세계적으로 1,000만명 이상의 인구를 보유한 메가시티는 1975년만 해도 전세계에서 3개에 불과했지만, 2013년에 24개, 2025년에는 30개 이상으로 확대될 것으로 예측되고 2050년까지 전 세계적으로 30억명 이상이 스마트시티로 흡수될 것으로 전망된다. 특히, 아시아, 아프리카에서도 도시화가 급속도로 진행될 것으로 예상된다. 이처럼, 도시화가 진전되어 도시에 거주하는 인구가 늘어나게 되면 이에 비례하여 에너지 소비의 급속한 증가, 교통의 혼잡, 각종 인프라 노후 등 다양한 문제점이 발생할 수 있다. 이에 따라, 도시문제 해결을 위한 새로운 대안으로 스마트시티가 부각되고 있다. 스마트시티는 관련 기술의 발전과 함께 빠르게 확산되고 있으며 비용절감, 도시서비스 향상, 삶의 질 제고, 생산성 지속가능성을 향상시킬 수 있다. 그러므로 본 논문에서는 국내외 스마트시티 시장 규모와 동향을 분석하고 주요 국가별 스마트시티 관련 정책 및 추진 동향 과 구축사례 분석을 통해 스마트시티 관련 산업 분야별 개발현황과 시장을 전망함으로써 4차 산업혁명시대 국내 스마트시티 비즈니스 활용 모델을 제시한다.
PURPOSES : This study determined the optimal usage rate of RAP (reclaimed asphalt pavement) using cold central-plant recycling (CCPR) on a road-surface layer. In addition, a mixture-aggregate gradation design and a curing method based on the proposed rate for the surface-layer mix design were proposed. METHODS : First, current research trends were investigated by analyzing the optimum moisture content, mix design, and quality standards for surface layers in Korea and abroad. To analyze the aggregate characteristics of the RAP, its aggregate-size characteristics were analyzed through the combustion asphalt content test and the aggregate sieve analysis test. Moreover, aggregate-segregation experiments were performed to examine the possibility of RAP aggregate segregation from field compaction and vehicle traffic. After confirming the RAP quality standards, coarse aggregate and fine aggregate, aggregate-gradation design and quality tests were conducted for mixtures with 40% and 50% RAP usage. The optimum moisture content of the surface-layer mixture containing RAP was tested, as was the evapotranspiration effect on the surface-layer mixture of the optimum moisture content. RESULTS : After analyzing the RAP recycled aggregate size and extraction aggregate size, 13-8mm aggregate was found to be mostly 8mm aggregate after combustion. After using surface-chipping and mixing methods to examine the possibility of RAP aggregate segregation, it was found that the mixing method contributed very little for 3.32%, and because the surface-chipping method applied compaction energy directly as the maximum assumption the separation ratio was 15.46%. However, the composite aggregate gradation did not change. Using a 40% RAP aggregate rate on the surface-layer mixture for cold central-plant recycling satisfied the Abroad quality standard. The optimum moisture content of the surface-layer mixture was found to be 7.9% using the modified Marshall compaction test. It was found that the mixture was over 90% cured after curing at $60^{\circ}C$ for two days. CONCLUSIONS : To use the cold central-plant recycling mixture on a road-surface layer, a mixture-aggregate gradation design was proposed as the RAP recycled aggregate size without considering aggregate segregation, and the RAP optimal usage rate was 40%. In addition, the modified Marshall compaction test was used to determine the optimum moisture content as a mix-design parameter, and the curing method was adapted using the method recommended by Asphalt Recycling & Reclaiming Association (ARRA).
