  • The Marine Environment Observation Information System supplies oceanographic information elements such as water temperature, chlorophyll, float, etc. based on satellite images to consumers. The data produced by the Korean marine environmental observatories are located in the coastal areas of Korea. But if the range is too far from a particular area of interest, due to distance or spatial constraints, the accuracy and up-to-dateness of the data can not be relied upon. Therefore, it is necessary to perform fusion and complex operation to solve the difference between the field observation and the marine satellite image. In this study, we develop a system that can process marine environmental information in the user's area of interest in the form of layered character (numeric) information considering the readability and light weight rather than the satellite image. In order to intuitively understand satellite image information, we characterize (quantify) the marine environmental information of the area of interest and we process the satellite image band values into layered characters to minimize the absolute amount of transmitted / received data. Also we study modular location-based interest information service method to be able to flexibly extend and connect interested items that diversify various observation fields as well as application technology to serve this.

A Study on the Mobile Medical Service Program -Based on the Community Diagnosis of a Remote Farm Area- (순회진료사업(巡回診療事業)의 문제점(問題点)과 개선방향(改善方向) (일부(一部) 무의지역에 대(對)한 지역사진단(地域社診斷)을 중심(中心)으로))

  • The mobile medical service has been operated for many years by a number of medical schools and hospitals as a most convenient means of medical service delivery to the people residing in such area where the geographical and socioeconomic conditions are not good enough to enjoy modern medical care. Despite of official appraisal showing off simply with numbers of outpatients treated and medical persons participated, however, as well recognized, the capability (in respect of budget, equipment and time) of those mobile medical teams is so limitted that it often discourages the recipients as well as medical participants themselves. In the midst of rising need to secure medical service of good quality to all parts of the country, and of developing concept of primary health care system, authors evaluated the effectiveness of and problems associated with mobile medical servies program through the community diagnosis of a village (Opo-myun, Kwangju-gun) to obtain the information which may be halpful for future improvement. 1. Owing to the nationwide Sae-Maul movement powerfully practiced during last several years, living environment of farm villages generally and remarkably improved including houses, water supply and wastes disposal etc. Neverthless, due to limitations in budget time and lack of knowledge (probably the most important), these improvements tend to keep up appearances only and are far from the goal which may being practical benefit in promoting the health of the community. 2. As a result of intensive population policy led by the government since 1962, there has been considerable advances in understanding and the rate of practicing family planning through out the villages and yet, one should see many things, especially education, to be done. Fifty eight per cent of mothers have not received prenatal check and the care for most (72%) delivery was offered by laymen at home. 3. Approximately seven per cent of the population was reported to have chronic illness but since only a few (practically none) of the people has had physical check up by doctors, the actual prevalence of chronic diseases may reach many times of the reported. The same fact was observed also in prevalence of tuberculosis; the patients registered at local health center totaled 31 comprising only 0.51% while the numbers in two neighboring villages (designated as demonstration area of tuberculosis control and mass examination was done recently) were 3.5 and 4.0% respectively. Prevalence rate of all dieseses and injuries expereinced during one month (July, 1977) was 15.8%. Only one tenth of those patients received treatment by physicians and one fifth was not treated at all. The situation was worse as for the chronic patients; 84% of all cases either have never been treated or discontinued therapy, and the main reasons were known to be financial difficulty and ignorance or indifference. 4. Among the patients treated by our mobile clinic, one third was chronic cases and 45% of all patients, by the opinion of doctors attended, were those who may be treated by specially trained nurses or other paramedics (objects of primary care). Besides, 20% of the cases required professional managements of level beyond the mobile team's capability and in this sense one may conclude that the effectiveness (performance) of present mobile medical team is quite limitted. According to above findings, the authors would like to suggest following for mobile medical service and overall medicare program for the people living in remote country side. 1. Establishment of primary health care system secured with effective communication and evacuation (between villages and local medical center) measures. 2. Nationwide enforcement of medical insurance system. 3. Simple outpatient care which now constitutes the main part of the most mobile medical services should largely be yielded up to primary health care unit of the village and the mobile team itself should be assigned on new and more urgent missions such as mass screening health examination of the villagers, health education with modern and effective audiovisual aids, professional training and consultant services for the primary health care organization.

