A Study of Administration of Cyber Range (사이버 레인지 운용 방안 연구)

  • In the whole world the Attack Technologies of cyber warfare in modern society are growing faster and complicated. The frequency of the new attacks is shorter than before day by day. The defense technologies and experts against these attacks are very few. One of answers to solve these problems is the cyber range as a test-bed to prepare the cyber warfare considered by many countries. This paper examines the foreign cases and similar systems, collects and analyzes various attributes for cyber range. Finally it refines them through system engineering processes. In these processes missions and concepts for administration are set with architecture framework. The logical architecture is designed. Based on designed architecture two goals, defense technologies and procurement of experts, are established. And it shows effective and persistent administration of cyber range.

  • The non-mandatory guidance and illogical ordinance of local government generate complicated and vague regulations and procedures. These cause inconvenience in building administration, and give rise to unnecessary social and administrative expenses. The purpose of this study is to suggest the improvement of building administration by local government from an institutional point of view through the literature review and the specialist survey focusing on the problems arising from the building ordinances and non-mandatory guidance. The results of this study are as follows; In the first place, the connection between law and ordinance should be improved in a systematic, definitude manner and high-degree of completion. Second, the monitoring management system should be arranged in order to excavate and improve the non-mandatory guidance. Third, the effort should go into improving ability and disposition of building official. Fourth, it is necessary to materialize and clarify the regulatory contents and adjust them to fit the legal system. Lastly, it is important to reinforce incentives and procedures of verification in order to manage building ordinances of legal government's own free will. In order to improve of building administration by local government, it is necessary to make the structure of sustainable improvement and discuss not only institutional aspect but also elements of building administration in later study.

  • In order to improve the reliability of cost estimation results using CBR, there has been a continuous issue on similarity measurement to accurately compute the distance among attributes and cases to retrieve the most similar singular or plural cases. However, these existing similarity measures have limitations in taking the covariance among attributes into consideration and reflecting the effects of covariance in computation of distances among attributes. To deal with this challenging issue, this research examines the weighted Mahalanobis distance based similarity measure applied to CBR cost estimation and carries out the comparative study on the existing distance measurement methods of CBR. To validate the suggest CBR cost model, leave-one-out cross validation (LOOCV) using two different sets of simulation data are carried out. Consequently, this research is expected to provide an analysis of covariance effects in similarity measurement and a basis for further research on the fundamentals of case retrieval.

  • It was on the rise importantly to provide the efficient management process of the organization for dealing with the change about information and business management quickly and consistently. It was suggested with the architectural model on information technology to provide it in theoretically. The Federal Government and budget organization of the USA used it on actual business and the terms of EA (Enterprise Architecture) and are raising the efficiency of management. NCA (National Computerization Agency) of Korea published the book - "The Research about establishing ITA (Information Technology Architecture) and appling the standards". After being applied the model on MOGAHA (Ministry of Government Administration and Home Affairs) and MIC(Minisstry of Information and Communication), the concrete case was made. MOMAF (Ministry of Maritime Affairs and Fisheries) drove the leading model. The report ascertained the basic contents of ITA and researched the case of USA, MOGAHA, MIC, and tried to analyze the contents of appling maritime and fisheries area. The report contained the definition of purpose through analyzing environment and establishing the vision and the principles based on them. The report also contained the contents of architecture based on the standard of NCA - "The Government Standard Meta Model version 2.0" - and researched the MOMAF's Reference model using Government Reference model. The report established the investment architecture and the process of information technology asset management. It ascertained the characteristic of maritime & fisheries area and the subject of developing the MOMAF's ITA sustainably.

Understanding the Social Dilemma of Hahoe Folk Village Management (민속 마을 관리상 발생하는 사회적 갈등의 이해 -하회마을을 중심으로-)

  • This study has been conducted in order to better understand a concrete and evidential disagreement that resulted from a conflict caused by the exploitation of folk village for tourism purposes. The purpose of this study was to analyze more realistically the phenomenon of the disagreement that originated from sightseeing in the hahoe folk villages by focusing on the problem between the ive groups as a potential and continual impediment to tourism. Two groups, residents and tourists, were compared in order to determine the underlying factors of the disagreement regarding exploitation of folk villages for tourism The two groups were clearly split: inhabitants of the village considered such exploitation negative, while tourists accepted it as positive. The two groups showed different understandings of the topic residents were in favor of the preservation of the physical resources, but against exposure of their private lives to the public, while tourists strongly respected the preservation of the resources of the village. A comparison of the common phenomena of disagreement between the two groups was performed, Variables that showed different responses between the two groups were loss of privacy of individual houses, verbal aggression and physical conflicts between the groups, and lack of administration. In most of the cases of disagreement, residents considered the disagreement phenomena to be more serious than tourists did except in one case: tourists placed a greater importance on the ugly view of the street market. Finally, in order to analyze the factors that impacted the level of the disagreement, a multiple regression analysis was conducted. Disagreement factors affecting tourists were verbal aggression between the groups, complaints about lodging and dining facilities, complaints about tourist facilities, and negligence of the administration in responding to requests. Among these, the most influential factor was verbal aggression between the groups. In fact, individual feelings between tourists and residents proved to be the biggest influence on the level of disagreement.

