The wind farm where the wind velocity condition is excellent and economical can be established to produce power with the multiple wind power turbine. The wind velocity which is suitable to Wind Power Development must be evaluated for searching the economical wind farm on planning the wind farm. In this paper, based on wind speed data at 24 locations in Korea from 1971 through 2009, the basic wind velocity which can be applied to designing wind power development is estimated using the statiscal process. The wind velocity which is measured from observation stations is revised according to wind gauge's height and Circumferential environment. The wind speeds for 200 year's return period in 24 locations are determined using the Gumbel's distribution.

After facing the fact such as fossil-fuel depletion, global warming, the Kyoto Protocol coming into force of mandatory reductions of carbon dioxide, the world is actively promoting the spread of the solar, wind, tidal, geothermal and other clean renewable energy technology development. Among them, wind power is the only alternative energy to secure a comparable price competition with fossil fuels because cheaper price power generation than other renewable energy when creating large-scale wind farm, thus wind power is the fastest growing industries in the world in the renewable energy field. Especially the offshore wind power is showing rapid growth as most of the wind power sector because of less changes of wind speed, no restrictions of land use, and large-scale development of offshore wind power. In this paper, the field of site selection and spatial location analysis techniques for development of large-scale offshore wind farm are discussed primarily. This paper shows overview of offshore wind power and establishment procedure for development of offshore wind farm.

The wind power plants were installed in many places because of the low climate changing effects since 2000. Generally, the wind power plants located in the seaside and the mountainous area and the heights of the windmills are about 40 m~140 m above the ground level. So the noises emitted from the wind power plants propagate far away compared with other environment noise sources like trains and cars noise. Because of these reasons, the noise emitted from the wind power plant is easy to cause the additional social problems like as noise complaints. Under the situation, the ministry of environment has established the guideline to evaluate the environmental effects for the wind power plant. According to the guideline, the noise of the wind power plant has to meet 55 dB(A) at daytime and 45 dB(A) at night in the residential area, which is regulated in the noise and vibration management law. But, it is difficult to estimate the noise emitted from the wind power plant because of the absence of the prediction model of the wind power plant noise. Therefore, the noise prediction model for wind power plants using the regression analysis method is developed in this study. For the development of the model, the sound pressure levels of the wind power plants in Jeju island are measured and the correlations between the sound pressure levels are analyzed. Finally, the prediction equation of the wind power plant noise using by regression analysis method derived. The prediction equation for the wind power plant noise proposed in this study can be useful to evaluate the environmental effects in any wind power plant development district.
Offshore wind power generation has significant advantages, including enhanced energy security and job creation. However, despite these benefits, South Korea has not fully utilized its potential in this sector. In contrast, offshore wind power industry development in Europe has been driven by government leadership. Drawing from this experience, South Korea also needs to relax regulations, strengthen necessary infrastructure, and enhance financial support systems to activate the offshore wind power industry. For this, sustained government leadership is absolutely essential. Without addressing the capacity issues in the power grid, we cannot expect offshore wind power generation to succeed. To address grid issues, we propose the enactment of a special law called the "Special Act on Grid Expansion." Considering KEPCO's financial situation, private investment should be encouraged for grid construction. The role of developers is crucial for the successful development and operation of offshore wind power. They manage risks throughout various stages, from site acquisition to construction and operation, which have a significant impact on the success or failure of projects. Since domestic developers currently lack experience in offshore wind power, a cooperative strategy that leverages the experience and technology of advanced countries is necessary. Energy issues should be recognized as important tasks beyond mere political ideologies, as they are crucial for the survival of the nation and its development. It is essential to form a public consensus and implement ways for residents to coexist with offshore wind power, along with the conservation of marine ecosystems and effective communication with stakeholders. Expansion of the offshore wind power industry requires support in various areas, including financial and tax incentives, technology research investment, and workforce development. In particular, achieving carbon neutrality by 2050 necessitates the activation of offshore wind power alongside efforts by major corporations to transition to renewable energy. South Korea, surrounded by the sea, holds significant offshore wind power potential, and it is our responsibility to harness it as a sustainable energy source for future generations. To activate the offshore wind power market, we need to provide financial and tax support, develop infrastructure and research, and foster a skilled workforce. As major corporations transition to renewable energy to achieve carbon neutrality by 2050, offshore wind power must play a significant role. It is our responsibility to fully utilize South Korea's potential and make offshore wind power a new driver of growth.
This paper represents about the characteristics of wind turbine industry of the west-south seashore of Leading Industry Development for Honam Economic Region. These projects have 8 R&D and 3 non R&D project. The period of these projects is from October 2009 to April 2012. The R&D projects are composed three bright prospect products (1) the base construction of MW off-shore wind turbine components and system with Outer-rotor type PMSG, (2) the Development of 3MW wind power system with accommodation of the west-south seashore, and (3) the development of hybrid wind turbine system with wind base construction. Also, the non-R&D projects are composed three parts with above three bright prospect products. Above two projects support the companies with characteristic of low speed wind turbine system. Other project supports the companies related to wind turbine with small and medium capacity of form 3 kW to 10kW.
This paper will discuss the steps in building a wind farm and the modelling of AC power system for wind power generation. And take the JeJu island for an example, with its good wind power energy resource, the most important factor for a wind farm is a good power system interconnection to decrease the power loss including the transmission loss as less as possible. So in this paper, after the JEJU wind energy analysis, we will mainly discuss the development of the modelling on JEJU AC power system by using PSCAD. And also for using the real data of the wind power in the simulation, the modelling of the JeJu power system in 2011 will also be presented in this paper.

