  • In recent years, there have been numerous explosion-related accidents due to military and terrorist activities. Such incidents caused not only damages to structures but also human casualties, especially in urban areas. To protect structures and save human lives against explosion accidents, better understanding of the explosion effect on structures is needed. In an explosion, the blast load is applied to concrete structures as an impulsive load of extremely short duration with very high pressure and heat. Generally, concrete is known to have a relatively high blast resistance compared to other construction materials. However, normal strength concrete structures require higher strength to improve their resistance against impact and blast loads. Therefore, a new material with high-energy absorption capacity and high resistance to damage is needed for blast resistance design. Recently, Ultra High Strength Concrete(UHSC) and Reactive Powder Concrete(RPC) have been actively developed to significantly improve concrete strength. UHSC and RPC, can improve concrete strength, reduce member size and weight, and improve workability. High strength concrete are used to improve earthquake resistance and increase height and bridge span. Also, UHSC and RPC, can be implemented for blast resistance design of infrastructure susceptible to terror or impact such as 9.11 terror attack. Therefore, in this study, the blast tests are performed to investigate the behavior of UHSC and RPC slabs under blast loading. Blast wave characteristics including incident and reflected pressures as well as maximum and residual displacements and strains in steel and concrete surface are measured. Also, blast damages and failure modes were recorded for each specimen. From these tests, UHSC and RPC have shown to better blast explosions resistance compare to normal strength concrete.

  • In recent years, there have been numerous explosion-related accidents due to military and terrorist activities. Such incidents caused not only damages to structures but also human casualties, especially in urban areas. To protect structures and save human lives against explosion accidents, better understanding of the explosion effect on structures is needed. In an explosion, the blast overpressure is applied to concrete structures as an impulsive load of extremely short duration with very high pressure and heat. Generally, concrete is known to have a relatively high blast resistance compared to other construction materials. However, information and test results related to the blast experiment of internal and external have been limited due to military and national security reasons. Therefore, in this paper, to evaluate blast effect on reinforced have concrete structure and its protective performance, blast tests are carried out with $1.0m{\times}1.0m{\times}150mm$ reinforce concrete slab structure at the Agency for Defence Development. The standoff blast distance is 1.5 m and the preliminary tests consists with TNT 9 lbs and TNT 35 lbs and the main tests used ANFO 35 lbs. • Oil contamination soil has been one of the most environmental social issues for decades in the inside and outside of country. The law of soil environmental preservation was carried out in the 1990s and the government controlled not only soil environment management and the remediation of contaminated soil but also promoted the development of remedial technology and cleanup business of contaminated soil by national policy. In addition to agriculture areas, the main oil contaminated sites are a gas station, oil reservoir, petro-chemical complex, site of railway carriage base and military camp. The contamination-frequency of agriculture area and effect sites are low but it has significantly important area on account of producing food for human beings. Therefore, we should be concerned about oil contamination damage of agriculture area. The oil contamination damage of agriculture area influenced drop of birth and breeding since the oil directly adheres to seeds and farm products even diffusion of contaminated soil to cultivation area. The studies of the crops and the food vegetation has not enough detailed data caused by the incident of oil contamination. This study investigated the effect of oil in germination and growth of selected plant seeds. In this study, we try to verify whether the oil contamination by accidents on farmland influenced the damage of farm produce and the mutual relation both oil contaminated soil or the vegetation of crops. The impact of oil on plant development was followed by phytotoxicity assessments. The plants exhibited visual symptoms of stress, growth reduction and perturbations in developmental parameters. The increase of the degree of pollution induced more marked effects in plants, likely because of the physical effects of oil. The relationships between the phytotoxicity contents of plants and growth reduction suggest a chemical toxicity of fuel oil. In addition, while cleaned up the contaminated soil under the standard of contaminated soil we examined it was suitable for region standard and it may have practical possibility for fill material of construction of afforestation and molding soil of landfill.

