  • In this paper, we present a new charge pump circuit feasible for the implementation with standard twin-well CMOS process technology. The proposed charge pump employs PMOS-switching dual charge-transfer paths and a simple two-phase clock. Since charge transfer switches are fully turned on during each half of clock cycle, they transfer charges completely from the present stage to the next stage without suffering threshold voltage drop. During one clock cycle, the pump transfers charges twice through two pumping paths which are operating alternately. The performance comparison by simulations and measurements demonstrates that the proposed charge pump exhibits the higher output voltage, the larger output current and a better power efficiency over the traditional twin-well charge pumps.

  • Geomagnetic transfer function is generally estimated by choosing transfer to minimize the square sum of differences between observed values. If the error structure sccords to the Gaussian distribution, standard least square(LS) can be the estimation. However, for non-Gaussian error distribution, the LS estimation can be severely biased and distorted. In this paper, the Gaussian error assumption was tested by Q-Q(Quantile-Quantile) plot which provided information of real error structure. Therefore, robust estimation such as regression M-estimate that does not allow a few bad points to dominate the estimate was applied for error structure with non-Gaussian distribution. The results indicate that the performance of robust estimation is similar to the one of LS estimation for Gaussian error distribution, whereas the robust estimation yields more reliable and smooth transfer function estimates than standard LS for non-Gaussian error distribution.

  • On the advent of digital era, ECDIS has emerged as a new navigation aid that should result in significant benefits to safe navigation. More than simply a graphics display, ECDIS is a new concept navigation system capable of providing integrated information of geographical and texual data. As an official vector data for ECDIS, ENC consists of spatial and feature data to describe objects in form of points, lines and areas. IHO published International Standards for ENC, such as S-52(Specification for Chart Content and Display Aspects of ECDIS and S-57(IHO Transfer Standard for Digital Hydrographic Data). This paper deals with the implementation of an EUC representation system which meets S-52 presentation specification and S-57 transfer standards by analyzing S-57 data structures and converting then to an appropriate internal data structures and representing them onto screen adopting S-52 presentation specification.

  • As the demand for traceable calibrations of torque measuring devices has considerably increased both in the production sector and in research institutes, suitable standard machines had to be developed at the Korea Research Institute of Standards and Science. Owing to its special design, the small uncertainty of measurement required for the realization of the static torque can be reached (relative uncertainty of measurement < 5$\times$10$^{-5}$ in the measurement range between 500 and 2000 Nm, and < 1$\times$10$^{-4}$ in the measurement range from 10 to 500 Nm). The relative discrepancy between our torque calibration results of 2 kNm and PTB s (Physikalisch Technische Bundesanstalt, Germany) results was less than 2$\times$10$^{-5}$ , which confirming our uncertainty estimation.

  • Spinning Rotor Gauge (SRG) has been used to transfer standard gauge for international comparison at the high vacuum standards. We calibrated a spinning rotor gauge by using dynamic calibration system (DCS) that was a national high vacuum standards system. And its uncertainties were evaluated with the International Organization for Standardization (ISO), they were recognized ai A type uncertainty, B type uncertainty, combined Standard uncertainty, and expanded uncertainty. The combined standard uncertainties were $1.8007\times10^{-5}$ Pa ~ ~$4.8422\times10^{-5}$ Pa for this spinning rotor gauge.

  • Doctor has the duty of an inter-hospital transfer, known as inter-facility or secondary transfer, when the diagnostic and therapeutic facilities required for a patient are not available at the given hospital. Also, the decision to transfer the patient to an another facility is rely on whether ill patient is the benefits of care, including clinical and non-clinical reasons, available at the another facility against the potential risks. Crucial point to note is that issues about 'inter-hospital transfer' is limited to questions occurred in the course of transfer between emergency medicals (facilities). 'emergency medical (facility)' is specified by Medical Law, article 3 and the duty of an inter-hospital transfer includes any possible adverse events, medical or technical, during the transfer. Because each medical facility has an different ability to care for a patient in an emergency condition, coordination between the referring and receiving hospitals' emergency medicals would be important to ensure prompt transfer to the definitive destination avoiding delay at an emergency. Simultaneously, transfer of documents about the transfer process, medical record and investigation reports are important materials for maintaining continuity of medical care. Although the duty of an inter-hospital transfer is recognized as one of duty of doctor and more often than not it occurs, there is constant legal conflict between a doctor and a patient related to the duty of the inter-hospital transfer. Therefore, we need clear and specific legal standard about the inter-hospital transfer. This paper attempts to review the Supreme Court's cases associated to the inter-hospital transfer and to compare opinion of the cases with guideline for an inter-hospital transfer already given. Furthermore, this article is intended to broaden our horizons of understanding the duty of an inter-hospital transfer and I wish this article helps to resolve the settlement and case dealt with the duty of inter-hospital transfer.

  • This paper presents a study on the prediction of transfer length of 13 mm seven-wire prestressing steel strand in pretensioned prestressed concrete members with rectangular cross-section including several material properties and design and manufacture parameters. To this end, a carefully selected database consisting of 207 different cases coming from 18 different sources spanning a variety of practical transfer length prediction situations was compiled. 16 single input features and 5 combined input features are analyzed. A widely used feedforward neural regression model was considered as a representative of several machine learning methods that have already been used in the engineering field. Classical multiple linear regression was also considered in order to comparatively assess performance and robustness in this context. The results show that the implemented model has good prediction and generalization capacity when it is used on large input data sets of practical interest from the engineering point of view. In particular, a neural model is proposed -using only 4 hidden units and 10 input variables-which significantly reduces in 30% and 60% the errors in transfer length prediction when using standard linear regression or fixed formulas, respectively.

  • Recently, efficient operation and practical management of power plants have become important issues in the nuclear industry. In particular, typical aging parameters such as stress and cumulative usage factor should be determined accurately for continued operation of a nuclear power plant beyond design life. However, most of the major components have been designed via conservative codes based on a 2-D concept, which do not take into account exact boundary conditions and asymmetric geometries. The present paper aims to suggest an effective fatigue evaluation methodology that uses a prototype of the integrated model and its transfer functions. The validity of the integrated 3-D Finite Element (FE) model was proven by comparing the analysis results of individual FE models. Also, mechanical and thermal transfer functions, known as Green's functions, were developed for the integrated model with the standard step input. Finally, the stresses estimated from the transfer functions were compared with those obtained from detailed 3-D FE analyses results at critical locations of the major components. The usefulness of the proposed fatigue evaluation methodology can be maximized by combining it with an on-line monitoring system, and this combination, will enhance the continued operations of old nuclear power plants.

  • Magnetic fluid seal is characterized by its simple design, low friction and being dustless. Those advantages are deduced from the fact that the sealing element is not a solid such as rubber or plastic but it is a fluid. Those are critical for application to a rotating shaft which is inserted into a vacuum chamber where high level of vacuum and cleanness are required. For the reason the magnetic fluid seal has become a standard for vacuum chambers for semiconductor and LCD processing. It should be noted that its sealing performance is sensitive to temperature. If necessary, water cooling should be considered. Thus anticipation of the temperature distribution of the magnetic fluid seal is important before applying it. In this paper an FEM analysis of the heat transfer has been executed and compared with experimental results. An overall convective heat transfer coefficient has been adopted for the analysis, which results in satisfactory consistency of the theoretical and experimental results.