PURPOSES : This study presents the noise level and frequency characteristics investigated in the national highways with the consideration of various measuring conditions and/or methods. METHODS : The noise levels on the asphalt concrete pavement(ACP) and the jointed plain concrete pavement(JPCP) of the national highway were measured and analysed with respect to three variables, i.e., pavement type, surface condition, and measurement distance. The PASS-By method is utilized for the noise measurement and then using CPB spectrum analysis method with 1/3 octave bandwidth, the noise levels and frequency characteristics were calculated for two-second periods before and after the peak noise. RESULTS : Depending on the pavement type, the noise level was changed as the average noise levels are 73.3dB(A) and 78.3dB(A) for ACP and JPCP, respectively. With respect to the effect of surface condition, the average noise levels for crack H(high), M(medium), and L (low) sections are 77.4dB(A), 77.4dB(A), and 78.1dB(A), respectively. Regarding the measurement distance, 1.2meter difference in measuring location reduces 1.6dB(A) of noise level; the average noise levels at 5.3m and 7.5m from the centerline of outer lane are 72.8dB(A) and 71.2dB(A), respectively. It should be noted that the noise levels are slightly different as a function of vehicle speed and type. However, the overall trends for each case was similar. It was found that the domain frequency bands for ACP and JPCP were 400Hz~2000Hz and 500Hz~2000Hz, respectively. CONCLUSIONS : Based on the analysis with the measured noise date from national highway, it was concluded that the noise level and frequency band vary depending on the various conditions. It was also found that some variables significantly affect the noise level while others do not. With further systematic investigation, the comprehensive noise characteristics on the national highway can be achieved. Using such database, it is possible to develop the fundamental noise reduction technology.
Smart phone zombie or Smombie means pedestrians who walk without attention to their surroundings because they are focused upon their smart phone. Because the traffic accidents and injuries caused by Smombie have been increased rapidly in recent years, the social attention and policies are needed to prevent it. This study was conducted to analyze Smombie's current status and some solutions used before and to propose new improved method through the latest ICT trend. In this study, we did the field survey to check Smombies at several places in Seoul through people counting, and found that a lot of pedestrians still use the smart phone while walking. And we analyzed many case studies about some solutions to prevent Smombies previously. The case studies include legal regulations, government policies, smart phone app services and facilities that are used before. We studied them through internet searches and reference studies and we also checked the current operating situation as visiting several places that the solutions actually has been operated. Therefore, we found there are some limitations in previous solutions in terms of effectiveness and management. To consider new solution that can be expected to overcome the limitations, we analyzed the latest ICT trends focused on features to utilize the Smombie prevention, especially video recognition and digital signage. In these days, video recognition has been developed rapidly with assistance of AI technology and it can recognize the specific pedestrian's characteristics such as holding smart phone as well as hair style, clothes, backpack and etc. On the other hands, the digital signage is the convergence device that includes big display, network connection and various IoT sensors. It can be used as public media in many places for public services as well as advertising. Through these analysis results, we show the requirements and the user scenario for the improved method to prevent Smombie. Finally, we propose to develop R&D technology to recognize Smombie exactly as pedestrian attributes and to spread creative contents to increase pedestrian's interest and engagement for Smombie prevention through digital signage.
With the COVID-19 pandemic, the global economy has stagnated and our daily lives have changed. The rural economy is also experiencing damage, such as an average of 65% or more decrease in the number of visitors to rural experience resort villages due to the spread of COVID-19. In order to minimize the damage arising from the prolonged coronavirus, a hospitality system in response to changes in rural tourism behavior and consumer demand is needed to revitalize rural areas and maintain continuous economic independence. Therefore, this study attempted to find ways to utilize landscape resources such as education, culture, history, and ecology in order to complement the existing experience programs in connection with local resources and local environment. Wibong Village, which is the subject of the study, attempted to revitalize the village using the resources through the "Creative village creation" project in 2015. Due to poor management of historical resources, difficulty in operating experience programs, and response to changes in the natural environment, the rate of implementation of the project plan was very low. Currently, the demand for experience is also decreasing due to the COVID-19 effect, so it was judged that it was necessary to develop an experience village program suitable for the needs of experienced visitors by discovering additional local resources for the continuous operation of the experience village. In order to solve the problem of the use of landscape resources and the spatial composition of the study site, additional investigations of local resources were made, and an experience program course that could be operated by theme was proposed by configuring a space suitable for the use of landscape resources. By dividing the additionally investigated landscape resources into history, ecology, and region, an experiential course was created to separate the traffic lines, and the space composition for large-scale experienced visitors that had been previously operated was constructed in a form suitable for the post-corona era. In addition, at least two experiential tour courses that can be operated by period were proposed to maintain economic effects. Starting with this study, if further research on the creation and spatial composition of a rural experience village centered on the connection with the region, it will be used as research results that can be referenced in projects such as village creation, rural space planning, and living area analysis. It is expected that it will be able to effectively cope with the construction of a rural area suitable for the post-corona era, where demand is expected to increase in the future.
