  • Railway fields are complicatedly connected with engineering such as physics, civil engineering, architecture engineering, electrical engineering (Telecommunication, signal, catenary, system), machine engineering and performance phase of project in domestic railway can be divided with four steps : planning, design, supervision, construction. Value Engineering is needed to reduce the cost of long period construction duration and periodically maintenance. Currently, railway design is difficult to act optimum design due to limited time, short of manpower, downsized of design company. therefore, VE concept in Design must require In order to solve this problem. it is called Design Management. This paper presents both item of design management and total design management tool of practical aspects, and describes LCC (Life Cycle Cost) analyze process and accomplishment process for applying VE concept

Economic Evaluation of IT Investments for Emergency Management : A Cost-centric Control Model

  • In an emergency management case, evaluating the economic value of information technology investments is a challenging problem due to the effects of decision making, uncertainty of disasters, and difficulty of measurements. Risk assessment and recovery process, one of the major functions in emergency management, consists of (1) measurement of damages or losses, (2) recovery planning, (3) reporting and approving budgets, (4) auctioning off recovery projects to constructors, and (5) construction for the recovery. Specifically and of our interest, measurement of damages or losses is often a costly and time-consuming process because the wide range of field surveys should be performed by a limited pool of trained agents. Managers, therefore, have to balance accuracy of the field survey against the total time to complete the survey. Using information technologies to support field survey and reporting has great potential to reduce errors and lowers the cost of the process. However, existing cost benefit analysis framework may be problematic to evaluate and justify the IT investment because the cost benefit analysis often include the long-run benefit of IT that is difficult to quantify and overlook the impact of managerial control upon the investment outcomes. Therefore, we present an alternative cost-centric control model that conservatively quantifies all cost savings to replace benefits in cost benefit analysis and incorporate the managerial control. The model provides a framework to examine how managerial decision making and uncertainty of disaster affect the economic value of IT investments. The current project in Emergency Agency in South Korea is introduced as a case to apply the cost-centric control model. Our work helps managers to better evaluate and justify IT-related investment alternatives in emergency management.

Economic Impact Analysis of Disaster Mitigation Projects in Hazardous Areas (자연재해위험지구 정비사업의 투자효과분석)

  • In order to improve the quality assurance of the disaster mitigation projects, the economic effect of these projects in the hazardous areas was analysed. Eight project sites were selected for analyses based on the disaster data during the previous 10 years, and the investment effect was evaluated using a benefit cost ratio (B/C). The benefit was estimated using the historical disaster data and presumed to continue for 30 years, while the cost was assumed with the total project cost. Analysis results indicate the B/C ratio is larger than 1 in the difference range, depending on factors such as impact areas and discount rates. According to the analysis results, the average B/C of the eight projects is 4.1 with assuming the discount rate of 4% and the impact diameter of 5 km, which implies that a disaster management project in hazardous areas will give the positive investment effects.

  • This study performs analyzing a status of labor cost policy of public construction project and labor management information system in Korea for improving of labor cost survey in the construction market. The outcome of this study will be helpful to build a labor cost information system included the information of man-hour, regular pay and benefit, total wage. And if these result is integrated with the information of worker's career, qualification, skill level, it is confidently expected that the survey of labor cost is reliable.

Estimation of Psychiatric Nursing Costs by Using the Resource-Based Relative Value Scale(RBRVS) (자원기준 상대가치를 이용한 정신과의 간호활동비용 산정)

  • This study was conducted to assess the amount of nursing services for psychiatric inpatients and to estimate psychiatric nursing costs by using the RBRVS. Full details of medical services, including physician and nursing services, for psychiatric inpatients were surveyed and data of general characteristics of hospitals and patients were also collected. The cost of nursing activities was estimated by the multiple conversion factor which was drawn from the Korean RBRVS Development Project to the RBRVS score of each nursing activities, which was drawn from the results of Korean Nurses Association (KNA)'s projects about nursing RBRVS development and cost of nursing activities. The data about 89 inpatients from 3 general hospitals with psychiatric departments were analyzed. The total cost of nursing activities for each patient per admission day was from KRW 22,185 to KRW 27,954 by hospital, and KRW 25,220 in average. The percent of nursing cost to the total cost of medical services was from 36% to 48% by characteristics of patients and 41.4% in average. The cost of nursing activities estimated in this study was between the existing NHI fee schedule and the one suggested by KNA. It is considered as appropriate and acceptable level compared to the total amount of medical services. In the process of KNA's activities to get nursing fee in NHI fee schedule, results of additional studies to estimate the cost of nursing activities balanced with total cost of medical services in every departments should be found and utilized.

