Estimation of the Flood Warning Rainfall with Backwater Effects in Urban Watersheds (도시 유역의 배수위 영향을 고려한홍수 경보 강우량 산정)

  • The incidence of flood damage by global climate change has increased recently. Because of the increased frequency of flooding in Korea, the technology of flood prediction and prevalence has developed mainly for large river watersheds. On the other hand, there is a limit on predicting flooding through the most present flood forecasting systems because local floods in small watersheds rise quite quickly with little or no advance warning. Therefore, this study estimated the flood warning rainfall using a flood forecasting model at the two alarm trigger points in the Suamcheon basin, which is an urban basin with backwater effects. The flood warning rainfall was estimated to be 25.4mm/120min ~ 78.8mm/120min for the low water alarm, and 68.5mm/120min ~ 140.7mm/120min for the high water alarm. The frequency of the flood warning rainfall is 3-years for the low water alarm, and 80-years for the high water alarm. The results of this analysis are expected to provide a basic database in forecasting local floods in urban watersheds. Nevertheless, more tests and implementations using a large number of watersheds will be needed for a practical flood warning or alert system in the future.

Vulnerability Assessment of the Air Pollution Using Entropy Weights : Focused on Ozone (엔트로피 가중치를 활용한 대기오염 취약성 평가 - 오존을 중심으로 -)

  • Both the selection of indicators and weights for them are critical issues in the vulnerability assessment. This study is to assess the air pollution vulnerability focused on ozone for 249 local jurisdictions using weights calculated by the entropy methodology and then examine the applicability of the methodology. We selected indicators for air pollution vulnerability assessment and standardized them. Subsequently, we calculated weights of each indicator using the entropy method and then integrated them into the vulnerability index. The exposure indicators consider meteorological and air pollution factors and the sensitivity of the local jurisdiction include variables on vulnerable areas and environments. The adaptive capacity contains socio-economic characteristics, health care capacities and air pollution managemental factors. The results show that Hwaseong-si, Gwangjin-gu, Gimpo-si, Gwangju-si, Gunpo-si are among the highest vulnerabilities based on the simple aggregation of indicators. And vulnerability-resilience (VRI) aggregation results indicates the similar spatial pattern with the simple aggregation outcomes. This article extends current climate change vulnerability assessment studies by adopting the entropy method to evaluate relative usefulness of data. In addition, the results can be used for developing customized adaptation policies for each jurisdiction reflecting vulnerable aspects.

  • Changes in precipitation due to climate change is made to induce the local and intensive rainfall, it is increasing damage caused by inland inundation. Therefore, it requires a technique for predicting damage caused by flooding. In this study, in order to determine whether this flood inundated by any route when the levee was destroyed, Which can simulate the path of the flood inundation model was developed for the SIMOD (Simplified Inundation MODel). Multi Direction Method (MDM) for differential distributing the adjacent cells by using the slope and Flat-Water Assumption (FWA)-If more than one level higher in the cell adjacent to the cell level is the lowest altitude that increases the water level is equal to the adjacent cells- were applied For the evaluation of the model by setting the flooding scenarios were estimated hourly range from the target area. SIMOD model can significantly reduce simulation time because they use a simple input data of topography (DEM) and inflow flood. Since it is possible to predict results within minutes, if you can only identify inflow flood through the runoff model or levee collapse model. Therefore, it could be used to establish an evacuation plan due to flooding, such as EAP (Emergency Action Plan).

  • At present, the development in rainwater management approach is still insufficient due to the numerous adverse effects of urbanization. Storm water management is being developed to restore the natural state of water cycle undergoing several processes which were hindered such as infiltration and evapotranspiration. Low Impact Development (LID) was established in order to reduce the negative effects of urbanization to our environment. These developments can be used to respond to the effects of climate change such as heat island phenomenon. The effects of the development of new town in the district plan with application of LID facilities were studied and reported. Typically, LID facilities were applied in small scale development and were rarely used in large-scale development. Most of studies, however, did not assessment the effects of large-scale development projects with LID application to the natural water cycle. This study was conducted to simulate the urban hydrologic cycle simulation on Asan-Tangjeong in Korea. This study may be used in urban hydrologic cycle simulation and establishment of an urban water management plan in the future. Lastly, this study generated a model using the recently updated SWMM5 which determined the hydrologic cycle simulation after installation of LID facilities.

Proposal of Design Criteria on Multi-functional Tunnel for the Urban Traffic Tunnel to Flooding Bypass (도심지 홍수저감과 교통량 분담을 위한 다기능 대심도 터널 설계 기준 방안 제시)

  • Spatial and time variation of the precipitation in Korea is high, therefore, more than 2/3 of the annual precipitation is concentrated during the rainy season. Climate change also causes the intensive rainfall in the area of dense population, thus the occurrence frequency of the heavy flood in the impervious area has been increased. Therefore, the structural food mitigation measures such as the construction of the higher design frequency stormwater pipes, pumping stations, and/or detention ponds. The flood bypass tunnel or retention storage is also one of the efficient structures to mitigate flood damage in the urban area. However, the economic feasibility has been controversial because the flood bypass tunnel might be used once or twice a year. To solve the problem, the multi-functional tunnel for the urban traffic and flooding bypass has been considered. In this study, the design criteria of the road and water tunnel has been analysed and the composite design criteria is proposed for the multi-functional tunnel which is expected to be constructed.