  • There are many mountains in Korean Peninsula, and those used for the construction of roads and railways sectors are forming slopes. Slope collapse occurs with falling rocks and landslide because of the relaxation of the thawing rocks. The heavy rain in summer can also significantly contribute to the process, and abnormal climate change is much more influential than before. Therefore, rockfall-related accidents in rainy season are easily accessible in media every year. There has been a lot of research on application of strengthening compensation of the sections in order to minimize casualties and property damage. Rockfall Protection Net, however, has not been focused on much in the field yet. This study highlights the need of Rockfall Protection Net, since it can segregate the falling rocks inside the net relatively safely. Although there has been a little doubt about the effectiveness of rockfall protection facilities, it is obvious that relevant studies dealing with the solidity of the net are necessary for the rockfall protection net to be capable of supporting rockfall energies. As a result, Expanded metal strength is much more durable compared to the PVC coating net, and it is regarded as an excellent alternative material for the Rockfall Protection Net. In this study, the applicability of Expanded Metal as the alternative of Rockfall Protection Net is verified experimentally.

  • In August 2014, the Ministry of Land, Infrastructure, and Transport (MOLIT) devised an innovative ITS measure in which private and public sectors share roles to maximize investment efficiency and effectiveness in collecting and offering traffic information that had been separately implemented by the state and private sector. The main details of the innovative measure include the following: For communication information, the information collected by the private sector is used, and the state concentrates on safety-related information collection, such as unexpected situations, including construction, accidents, and deteriorating weather conditions. Consequently, safety-related information is offered in real-time through smartphones and navigation, in addition to electric road signs that have limitations in providing unexpected real-time situations due to installation at specific spots. This study presented a connected traffic information priority coordination plan to improve the accuracy of traffic information offering by analyzing problems of related traffic information, including a general national highway case study to enhance the efficiency of national highway ITS implementation, according to actual public-private traffic information sharing. In addition, this study reviewed whether to operate or demolish the information collection equipment by analyzing traffic volume level and availability of related traffic information in the existing ITS operation sections and presented ITS collection equipment installation judgment standards based on the cases concerned.

  • The plywoods commonly used as decorative interior materials for the construction are inflammable and so it is a causative factor for making fire accidents, resulting in the destruction of human life and personal properties. Indeed, it is, therefore, required to produce fire-retardant plywoods. In this study, a special grade of defect-free, Kapur plywood was used. Specimens were cut into 3- by 20cm dimensions from 120- by 240- by 0.33-cm panels(thin panel) or 120- by 240- by 0.5-cm panels(thick panel). Some specimens were treated with diammonium phosphate(DAP), but some were not treated with diammonium phosphate to use as control panels. Chemical absorption, drying curves, drying rates and dynamic Young's modulus were investigated. The results were summaries as follows; 1. The specimens were soaked into 19% diammonium phosphate solution by a full cell pressure process and the diammonium phosphate retained in the thin and thick plywoods was 1.409kg/$(30cm)^3$, 1.487kg/$(30cm)^3$, respectively. 2. Diammonium phosphate-treated plywoods were redried with press-drying process at one of either condition dried on the platen($115^{\circ}C$) for a period of time or dried on the platen($50^{\circ}C$) for 3 hrs plus in a dry-oven($30^{\circ}C$) for 24 hrs. or dried on the platen($60^{\circ}C$) for 2 hrs plus in a dry-oven($30^{\circ}C$) for 24 hrs. The drying rate of treated thin specimens dried at $60^{\circ}C$ plus $30^{\circ}C$ and $115^{\circ}C$ only was found to be 0.04 %/min. and 8.53 %/min. Similarly, the drying rate of treated thick specimens were 0.03 %/min. and 6.77 %/min. respectively. 3. It was evident that highly-significantly different drying rate of treated plywoods was observed between plywood thicknesses and platen temperatures and the rate was increased by elevating the platen temperature up to $115^{\circ}C$. Based on the two-way variance analysis, highly significant drying rate was observed from the interaction between plywood thicknesses and platen temperatures. 4. After redrying, the specimens were weighed and reconditioned to a constant weight in a facility maintained temperature ($20^{\circ}C$) and relative humidity(65%) prior to test dynamic Young's modulus. The test revealed that the thin specimens dried at the platen temperature of $50^{\circ}C$, $60^{\circ}C$, $115^{\circ}C$ and untreated specimens showed 1.070E+09 dyne/$cm^2$, 1.156E+09 dyne/$cm^2$, 1.243E+09 dyne/$cm^2$, and 1.052E+09 dyne/$cm^2$, respectively. Likewise, the thick specimens revealed 5.647E+09 dyne/$cm^2$ 5.670E+09 dyne/$cm^2$, 6.395E+09 dyne/$cm^2$ and 5.415E+09 dyne/$cm^2$, respectively. 5. It was evident that significantly different dynamic Young's modulus was observed between the plywood thickness and the platen temperature, but not in the two-way interaction between the plywood thickness${\times}$the platen temperature.

