Questionnaire on Marine Safety and Vessel Traffic Services in Philippine Coastal Waters (Part 2)

  • Part 2 of the Questionnaire Survey on Marine Safety and VTS in the Philippine Coastal Waters presents the alternatives to risk reduction, modifying the VTS, the qualification and competency of a VTS operator and effectiveness of the services and assistance rendered by VTS. This study finds that majority of respondents chose "Improved education and training of mariners" as the best alternative to risk reduction and the "Strict enforcement of ship safety regulations" as the best alternative based on the respondents' ranks last served onboard and areas of familiarity. In modifying the VTS, the areas with VTS chose to "Improve or upgrade" and for those without, is to "Implement" the system. The best VTS system is the "Port and Approaches" type and the PCG is selected to operate, maintain and supervise the system. As a VTS operator, the necessity of shipboard experience is considered "Essential" and the experiences include "Ship-handling and Communication", and "Management level" experiences. The effectiveness of the assistance and services rendered by VTS are considered "Very Important". Based on these findings, this study recommends improvement of education and training of mariners and users of the waterways including the training of VTS operators manning the VTS centers, strict enforcement of ship safety regulations along the busy and main ports of the country and installation of VTS system with the most appropriate type with the supervision of PCG.

  • The current AIS network and. system are run on a full scale with 22 ground stations and. 11 operational systems, completing a nation-wide, integrated network However, currently it needs to manage sea traffic by linking AIS to VIS which 1vs a limited service area due to restricted radar detection zones in harbors or coastal areas. Accordingly this study analyzes the current status of the AIS system and. proposes technological and. operational improvement plan of the current AIS system through investigating the actual conditions of the AIS system and. its operations.

  • In the midst of continuing international recession, the rate of maritime traffic and marine leisure markets are consistently growing. The Republic of Korea controls the marine traffic volume through vessel traffic centers and various other management facilities. Nevertheless, the continuous growth and complexity of marine traffic is resulting in repeated occurrences of marine accidents. Recovery is very difficult in cases of human injuries or deaths caused by marine accidents due to its nature, and the scale of marine accidents is also becoming greater with advanced ship building technologies. Passenger ships, oil tankers, and other such vessels used for specific purposes requires a more detailed navigational status surveillance and analysis, and numerous research has been conducted with an objective for monitoring such special purpose vessels. However, the data elements transmitted from the ocean to the shore station are limited to AIS and ARPA. We are implementing IoT ship sensor collection and a syncing system capable of transmitting various ship sensing data to the shore station, and also proposing a Safe Navigation Status Analysis System utilizing the collected data.

  • The navigation area approach to Mokpo port consists of narrow channels with 30mile section, and the route is crossed with many fairways. In particular, fairway routeing except Mokpogu is not assigned and there are many threatening factors against the safe operation of vessel because fishing and mining areas are designated. Therefore, this paper proposed elements for safe passage through a marine traffic environmental assessment with the analysis of surrounding environment, dangerous elements, traffic survey and marine casualty.

  • It is very important to protect life, property at sea and marine environments from any pollution AIS, which was been carried out July 1st, 2002 by SOLAS ch. 5, is an communication system to enhance navigational safety by transmitting and receiving vessel information automatically. In this paper, we investigated the positive factors expected by introducing AIS. For this, ship's collision accidents were analyzed. Finally, we suggest methods to solve several problems related to operation in AIS.

  • Recently, researches of technology and standardization for maritime safety are proceeding internationally. In particular, some technologies and strategies for e-Navigation have been developed and the necessity of development of next generation VTS (Vessel Traffic Service) has been raised in Korea. In order to construct user oriented VTS system for domestic environment, VTS operators are asked for their requirements related to developing VTS and the opinions should be reflected in the VTS. So in this paper, we collect the requirements from fifteen VTS centers in the country and we also analyze them. Furthermore, we propose an ASM (Application Specific Messages) service, which was not supported by current VTS, and we verify the proposed ASM through AIS (Automatic Identification System) system and simulation terminal for maritime safety.

  • 전국 23개소에 설치되어 운영중인 해상교통관제시스템(Vessel Traffic System, VTS)의 관제 데이터 실시간 공유를 위해 클라우드 신기술을 적용한 통합 플랫폼을 개발하고 있으며, 이를 위해서는 관제 데이터의 수집, 처리, 분석에서부터 관제 운영 절차에 이르는 전 분야에 대한 새로운 정의가 필요하다. 본 논문에서는 클라우드 기반 차세대 VTS 통합 플랫폼에 대한 다양한 분야에서의 설계를 제시하고자 한다.

A Study on the Scope of Passenger Vessels and Dangerous Goods Carriers Subject to Maritime Traffic Safety Audits (해상교통안전진단 대상 여객선 및 위험화물운반선 범위에 관한 고찰)

  • Maritime traffic safety audits (MTSA) were enacted in order to ensure marine traffic safety throughout changes or the construction of water facilities, port facilities, etc. After the introduction of MTSA, the scope of subject vessels was restricted to an LOA of more than 100 m or a maximum speed of more than 60 knots as of 2014. In this study, the scope of subject vessels was re-examined in comparison with specific marine traffic safety areas and tanker prohibited areas identified in the maritime safety act. Furthermore, the state of subject vessels and exception cases for MTSA were also analyzed. As a result of these analyses, MTSA were deemed necessary for dangerous goods carriers of more than 1,000 G/T in specific marine traffic safety areas and dangerous goods carriers of more than 794 G/T in tanker prohibited areas. Finally, the necessity of further review was suggested given the present scope of subject vessels.
