A Study on Developing Korean Naval Forces by Examining How Japan built their Maritime Self-Defense Force: Focusing on the 'eight (艦)-eight (機) fleet system' (일본 해상자위대 전력건설 재조명을 통한 한국 해군력 건설논리 발전방향 연구: '8함(艦) 8기(機) 체제'를 중심으로)

  • This study started from questioning our general view that the Japan Maritime Self-Defense Force (JMSDF) is a natural result of Japan being a prosperous and island country. Japan's naval power collapsed after World War II. The initial power of the JMSDF, founded in 1954, was very small and not different from the Republic of Korea Navy (ROKN), mostly consisting of ships given by or borrowed from the US. Although growing into the world's second-largest economy and the geographical characteristics of an island nation acted as an opportunity to increase naval forces, there were also difficulties in the early stage, such as a temporary severance with the Japanese Navy, strategic thinking centered on land forces, and an economic crisis caused by the oil crisis. As a result, the JMSDF has become a world-class naval power and is developing into a four helicopter carrier operating system, which may change the basic concept of exclusive defense. There are various factors behind the growth of Japan's naval power, but this study explores how to develop Korean naval forces by analyzing how Japan developed their escort fleet, the core of the JMSDF, focusing on the eight (艦)-eight (機) fleet system, which was the basic logic behind building the JMSDF.

Nuclear Weapons and Extended Deterrence in the U.S.-ROK Alliance (핵무기와 한·미 핵 확장억제 능력)

  • The future role of nuclear extended deterrence in the security alliance between the United States and the Republic of Korea is currently a central concern. The gradually lessening role of reliance on nuclear weapons in US security policies broadly, combined with increasing North Korean nuclear capabilities and belligerence, raise fresh questions about the sufficiency of the "nuclear umbrella" as a pillar of the US-ROK defense posture. This article addresses the current and future role of nuclear extended deterrence in Korea in this dynamic context. The article reviews the longstanding trend toward reducing the overall size of the US nuclear arsenal, and assesses developments in US-ROK outlooks toward extended deterrence in response to the Obama administration's nuclear policies and North Korea's recent smaller-scale aggressions. The analysis finds that the challenges of deterrence credibility and allied reassurance are difficult and long-term. The analysis explains how these challenges emerge less from a shrinking US numerical arsenal size than from the sufficiency of specific nuclear and non-nuclear capabilities to meet emerging smaller-scale threats. The analysis also highlights the importance of broader strategic and political interaction in sustaining allied confidence in any joint security posture. The evaluation concludes that a strong US-ROK alliance relationship can be maintained while the size of the US nuclear arsenal continues to decline, in part because nuclear weapons in any deployment configuration are relatively ineffective means for deterring smaller-scale aggression. Nevertheless, continuing adjustment of the US-ROK extended deterrence posture to the evolving, complex and uncertain Korean peninsula security environment will remain an ongoing challenge. Finally, the article encourages further examination of the potential specific role ROK maritime forces might serve in enhancing deterrence of smaller-scale threats while minimizing risks of conflict escalation.

A Preliminary Study of a Submersible Facility for Abalone Spats (부침식 전복치패 중간육성장치 개발을 위한 초기연구)

  • The abalone shell (Haliotis) is one of the most important resources for the coastal fisheries and it is popular as an aquacultural species. Proper cultivating grounds for mid-term nursery of abalone spats are required before releasing them. It is difficult for us to find good enough aquacultural grounds to rear abalone spats to 20"30mm of shell length. Therefore, we need to study a practical and effective new type of aquacultural device for the nursing of abalone spats by using open sea areas. We can find this kind of studies from 'Marine aya No. 1' of Japan, Though they focused on the easy operation, safe working and low operating cost, it involves so much initial cost that it is difficult for us to justify such expenditure. However, with a modified small buoy system, this submersible facility needs only a horizontal frame to fulfill its essential function and the vortical part can be removed. The working boat equipped with a pump can operate this facility to keep it submerged or floated. This paper deals with the possibility of this submersible fishery facility for the mid term nursing of abalone spats in the open sea. A small version of this system to ensure low initial cost is suggested and wave and current forces were calculated for the estimation of the weight of the mooring anchor.