Development of interception capacity equations according to grate inlet types (빗물받이 형상에 따른 차집량 산정식 개발)

  • Recently, natural disasters, which are hard to predict and prevent, are rapidly increasing due to climate change worldwide. Particularly the damage scale of urban areas is increasing because of local torrential rainfall. In urban areas, the rain water cannot flow to pipes well due to the high percentage of impervious areas by the indiscriminate development. As a result, the inundation damage is getting higher in urban areas. So we need to characterize the interception of the grate inlets to ensure good drainage in impervious areas. But Korean installation criteria of grate inlets does not reflect road and drainage sector characteristics so the grate inlets do not function properly in many areas. In this study, we suggest the interception capacity equations about grate inlets through hydraulic experiments in various conditions. Therefore, the interception capacity changes are analyzed according to bearing bar slopes of grate inlets, grate inlet sizes and shapes and connecting pipe numbers. Though this, we developed the interception capacity equations about domestic grate inlets.

Study of flood prevention alternative priorities using MCDM (Multi-Criteria Decision Making) (MCDM을 이용한 홍수방어대안 우선순위 정립에 관한 연구)

  • Recently, due to global warming and climate change in Korea, local heavy storm occurs frequently. In this study, the risky areas for flooding in urban areas are analyzed for flood inundation based on two-dimensional urban flood runoff model (XP-SWMM) focusing on coastal high flood-risk urban areas. In addition, the MCDM (Multi-Criteria Decision Making) technique is utilized in order to establish the flood defense structural measures. The alternative flood reduction method are compared and the optimum flood defense measures are selected. A simulation model was used with three structural flood prevention measures (drainage pipe construction, water detention, flood pumping station). In order to decrease the flooding area, flood assessment criteria are suggested (flooded area, maximum inundation depth, damaged residential area, construction cost). Priorities of alternatives are determined by using compromise programming. As a result, the optimal flood defence alternative suggested for Janghang Zone 1 is flood pumping station and for Janghang Zone 2, 3 are drainage pipe construction.

A Study on the Estimation of the Threshold Rainfall in Standard Watershed Units (표준유역단위 한계강우량 산정에 관한 연구)

  • Recently, in Korea, the risk of meteorological disasters is increasing due to climate change, and the damage caused by rainfall is being emphasized continuously. Although the current weather forecast provides quantitative rainfall, there are several difficulties in predicting the extent of damage. Therefore, in order to understand the impact of damage, the threshold rainfall for each watershed is required. The damage caused by rainfall occurs differently by region, and there are limitations in the analysis considering the characteristic factors of each watershed. In addition, whenever rainfall comes, the analysis of rainfall-runoff through the hydrological model consumes a lot of time and is often analyzed using only simple rainfall data. This study used GIS data and calculated the threshold rainfall from the threshold runoff causing flooding by coupling two hydrologic models. The calculation result was verified by comparing it with the actual case, and it was analyzed that damage occurred in the dangerous area in general. In the future, through this study, it will be possible to prepare for flood risk areas in advance, and it is expected that the accuracy will increase if machine learning analysis methods are added.

Thematic Trends in the Research on Green Urbanism (그린 어바니즘의 국제 동향과 주요 화제)

  • This study aims to understand the thematic trends globally developed in the 'Green Urbanism' related research. Research methodology is based on systemic review of international literature published for the past 20 years period between 2000 and 2020. The specific methods applied include not only literature search by citation, co-authorship, and co-occurrence but social network analysis in order to find correlations among the publication. The correlations are visualized and analysed using VOSviewer and Ucinet software. The analysis indicates that total of 51 studies were carried out by 89 authors from 54 institutions across 21 countries during the period. The majority of the research was done by a country-specific study and only a few research were collaborative studies with other countries. The most common theme that occurred in the early years was 'sustainability and the theme evolved toward specific ones such as 'built environment', 'infrastructure', and 'health'. Having considered that climate change has become a global challenge, green urbanism is expected to be a future direction to pursue environmentally sustainable urban spaces. This study also implies that governance, policy support, and intervention are crucial factors in developing sustainable urban spaces.

An experimental investigation of flow characteristics in the tangential and the multi-stage spiral inlets (접선식 및 다단식 나선 유입구 흐름 특성의 실험적 연구)

  • The vulnerability of urban disasters is increased with the rapid urbanization and industrialization, and the extreme rainfall event is increased due to the global climate change. Urban inundation is also increased due to the extreme rainfall event beyond the capacity limit of facility for the damage prevention. The underground detention vault and the underground drain tunnel are rapidly being utilized to prevent urban inundation. Therefore, the hydraulic review and design analysis of the inlet of the underground facility are important. In this study, the water level of the approach flow according to the inflow discharge is measured and the flow characteristic of the inlet (tangential and spiral) is analyzed. For the spiral inlet, the multi-stage is introduced at the bottom of the inlet to improve the inducing vortex flow at low discharge conditions. In case of the tangential inlet, the discharging efficiency is decreased rapidly with hydraulic jump in the high flow discharge. The rising ratio of the water level in the multi-stage spiral inlet is higher than the tangential inlet, but the stable discharging efficiency is maintained at low and high discharge conditions. And the empirical formula of water level-flow discharge is derived in order to utilize inlets used in this study.