Investigation of Norovirus Occurrence and Influence of Environmental Factors in Food Service Institutions of ChungCheong Area (충청지역 집단급식소의 노로바이러스 실태조사와 환경요인의 영향)

  • The purpose of this study was to examine the appearance of norovirus in the water for food in food service institutions and the influence of physicochemical and microbial factors of norovirus in order to work out basic data to predict the detection of norovirus. Among 82 samples of water for food in food service institutions, norovirus appeared in 7 samples and the rate of appearance was 8.5%. As for the type of norovirus, one samples contained GI type (genotype GI-6) and six samples contained GII type (genotype GII-2, GII-4, GII-12). In the regression model of prediction of norovirus, the rate of appearance was correlated with $NH_3$-N, total solids and the consumption of $KMnO_4$, out of such variables as $NH_3$-N, total solids, the consumption of $KMnO_4$, depth, chloride and total colony counts, and its contribution rate for effectiveness was 78.60%. In order to examine the influential factor of environment upon the detection of norovirus, Pearson's correlation analysis was carried out. The predictable regression formula for appearance rate of norovirus was expressed as -1.818 + 42.677 [$NH_3$-N] + 0.023 [total solids] + 0.762 [consumption of $KMnO_4$] -0.009 [depth] -0.146 [chloride] + 0.007 [total colony counts] (R = 0.904, $R^2$ = 0.818, adjusted $R^2$ = 0.786, p < 0.05). The most influential factors upon the detection of norovirus were $NH_3$-N, total solids and the consumption of $KMnO_4$. In other words, when the measured values of $NH_3$-N, total solids and the consumption of $KMnO_4$ were higher, the possibility of appearance of norovirus increased.

Effect of rainfall events on soil carbon flux in mountain pastures

  • Background: Large-scale land-use change is being caused by various socioeconomic problems. Land-use change is necessarily accompanied by changes in the regional carbon balance in terrestrial ecosystems and affects climate change. Therefore, it is crucial to understand the correlation between environmental factors altered by land-use change and the carbon balance. To address this issue, we studied the characteristics of soil carbon flux and soil moisture content related to rainfall events in mountain pastures converted from deciduous forest in Korea. Results: The average soil moisture contents (SMC) during the study period were 23.1% in the soil respiration (SR) plot and 25.2% in the heterotrophic respiration (HR) plot. The average SMC was increased to 2.1 and 1.1% in the SR and HR plots after rainfall events, respectively. In addition, saturated water content was 29.36% in this grassland. The soil water content was saturated under the consistent rainfall of more than $5mm\;h^{-1}$ rather than short-term heavy rainfall event. The average SR was increased to 28.4% after a rainfall event, but the average HR was decreased to 70. 1%. The correlation between soil carbon flux rates and rainfall was lower than other environmental factors. The correlation between SMC and soil carbon flux rates was low. However, HR exhibited a tendency to be decreased when SMC was 24.5%. In addition, the correlation between soil temperature and respiration rate was significant. Conclusions: In a mountain pasture ecosystem, rainfall induced the important change of soil moisture content related to respiration in soil. SR and HR were very sensitive to change of SMC in soil surface layer about 0-10-cm depth. SR was increased by elevation of SMC due to a rainfall event, and the result was assumed from maintaining moderate soil moisture content for respiration in microorganism and plant root. However, HR was decreased in long-time saturated condition of soil moisture content. Root has obviously contributed to high respiration in heavy rainfall, but it was affected to quick depression in respiration under low rainfall. The difference of SMC due to rainfall event was causative of a highly fluctuated soil respiration rate in the same soil temperature condition. Therefore, rainfall factor or SMC are to be considered in predicting the soil carbon flux of grassland ecosystems for future climate change.