자유무역지역제도는 1970년부터 제조업 중심으로 산업단지형 자유무역지역에서 시행되어 왔으며, 입주기업에게 조세 감면 및 규제 완화 등의 혜택을 제공함으로써 외국인 투자를 유치하고 무역물동량 증가를 창출하는데 큰 역할을 해 왔다. 그러나 산업단지형 자유무역지역의 외국인투자 유치실적이 현저히 떨어지고 있는 실정이다. 한편으로, 항만형 자유무역지역에서는 항만 물동량의 증가로 발전 가능성을 크게 내포하고 있어, 현재까지 제조업 중심으로 시행되어 온 자유무역지역제도의 발전 방향을 점검해 볼 필요가 있다. 본 논문에서는 자유무역지역의 역할과 운영 실태를 파악하고 이에 대한 문제점을 도출하고자 한다. 이를 위해, 항만형 자유무역지역에 특화된 비즈니스 모델을 분석하여 문제점을 파악하고, 물품보관을 목적으로 한 내국 물품의 관세영역으로 재반출에 대한 제도 개선방안을 제시하며, 간이 시뮬레이션을 통하여 개선방안에 대한 효과를 분석하였다. 본 연구에서 제시한 제도 개선으로 자유무역지역을 국제물류허브 및 글로벌배송센터로 이용하고자 하는 외국기업을 유치하는데 매우 중요한 요소로 작용할 것이다.
4차 산업혁명의 대표라고 할 수 있는 자율주행차량의 안전한 운행을 위해서는 센서 기술, 소프트웨어 기술, 차량 기술 등 다양한 기술 조합이 필요하다. 자율주행차량은 차량 내에 탑재된 다양한 센서를 통해서 현재의 위치정보와 주변 상황을 인지하여 운전자에게 의존하지 않고 스스로 판단하고 주행하는 차량이다. 완전자율주행을 위해서는 완벽한 인지기술이 필요하고 정밀도로지도는 차선, 정지선, 신호등, 횡단보도 등에 대한 정보를 정밀하게 제공하고 있기 때문에 자율주행 차량에서 발생하는 인지 오차를 최소화시킬 수 있음으로, 신뢰성 있는 자율주행차량을 위해서는 도로 위 다양한 시설물들의 위치정보를 차량에 입력한 정밀지도 정보가 필수적이다. 본 연구에서는 정밀도로지도의 정의 및 필요성 국내외 동향을 분석하고 실제 운영되고 있는 대구광역시 자율주행특화지역(수성의료지구, 약 24km)과 세종특별자치시 행복도시(약 33km), 서울대학교 시흥캠퍼스 FMTC(Future Mobility Technical Center) PG(Proving Ground)를 대상으로 국토지리정보원 MMS(Mobile Mapping System) 측량 성과물을 활용하여 정밀도로지도 서비스인 Web GIS 기반 HD(High Definition) Map 프로토타입을 구축하였다. 추후 연구에서는 본 연구에서 구축한 정밀도로지도 서비스를 자율주행차량 및 관제 시스템에 탑재 시켜 실시간 위치검증 및 위치보정 알고리즘의 성능 검증을 진행하고자 한다.
사람의 이동권 보장과, 도시의 활동성 제고를 기본으로 하여, 궁극적으로 삶의 질을 높일 수 있는 공공공간을 만들기 위해서는 품격 있는 보행 공간 조성이 중요하다. 본 연구는 이런 품격 있는 보행 공간 조성을 위한 자료 구축의 밑거름을 마련하기 위해 보행길 평가체계를 개발하고자 한다. 먼저 요인과 공간을 견지하여 기본 체계를 설정하고 이 체계를 연구의 기본 틀로 하였다. 기존문헌을 통해 알아본 동향은 보행안전정책, 보행중심계획, 인식전환, 교통시스템, 활동연계보행, 시설활용보행, 자연역사연계보행, 콘텐츠융합보행 등 여덟 개의 범주로 나눌 수 있었다. 관련연구들에서 언급된 거시·미시 지표와 요소를 종합하여 분류하고 이를 통합하여 보편성과 차별화를 위한 바탕을 갖추었다. 다음으로 이를 보완하여 보행 체계의 기본 구성에 따라 안전항목에 보행잠재성과 경사안전성, 편리항목에 보행기초연결성과 대중교통연계성, 건강항목에 보행정돈성과 휴식편의성, 매력항목에 경관자원연계성과 활동풍부성 여덟 개의 거시 평가 체계를 설정하고 측정방법을 개발하였다.
