Evaluation Factors for Exterior Space Planning from the Perspective of Each Major (전공별 관점에서 본 외부공간계획의 평가요소)

  • As the complexity and diversity of modern urban development increases, the importance of external space planning in urban development projects is growing. This study analyzes the importance and characteristics of each major to enhance the utility value of external space, which aims to improve the efficiency of external space planning and ultimately improve the quality of life of residents. To this end, we reviewed relevant literature, legal guidelines, checklists, and guidelines, and derived 17 external space indicators through expert surveys and FGIs, and organized them into five major categories: accessibility, connectivity, suitability, stability and locality, and landscape planning through FGIs with experts in architecture, urbanism, and landscape architecture. As a result of the analysis, urban planning and design majors prioritized planning that considers the hierarchy and characteristics of the landscape structure, securing public space through the connection of open spaces and pedestrian paths, and connecting organic and three-dimensional buildings, streets, and parks; architectural planning and design majors prioritized harmony with the surrounding environment, securing public space through the connection of open spaces and pedestrian paths, and connecting organic and three-dimensional buildings, streets, and parks; and landscape (environmental) and landscape majors prioritized harmony with the surrounding environment, connecting with adjacent buildings, streets, parks, and green spaces, and planning with integrated landholdings. This emphasizes that urban development projects should secure publicness and integration through harmonious connections with adjacent buildings, streets, parks, and green spaces. This study developed evaluation indicators for evaluating the external space planning of urban development projects and quantified them through the hierarchical analysis method (AHP), which will be useful for future policy formulation and practical application in the fields of urban planning and design, architectural planning and design, landscape (environment), and landscape architecture.

A Study on the Evaluation of Public Design Characteristics in Urban Regeneration Cases (도시재생 사례에 대한 공공디자인 특성 평가에 관한 연구)

  • The purpose of this study is to provide basic data on effective urban regeneration projects and development directions for improving the quality of life of local residents by analyzing urban regeneration projects that have been carried out so far according to evaluation items on public design characteristics. The research method was divided into literature review and case study. The research results are as follows. First, through analysis of previous research, seven evaluation items for public design characteristics were derived: publicness, accessibility, regional identity, aesthetics, communication, functionality, and sustainability. The research subjects were four urban regeneration project cases carried out across the country. Second, among the seven evaluation items for public design characteristics, publicness was all highly applied, but the other six items were applied differently in each case. Third, to increase sustainability, we must use eco-friendly materials and consider sustainable maintenance methods, functionality must be strengthened in terms of functionality and comfort of public facilities and public spaces, and communicability must be improved for local tourists. We actively look for ways to communicate with the public, accessibility involves incorporating more universal design, aesthetics focuses on adding beauty to spaces and facilities, and regional identity focuses on the unique and unique characteristics of each region. We suggest finding a theme and actively using it in urban regeneration projects. Lastly, for an urban regeneration project to be successful, it is necessary to effectively apply not only publicness but also accessibility, local identity, aesthetics, communication, functionality, and sustainability. In the future, public design characteristics should be more actively applied and considered in urban regeneration projects.

A study on Classification System and Weighting Values for Comprehensive Development Projects of Rural Villages using AHP Method (AHP법을 이용한 농촌마을종합개발사업의 사업항목별 중요도 설정에 관한 연구)

  • This study generalized and systemized the unit-project items of 176 project districts for the rural village comprehensive development projects (RVCDP). This paper surveyed opinions of III answerers (7 specialists, 43 agents of Korea Rural Community corporation, and 61 agents of local government of cities and counties) in order to determine the classification system and their corresponding weighting values of the project items using analytic hierarchy process (AHP) method. From the results extracted by project plans of 176 project districts for 5 years from 2004 to 2008, this study decided a hierarchical system for unit-project items of RVCDP by AHP method, which consisted of three steps: 4 items for 1st step, 13 items for 2nd step, and 52 items for 3rd step. The first step contains 4 items of Strength of Rural-urban Exchange & Regional Capability (RURC), Green-income Infrastructure & Facility (GIF), Culture-health-welfare Facility, and Eco-environment & Landscape facility (ELF). In the survey of weighting values with AHP method, the analysis result for the first step showed that in opinion of specialists, GIF is more important than the others while in opinion of the other agents, RURC is more important. In the second step, Product Facility is more important in the specialists, whereas Strength of Resident Capability is the most important in the other agents. Analyzed unit project items as the third step, all answerers evaluated that the Education and Excursion for Rural Resident Capability has the highest weighting values.

