  • This study explores interpretations of grandmothers' experiences rearing their grandchildren. For this study, 13 participants provided in-depth interview data, which was analyzed according to Spradely's ethnographic method. Based on the pattern of interpretations, nine concepts were classified into three categories: (i) repentance (compulsive decisions, passivity of the childrearing activity, non-compensation); (ii) sorrow (restrictions on everyday life, renunciation of occupational careers, worsened health); and (iii) satisfaction (decreased isolation in old age, proof of existence for their children, intimacy development with their grandchild). The results of this study show that grandmothers have a higher appreciation for the benefits of relational compensation than for personal cost. Some practical implications are suggested to improve family welfare.

  • The main source in financing the National Pension benefits is the contribution raised from the insured's earnings. So, Most of the insured take a great interest in the questions of what return on the payment of contribution National Pension benefits provide and whether there be the difference in return according to earnings level. The Purpose of this study is to assess money's worth of National Pension and to answer the above questions. There are two basic types of money worth analysis, empirical and hopothetical. This study basically belongs to the former in terms that it is based on actual earnings and insured term. For performing money's worth analysis, four different measures which are referred as the "break-even period", the "benefit/tax ratio", the "net lifetime transfer", the "internal rate of return" are used and they all involve the way in which the relationship between the present value of contributions and the present values of benefit is present. The results which evaluate average money's worth of accrued rights before 1999 are le as follows. Break-even period is about 43 months, benefit/tax ratio being 4.9, net lifetime transfers being about 37 mil1ion won, internal rate of return being 33.2%. This verifies that money' worth of National Pension is much higher than actuarially fair. In the mean while, money' worth is proved to be very different according to earnings level. The progressivity relationship between earnings level and rate of return is found in all measures but net lifetime transfer.

The degree of fulfillment of internal marketing on crewmen (internal communication, empowerment, welfare benefits, management support, and reward system), satisfaction of crewmen, turnover intention, recommendation intention and need for achievement were examined. 200 surveys were distributed and 150 surveys were returned, among which insincere responses were excluded to analyze 146 responses. The results are as follows. First, factors of internal marketing that influence satisfaction of crewmen include empowerment, welfare benefits, and reward system. Second, turnover intention was reduced and recommendation intention was increased with increasing satisfaction of crewmen. Third, while need for achievement moderated the relationship between satisfaction of crewmen and turnover intention, it did not moderate the relationship between satisfaction of crewmen and recommendation intention. In other words, stronger need of crewmen for achievement causes greater negative(-) effect of crewmen's satisfaction on turnover intention.

  • Housing benefits service that was implemented according to the National Basic Livelihood Security Act in 2002 has been changed with the enactment of "Housing benefits Law"(2014.1.24). Though the service was conducted for 13 years to improve the living environment of recipient households and create self-supporting jobs for low-income, there was a limit to ensure the efficiency due to variations in the administrative act and implementation in local governments. For that reason, the sales account and the profits of self-supporting enterprises and their cooperative in housing welfare sector that played a pivotal role had gone through many ups and downs and that is why the national coalition of self-supporting enterprises that were newly formed are forced to take self-effort and play a leading role for the improvement of future beneficiaries' satisfaction, namely to develop the level of service to keep the decent jobs consistent for low-income while responding institutional policy change and the demands for improving the home-amelioration system. Accordingly, this article has attempted to supplement existing research on housing-benefits service and determine how the field can keep pace with the new institutional environment. As a result, first, Central self-supporting enterprises provide high specialized-quality services to low-income families, second, central self-supporting enterprises induce to transition customized service agencies for improving the quality of residential housing benefits, Third, Housing self-supporting enterprises should correspondence with institutional change through the provision of explicit guidelines in relating to housing-service amelioration, the last, business practical process shall be accompanied by a consistent basis for innovative and procedural standards.

The decentralization includes local government responsibilities and expanded roles under the background of fiscal distress of center governments and new social risks. For the analysis, the first theory is established to find out the effect of fiscal decentralization on social expenditure. Also, the second theory is set up for the relationship between the level of fiscal decentralization and composition of social expenditure. Findings indicate that the level of social expenditure of state would decrease as the level of fiscal decentralization increases. Also, the more the level of fiscal decentralization increases, the more the in-kind benefits among total welfare expenditure increase.