A Study of Simulation Method for Administrative Functionality on Civil-Military Operations (안정화작전시 행정기능 모의방안 연구)

  • ROK armed forces conducted exercise for something limited "Civil Factor" of Civil-Military Operations at the Liberalized Area in North Korea by using ROK battle simulation model and a linked US simulation model such as JNEM during ROK-US combined exercise period. However, they conducted exercise by exchanging with messages only during each exercise, because of hard coding for "Civil-Factor" and various situations applied onto battle simulation model and JNEM. Fortunately, ROK armed forces arranged the 5 functionalities of Civil-Military Operations which is adopted with military situation in Korean Peninsular. Even more "Civil-Military Operations Simulation Model System" is developing since 2014 by ROK MND. Among the 5 functionalities of Civil-Military Operations, the administration is fundamental. Its detailed operational plan is hard to be quantitative subjects because it is too qualitative to be simulated. But we found a way to quantify, and described simulation flow charts for the 5 main subjects (including 13 tasks) of administration to verify relevance between its simulation results and other functionalities. So we suggested a simulation method which gets an objective suitability, also hope this will be helpful to the Civil-Military Operations exercise.

Directions in Promoting Independence in Operational Control (전시작전통제권 단독 행사 추진의 방향)

  • Former ministers of national defense and foreign affairs, intellectuals such as former and incumbent professors, and various NGO groups are demanding the South Korean government to stop promoting independence in operational control which is currently held by the United States Armed Forces in Korea commander. Although the Korea should exercise operational control independently in the future, orientation on the direction which should be taken under consideration in promoting this transfer should be assumed. First of all, South Korea must sufficiently examine the criticisms and dissenting opinions, and reflect them in promoting independence in operational control. From now on, the South Korean government should reflect the opinions of experts in operational control, and must promote the transfer with national consensus. Unilateral enforcement of the transfer may cause serious errors and aggravate conflicts Second, ROKA's exercise of independence in operational control should take place only after gaining restraint on North Korea's attack against the South, and the issues on nuclear weapons and weapons of mass destruction(WMD) has been resolved, and a peace regime has been reached. Furthermore, exercise of independence in wartime operational control should be promoted only if there is a guarantee that international trust and the military collaboration will be restored to a level beyond the present state. Third, the USFK and the Korean-US alliance is providing South Korea with national security, not to mention tremendous diplomatical, and economical benefits However, if the alliance between the two countries become weakened due to the exercise of the independence in operational control, we might suffer a great deal of loss. Even though reasonable justification and external independence may be gained through promoting independence in operational control, it should be promoted in a longitudinal manner because national security problems and conflicts may be intensified, and there is no actual profit in doing so. Fourth, if the Korean-US alliance becomes weakened and therefore the United States decides to discuss eastern-asia strategies, North Korea deterrence strategies, and Japanese rearmament issues with other neighboring countries, South Korea may become diplomatically isolated and a subordinate to surrounding countries, destroying the independence we have now instead of restoring it Therefore searching for means to reinforce international trust and collaboration between South Korea and the United States, and leaving ROKA’s independence in operational control as a long term objective would be a more realistic method.

A study on Lemon Revolution in Kyrgyzstan and a Possibility of East-West Hegemony (키르기스스탄의 레몬혁명과 동서 패권주의 가능성 연구)

  • The Reasons which Rose Revolution, Orange Revolution, and Lemon Revolution had been much argued in international society are as follows: Firstly, the important fact was that authoritarian governments in Georgia, Ukraine and Kyrgyzstan were collapsed not by physical violences and military forces, but by unblooded civil movements, so called Civil Revolution. And it is also called as Colorful Revolution. Secondly, during the advance of three Civil Revolution, hegemony conflicts between Russia and western powers including US appeared. In fact, tensions between the two countries, Russia and US had already occurred in Post-soviet region after dissolution of Soviet Union. Thirdly, as a result of three Civil Revolution, there were built up fullest attentions in international societies about the possibilities of other civil revolutions, that is to say, 'Colorful Revolution' among the countries which were the republics of former USSR. In this respect, in this investigation of Lemon Revolution in Kyrgyzstan as like Rose Revolution in Georgia and Orange Revolution in Ukraine, this article examined the roles and supports toward NGOs of Western powers including US. To my opinion, it is likely that NGOs, with powerful sponsors, become political bodies working through networks and media rather than being rooted in civil society and acting on behalf of citizens. And that powerful sponsors, directly or indirectly financed by outside governments, become involved in political activities. So NGOs have been important roles in promoting civil revolution as political agencies and more political instruments of foreign governments. In the long run, through the Colorful Revolution, it is better to understand that hegemony struggle is beginning between external concerned superpowers including US and Russia, rather than hegemony struggle having directly broke out.

