A Primary Study on the Restoration of Railway Installation for Efficient Use (철도시설의 효율적 활용을 위한 정비방안 - 도시의 공간확산과 철도역의 이전ㆍ정비 -)

  • This primary study describes some proposition of restoration and rehabilitation of rail station and station impact area for efficient use. Therefore, I reviewed the functions and roles about rail station and other railway facilities related with urban structures and development, and also analysed the case studies about realignment of rail station, and then, suggested primary management plan of efficient railway installation. This study has some bounds and limits owing to the descriptive reviews but not detailed analyses. Hereafter, I am planing to consider the management plan for efficient railway installation use as coinciding with specific city characteristic and comprehensive plan such as rearrangements of the station.

  • The problem of urban decay in Hong Kong has drawn much attention of both practitioners and academics. Poorly managed buildings not just give a negative image to the Pearl of the Orient in the region, but also pose potential risk hazards to the health and safety of the general public. While it is necessary to devise a comprehensive plan on redevelopment and urban planning, preserving the existing buildings to maintain their conditions for habitation can be a short-term option to safeguard quality standard. With the increasing number of ageing buildings in Hong Kong, a lot of research efforts have been devoted to managing repair and maintenance projects properly (for example those initiated and funded by the Construction Industry Institute, Hong Kong; and the current study financially supported by The Hong Kong Polytechnic University). Given the short duration and more diversified nature of work, building repair and maintenance works are found to be more difficult to monitor and regulate when compared with new works. This paper aims to provide a comprehensive analysis on the problems of running building maintenance projects. An extensive review of contemporary literature was firstly conducted, which forms a solid basis for developing an empirical study on the problems and difficulties of running building maintenance projects from the viewpoints of industrial practitioners with a view to formulating effective strategies for managing maintenance projects successfully.

Utilization of Noise Map in the Stage of Environmental Assessment on Development Project (개발계획 환경평가 단계에서의 소음지도 활용방안)

  • This study presents plans to prevent environmental noise by using noise maps when establishing development projects and targets strategic environment assessments for urban master plans and environmental impact assessment for urban development projects. Strategic environment assessments for urban master plans include the examination of plan validity and location appropriateness in consideration of the effect of environmental noise by comparing development plans with noise maps, and the establishment of long-term measures through comprehensive assessment of present noise conditions and noise effects from development plans. Environmental impact assessments for urban development projects propose enforcement plans, including analysis of present noise conditions around development areas, overall evaluation of present noise conditions and the noise effect from development projects, and selection of optimal measures by comparing noise maps with various alternatives.

Analyzing the Design Competition Entries for the Hoehyeon Section of Namsan from a Perspective of the Historic Urban Landscape (남산 회현자락 설계 공모 출품작에 대한 역사도시경관적 분석)

  • This study analyzed the characteristics of the entries at the design competition for the Hoehyeon section of Namsan from a perspective of the Historic Urban Landscape and made suggestions from them. Hoehyeon, located at the foot of Namsan, is the most changing site in the park and Seoul City Wall. Recent excavation of the old city walls of the Joseon Era has uncovered evidence of the Japanese occupation period, making it a site where park facilities in modern and contemporary history coexist. The frame analysis has been made by the concept of the Historic Urban Landscape, the methods of approach, specialists' discussion and the guidelines of the competition. The entries were analyzed by classification of the understanding of the spatiality and cultural diversity, the recognition of the periodic layers of time, and the design implementation, the preservation, the park plan, and the future management plan. From a perspective of an Historic Urban Landscape, this study has found that each entry placed priority on the objects for preservation and suggested creative involvement and comprehensive designs for the preservation and the park plan through the understanding of the spatiality and cultural diversity and the reflection of the periodic layers of time in the designs. This study provided two implications. Firstly, there was a possibility for new recognition and the methods of approach for preservation and development. Secondly, the basic plan for the Historic Landscape should be established through research and mapping for the preservation and management of objects in Seoul having valuable historic variability. Further study for resident participation and the process by network from public to private should be taken. This study looks forward to the consideration of the direction for the design plans of places with historic and cultural value.

  • Green landscape plan to the riverfront area of the Han River The Han River, one of the symbolic elements in metropolitan Seoul, structures an axis of waterscape as the openspace crossing east to west of the city of Seoul. As riverside urban motorway(88 Olympic motorway) and riverside public park were constructed by the Han River Comprehensive Development Project in 1986, the necessity of general plan for the in-stallation of envirommental facility belt to conserve living enviroument is being required with relation to, dense residential areas closed to the river Therefore, the goal of the study is to provide better riverview and to increase environmental purifi-cation ability as a large scale waterscape axis by the preparation of landscape plan to the riverfront area of Han River, In order to achieve the goal, the study deals with sectional speciality, the introduction of landscape assessment techniques and ecological approach to given environment. As unity is kept through whole waterfront area, the area is divided into 9 zoning sections to study development methods for each section, and themes for speciality are given to each section, and the. sort of plants which can be symboliged to the area is selected. Also, the planting methods for harmony with the type of road structure and riverscape is offered. Though the study may give significane to the image and the function of riverside road, in con-clusion, the characteristic ecological approach to the river is so limited that has not been reflected enough on the plan. It is expected that the study should be continued, and long-term riverfront openspace plan, environmentally sustainable, should be arepared.