  • Recently, as the construction of new railway and the relocation of existing line increase, tunnel structures grow longer. The railway fire accidents in long tunnel bring large damages of human life and disaster. The interest of safety in long tunnel have a growing and the safety standard of long tunnel is tightening. For that reason, at the planning of long tunnel, the optimum design of safety facility in long tunnel for minimizing the risks and satisfying the safety standard is needed. For the reasonable design of long railway tunnel considering high safety, qualitative estimation for tunnel safety is required. In this study, QRA (Quantitative Risk Assessment) technique is applied to design of long railway tunnel for assuring the safety function and estimating the risk of safety. The case study for safety design in long railway tunnel is tarried out to verifying the QRA technique for two railway tunnels. Thus, the inclined and vertical shaft for escape way and safety facilities in long tunnel are planned, and the risks of tunnel safety for each case are estimated quantitatively.

  • As part of measures to reduce fine dust, the government is promoting a project to convert the fuel of Yard Tractors(YT, tractors operated at ports), from diesel to LNG (Liquefied Natural Gas). While a port having a small number of yard tractors, it is not proper to construct a stationary LNG fueling station and supply LNG to YT due to a problem of BOG (Boil off gas) generation. Therefore, it is necessary to make a regulation and a standard on mobile LNG YT refueling station installation and inspection as an alternative. In this study, we have investigated domestic and foreign mobile LNG refueling cases and refueling standards, including the USA and Europe. In addition, we have suggested the risk reduction method according to the cause after investigation of the cause of LNG accidents. And last, based on the proposed risk reduction measures, we have proposed an amendment to the Regulation of the Urban Gas Business Law in Korea. The proposed mobile LNG YT refueling amendment of the Regulation includes ; maintenance of the safety distance from the protection facility, installation of an interlock device to prevent refueling in places other than the authorized place, installation of the identification system through biometrics, separation of the tank lorry and tow vehicle before refueling, checking the wheel fixed status of tank lorry before refueling, construction of the impounding area, safety measures before, during and after refueling, etc. The safety standards proposed in this study could be used as a reference in establishing standards for mobile LNG vehicle refueling in the near future.

  • In this paper, we propose a vector-based augmentation technique that can generate data required for crack detection and a ConvNet(Convolutional Neural Network) technique that can learn it. Detecting cracks quickly and accurately is an important technology to prevent building collapse and fall accidents in advance. In order to solve this problem with artificial intelligence, it is essential to obtain a large amount of data, but it is difficult to obtain a large amount of crack data because the situation for obtaining an actual crack image is mostly dangerous. This problem of database construction can be alleviated with elastic distortion, which increases the amount of data by applying deformation to a specific artificial part. In this paper, the improved crack pattern results are modeled using ConvNet. Rather than elastic distortion, our method can obtain results similar to the actual crack pattern. By designing the crack data augmentation based on a vector, rather than the pixel unit used in general data augmentation, excellent results can be obtained in terms of the amount of crack change. As a result, in this paper, even though a small number of crack data were used as input, a crack database can be efficiently constructed by generating various crack directions and patterns.

  • Purpose: According to the Occupational Safety and Health Act of the Ministry of Employment and Labor, in order to prevent industrial accidents, the right to stop work must be exercised in the event of an imminent danger. This study conducted a fact-finding survey on whether employers fulfilled the right to suspend work in the workplace when an imminent danger, such as a typhoon, was encountered. Method: For two days from August 9 to October, when the impact of Typhoon Khanun No. 6 was significant, it was confirmed by wire whether or not the work suspension was carried out at the workplace, and the subjects of the survey were 1,649 construction sites, 830 manufacturing sites, and 278 other industries, for a total of 2,757 sites. Result: As a result of the fact-finding survey, 56% (1,555 locations) on August 9th and 77% (2,142 locations) on August 10th carried out full or partial work suspension. In particular, on August 10, when the typhoon landed, 40% of all workplaces completely stopped work. Conclusion: Through this study, it was confirmed that the right to suspend work by employers is being used in actual workplaces. In the future, when there is an imminent danger, in addition to the right to suspend work, flexible and telecommuting, working hour adjustments, etc. must be actively used to ensure the safety of workers and protect their lives.