Globally, wind power development is experiencing dramatic growth and wind power penetration levels are increasing. Wind generation is highly variable in time and space and it doesn't guarantee the system reliability and secure system operation. As wind power capacity becomes a significant portion of total generation capacity, the reliability assessment for wind power are therefore needed. At present, this operational reliability assessment is focusing on a generation adequacy perspective and does not consider transmission reliability issues. In this paper, we propose the critical transmission operating constraint prediction(CTOCP) system with high wind power penetration to enhance transmission reliability.
Offshore wind power development has been promoted in countries around the world to cope with global warming. Despite its many advantages, offshore wind power affects the marine environment during construction and operation. As a result, the reduction of fishing areas, changes in the habitat of marine animals, damage to fishing gear, and impeding the safety of fishing activities are occurring. If the offshore wind power generation project is carried out, a fishing damage investigation is nescssary. There are only four fishing damage investigations related to offshore wind power, which are being conducted similarly to the existing fishing damage investigation related to offshore construction. Therefore, this study reviewed and analyzed the report on fisheries damage investigation related to offshore wind power conducted in Korea and suggested problems and improvement measures accordingly.
Because of the nature of wind, the output power of wind turbines fluctuates according to wind speed variation. Therefore, many countries have set up wind-turbine interconnection standards usually named as Grid-Code to regulate the output power of wind farms to improve power system reliability and power quality. This paper proposes three operation modes of wind farms such as maximum power point tracking (MPPT) mode, single wind turbine control mode and wind farm control mode to control the output power of wind turbines as well as overall wind farms. This paper also proposes an operation scheme of wind farm to alleviate power fluctuation of wind farm by choosing the appropriate control mode and coordinating multiple wind turbines in consideration of grid conditions. The performance of the proposed scheme is verified via simulation studies in PSCAD/EMTDC with doubly-fed induction generator (DFIG) based wind turbine models.
This article examines the way of the functionality of policy instruments for the development of renewable energy through the case of the wind power. The general barrier of the renewable energy development is considered to be the economic barrier. However the principal issue is the political barrier without the broad cooperation between the host government and the firm. Maintaining the long-term competitive advantage requires the shift of not only the strategy following the external circumstance but also the internal capacity development to utilize resources. Thus the comparative case study of Sri Lanka and Germany proposes the analysis of the supply-push and demand-pull policy with five patterns on the development of wind power in order to suggest how the functionality of policy instruments must be served to foster the wind power.
