This paper presents a method for improving the selection of boundary areas suitable for Korea's situation based on domestic and foreign case studies on the establishment of boundary areas to protect people and the environment from chemical substances in response to chemical accidents and chemical terrorism. Currently, various related ministries are divided into hot zones, warm zones, and cold zones in common, but in specific areas, they are used in different ways in terms of terminology utilization. Therefore, it was suggested that the boundary areas be divided into four zones: hot zone, warm zone, cold zone, and safety zone. In addition, the terms warm zone and safety zone should be re-established. The existing ERPG acute exposure standard does not take into account various exposure times. Therefore, it is unsuitable for long-term exposure, so the priority of application should be AEGL, ERPG, PAC, and IDLHs. The CARIS information provision method is classified into substances that can or cannot be diffused or classified as indoor leaks. In addition, the wind direction trust line and the ERG's initial separation distance and protective action distance are expressed together so that they can be used for accident responses.
This study aims to analyze ordinance in a local government for the improvement of the preferential purchasing system of products manufactured by disabled. So, This study analyze 44 ordinance of a local government. The results of this study were as follows. First, 44 local governments enacted the ordinance(rate was 18.1%). Second, Most of the local governments suggest purpose of ordinance, agency of application, establishment of support plan, request of purchase cooperation, duty of purchase promotion. But there are not suggest other items in many ordinance. In particular, Duty of local government president is specified only 30(rate was 68.1%). Third, The municipal ordinance conflicting with the upper laws and regulation. Forth, The Council for the promotion of the preferntial purchasing system of products made by disabled upgrade to an advisory organization including professor, expert, disabled. Fifth, The sales routes of products need to be extended from the public agency to private companies for Preferential purchasing in affirmative action. In order that the Preferential purchasing system will not be a nominal law, the government should show active willingness about monitoring of local government.

The purpose of this study was to suggest a standard design procedure of landfarming for clean-up of oil-contaminated soils. The standard design procedure consisted of four main phases; soil characterization, determination of contaminated soil volume, determination of nutrient and microbial doses, and estimation of the total remedial period. This study selected standard design parameter values or ranges among various forms used in environmental engineer communities. Those were determination procedures for the contaminated soil volume, the initial contamination concentration and nutrient doses. The suggested standard design procedure were applied for a landfarm design for remediation of a real oil-contaminated site. Soil texture of the site was classified as sandy clay loam and sandy loam. Total nitrogen and total phosphorus were estimated to be 57.01 mg/kg and 83.40 mg/kg, respectively. Also the viable bacterial numbers was assessed to be $1.78{\times}10^4CFU/g$ dry soil. The amount of TPH contaminated soil was estimated to be $4,092m^3$. With the application of remedial factors, it was estimated that the contaminated soil could be treated through 9 batches with a duration of 315 days for a landfarming unit of $15m{\times}40m{\times}1m$. The amount of liquid microorganisms and fertilizers were recommended to be 4,025L and 4,641kg, respectively.

This paper aims at investigating the developments and challenges of Northwest Pacific Action Plan (NOWPAP), a regional cooperation mechanism to protect marine environment in Northeast Asia. As one of 16 UNEP's Regional Seas Program, NOWPAP has evolved since its inception in 1994. Based on the belief that a cooperative institution may work more efficiently to address common regional concerns on marine environment, China, Japan, Russia and South Korea have developed NOWPAP under the UNEP's leadership. NOWPAP now has its own independent secretariat, and 4 regional activity centers while expanding its partnership with other institutions. However, NOWPAP must address several challenges that it now faces for better achievement of its goals. They include consideration of unique geopolitical situation in this region, participation of North Korea, incorporation of sustainable development concept in its activities, reconsideration of equal opportunity principle for more efficient cooperation, and securing sufficient financial resources.
All kinds of environmental problems are related to each local and geographical environment. For this reason, it is necessary for schools in each region to provide environmental education which suits the geographical character of their particular region. In order to provide solutions to the environmental problems of each school's geographic region, the goal of this research is as follows: 1. We can make students realize the relationship between the human race and the environment by teaching according to the environmental conditions in each local area. 2. By teaching students about the problems in their own local environment, we can increase their concern about the state of their local surroundings. 3. When teaching about the environment, it is useful to use educational material which suits the character of each local region. 4. Students' interest in environmental preservation can be aroused through extracurricular environmental activities. The ares concerned are Chonnam and Kwangju City, which are divided into urban, industrial, rural, coastal, and mountainous areas. The conclusion about considering environmental education in environmental school social studies is as follows: 1. Kwangju and Chonnam should be divided into five sections, each with similar geographical environments. This will be an improvement over the old uniform approach to environmental studies in which all regions were treated as being the same each region will now receive special attention. 2. It is necessary to maximize the efficient use of the Environmental Education Building. When Media, environmental data and special materials for environmental education are used effectively, teachers can lead class effectively and students will be more interested in the class. 3. We can detect the cause of pollution, increase interest in the environment and easily solve environmental problems by collecting and displaying environmental educational materials. 4. An environmental education corner could boost students' interest in environmental problems and could act as a kind of bridge between theoretical and practical education. 5. Media and environmental data must be specialized according to the geographic character of each region. In this way, we can expect to improve the quality of environmental education over the simplistic environmental education of previous years. 6. Students will become interested in the problems of the region in which they live through social studies, and primarily through the environmental curriculum. 7. We can prevent learning deficiencies by making a consistent teaching plan. The teaching and learning methods will be improved and the teachers will be proud of what they teach. 8. The purpose of the Education Procedure Content Analysis is to make teaching and learning concise and easy by systematizing environmental and related subjects. This can be done by adding an environmental unit to the geographic section of social studies. 9. Citizens' interest in their own residential environment can be increased through action by sustaining environmental preservation movements to local region people.

