우리나라의 공공건설공사는 입찰을 통해 공사를 발주하고 있으나 하지만 입찰의 특성상 참여자들간의 담합이 발생할 수 있다. 이에 따른 입찰담합은 발주자에게 손해를 가하는바, 이를 배상할 수 있도록 적절한 가상경쟁가격을 산정해야 한다. 이와 관련하여 계량경제학적 방법이 일반적으로 활용되고 있으나 건설공사, 특히 설계 시공일괄입찰의 특성상 여러 한계와 쟁점이 발생할 수밖에 없다. 따라서 본 연구에서는 설계 시공일괄입찰에서 합리적인 가상경쟁가격을 추정할 수 있는 방안을 제안한다. 이는 입찰 참가자가 제출한 설계도서로부터 한계비용을 도출하고, 입찰 참가자의 기술 수준과 경쟁업체의 기술 수준 및 입찰 형태에 따라 입찰율에 따른 요인을 검토하여 가상경쟁가격을 추정하는 방법이다. 본 연구에서 제안한 방법을 토대로 설계 시공일괄입찰 낙찰자 결정 방식의 특성이 반영된 합리적인 가격이 도출될 수 있으며, 답함에 따른 손해액 산정뿐만 아니라 실제 입찰 과정에서의 참고자료로 활용할 수 있을 것이라 판단된다.

Bidding systems in the domestic public construction work have been amended many times since the lowest-bidding system was implemented in 1951. However, this hasn't had much success. Competition in technical development among companies has declined as the contracts for buildings are given to company which submits the lowest price without considering traits of projects. In addition, as the construction market turns to the limitless competition system due to FTA(Free Trade Agreement), advanced techniques are needed to promote the national competitive power. Considering the needs of the times, Korean government announced that "Best Value Contract (Design-Bid-Build)" and "Bridging Contracts (Design-Build)" are included to 4 existing bidding systems in October 2007. Thus this study aims to suggest devised the evaluation criteria including major items for evaluating bidders, in order to establish and revitalize the best-value bid system successfully.

건설산업에서 정부는 발주자이며 최대의 수요자이다. 따라서 정부는 건설산업의 보호와 육성을 담당하는 가장 중요한 Sector임이 분명하다. 그 중에서도 발주제도는 발주자가 최종낙찰자를 선별하는 기준이 될 뿐만 아니라, 건설산업과 발주기관에 막대한 영향력을 미치게 된다. 따라서 본 연구를 통해 최근 제시된 최저가 낙찰제도의 확대시행이 건설산업과 공공부문에 미치는 영향을 Causal Loop Diagram을 활용하여 인과적으로 분석함으로써 제도가 가진 장점과 단점을 동시에 파악해 보고 현재 제도가 변화해 가는 형태를 살펴보고자 하였다. 이러한 분석을 토대로 기존의 대립을 거듭하던 연구에 중립의 입장을 지키며 제도를 분석하는 방식에 대한 새로운 입장을 제시하고자 하였다. 궁극적으로 최저가 낙찰제도의 확대에 대해 찬/반의 대립을 펼치고 있는 정부와 민간의 의식개선 측면에서 둘의 관계를 보다 유기적으로 개선하고, 제도의 비효율적 요소들에 대해 지속적인 관심을 이끌고 단점을 개선해 보다 제도를 발전적인 유도하는 것이 본 연구의 최종 목표로 설정하였다.

입찰프로그램은 민/관으로부터 고지되는 입찰 정보의 수집과 누적된 입찰결과의 통계적 분석방법을 사용하고 있지만 복수예가 추첨을 통한 낙찰방식으로 정확한 낙찰가를 예측하는 것은 쉽지 않다. 따라서 본 논문은 MLP, RNN 등의 방법을 이용하여 전자입찰 사이트인 전기넷에서 취득한 2015년 1월부터 2019년 8월까지 전기공사 낙찰현황 데이터의 정확도 등을 분석하고, 이를 통해 낙찰 하한가에 가장 근접하고 1순위 금액 사이의 금액을 예측하여 낙찰에 필요한 입찰금액을 예측하기 위한 기법을 제안한다.

가상상황 가치평가법은 시장에서 거래되지 않는 비시장재 또는 공공재의 가치를 평가하는데 자주 사용된다. 이 방법은 특정 금액에 대한 응답자의 지불의사를 질문함으로써 특정 공공재에 대한 지불의사확률을 추정하고 이를 binary-logit 분석을 통하여 그 재화의 사용가치를 추정한다. 본 논문에서는 이 방법을 사용하여 P산의 사용가치를 3가지 시나리오를 사용하여 평가하였다. 그 결과 P산에 대한 1회 이용의 지불의사액은 1,055.92원 ~ 1,995.61원이고 매주 10만 명의 이용객을 가정할 때 P산의 사용가치는 년 54.91억원 ~ 103.77억원으로 추정되었다.