ROKN's Response Strategy to North Korea's SLBM Threat (북한 SLBM 위협과 대응방향)

  • The purpose of this article is to analyze the progress of North Korea's SLBM threat, and to assess the technological capacity and threat level of its SLBMs. Currently, North Korea has approximately 1000 ballistic missiles, such as the SCUD, Musudan, and Nodong, in stock. This article pays close attention to the background and strategical implication behind North Korea's obsession with developing SLBMs despite possessing sufficient means to launch provocations with its current arsenal of ground based ballistic missiles and conventional weapons. Based on the abovementioned analysis, this article will recommend possible response directions for the ROK Armed Forces to North Korea's SLBM threat. It is highly difficult to detect SLBMs due to its stealthy nature, as it is launched underwater after covert infiltration. North Korea's SLBM is considered a game changer in that even one SLBM can significantly change the strategic balance of North East Asia. North Korea's SLBM test launch in August has made a 500km flight, landing 80km inside the JADIZ (Japan Air Defense Identification Zone), and as such, it is assessed that North Korea already possesses underwater ejection and cold launch capabilities. The most realistic response to North Korea's imminent SLBM threat is bolstering anti-submarine capabilities. ROK Armed Forces need to upgrade its underwater kill-chain by modernizing and introducing new airborne anti-submarine assets and nuclear-powered submarines, among many options. Moreover, we should integrate SM-3 missiles with the Aegis Combat system that possess strong detection capabilities and flexibility, thereby establishing a sea-based Ballistic Missle Defense (BMD) system centered around the Aegis Combat System, as sea-based ballistic missile threats are best countered out in the seas. Finally, the capabilities gap that could arise as a result of budgetary concerns and timing of fielding new assets should be filled by establishing firm ROK-US-Japan combined defense posture.

Taking over process of the East Germany People's Police by the West Germany (동서독 경찰통합 과정에서의 동독 인민경찰의 흡수.활용)

  • This study examines how East German police was absorbed into the Unified Germany Police. The experience of Germany suggests a few implications and preview points when the two Koreas unify how North Korean police to absorb and utilize, which is the purpose of this study. According to a study, in a unified transition in North Korea, 110,000 police forces is needed in order to cope with an outbreak of rioting and public disorder in North Korea. It is never easy, in an imminent unification, to secure a large number of police forces in a short time. We cannot help making the best use of North Korean police. At this point, the German case would be nice for us to see the implications presented. Because West German police led the integration of East Germany in the People's Police, and reemployed them under certain conditions. As a result, by taking over the People's Police of North Korea without friction with the security of the high security demand required by the unification process in the future, it is necessary to achieve seamless integration of the North-South police.

Crisis and Restructuring of the Korean Textile and Clothing Industry between 1980 and 1997: Geographical Extension of Productive Forces and Intensive Accumulation Regimes (한국 섬유 의류산업의 위기와 재구조화(1980-1997): 생산력의 지리적 확장과 내연적 축적체제)

  • Between 1980 and 1997 the Korean textile and clothing industry (KTCI) experienced the transformation of export-led accumulation regime rooted in domestically-derived price competitiveness into the combination between foreign mass production involving the geographical extension of productive forces and quality strategy based on upgrading technology and automation involved in the domestic market for high quality and price products. This restructuring of the KTCI is rooted at the crisis in the export-led growth regime implemented unity 1980 due to the rapid increase in wage levels by the ‘great labour movement’occurred in 1987. In particular, increased wage and collective bargaining realized through labour empowerment led to the crisis in the conjoin between mass production and mass export based on long working hours and low wage structure. The aim of this paper is to explore the transformation of development modes between 1980 and 1997 that can help us in understanding the fundamental reasons for the restructuring of the KTCI. To this end, the paper identifiles the changing accumulation regimes between 1980 and 1997 mediated by wage-labour relations, inter-firm relations and state-film relations, which are insitutional forms of the modes of regulation.

Rational Sectional Force and Design Improvement of Abutment Wing-Wall (교대 날개벽의 합리적인 단면력 산정 및 설계 개선)

  • Current Bridge Specification for Highway Bridges adopts a simplified method to determine sectional forces of abutment wing by dividing its area into four sections. This simplified method was developed in Japan when numerical analysis was not mature and computer resources were expensive. This simplified method has been with us without modification. This study evaluates the problem of current design practice to improve the design guideline for abutment wing. In this study, a finite element model of abutment wing based on shell elements was developed to obtain accurate sectional force. In addition, foreign design specifications regarding abutment wing were thoroughly examined. It has been observed that sectional forces obtained from the simplified method produce inaccurate results under various geometric shapes. Thus, it is recommended that two dimensional plate analyses should be adopted for future design of abutment wing wall.