Analysis on Effectiveness of Sewer Rehabilitation Project and Study on Improvement of Fixed Flow Meters (하수관거정비사업의 사업효과 분석 및 유량계 설치 개선방안에 관한 연구)

  • Even though a sewer rehabilitation BTL project has been executed throughout the nation with the input of a significant amount of budget, the overall review on effectiveness of the project is insufficient. And disputes over effectiveness of the project and of the employment of I/I indexes for evaluation of the project are continued due to reliable issues of flux data which has been measured after completion of certain projects and excessive amounts of I/I. Thus, this study has reviewed effectiveness of the project, current status and problems of the installation of fixed flow meters as well as countermeasures based on 15 projects subject to the operation performance evaluation after the completion of the project. The review on operation of the project has revealed that sewer rehabilitation BTL projects are significantly effective and highly effective on reducing a rate of infiltration water. The review on the employment of proper countermeasures for main issues revealed during the investigation on the installation and operation of fixed flow meters has shown that such countermeasures could result in securing more reliable flux data.

A Study on Improvement of Fire-fighter's outfits and fire-fighting scenarios for effective water-extinguishment on ship (효과적인 선상 수소화를 위한 소방원 장구 및 화재진압 시나리오 개선에 관한 연구)

  • Every crew are in great peril that they should put out a fire on board in person due to a property of ship isolated. Accordingly, it is essential to verify whether the fire-fighter's outfits and fire-fighting scenarios in accordance with present regulations are safe and effective actually. As a result of comparison between shore fire-fighter's outfits and fire-fighting scenarios and those on ship and statistics calculation of the place and frequency of the fire of actual ship, present limitations of fire suppression system and fire-fighter's outfits were proved. In addition, derive the distance to the place on ship that has highest frequency of fire occurrence from examining actual ship's drawings according to their description and size. Finally from experiments in more experimental groups by changing numbers of actual fire-fighters and environment and conduction of survey of a number of crew in active service on ship, the most effective fire-fighter's outfits system and fire-fighting scenarios will be derived.

Dynamic Strain Aging of Zircaloy-4 PWR Fuel Cladding in Biaxial Stress State (가압경수로용 지르칼로이-4 피복관의 2축 응력 인장시 동적 변형 시효)

  • The expanding copper mandrel test performed at three strain rates (3.2$\times$10E -5/s, 2.0$\times$10E-6/s and 1.2$\times$10E-7/s) over 553-873 K temperature range by varying the heating rates (8-1$0^{\circ}C$/s, 1-2$^{\circ}C$/s and 0.5$^{\circ}C$/s) in air and in vacuum (5$\times$10E-5 torr). The yield stress peak, the strain rate sensitivity minimum and the activation volume peaks could be explained in terms of the dynamic strain aging. The activation energy for dynamic strain aging obtained from the yield stress peak temperature and strain rate was 196 KJ/mol and this value was in good agreement with the activation energy for oxygen diffusion in $\alpha$-zirconium and Zircaloy-2 (207-220 KJ/mol). Therefore, oxygen atoms are responsible for the dynamic strain aging which appeared between 573 K and 673 K. The yield stress increase due to the oxidation was obtained by comparing the yield stress in air with that in vacuum and represented by the percentage increase of yield stress ( $\sigma$$^{a}$ $_{y}$ - $\sigma$$^{v}$ $_{y}$ / $\sigma$$^{v}$ $_{y}$ ). The slower the strain rate, the greater the percentage increase occurs. In order to estimate the yield stress of PWR fuel cladding material under the service environment, the yield stress in water was obtained by comparing the oxidation rate in air that in water assuming the relationship between the oxygen pick-up amount and the yield stress increase.