As the construction of multi-family housings, especially apartments, has been increased since 1970s, the multi-family housing becomes one of the main housing types in Korea. With the increase of multi-family housings, managing them becomes an important issue. Since 2010, the government has made a lowest price award system by a competitive bid compulsory to promote the development of housing management systems. Although competitive bids were implemented, the maintenance company was finally selected by the price without any other consideration. Consequently, the quality of management service was not enhanced. The purpose of this study is to suggest the improvement scheme of multi-family housing management system. In this study, the bidding data of "K-apt", the bidding method and the successful tendered price are analyzed. The results of analyzing bidding materials, the proportion of applying a lowest price system was 67.7%. Also many diverse ways to select the best management company were used, but most of these ways were violate the law and guidelines of Ministry of Land, Transport and Maritime Affairs. It meant that the lowest price award system was not implemented by strict standards and didn't correspond with the needs of residents of apartment. This condition made the housing maintenance quality low and deteriorated the management industry development. To enhance this condition, a new standard to select the management company, which are included contents of quality of managing quality, management expenses and companies' soundness, is necessary.

본 연구는 낙찰가율에 영향을 미치는 용역계약에 대한 요인을 나라장터의 사례를 중심으로 분석하는 것을 목적으로 한다. 연구에서 발주기관과 입찰자가 광범위한 나라장터에서 낙찰가율에 영향을 주는 용역계약을 분석함으로써 기존 연구와의 차별성을 살펴보았다. 분석모형으로 낙찰가율 영향 요인으로 예산액, 계약 방법, 공고 일수, 낙찰 방법, 낙찰 하한률 등 5개의 독립변수를 활용하였다. 조사분석은 지난 18년간 나라장터 용역입찰건에 대한 데이터를 텍스트 마이닝을 이용하여 빅데이터를 수집하고 다차원적인 방법으로 데이터를 분석하였다. 분석 결과 첫째, 예산액은 낙찰가율을 결정하지 않는다. 다만 소액의 경우에는 그러하지 아니하였다. 둘째, 계약 방법은 낙찰가율에 영향을 미치는 것으로 나타났다. 셋째, 공고 일수가 길어질수록 낙찰가율이 감소하고 있다. 넷째, 낙찰 방법은 낙찰가율에 영향을 미치고 있다. 다섯째, 낙찰 하한률은 낙찰가율을 결정하고 있다. 본 연구는 낙찰가율에 영향을 미치는 요인에 대한 실증분석 결과를 토대로 정책적 시사점을 찾고자 하였다.

The purpose of this paper is to develop a model for selecting the best contractor in the Gaza Strip using the Artificial Neural Network (ANN). The contractor's selection methods and criteria were identified using a field survey. Fifty four engineers were asked to fill a questionnaire that covers factors related to the selection criteria of contractors practiced in Gaza Strip. The results shows that the dominant part of respondents (91%) confirmed that the current awarding method "the lowest bid price" is considered one of the major problems of the construction sector, "award the bid to the highest weight after combination of the technical and financial scores" represented 50% of the respondents. The criteria weights were determined based on Relative Importance Index (RII. Ninety-one tenders(13 projects) were used to train and test the ANN model after re-evaluating the contractors depend on the weights of factors to select the best contractor who achieves the highest score. Neurosolution software was used to train the models. The results of the trained models indicated that neural network reasonably succeeded in selection the best contractor with 95.96% accuracy. The performed sensitivity analysis showed that the profitability and capital of company are the most influential parameters in selection contractors. This model gives chance to the owner to be more accurate in selecting the most appropriate contractor.

2010년부터 2013년까지 낙찰자 선정방식이 설계적합 최저가방식, 종합평가방식(입찰가격 조정, 설계점수조정, 가중치기준), 확정금액 최상 설계방식으로 변경되었다. 따라서 이 연구는 국내에서 시행된 변경된 방식에 의한 토목부분 턴키 대안입찰공사의 발주현황, 건수, 수주실적, 낙찰률 범위, 공종별 발주기관별 수주실적, 가중치 낙찰자 수주실적 등의 분석을 통해 국내 낙찰자 결정방식이 건설산업에 미치는 영향, 심의 발주방식 및 운영상의 문제점을 분석하여 제시하였다.
