AIS has been widely used for maritime traffic assessment for its convenience. However, AIS has problems with position missing due to radio interference and transmission distance limit. On the other hand, satellite radar determines the location of ships over a wide sea regardless of the problems. This study proposes a noble method of stepwise threshold determination to detect ships from Sentinel-1. The proposed method is up to 25 times faster than the existing moving window-based threshold determination method, and the detection accuracy is similar.

Open port has the designated course and traffic jam of ships happens often. This fact may connect to ship crash easily. And the accident happens due to violation of navigation mainly. In ship crash between Neoblue and Shinkwang 7 at incheon open port, the Korean incheon maritime safety tribunal shows that the violation of navigation and duty of attention at the open port would produce ship crash directly. Wherefore, the interpretation and application of navigation are important to protect future ship crash accident. The points of navigation as objects of study are divided into two categories, interpretation and application of navigation on crashing between the ship which navigate the designated course and the ship which enter into the designated course from the another course or outside the course, interpretation and application of navigation on crashing between two or more ships, which navigate violating the navigation every ships and violating agreement rule each other. And as conclusion, I refer the legal responsibility both Neoblue and Shinkwang 7 in detail. The results of this study as follows : First, in case of crashing between the ship which navigate the designated course and the ship which enter into the designated course from the another course or outside the course, public order in open port act can be applied by priority. However, in applying the public order the principle of trust and reasons of crew, cause and effect, the time of navigation application are mandatory considerations. Second, in case of crashing between two or more ships, which navigate violating the navigation every ships and violating agreement rule each other, we should focus on the reasons of crew. Also, the reasons of crew need strict conditions. These means that the awareness of crash danger and recognition of special circumstance including limit state of ships, existence of emergency danger, non escaping crash danger by only observance of navigation. And in case of this state the public order the principle of trust and reasons of crew, cause and effect, the time of navigation application should be considered by priority, too.

The Smart Ship is considered one of the most discussed and novel topics in developing technological period. In this reason, the amount of running researches on it is evolving so fast. As a proof, the faced drawbacks such as the departure of ships, their safety, exchanging data, traffic and data monitoring system are being solved by presenting advanced technologies and innovations like Cloud, BigData, IoT and etc. Expanding the utilization of these technologies in the Marine world emphasizes not only the departure of the ships in the water but also they focus on solving the problems of the ships connected with the communication to the ports. In this paper, we present an IoT based smart reporting and mooring system for vessels and ports. In the proposed system, the ships automatically send all the data about themselves to the port and after getting the data, ports automatically send the information about possible spaces to moor for the ships using the sensors at the port. The intended system gives an amenity to minimize the time, effort and the cost while mooring the vessels.

The position of existing patrol ships has been decided according to subjective judgments, not purely by any reasonable or scientific criteria, because of a lack of access to marine accident positions. In this study, the optimal location of patrol ships is quantitatively determined based on historical marine accident data. The study area used included the coastal sea of Pohang in South Korea. In this study, a k-means clustering algorithm was used to derive the location of patrol ships, and then a Voronoi diagram was used to divide the region around each patrol ship. As a result, the average navigation distance for patrol ships was improved by 4.4 nautical miles, and the average arrival time was improved by 13.2 minutes per marine accident. Moreover, if the locations of patrol ships need to be changed flexibly, it will be possible to optimally arrange limited resources using the technique developed in this study to ensure a fast rescue.

In recent years, the maritime industry system including port facilities, VTS(Vessel traffic service) is rapidly evolving with the development of technology. The connection between systems has been greatly expanded, and many research cases using this connectivity have been reported. This paper deals with the structural design of the arrival/departure support system for an autonomous ship. The system requires navigation data from the autonomous ship and radar/AIS data from the port. In this paper, design result on how the arrival/departure support system interacts with the autonomous ship and port system are addressed.