Real-time Monitoring of Environmental Properties at Seaweed Farm and a Simple Model for CO2 Budget (해조양식장 수질환경 모니터링을 통한 이산화탄소 단순 수지모델)

  • Real-time monitoring for environmental factors(temperature, salinity, chlorophyll, etc.) and carbonate components( pH and $fCO_2$) was conducted during 5-6th of July, 2012 at a seaweeds farm in Gijang, Busan. Surface temperature and salinity were ranged from $12.5{\sim}17.6^{\circ}C$ and 33.7~34.0, respectively, with highly daily and inter-daily variations due to tide, light frequency(day and night) and currents. Surface $fCO_2$ and pH showed a range of $381{\sim}402{\mu}atm$ and 8.03~8.15, and chlorophyll-a concentration in surface seawater ranged 0.8~5.8 ${\mu}g\;L^{-1}$. Environmental and carbonate factors showed the highest/lowest values around 5 pm of 5th July when the lowest tidal height and strongest thermocline in the water column, suggesting that biological production resulted in decrease of $CO_2$ and increase of pH in the seaweed farm. Processes affecting the surface $fCO_2$ distribution were evaluated using a simple budget model. In day time, biological productions by phytoplankton and macro algae are the main factors for $CO_2$ drawdown and counteracted the amount of $CO_2$ increase by temperature and air-sea exchange. The model values were a little higher than observed values in night time due to the over-estimation of physical mixing. The model suggested that algal production accounted about 14-40% of total $CO_2$ variation in seaweed farm.

Comparison on the Morphology, General Composition, Elemental Composition and Mineral Contents of Phellinus linteus, Phellinus baumii and Phellinus gilvus (Phellinus linteus, Phellinus baumii 및 Phellinus gilvus의 형태, 일반성분, 원소분석 및 무기성분 함량의 비교)

  • The purpose of this study is to compare the morphology, general composition, elemental composition and mineral contents of Phellinus linteus, Phellinus baumii and Phellinus gilvus. In the scanning electron microscopy, P. gilvus and P. linteus had a similar shape. In the elemental composition, all of the three Phellinus spp. showed similar percent for the analyzed components. In the general composition, the water content of P. linteus. P. baumii and P. gilvus were 13%, 15% and 10%, respectively. The dietary fiber of three Phellius spp. showed more than 30%. The range of vitamin C and protein content was 1.5-2.1 g% and 3.63-3.73 g%. respectively. In mineral analysis, P. baumii of the three Phellinus spp. has the highest calcium concentration (1,135 ppm). From the above results, P. linteus. P. baumii and P. gilvus did not show any differences in the general composition and elemental composition.

Case Study on the Overseas Locally-Led Community Design Guidelines (주민참여형 커뮤니티정원 조성 가이드라인 마련을 위한 국외 사례 비교 연구)

  • With the changing of social needs and paradigms, citizens are concerned about aesthetic and cultural community gardens from productive urban farms in Korea. It is still difficult, however, to cultivate a beautiful garden with a community to design, install and manage it. Therefore, this study analyzed the community garden design guidelines of other countries to derive the characteristics and implications. The research method analyzed six guidelines for community garden design in the UK, Canada, the USA, Australia and Japan. As a result of the study, most community garden design guidelines are opened freely via on-line service. The guidelines are composed with chronological processes such as intro, site selection, design, construction and maintenance. The introduction section treats definition, purpose, meaning, efficiency and success factors for community gardens. Site selection emphasizes site conditions (soil, light, shadow, water, etc.), landholding and insurance. The design section, however, lacks adequate drawings and case images. These guidelines offer little explanation with few illustrations and sentences. Construction sections explain about plantings, facilities, expense and details. The maintenance guidelines of community gardens contain how to control members, funding, harvesting, pests and plants. In addition, some guidelines include vandalism, organic cultivation methods, recording and advertisement. Lastly, the appendix contains a variety of checklists, administrative documents, guidelines, drawings, and contacts. This study will help understand the trends and characteristics of overseas community gardens design guidelines so as to also supply directions for guidelines to be introduced in Korea.