  • Midtown redevelopment project is intended for restoration of city's declining function and promoting the utilization of land, but several factors such as participants of different nature in the project, different expectation level from them, high land value accompanied by geographical location as a city and the demand for high density development, nature of business that requires long duration to complete and vast amount of fund contribute to complication of feasibility study. Due to these characteristics of midtown redevelopment project, consideration of various factors involved with it and reliable analysis are required but suggested complication of feasibility study is causing halt in project, preventing from launching it and delaying it. So, this study was undertaken to be a help to feasibility study of midtown redevelopment project by suggesting main elements that need to be dealt with analysing questionnaire survey result attained from related expert in this area and arranging total 45 factors essential to feasibility study for midtown redevelopment project that can be classified into 5 main category such as economic/financial factors, legal/institutional factors, market related factors, technical factors and conflict related factors through documental investigation, case study and interview with specialist concerned.

A Study of Estimation of Carbon Effects per Unit Area by Park & Green Type in Development Project Area (개발사업지구의 공원 · 녹지 유형별 탄소효과 원단위 산정에 관한 기초연구)

  • This study is aimed to provide basic data for the estimation of carbon effects in development project areas such as Happy Housing Project which includes redevelopment and reconstruction projects by inducing the basic unit of carbon effects and strategic planning and management to enhance carbon effects. According to the analysis, in urban parks, carbon uptake and carbon storage by the unit area of living area parks were $7.614kg/m^2$ and $18.5203kg/m^2$ respectively while carbon uptake and carbon storage by the unit area of theme parks were $1.2261kg/m^2$ and $2.831kg/m^2$ each. In facility greens, carbon uptake and carbon storage were $0.5683kg/m^2$ and $0.6636kg/m^2$ respectively while they were $10.77kg/m^2$ and $13.69kg/m^2$ individually in other urban planning facilities. In other greens, on the contrary, carbon uptake and carbon storage were $0.45kg/m^2$ and $1.02kg/m^2$ respectively. In site landscape, carbon uptake and carbon storage by the unit area of apartment landscape were $3.7394kg/m^2$ and $9.2292kg/m^2$ each.

Effect of the Private-Initiated Park Development Project on Ecosystem Services of an Urban Park - Focused on the Central Park in Gwangju, Gyeonggi-Do - (민간공원 특례사업이 도시공원의 생태계 서비스에 미치는 영향 - 경기도 광주시 중앙근린공원을 중심으로 -)

  • As the Private-initiated Park Development Project (PPDP) is being actively implemented, there are concerns about the deterioration of ecosystem services due to the development of long-term unexecuted urban parks. This study aims to analyze the impact of the PPDP on the ecosystem services of urban parks by examining Central Park, which is PPDP No. 1 in Gwangju, Gyeonggi-do. A study was conducted using system thinking to comprehensively understand the changes in the ecosystem services due to the PPDP. As a result of the study, the first reason for implementing the PPDP was the local government's lack of financing. Second, it was found that the creation of urban parks through the PPDP initially deteriorated cultural services yet improved them over time, while the regulating and supporting services continued to decline. Third, trade-offs appeared between urban parks' ecosystem services (i.e.., cultural services, regulating services, and supporting services). Through this, it was confirmed that it is necessary to prepare measures for planning and managing urban parks that can reduce the trade-off between the ecosystem services of urban parks. The results of this study suggest that it is necessary to understand the relationship between environmental changes and ecosystem services over time when establishing urban park creation plans and management.

  • In Korea, as in other developed countries. new urban transportation system development projects are underway through national R&D projects. For its final objectives, it becomes more and more important to put the products of R&D projects in use, with the government policies. In this context, the authors of this article suggest. 1) to define a development system, or favorable environment, adequate for the new urban transportation systems for its application and 2) to complement actual regulations on the new transportation technology and trial running based on the law related to the more efficient transportation system.

Suggestion of Urban Regeneration Type Recommendation System Based on Local Characteristics Using Text Mining (텍스트 마이닝을 활용한 지역 특성 기반 도시재생 유형 추천 시스템 제안)

