Understanding Users' Help-Seeking Intention & Willingness to Use Weight Management Apps: Interaction Effects of Stigma Based on Thinking or Feeling AI Types (체중조절 앱에 대한 도움요청과 활용의지의 이해: 이성적 또는 감성적 타입에 따른 낙인효과의 상호작용을 중심으로)

  • The recent COVID-19 pandemic has witnessed the rapid growth of the fitness app market, with weight management apps occupying a substantial market segment. In connection, a growing body of research has been conducted to examine design elements aimed at fostering user motivation and long-term engagement, without considering user characteristics, which are critical to understanding user responses to weight-loss apps. Therefore, to fill this research gap, this research focuses on the weight stigma of users and strives to examine what affects such user characteristics have on the weight-loss apps. The main findings of this study is that higher help-seeking intention and willingness to use weight management apps among those who show high weight stigma consciousness than those with low consciousness. This study further shows the interaction effects between weight stigma consciousness AI types of service. This research provides new insights on how to design elements of weight-loss apps targeting both non-stigmatized and stigmatized users. It shows that in designing public applications, feeling-based AI that considers the psychological needs of users may be more effective for individuals with weight stigma.

A Study on Benefit Cost Analysis of Chungju UIS (청주시 도시정보시스템의 비용편익분석 연구)

  • Recently, urban information system(UIS) has been developed and utilized by local governments in Korea and has become a key means of urban informatization of local governments. When UIS is conducted only for FM oriented internal utilization regardless of its cost-efficiency, however, its cost-benefit structure could be distorted seriously. The study utilizes benefit cost analysis technique and applied the technique to a model case of Chungju UIS selected by National GIS team. Chungju City developed its GIS for the management of roads and urban planning in 1993. At its beginning, the system was an efficient model with relatively strong cost-benefit structure and could produce positive net benefit 10 years' after its construction. When the city began to develop its facility management with the financial assistance from central government in 1998, however, its cost-benefit structure became distorted. As a result, it is delayed for the UIS to produce positive net benefit until the year of 2015. Using benefit cost ratio, discount rate and Mobile GIS, the study also conducts a sensitivity analysis.

The Impact of Competition on Universal Service in Korea (경쟁도입이 한국의 보편적 서비스에 미친 영향)

  • A substantial body of theoretical and case study literature exists about the relationship between competition and universal service in developing countries. On the one hand, many scholars have argued that state-owned monopolies in developing countries are not able to mobilize the capital needed for network expansion: the resulting unmet demand for services becomes a motivator for liberalization. On the other hand, the introduction of competition jeopardizes the internal and external subsidies through which the state-owned monopoly kept subscription rates low: the heightened concern about loss of subscribership incentivizes the creation of explicit universal service statutes and funding mechanisms concurrently with or soon after competition is introduced. This paper shows that universal service in Korea had a unique evolutionary path, which did not conform to either of these expectations. From this finding, it reaches the conclusion that the outcomes predicted by theory and observed in the case study literature are not intrinsic to the monopoly condition per se, but derive from the strategic choices made by telecommunications managers, regulators and lawmakers in developing countries.

  • Since Turing (1950) proposed the development of a machine or system that could think and communicate with humans, many engineers and scientists have made endless efforts to create machines and systems that can replace humans. This effort made the field of artificial intelligence. Recently, as many people have been interested in the 4th Industrial Revolution, research on artificial intelligence technology has been actively carried out not only in the university laboratories but also in the companies as the core technology for realizing the 4th Industrial Revolution. As the artificial intelligence technology has been penetrated deeply into our lives, it is true that our lives have become much easier and more comfortable than in the past, but on the other hand, we have begun to have various negative effects. In this study, we review the social changes caused by artificial intelligence in terms of intelligent products and services. By analyzing positive effects and dysfunctions in various cases of daily life and work environment, we try to identify main policy issues.

Artificial Intelligence and Blockchain Convergence Trend and Policy Improvement Plan (인공지능과 블록체인 융합 동향 및 정책 개선방안)

  • Artificial intelligence(AI) and blockchain are developing as the core technology leading the Fourth Industrial Revolution. However, AI is still showing limitations in securing and verifying data and explaining the evidence for the results, and blockchain also has some drawbacks such as excessive energy consumption and lack of flexibility in data management. This study analyzed technological limitations of AI and blockchain and convergence trends to overcome them, and finally suggested ways to improve Korea's related policies. Specifically, in terms of R&D reinforcement, we proposed 1) mid- and long-term AI /blockchain convergence research at the national level and 2) blockchain-based AI data platform development. In terms of creating an innovative ecosystem, we also suggested 3) development of AI/blockchain convergence applications by industry, and 4) Start-up support for developing AI/blockchain convergence business models. Lastly, in terms of improving the legal system, we insisted that 5) widening the application of regulatory sandboxes and 6) improving regulations related to privacy protection is necessary.

