and to pay attention to enhance their poor services, low-level performances.
