Classifying Types of Local Governments for Urban Policies in the Metropolitan Era (대도시권 시대의 도시정책을 위한 기초지자체 유형 구분)

  • The purpose of this study is to present a plan to distinguish 229 local governments nationwide by taking into account various characteristics such as population, employment, housing, and industry of the region for customized urban policies in the era of metropolitan areas. The National Statistical Portal (KOSIS) collected and standardized data related to population, housing, industry, and finance by region from 2000 to 2015 for the classification of regional types necessary for customized urban policies, and this was used to classify them into regional types that considered population, employment, housing and industry. The summary of the analysis results is as follows. First, as a result of the regional type classification, 10 key employment sites (4.4%), 5 employment centers (2.2%), 38 residential centers (16.6%), 20 growth areas (8.7%), 26 industrial cities (11.4%), 35 low-fertile farming and fishing villages (15.3%) and 95 stagnant areas (41.5%). Second, the Seoul metropolitan area is the most diverse type of metropolitan area in the country, with most of its core employment sites inside Seoul, residential centers inside and outside Seoul, and growth areas in the southeastern part of the country (Busan, Ulsan, and Gyeongsangnam-do) are mixed with industrial and growth areas centered around Busan, Ulsan and surrounding areas, while the rest of the local governments are found to be low-fertile farming villages or stagnant areas. Daegu (Daegu, Gyeongbuk) is an industrial city in Daegu, and the rest of the local governments are either low-density farming and fishing villages or stagnant areas. The Honam region (Gwangju and Jeolla) was found to be a low-mill farming and fishing village or stagnant area except for Gwangju, while the Chungcheong region (Daejeon, Sejong, and Chungcheong) was seen as a growth area with areas adjacent to Daejeon, Sejong, and the Seoul metropolitan area, and some industrial cities were included. Finally, the Gangwon area was mostly classified as low-density farming and fishing villages and stagnant areas.

Efficient method to estimate the number of exposed people to industrial noise using the GIS and three dimensional noise mapping (GIS와 3차원 소음지도를 이용한 소음 폭로인구 산정 방법에 관한 연구)

  • Reasonably accurate estimation of the exposed population to the distinct levels of noise is essential to the efficient management of urban environmental noise. This study proposes a method of calculating the number of exposed people to industrial noise by using GIS tool and noise mapping. The exposed population of noise based on estimation of the number of people that lived in each building in urban area is compared with the one based on density of population. This study suggests the six step method that consists of gathering the fundamental data, extracting the property from the digital map, noise mapping based on the three dimensional topography, estimating population that lives in each building, merging the various results with GIS tool, and estimating exposed population to industrial noise through analyzing the noise map with GIS tools

Analysis of City Size Distribution and Spatial Structure - with Korean Metroplitan Statistical Areas (MSA) (한국 도시의 규모분포와 도시공간구조 분석 - 광역도시통계권을 중심으로)

  • The purpose of this research is to identify the urban structure in Korea. Though there is research regarding urbanization, there is little regarding the urban structure of the Korean economy. In this paper, two issues will be discussed: the measurements of inter-city and intra-city structure in Korean Metropolitan Statistical Areas (MSAs), which is newly defined. First, the city size rank rule, widely known as Zipf’s Law, will illustrate Korean the inter-city structure. The city size rank rule gives an idea whether Korean MSAs are balanced or not. In general, Korea has a heavy concentration in the Seoul MSA in terms of population. It could be either that the Seoul MSA is too big or that the Busan MSA is too small or both. If this is the primacy problem, a decentralization policy is necessary. On the other hand, if it is a second city problem, development policies for the Busan MSA and Daegu MSA are more important. Next, the Korean intra-city structure will be discussed. The evolutions of the MSAs explain intra-city structure by analyzing population density function and the housing price function. Some large MSAs such as Seoul and Busan have experienced urban sprawl, while other MSAs have experienced urban concentration. The population density gradient by the distance from the ARC GIS shows the growth rate of a city. According to the Spatial Mismatch Index between population and employment, the Ulsan MSA, Gwangju MSA, and Suwon-Hwaseong-Osan MSA are more mismatched, while the Daejeon MSA and Incheon MSA are less mismatched. Therefore, these analyses of Korean urban structure are meaningful in developing regional policy.

A Study on Measuring Urban Sprawl and Its Policy Implications for Urban Growth Management and Urban Regeneration in Seoul Capital Region (수도권 도시 스프롤 평가에 따른 도시성장관리 및 도시재생 정책 방향에 관한 연구)

  • Urban sprawl has been criticized due to its negative effects, including the encroachment of farmland and open spaces, the increase in traffic congestion and air pollution, the decline of central city, the decrease in social capital, and the unfairness of tax burdens on infrastructure and public services. This study measures urban sprawl in the capital region of South Korea where the characteristics of urban sprawl have been known to be different from those identified in the U.S. metropolitan areas. In particular, the study examines whether the capital region has experienced the decline of the central city with an expansion of low density residential development in suburban areas. Three measurements, the sprawl index with population density, the ratio of changes in urbanized areas to changes in population, and the population density gradient, were employed to measure urban sprawl, and GIS mapping and descriptive analysis were used to examine the central city decline and the characteristics of development patterns in suburban areas. The results show that the capital region of South Korea is moving to the American style sprawled development with the decline of the central city and an increase of single detached homes in suburban areas, implying that policy makers need to develop growth management strategies to prevent urban sprawl and its negative effects that many U.S. metropolitan areas have suffered from.