Strategic Management of the Policy for Seoul City's Hangang Renaissance (네트워크 분석적 의사결정방법(ANP)을 이용한 서울시 한강르네상스 정책의 전략적 관리방안)

  • This study was performed for the purpose of reviewing the strategic management direction and ideas of the policy for Seoul City's Hangang Renaissance. In order to accomplish this, levels were established for each step of the policy and the policy priority by level was derived. The policy priority by level was analyzed by a decision making model through the Analytic Network Process(ANP) and the priority would be the standard to judge the order of priority. The analysis results showed that there was not a big difference between the priorities of two basic concepts: restoration and creation. The fourth level, detail plan of the third level, showed priority that development by type for waterside city in case of reorganizing city space and diversification of land utilization, utilization of riverside space in water front town for public and composit purpose, establishment of comprehensive plan on constructions in case of improving the landscape of Hangang and unified design plan rose to important element in case of forming Hangang park with the me. Based on the results of priority analysis, we would like to propose for the direction about the policy on Hangang Renaissance project, the policies forming Hangang Park with theme through unified design plan and reorganizing city space have to be proceed preferentially and connected with other plans.

Constructing Land-use Database Based on the Cadastral Map and Registered Building Data (지적도와 건축물대장 연계를 통한 토지이용 DB구축에 관한 연구)

  • As the city grows in population and size, land-use plan increasingly becomes a crucial element in developing a city-wide plan. In the process of developing the land use plan, identifying the present conditions and predicting the future conditions are the most important steps. That is, to understand the phenomena of land-use activities as well as to manage uses of the land efficiently require the comprehensive land use information system. This study intends to construct the land use database utilizing the Cadastral Map and Registered Building Data and to examine and suggest the application areas of the database. The database was constructed with those of Busan Metropolitan City. Using the established data, it shows how to use the database to identify the present conditions in Busan.

Resident-Driven Rural Village Plan Based on Ecological Rural Amenity: Focused on Busu Area, Boeun-gun, South Korea (생태적 농촌어메니티 기반 주민주도형 농촌마을종합계획 -보은군 회인면 부수권역 '하얀민들레 생태마을'을 중심으로-)

  • This study has intended to devise a comprehensive rural planning, driven by residents based on ecological rural amenity paradigm for Busu area, Boeun-gun, South Korea. To reach the goal, this study has performed the following processes. First, we have analyzed the elements of threat, opportunity, weakness, and strength in both inside and outside village through 'SWOT analysis. Second, through strategic analysis and consultation, we have proposed developmental directions of Busu area. Third, based on an ecological rural amenity planning system composed of ecological economy system, ecological environment system, ecological history-culture system, ecological image system, and ecological society system, we have suggested research projects of each system Fourth, we selected projects through a general meeting with all stakeholders. Fifth, the selected projects were applied to Busu area by village residents and experts. Finally, the projects, which were appraised and revised by experts, residents, and governmental officers, were composed of ecological scenic agriculture center, resident's site for city dweller, energy independent village, eco-road, eco-pond, ecological park and parking lot, restoration of traditional culture, zone of ecological scenic agriculture, eco-tunnel, eco-fence, landmark, corporate identity, community center, forum and seminar, and education for residents' empowerment.

A Study on the Application and Assessment of Urban River Restoration in the Anyang River (안양천 도시하천 복원의 실행과 평가에 관한 연구)

  • The Anyang River which located in an urban area near Seoul had been managed focusing on supplying home and industrial water and preventing floods, coping with rapid industrialization and urbanization. Consequently, it was changed into a deadly river during 25 years. Its channel was straightened by concrete and water quality deteriorated to BOD 190mg/l. In addition, water quantity has been rapidly decreased and has been drying up. Also, as the river ecosystem, landscape, water-friendly function, and so forth were seriously deteriorated, people turn away from the urban river. From 2001, the master plan under the 10-year has been actively carried out centering on the preceding items, which are healthy river in which fishes inhabit, safe river free from floods and droughts, and pleasant river where citizens visit. As a result, its water quality was remarkably improved by BOD 5mg/l in 2005 and some upper zones were improved enough to allow people to swim. Moreover, various animals including fish and birds gather around the river. Now, the 'Anyang River Restoration Project' is recognized as the first comprehensive and systematic nature-friendly urban river improvement in Korea.

A Development Case on the Healthy Urban Planning in a Urbanrural Complex Area (일개 도농 복합지역의 건강한 도시계획 개발 사례)

  • Purpose: In spite of many Healthy Cities projects in Korea, there are few research about healthy urban planning. So we tried to use available recent models to a Healthy Cities project in a medium sized city in Gyeongnam province. Methods: Using mainly European Healthy Urban Planning Model and opinion leader survey, SWOT analysis, forum and discussion have been done to a city. Secondary city health indicator obtained from Ministry of Statistics. Results: There are strong need to develop health industry, green traffic and healthy living from survey using Healthy Cities policy direction of Korean Health Promotion Fund. Among the Healthy Urban Planning objectives, improvements of physical environments, prevention of accidents and crime, improvements of healthy esthetics rated highly. Although environmental pollution was problem local government push forward to the pilot healthy urban project as active healthy water-front development. Considering secondary healthy city indicators, change of external forces and internal capacity final task for healthy urban planning for Yangsan city were development of riverside physical education park and active living and anti-ageing environments etc. Conclusions: Comprehensive assessment and plan was possible through MAPP Model using European Healthy Urban Planning objectives to draw the direction of future urban planning for Healthy Cities Projects. Further research and formal introduction would be needed.