Although many attempts have been made to use the Internet for educational purposes, not many attempts have achieved their goals. Such failure is mainly due to the lack of understanding on the way to use the Internet. The goal of this research is to investigate the potentiality of the Project-Based Learning approach using the Internet(NetPBL) and the ways to utilize the NetPBL. The NetPBL can be utilized through various activities such as keypals, mentoring, use of resources, cooperative learning, publishing, survey and data analysis, cooperative problem solving, simulation, and social action. Such diversity of the NetPBL can create a problem-based, context-based and learner-centered environment, which takes various types of the Internet use. In spite of such potentiality, little is known on how to implement the NetPBL. On this point, this research attempts to synthesize instructional strategies to implement the NetPBL at the macro and the micro level. At the macro level, instructional process is divided into four steps such as plan, preparation, implementation and closure, and some instructional suggestions are made for each step. At the micro level, detailed instructional strategies are suggested for the facilitation of self-directed learning and cooperative learning.
The study investigated the linguistic characteristics of middle school students' writing on the themes of earth science through analysis of its genre and register. Data for analysis included $7^{th}$ grade and $9^{th}$ grade students' writings about 'global warming' and 'classification of rocks'. The results of this study include: First, many students were not accustomed to writing in genre, especially exposition genre. Second, in terms of ideational meaning, the material verbs representing action or doing were more dominant than relational verbs that are related to the attribute or definition of things, and additional logical relations were predominant. Third, regarding interpersonal meaning, agents, emotions, subjective opinions appeared in the writings and students did not express their ideas conclusively and revealed feelings of doubt and uncertainty about their knowledge. Fourth, as for textual meaning, most students listed fragments of information using additional conjunctions in simple structures and were not accustomed to writing texts with organizing structures, logical patterns, cohesion, and coherence. From these results, we argued that the scientific writings should be emphasized in science learning that aims to foster scientific literacy. In addition, we discussed the necessity of improving science teachers' perceptions on scientific writing as well as setting up a specific plan in the national curriculum.

Asthma is a prevalent and serious health problem in Korea. Recently, the Korean Asthma Guideline has been updated by The Korean Academy of Tuberculosis and Respiratory Diseases (KATRD) in an effort to improve the clinical management of asthma. This guideline focuses on adult patients with asthma and aims to deliver up to date scientific evidence and recommendations to general physicians for the management of asthma. For this purpose, this guideline was updated following systematic review and meta-analysis of recent studies and adapting some points of international guidelines (Global Initiative for Asthma [GINA] report 2014, National Asthma Education and Prevention Program [NAEPP] 2007, British Thoracic Society [BTS/SIGN] asthma guideline 2012, and Canadian asthma guideline 2012). Updated issues include recommendations derived using the population, intervention, comparison, and outcomes (PICO) model, which produced 20 clinical questions on the management of asthma. It also covers a new definition of asthma, the importance of confirming various airflow limitations with spirometry, the epidemiology and the diagnostic flow of asthma in Korea, the importance and evidence for inhaled corticosteroids (ICS) and ICS/formoterol as a single maintenance and acute therapy in the stepwise management of asthma, assessment of severity of asthma and management of exacerbation, and an action plan to cope with exacerbation. This guideline includes clinical assessments, and treatment of asthma-chronic obstructive pulmonary disease overlap syndrome, management of asthma in specific conditions including severe asthma, elderly asthma, cough variant asthma, exercise-induced bronchial contraction, etc. The revised Korean Asthma Guideline is expected to be a useful resource in the management of asthma.

This paper study about how government start-up promotion policies have strongly impacts on business startup pattern and its performance. BIDANI is the action-research program. BIDANI aims to be truly a people's program embodying their own activities and aspiration. BIDANI sees an integrated development approach at the community level with participatory services embodied in a Barangay Integrated Development Plan(BIDP) designed by the people themselves. Community situational analysis is conducted by the people to identify the priority problems and potential resources in the barangay. Participatory planning, using the “bottom up” apporach, is exercised to formulate a BIDP. Proper motivation and advocacy encourage barangay people's participation. Accessibility and efficiency in the use of various services and resources of government and private agencies increase. Family groups who are at high-risk to malnutrition become aware of the importance of nutrition through their participation in development program activities. Integration of political and socio-economic concerns at the lowest level is operationalized. Implementation and sustainability of the program on a wider scale from a model project to a model program is facilitated through institutionalization at the municipal/city level with the mayor as the project director. “Top to bottom” planning through a City/Municipal Integrated Development Program(C/MIDP) interacts with “bottom up” planning at the barangay level. The establishment of a local Training School for Barangay Development(TSBD) in each municipality and city for continuing education of indigenous village workers and barangay people is a vital component for success and viability. The role of non-political entities such as academic institutions and non-government organizations, as catalytic agents of development, is stressed.