A Study on the Current Status and Use of Gyungrodang in Rural Area for Community Care - Focused on Gyungrodang in Heungeop-myeon, Wonju-si, Gangwon-do (커뮤니티케어를 위한 농촌지역 경로당의 운영현황 및 이용실태 연구 - 원주시 흥업면 경로당을 중심으로)

  • Purpose: The purpose of this study is to identify the current status and use of Gyungrodang located in Heungeop-myeon, Wonju-si and to present improvement and implication for community care in rural area. Methods: The survey of the current status was conducted with interview and observations. The use status of Gyungrodang was surveyed for the elderly over 65 years old who live in Heungeop-myeon using questionnaire. A face-to-face interview was conducted to complete a questionnaire and 181 samples were collected for the study. Results: In the current status, some of the Gyungrodang did not operate during farming season. The external environment, in terms of accessibility, 74.2% of Gyungrodang were located more than 60 minutes on foot from community center, health post, and pharmacy. In addition, the interval between buses run minimum 15 minutes to 120 minutes on average. The internal structure, 35.7% was divided room and toilets. In the use status, the reason for non-use of the Gyungrodang was discomfort(29.0%), and the reason for using was because friends go to the Gyungrodang(44.6%). The most satisfying program was te health care program(65.6%). Implications: First, it is necessary to develop and operate customized health promotion program for target population and seasons. Second, it is necessary to make a plan focused on consumers' needs through satisfaction and demand survey. Third, it is necessary to divide the space of each Gyungrodang by gender when planning the expansion or new construction of Gyungrodang.

A Study on the Development and Maintenance of Embedded SQL based Information Systems (임베디드 SQL 기반 정보시스템의 개발 및 관리 방법에 대한 연구)

  • As companies introduced ERP (Enterprise Resource Planning) systems since the middle of 1990s, the databases of the companies has become centralized and gigantic. The companies are now developing data-mining based applications on those centralized and gigantic databases for knowledge management. Almost of them are using $Pro^*C$/C++, a embedded SQL programming language, and it's because the $Pro^*C$/C++ is independent of platforms and also fast. However, they suffer from difficulties in development and maintenance due to the characteristics of corporate databases which have intrinsically large number of tables and fields. The purpose of this research is to design and implement a methodology which makes it easier to develop and maintain embedded SQL applications based on relational databases. Firstly, this article analyzes the syntax of $Pro^*C$/C++ and addresses the concept of repetition and duplication which causes the difficulties in development and maintenance of corporate information systems. Then, this article suggests a management architecture of source codes and databases in which a preprocessor generates $Pro^*C$/C++ source codes by referring a DB table specification, which would solve the problem of repetition and duplication. Moreover, this article also suggests another architecture of DB administration in which the preprocessor generates DB administration commands by referring the same table specification, which would solve the problem of repetition and duplication again. The preprocessor, named $PrePro^*C$, has been developed under the UNIX command-line prompt environment to preprocess $Pro^*C$/C++ source codes and SQL administration commands, and is under update to be used in another DB interface environment like ODBC and JDBC, too.

Evaluation Elements for Effectiveness of Rural Landscape Policy (농촌경관정책의 실효성을 위한 평가요소 도출)

  • For rural landscape management to run in virtuous circle, the present study has paid attention to the roles and activities of local residents and administration, which are the main sectors of managing landscape. In this respect, this study is aimed to arrange the roles of local residents and administration for landscape management and propose the basic data necessary to develope evaluation index for effectiveness of rural landscape policy. Key findings and implications are as follows. First, literature reviews of 18 landscape management studies found 37 administrative roles and 7 roles of local residents. And those roles were classified into 3 factors by similar concept: 'local government support system', 'landscape management planning', and 'promoting the participation of residents'. Second, two Delphi surveys were conducted with landscape experts to verify the validity of those evaluation items by sector. Third, factor analysis was carried out to analyze the hierarchical structure of those evaluation items. 3 sub-factors were extracted from 'local government support system' sector; 2 sub-factors from the 'landscape management planning' sector; and 4 sub-factors from the 'promoting participation of residents' sector. Fourth, the hierarchy of those evaluation factors was divided into high and low classes and sub-indexes were structured to examine the relative importance of each class and assign a relative weight on each index. The most important sub-factors were turned out as follows: 'local residents' will to practice landscape activities (0.112)', 'local government budget for rural landscape management (0.088), and 'restriction on buildings by village regulation (0.068). It indicates the viewpoints of the landscape experts that local residents' voluntary participation in landscape activities and agreement of local residents on landscape management by village, e.g. village regulation, are preconditions for successful landscape management. In addition, it is significant for a local government to secure the budget of landscape management to support local residents support.

The Effect of Cloud-based IT Architecture on IT Exploration and Exploitation: Enabling Role of Modularity and Virtuality

  • In today's turbulent business landscape, a firm's ability to explore new IT capabilities and exploit current ones is essential for enabling organizational agility and achieving high organizational performance. We propose IT exploration and exploitation as two critical organizational learning processes that are essential for gaining and sustaining competitive advantages. However, it remains unclear how the emerging cloud-based IT architecture affects an organization's ability to explore and exploit its IT capabilities. We conceptualize modularity and virtuality as two critical dimensions of emerging cloud-based IT architecture and investigate how they affect IT exploration and exploitation. We test our hypotheses using data obtained from our field survey of IT managers. We find that modularity is positively associated with both exploration and exploitation whereas virtuality is positively associated with exploration, but not with exploitation. We also find that the effect of modularity on exploitation is stronger than its effect on exploration.
