This paper examined the web accessibility compliance of Internet banking sites. Twenty one Internet banking sites were selected from the list in the Korea Federation of Banks's Web sites. We examined four major checkpoints that are considered crucial among the fourteen checkpoints in "Internet Web Contents Accessibility Guidelines" which was amended by Ministry of the information and Communication in 2005. The results showed that all of the twenty one Internet banking sites didn't meet the four major checkpoint requirements. Moreover, only one banking site satisfied alt-text requirement that is considered the most fundamental among the checkpoints.

  • Acquisition of information through the broadcast media is essential for modern life and each broadcaster has progressed its service over the internet with the development of digital technology. Under this circumstance, this study presented the results which compared and analyzed the web accessibility evaluation for Korea, USA, and Japan's leading broadcaster web sites. According to the study results, there was no significant difference in the level of accessibility in all web sites of three countries, but accessibility compliance rate such as alternate text, skip-navigation of repeated region, and title was somewhat insufficient for Korean web sites. In addition, accessibility errors in the brightness contrast of the text contents, the run of the functions that a user doesn't have any intention, the clear statement of the default language, and the label provision were investigated. Therefore, Korean broadcasters should urgently improve and modify these errors and problems for effective web accessibility.

To find significant factors for complying with web accessibility, this paper analyzes panel data of 16 Korean local governments (for five years: 2004-2009) according to the research design which is based on the demand and supply balance model and consists of four variables : 'legal and institutional environment (including legal infrastructure)', 'financial foundation (fiscal self-reliance ratio)', 'policy inputs (amount of imformatization budget, employee of information experts)'and 'policy demand (internet usage rate, the number of disabled people and elderly people)'. From the results of this study, this paper can explain the mechanism and impact factors on the web accessibility policy of Korean local governments. Some factors are critical to improve web accessibility: (1) the importance of policy demand, (2) the importance of policy inputs, (3) the importance of legal and institutional environment. Finally, this paper concludes with some suggestions to enhance the web accessibility capacity for Korean local governments: (1) improve awareness on web accessibility, (2) develop a standard and invest R&D on web accessibility, (3) foster experts in web accessibility.

The web usability signified the empirical satisfaction of ordinary users on websites and how much they used the relevant websites conveniently and accurately, while the web accessibility signified the technical support that could have an easy access to web contents and the principles of cognitive aspects, by considering the users such as those who have been alienated from information. Even if the people were given lots of beneficial information, the websites would be useless if their usability and accessibility were not considered. It would be necessary to reduce the information gap by letting any users (the physically challenged, the elderly, etc.) give an access to every information without any professional abilities and to provide the efficient websites corresponding to the embodiment goal of e-government through rapidity and accuracy of contents and the feedback for systematic structure and people's demand.

  • The objective of this research is to measure the quality of web accessibility of Tripitaka Koreana websites. To achieve this research aim, three typical websites were selected, and conducted both the system-based evaluation and the user-based evaluation using the six common indicators. It found that no website satisfied with the 95% accessibility level in all six indicators, and users were more likely to respond positively to the high level of web accessibility results from the system-based evaluation (i.e., providing alternate texts, providing titles, displaying the basic languages, performing user requests, and providing labels). We suggested some ideas to increase the web accessibility based on the results of analysis.