  • The purpose of this research is to analyze consumers'choice behavior with regard to information and communication technology(ICT) devices and related services. This research focuses on the relationships not only within each category but also among different categories by considering multiple choice situations in a variety of categories simultaneously. The multivariate probit model with demographic variables and the alternative specific constant model with variance-covariance matrix are estimated using survey data; moreover, the multi-dimensional scaling method is utilized for the presentation of the relationship map. It is evident from the results that some devices and services have a complementary or substitute relationship each other. This study can provide useful information for the development of new products and services by understanding and predicting consumer's behavior.

Current Status of Welfare Foundation in Local Governments and its Activation (기초자치단체 복지재단의 실태 및 활성화 방안)

  • The number of welfare foundation to which local governments have contributed is 20 as of December, 2013. As the role of local governments tends to be more stressed than that of central government to achieve the fulfillment of local residents' welfare, the establishment of welfare foundation by local governments is increasing. Considering that the establishment of welfare foundation will increase in future due to the reinforcement of local autonomy it is evident to study the means to operate welfare foundations transparently and effectively. In this situation there has been neither review on the problems in the operation of welfare foundations until now nor study suggesting its improvement direction or activation plan. Therefore, this study delves into the current status of nation-wide welfare foundations and several problems occurred in the implementation process, and it is aimed to achieve the original goal of welfare foundations and the activation of welfare foundations.

Study on Big Data Utilization Plans of Medical Institutions (의료기관의 빅데이터 활용방안에 대한 연구)

  • Due to rapid development of medical information, a huge amount of information is being accumulated. Desires to conduct clinical researches by using this information are increasing, and medical institutions are encountering problems of aging society and drastic increase of medical expenses. Utilization of Big Data as an alternative is now being emphasized. The purpose of this study is to examine informatization of medical institutions and suggest political implications for Big Data utilization plans. Data was collected through literature searches and interviews with medical information professionals of medical institutions, from September to November, 2013, for four months. As a result of the study, it could be found that the hospital information system is improving from patient management and administration to researches and information strategies. Thus, national supports for medical expense reduction as well as fostering professional manpower should be provided, considering establishment of the system for utilization of Big Data and efficient application of unstructured data.

Design of Security Model for Service of Company Information (기업 정보화 서비스를 위한 보안 모델 설계)

  • Recently, the safety of being processed in a corporate enterprise with a wide range of IT skills applied to the Corporate Affairs information services are increasing requirement. Businesses that are required by various IT corporate information technology services to companies that need to protect information being leaked to other companies, a security incident has been applied and is growing, but is lacking about how to respond to the protection of corporate information services. In this paper, the information that is important in the corporate authority by the user's access control model to reduce the number of security incidents such as information leakage and security services for enterprise informatization is proposed. The proposed model can be used in order to block the access of the users to access information managed by a central administrator role and the rights of users to access information any abnormality has been captured. In addition, the proposed model can take advantage of protecting corporate information from the systematic recovery and operational continuity strategies to build your company's information services.

The Development Directions of U-City Competitiveness Index

  • This study ultimately aims to suggest directions for development of U-City Competitiveness Index through thorough analyses of U-City competitiveness concepts and previous research in U-City-related index. In an attempt to reach the aforementioned goals, the concept of U-City competitiveness is presented based on existing publications on informatization age, future city, and U-City. Next, insights on the development of U-City Competitiveness Index are provided via analysis of research on indices regarding U-City and future city. Finally, the process of developing UCity Competitiveness Index and cautionary comments for each developmental step has been provided. Based on the research results, U-City competitiveness refers to the ability to respond to demands of residents in a timely manner as well as to manage U-City, ICT, U-City infrastructure, and U-City services that maximizes the efficiency of urban space management. In order for proper assessment of these criteria, development of assessment tools, selection of indices, standardization, allocation of weight per index, and construction of assessment framework are required.
