The Korea high-speed rail, based on the French design. It also implements new concept to increase the strength of bridge deck by adding an impact factor (dynamic intensity factor) in static load. In order to assure the dynamic stability, SYSTRA and Jeseph Penzien, a professor in CEC (the US) conducted a dynamic stability review on design phase. Analyzing the review results, they developed design criteria for dynamic behavior. This study deal with operating PSC box GIRDER equipped with measurement equipment or measured data of Seoul $\∼$ Taejeon, P.S.C BOX GIRDER bridge and steel comsition bridge equipped with measurement equipment based on structual knowledge about configuration of measuring sensor, response analysis of structure when train runs was performed by using measured data of PSC box girder to directly compare with design criteria. moreover, the dynamic stability with comparison of high-speed rail construction criteria was reviewed and analyzed based on historical records.

We propose a new concept of hydrogen absorbing alloy, "Laves phase related BCC solid solution". It was firstly found among the phases tormed in multicomponent nominal $AB_2$ alloys which consisted of Zr and Ti for the A metal site and 5A, 6A and 7A transition metals for the B metal sites. In these alloys a BCC solid solution often coexisted with a Laves phase. It showed stability of hydrides and reaction kinetics almost identical to intermetallics such as Laves phase alloys. We prepared an almost pure "Laves phase related BCC solid solution" and found that it had a large hydrogen capacity (more than 2 mass%) and fast hydrogen absorption and desorption kinetics at ambient temperature and pressure. This new hydrogen absorbing alloy may open a new era of hydrogen related application such as hydrogen vehicles.

In response to the recent surge in aviation demand, major airport and aviation authorities continue to make efforts to formulate arrival procedures that take into account efficient aircraft separation, noise and environmental issues related to carbon (CO2) emissions. In order to ensure efficient traffic control and environmental issues, as a result, a new concept Trombone, Point Merge, etc. have been introduced and widely used. However, these new concept incisions are becoming a factor that hinders operational efficiency and stability due to the restricted domestic airspace such as military airspace and excessive constraints of altitude, speed, etc. which do not reflect the concept of continuous descent operation and eventually needs to be modified to make continuous descent operation as feasible as possible. We herewith analyze and propose the way of improving flight safety and efficiency in the arrival operation procedure by supplementary modification which consequently contribute to the aviation industry international competitiveness.
The purpose of this article is to examine Fair and Equitable Treatment in International Investment Agreements. Most BITs and other investment treaties provide for FET of foreign investments. Today, this concept is the most frequently invoked standard in investment disputes. It is also the standard with the highest practical relevance: a majority of successful claims pursued in international arbitration are based on a violation of the FET standard. The concept of FET is not new but has appeared in international documents for some time. Some of these documents were nonbinding others entered into force as multilateral or bilateral treaties. Considerable debate has surrounded the question of whether the FET standard merely reflects the internationalminimum standard, as contained in customary international law, or offers an autonomous standard that is additional to general international law. As a matter of textual interpretation, it seems implausible that a treaty would refer to a well-known concept like the "minimum standard of treatment in customary international law" by using the expression "fair and equitable treatment." Broad definitions or descriptions are not the only way to gauge the meaning of an elusive concept such as FET. Another method is to identify typical factual situations to which this principle has been applied. An examination of the practice of tribunals demonstrates that several principles can be identified that are embraced by the standard of fair and equitable treatment. Some of the cases discussed clearly speak to the central roles of transparency, stability, and the investor's legitimate expectations in the current understanding of the FET standard. Other contexts in which the standard has been applied concern compliance with contractual obligations, procedural propriety and due process, action in good faith, and freedom from coercion and harassment. In short, meeting the investor's central legitimate concern of legal consistency, stability, and predictability remains a major, but not the only, ingredient of an investment-friendly climate in which the host state in turn can reasonably expect to attract foreign investment.

Bilinear models are attractive for adaptive filtering applications because they can approximate a large class of nonlinear systems adequately, and usually with considerable parsimony in the number of coefficients compared with Volterra models. But bilinear filters have stability problem because they involve nonlinear feedback. Adaptive algorithms for bilinear filters may be diverge and have poor convergence characteristics when input signal is large In this paper, necessary and sufficient condition for mean square stability of bilinear filters for given input signal statistics is briefly described, and the method obtaining the input bound to guarantee the stability of bilinear filters is presented. New RPEM algorithm, which does not diverge and has the superior convergence characteristics compared with the conventional RPEM algorithm when input signal is large, is derived by applying the time-varying Kalman filtering concept to the conventional RPEM algorithm.
This study provides analytical evaluation of the Dual-Ann Work Module. The current hydraulic system was modeled using the HyPneu and analyzed to find the cause of the instability. The cause of the instability was determined to be primarily an interacting involving the pilot operated check valves and the counterbalance valves for fail safe mode of operation. A new design concept was developed to eliminate the potential for unstable operation while adequately meeting the need for a fail-safe feature.

An advanced method of Relaxed Static Stability (RSS) is utilized for improving the aerodynamic performance of modern version supersonic jet fighter aircraft. The laws of flight control system utilize RSS criteria in both longitudinal and lateral-directional axes to achieve performance enhancements. Particularly, the design of longitudinal control laws for utilizing RSS methods greatly affects the performance of the aircraft in Air-to-Air Tracking and Air-to-Ground modes, which improves weapon delivery. In the area of Air-to-Air Tracking, the development of longitudinal control laws aids in the fine tracking and gross acquisition of other aircraft. This paper proposes that new concept of longitudinal control law introduce in order to improve fine tracking performance in air-to-air tracking maneuver. Result of HQS pilot simulation and flight test, fine tracking performance improve without degradation of gross acquisition when new concept of control law is applied.
In this paper we describe a motion control algorithm for a 4-legged robot over slopped terrain and steps. The new concept of the mechanically constrained angle has been introduced and the algorithm has been developed based on the relationship between the gait stability margin and the slope angle. The result then has been extended to the case where the robot walks over steps.
The PI controller has many trial-and-error steps for gain design. This paper proposes a new design concept. In this method, a degree of stability and Kharitonov theory are applied and the controller gain is directly expressed by system parameters and current controller's bandwidth. Simulation results for permanent magnetic synchronous motor(PMSM) driving systems confirm the validity of proposed method.
When we evaluate slope stability, we regard the slope homogeneous and evaluate slope stability at the most dangerous portion of slope. However, since conditions and properties of rock mass/soil are different from one location to another within a single slope, slope stability evaluated by current concept can not represent slope correctly. This also result in over-reinforcement at the portion where reinforcement is not necessary. In order to solve these problems, we suggest a cell unit evaluation method in which we apply small rectangular cells in a slope and regard each cell as a single slope. In this method, slopes are classified into soil slope and rock slope depending on materials. Strength of rock, volumetric joint count, spacing of joints, condition of joints, ground water condition and so on are examined and SMR and condition index values are calculated. Finally, all data and results are presented as contour maps. We apply the cell unit evaluation method into 3 cut slopes. SMR values estimated by the new method are larger than those by current concept at most portions of slope, indicating that the new method suggested by this research represent slope stability more correctly than methods which were used. This method will prevent over-reinforcement at the portion of slope where reinforcement is not necessary.