  • "The Urban Renewal New Deal project", one of the government's major national projects, is about developing underdeveloped areas by investing 50 trillion won in 100 locations on the first year and 500 over the next four years. This project is drawing keen attention from the media and local governments. However, the project model which fails to reflect the original characteristics of the area as it divides project area into five categories: "Our Neighborhood Restoration, Housing Maintenance Support Type, General Neighborhood Type, Central Urban Type, and Economic Base Type," According to keywords for successful urban regeneration in Korea, "resident participation," "regional specialization," "ministerial cooperation" and "public-private cooperation", when local governments propose urban regeneration projects to the government, they can see that it is most important to accurately understand the characteristics of the city and push ahead with the projects in a way that suits the characteristics of the city with the help of local residents and private companies. In addition, considering the gentrification problem, which is one of the side effects of urban regeneration projects, it is important to select and implement urban regeneration types suitable for the characteristics of the area. In order to supplement the limitations of the 'Urban Regeneration New Deal Project' methodology, this study aims to propose a system that recommends urban regeneration types suitable for urban regeneration sites by utilizing various machine learning algorithms, referring to the urban regeneration types of the '2025 Seoul Metropolitan Government Urban Regeneration Strategy Plan' promoted based on regional characteristics. There are four types of urban regeneration in Seoul: "Low-use Low-Level Development, Abandonment, Deteriorated Housing, and Specialization of Historical and Cultural Resources" (Shon and Park, 2017). In order to identify regional characteristics, approximately 100,000 text data were collected for 22 regions where the project was carried out for a total of four types of urban regeneration. Using the collected data, we drew key keywords for each region according to the type of urban regeneration and conducted topic modeling to explore whether there were differences between types. As a result, it was confirmed that a number of topics related to real estate and economy appeared in old residential areas, and in the case of declining and underdeveloped areas, topics reflecting the characteristics of areas where industrial activities were active in the past appeared. In the case of the historical and cultural resource area, since it is an area that contains traces of the past, many keywords related to the government appeared. Therefore, it was possible to confirm political topics and cultural topics resulting from various events. Finally, in the case of low-use and under-developed areas, many topics on real estate and accessibility are emerging, so accessibility is good. It mainly had the characteristics of a region where development is planned or is likely to be developed. Furthermore, a model was implemented that proposes urban regeneration types tailored to regional characteristics for regions other than Seoul. Machine learning technology was used to implement the model, and training data and test data were randomly extracted at an 8:2 ratio and used. In order to compare the performance between various models, the input variables are set in two ways: Count Vector and TF-IDF Vector, and as Classifier, there are 5 types of SVM (Support Vector Machine), Decision Tree, Random Forest, Logistic Regression, and Gradient Boosting. By applying it, performance comparison for a total of 10 models was conducted. The model with the highest performance was the Gradient Boosting method using TF-IDF Vector input data, and the accuracy was 97%. Therefore, the recommendation system proposed in this study is expected to recommend urban regeneration types based on the regional characteristics of new business sites in the process of carrying out urban regeneration projects."

Impacts of Awareness of Urban Regeneration Project on place attachment : Focused on Urban Regeneration project of Jungang-dong in Cheongju (도시재생사업 인지도가 장소애착에 미치는 영향 - 청주시 중앙동 도시재생사업 대상지를 중심으로 -)

  • The ultimate goal of urban regeneration is the economic development and activation of region. In order to continue to management the urban regeneration projects and to achieve a goal, we should look at the recognition of people visiting the place. This recognition is represented as a place attachment. Place attachment is the realizing means for local activation by inducing a lot of attention and a visit to place. Accordingly, this study was selected the Jungang-dong in Cheongju as a case study and measured awareness of the physical environment and activity programs. Based on the survey, this study analyzed the impacts of awareness of urban regeneration project on place attachment by carrying out multiple regression analysis. According to the analytical results, Visitors formed an place attachment called 'I want to stay here longer' and 'I will miss here if this place has changed'. However, visitors are unable to form an place attachment called 'Here is a distinctive place'. Finally, this study suggests the direction of urban regeneration projects to reflect the physical environment and activities programs at the same time and form the rich psychology of visitors.

  • Purpose: The purpose of this study is to propose a methodology for the urban regeneration by constructing contemporary publicness. Beginning with researching on the theoretical fundamentals about publicness and urban regeneration, it introduces the examples to analyze the spatial characteristics of publicness in the contemporary urban architecture, and finally simulates a model for the formation of space through a real work. Method: The study is partially based on the Executive Urban Project, 'Masterplan to make New Taekrigi : Gosan', which was planned in 2013 to suggest a strategic settlement layout for urban regeneration. Making architectural ideas permeated into the model of urban planing, throughout the design process of initially pursued concepts to the design development stage, we could encounter a new type of formation of urban space, coinciding with the historical, cultural ecological contexts. Result: The expected result of the study intends to enhance the relationship between the formation of public space and urban structure, also ultimately to produce a urban system as 'space generator' to fulfill the social needs and its requirements.