Maritime traffic assessment is important to understand the characteristics of maritime traffic and to prevent maritime accidents. The maritime traffic assessment can be calculated from the ship trajectory data observed by using AIS(Automatic Identification System). This paper developes a maritime traffic assessment tool using ship's position and speed, course, time data from ships navigating waterways. The results are represented in terms of the number of traffic quantity and traffic distribution, speed distribution, geometric collision candidates. The developed tool will contributes to advance maritime traffic safety by VTS(Vessel Traffic Services).
The purpose of this study is to classify national ships into passenger ships, cargo ships, oil tankers, tugboats, barges, and other ships by use, and compare the rate of change and direction respectively. In this study, a total of 123 monthly data were searched from January 2011 to March 2021 in Statistics Korea's KOSIS "Traffic Logistics => Operating Vessel Statistics => Possesion State of National Vessels". To this end, we calculated the rate of change from the previous month for each ship and performed numerical analysis and model analysis. In the correlation analysis, the Total showed a high relationship in the order of Towing, Barge, Oil, Cargo and Ferry. In the regression analysis, each ship was found to be statistically significant and varied independently of each other. The increase rate was highest in the order of Ferry, Oil, Towing, Barge and Cargo during the last analysis period. In the analysis of Scatter Charts, Towing and Barge showed more than a certain level of synchronization with respect to the Total. The synchronization phenomenon for each ships was calculated to be rather low, indicating that the correlation between each ships was low. However, the correlation between Oil and Towing, Oil and Barge and Towing and Barge is relatively high, indicating a relatively large correlation.

The traditional Aids to Navigations(AtoN) have been ensuring the safety of ships by indicating the passage and dangers by depending on the flashing lights. But the more the industrial complex behind port which is all over the country involving the Ulsan port developed, the more the lights behind port is stronger, and then the distinguishment of the signal of AtoN from the lights behind port is more difficult. And It is urgently needed to prepare the counterplan about the ensurement of safety because the authorities levels up the limit tonnage of the ships which are sail in and out during night to improve the operation of port through reducing of the traffic jam So, the method of direct lighting like LED non-neon is applied to unmanned lighthouses or light beacon, and the LED flashing number plate is applied to light buoys whose light power is weaker than to improve distinguishment and to be easy positioning of ships. As a result, the users of Ulsan port comment favorably on this item and the development of AtoN must be continuos to overcome the lights behind port.

T.S. HANBADA will navigate to maintain the adequate distance between own ship and other ships safely for about 17 hours on the about 2 kts. On the above situation, M broadcasting station requires to maintain the distance from 100m to 500m between ships. This paper aims to calculate the minimum safe distance between ships, the distance is assessed by using ES Model which is a quantitative model for evaluating the difficulty of shiphandling. After marine traffic flow simulation, minimum safe distance for HANBADA on the 2kts is about 260m based ES value. On this paper, the result was compared about its distance to the actual navigating distance.

Auto-navigation algorithm have been studied to avoid collision and grounding of a ship due to human error. There have been many research on collision avoidance algorithms but they have been validated little on the real coastal traffic situation. In this study, a Collision Avoidance algorithm is developed by using Fuzzy algorithm and the concept of Changeable Action Space Searching (CAS). In the first step, on a basis of collision risk calculated from fuzzy algorithm in the current time(t=to), alternative Action Space for collision avoidance is planned. In the second step, next alternative Action Space for collision avoidance in the future($t=to+{\Delta}t$) is corrected and re-planned with re-evaluated collision risk. In the third step, the safest and most effective course among Action Space is selected by using optimization method in real time. In this paper, the main features of the developed collision avoidance algorithm (CAS) are introduced. CAS is implemented in the ship-handling simulator of MOERI. The performance of CAS is tested on the situation of open sea with 3 traffic ships, whose position is assumed to be informed from AIS. Own-ship is fully autonomously navigated by autopilot including the collision avoidance algorithm, CAS. Experimental results show that own-ship can successfully avoid the collision against traffic ships and the calculated courses from CAS are reasonable.