본 연구는 도심지 지하 교통망 건설 중 터널굴착 공정에 적용하는 차수 그라우팅 공사의 과학적 및 공학적인 이론적 기반 체계적인 시공 프로세스를 개발하여 상대적으로 낙후된 국내 터널 차수그라우팅 공사의 시공품질을 어느 누가 시공을 하더라도 시공품질이 향상되며 지속적으로 유지하기 위한 목적으로 계획되었다. 개선된 터널 차수그라우팅의 주요내용은 크게 터널 차수그라우팅 적용구분과 그라우팅재료에 대한 정의, 지하수 수압조건의 그라우팅과 지하수유입에 대한 상관관계 분석, 암반의 특성인자연구 및 그라우팅 시공시 필요한 요소기술 및 주입관리기술들에 검토가 될 수 있다. 세계적인 연구의 추세를 살펴보면 이론적 기반 과학 및 공학적인 그라우팅 분야의 연구가 북유럽국가 (스웨덴, 핀란드, 노르웨이 등), 일본, 독일 및 미국 등을 중심으로 활발하게 진행하고 있다. 따라서, 본 연구에서는 터널 차수 그라우팅 시공기술들의 요소들에 대한 이론적인 분석을 통해 알고리즘을 정립하여 터널 차수 그라우팅 시공을 효과적으로 할 수 있는 시공 프로세스를 포함한 통합 솔류션을 제공하는 것이다.
정보기술의 발전으로 스마트한 관광서비스가 가능해졌는데, 관광산업이 기존 산업 범위를 벗어나 다른 산업과 융합을 통해 새로운 비즈니스 모델이 지속적으로 창출되기 위해서는 관광객들의 소비유형, 서비스 이용패턴 등을 정확히 이해하도록 빅데이터를 이해하고 활용하는 것이 필요하다. 본 연구는 제주 스마트 관광 활성화 방안을 제시하고자 제주도를 방문한 국내외 관광객의 카드사용 데이터와 위치기반 데이터를 기반으로 관광 빅데이터 분석을 수행하였다. 분석결과 사드의 영향으로 중국인 관광객의 제주도 방문율이 감소한 것을 알 수 있다. 소비현황분석 결과, 공항과 면세점이 위치한 북부지역에서 중국인 관광객 소비 대부분이 발생하고 있으며, 다른 지역에서의 중국인 관광객 소비수준은 매우 낮게 나타났다. 제주시 구도심 및 서귀포시 지역 경제는 전반적인 정체를 보이며, 정책 변화가 없는 한, 현재 지역 특성에 따른 소비트렌드 및 성장성이 유지될 전망이다. 셋째, 젊은 관광객의 고객 수뿐만 아니라 소비금액 비중도 증가하는 추세로, 젊은 세대들이 한 공간에서 먹고, 마시고, 쇼핑할 수 있는 제주도 복합쇼핑몰 설립으로 지속적 유입을 유도할 수 있는 방안 마련이 필요하다. 마지막으로 제주도의 와이파이 경로 분석을 통해, 관광객의 이동경로를 파악하여 날씨, 쇼핑, 편의시설, 교통 등 생활밀착형 서비스를 제공할 필요가 있다. 이러한 분석결과를 토대로 제주 관광객의 관광 행동을 이해하고 활성화 방안을 위한 공공정책과 마케팅 전략을 제시하였다.

1. (시행일) 이 약관은 2016년 9월 5일부터 적용되며, 종전 약관은 본 약관으로 대체되며, 개정된 약관의 적용일 이전 가입자도 개정된 약관의 적용을 받습니다.