  • Prediction of construction cost in the planning stage that provides basic information for feasibility study, budgeting, and planning is an important factor for successful project execution. In this study, a prediction model was developed for the purpose of improving the accuracy of estimating the construction cost of Hanok in the planning stage. The cost of this model is estimated by two methods. First, the cost of wood work, which accounts for the largest portion of the total construction cost, is estimated by calculating the approximate quantity under various conditions (structure type, roof type, plane type, etc.). Second, the cost of the rest work sections except the wood work is estimated by using the unit cost model. The predictive model was verified by two case projects, and the error rate of total construction cost was -4%(case 1) and -6%(case 2). These results showed an error rate in the range that can be applied to practice in the planning stage.

  • Many construction companies are simultaneously carrying out numerous projects in the housing construction industry. It is essential to accurately forecast the cash flow of a project through optimal process management and resource input in order to manage funds rationally and enhance the competitiveness of a company. Current cash flow forecasting methods offer lower accuracy due to a large gap between the revenue and expenditure element. Expenditure elements depends on the real-time changing actual cost for work performed. This research survey was conducted on the actual state of construction management of K company to investigate the problems of cash flow forecasting. To achieve this, the work process and construction management system were integrated to improve the cost management system of K company. To accurately forecast the cash flow of a project, revenue and expenditure elements were displayed in the total cash flow forecast window. This research is expected to assist in the implementation of a system of cash flow forecasting on housing construction by excluding negative elements of revenue and expenditure.

A Case Study on Construction Cost Comparison for On-Site Construction and Off-Site Construction of Plant Project (플랜트 건설의 현장시공 및 모듈시공에 대한 공사비 비교 사례연구 - Pipe Rack을 대상으로 공사비 산정 -)

  • The purpose of this study is to calculate and compare construction costs for On-Site Construction and Off-Site Construction in Plant Project. For this purpose, the target for calculating the construction cost was limited to the Pipe Rack(Steel Structure and Piping). The results derived according to the purpose of the study are as follows. 1)The direct construction cost for On-Site Pipe Rack construction was KRW 56 billion, with Steel Structure KRW 25.1 billion and Piping KRW 30.8 billion won. 2)Comparing the rate of change between On-Site Construction and Off-Site Construction, material costs increased by 1.9% and expenses by 192.1%, but labor costs decreased by -9.1%, resulting in a total direct construction cost increase of 8.4%. These results can be used as reference data to check the current status of the increase or decrease in construction costs when constructing Pipe Racks as Off-Site Construction.

  • Quantity take-off (QT) is one of the most important tasks for determining the total cost of a construction project, and it requires accuracy and reliability for the result. Accuracy and reliability in BIM-based QT are also required to assure the completeness of the result. However, there has been no basis to measure the completeness of the BIM-based QT result. As BIM is increasingly being adopted in the construction industry with a wide variety of purposes, it becomes more important to have a method to improve the completeness of BIM-based QT and criteria to measure it. This research focuses on the hypothesis that the completeness of BIM-based QT relies on the accuracy and reliability of BIM and the BIM-based QT process. As a basic research to determine the completeness of BIM-based QT, this research analyzes and derives factors that affect the completeness of BIM-based QT.

A Preliminary Study for Deriving Subjects of MOT Method Based on the Utilization Status in Korea Enterprises (기업활용수준을 반영한 기술경영 연구방법론 교과도출을 위한 사전연구)

  • This study focus on what methods of MOT are needed and utilized to solve a technical problem in the MOT leading company. We first classified the MOT methods by project life cycle and R&D job quality based on the several discussion with working group. In order to study, the survey was carried out by 168 experts working on MOT practices. Our main research findings are as follows. The level of utilized MOT methods was above average because MOT sector was beginning to represent an increasing share of total R&D business. But the satisfaction level on the MOT majors was below average. The more utilized MOT methods in practices were 'environment analysis and opportunity research,' 'business feasibility,' 'roadmapping,' 'portfolio,' 'technology tree,' 'scheduling,' 'risk management,' 'six sigma,' 'design of experiment,' 'quality control,' 'cost analysis' etc. And the subjects of product realization process were also needed to MOT practice such as 'design for reliability,' 'design for cost,' 'design for performance,' 'design for safety' deeply involved to product quality. Finally, the capability requested to University students were 'problem define and solving,' 'technology planning and strategy,' 'creative thinking.'