Temporal Urban Growth Monitoring using Landsat Imagery and Pycnophypactic Interpolation Method - The case of Seoul Metropolitan Area - (Landsat 영상과 Pycnophylactic 보간 알고리즘에 의한 도시성장 분석 - 서울-경기 도시지역을 중심으로 -)

  • Since 1970s, Seoul Metropolitan Area has been growing in physical and demographic aspect. A number of new urban fringes, New City, had been particularly developed from the early of 1990s. To examine the urban growth, the population density maps are generally used to the efficient urban management tool. The density maps from political boundaries, however, were traditionally used to estimate an urban concentration, there is problems to apply directly to urban management decision making due to (i) the abrupt changes between boundaries and (ii) the inclusion of green areas and forests in these areas. The mass-preserving interpolation method, the Pycnophylactic interpolation, could provide more realistic density maps. In addition, the classified urban areas from satellite images corresponding years would turn out to be more reliable results since populations were only applied to urbanized areas. Even though the Pyconophylactic method makes the density larger, it would be useful to produce a general urban growth trend at large scale. Consequently, four different density maps are compared and reviewed for this study, and the cross-sectional analysis provided to glimpse of population density around the city center.

A Study on Establishing Urban Spatial Structure through Central Hierarchy Analysis: Focus on Daejeon (중심지 위계 분석을 통한 대전시 도시공간구조 설정에 관한 연구)

  • The purpose of this study is to establish the central hierarchy and urban spatial structure of Daejeon in 2040 using differentiated analysis indicators. In order to establish a central hierarchy in the future urban space of Daejeon City, three indicators were derived: population density, use of buildings (commercial, office, residential, etc.) and traffic volume data(KTDB). The results of analyzing the center hierarchy using indicators are as follows. First, the primary centers responsible for urban (core) functions are set in three areas, including Dunsan downtown, the original downtown (Daejeon Station area, designated as a special urban convergence zone), and Doan New Town, and the secondary centers corresponding to sub-city centers (regional bases). was set at 9, 10 tertiary centers corresponding to regional centers (living area centers), and a center hierarchy was established with 5 new specialized bases. Second, new secondary and tertiary centers emerged that were different from the center hierarchy in the 2030 Daejeon Urban Basic Plan. The three indicators used in this study yielded meaningful results in establishing urban spatial structure and central hierarchy that can secure urban competitiveness.

Land use suitability analysis of Seoul based on ecopolis planning concept (생태도시 계획개념을 적용한 서울시 토지이용 적지분석)

  • The purpose of this study was to carry out land use suitability analysis of Seoul Metropolitan City based on ecopolis planning concept or environmentally sound and sustainable development. Objectives of the analyses were to save energy by increasing urban density and allocating urban land use types near to public transportation system, to increase food producing capacity by restoring fertile agricultural lands, and to enhance urban ecosystem by expanding and networking parks and green spaces. This study has two phases. First, the land use suitability analyses for commercial, industrial, residential, agricultural, and green spaces were carried out. Second, required urban land use .types were allocated based on ESSD concept. Two alternative land use plans were developed based on two population sizes:existing population of 11million and 4.4million derived by the application of ermergy theory of T. Odum.

Proper Arrangement of City Park though Analysis of Disposition Distance (유치거리 분석을 통한 도시공원의 적정배치에 관한 연구)

  • The purpose of this study is to analysis of disposition distance of city park for the plan of suitable arrangement of city park based on the date examining Daegu Metropolitan City. The results of this study are as follows. 1) The result of analysis of population density as the case of districts, it appeared highly in city center area which Seo-Gu district and Nam-Gu district besides Jung-Gu district. However, it apperared in a low Buk-Gu district, Dong-Gu district and Salseong-Gun. 2) The result of analysis of population density as the case of regions, it appeared very highly Joukjun-Dong of Dalseo-Gu district($31,554per/km^2$), Naedang-Dong of Seo-Gu district($29,922per/km^2$). However it appeared in a low Yeuga-Maen($85per/km^2$) and Gachang-Maen($94per/km^2$) of Dalseong-Gun. The regions where the population density is high have very low green space and live a lot of low income layer. 3) The result of analysis of disposition distance, in the case of children park, it appeared an intensive distribution in Dongcheon-Dong and Guam-Dong of Buk-Gu district, Whanggm-Dong and Dusan-Dong of Suseong-Gu district, Sangin-Dong and Yeongsan-Dong and Walsung-Dong of Dalseo-Gu district. however, it appeared in a low in Jung-Gu district. The case of urban park of the neighboring area, it appeared the most in Dalseo-Gu district except 2 parks in Jung-Gu district, the case of urban park of the walking area, it appeared in equality in city. 4) In conclusion, the area have high population density and lots of low income layer, is in out of disposition distance should be considered in first for city park plan.

  • The purpose of this paper is to review relationship between spatial characteristics of compact city and urban sustainabiliy from system dynamics perspective using causal loop analysis. It has been argued that spatial characteristics of compact city, high population density and mixed land use, are positively related to urban sustainability. However, research results that are not consistent with pros of compact city argument have been accumulated too. It is especially true when spatial characteristics of compact city are examined with regard to each dimension of sustainablility: economic, social, and environmental sustainability. Reviewing each dimension of sustainability with regard to spatial characteristics based on causal loop analysis, this paper provides more clear understanding on relationship between compact city and sustainability. Also this paper provides a base for system dynamics simulation for future study.

A Study on Effects of Changes in the Optimal Population Density and Traffic Volume Impact of Urban Size (최적인구와 통행량분포가 도시규모의 변화에 미치는 영향에 관한 연구)

  • This paper investigates whether urban expansion and the vitalization of the local economy can be achieved through new city development. The results show that regardless of the starting point (origin) or destination point, traffic increases closer to the origin for the purpose of transportation and decreases farther from the origin. However, traffic tends to increase in districts 20 to 40 km away from the origin. Hence, building a new city in this district may be effective in terms of geography and functionality.
