A Brief Empirical Investigation of Seaport Clustering by Using Meta-Frontier and Cross-efficiency Models (메타프론티어와 교차효율성 모형을 통한 항만 클러스터링의 실증적 검증소고)

  • This study is to investigate seaport clustering by using meta-frontier and cross-efficiency models. Data covers the 13 Asian ports during 2009, 2010 and 2013 with 3 inputs(depth, total area, and number of cranes) and 1 output(TEU). Correlations coefficient from cross-efficiency matrix are used for measuring clustering dendrogram. After that, meta-frontier analysis for investigating whether the clustering using cross-efficiency method increases the meta-efficiency. Empirical main results are as follows: First, group efficiencies of Busan, Incheon, and Gwangyang ports are increased. Second, meta and group efficiencies of China ports are greater than those of Korean ports. Third, distortion of technology gap of Gwangyang is lower than that of Busan and Incheon. Fourth, Gwangyang, clustering with Ningbo, Chingtao, Tokyo and Caosung ports in 2009 and with Dubai port in 2013 can increase the efficiency. Fifth, to enhance the efficiency, Busan port should be clustered to group 2 in 2010 and group 1 in 2013, and Incheon port clustered to group 2 in 2010 and 2013. Fifth, it is empirically investigated that Busan, Incheon and Gwangyang ports can increase the efficiency by using Cross-efficiency and Meta-frontier models. Port policy planner should promote the clustering policy for Busan with Hong Kong, Shanghai, and Singapore, Incheon and Gwangyang with Chingtao, Nagoya, Ningbo, Tokyo, and Kaoshung ports.

Alternatives for Strengthening the Function of Free Trade Zone in Gwangyang Bay Area (광양만권 자유무역지역의 기능 강화 방안에 관한 연구)

  • Recently, Free Trade Area generally moves toward a complex and total zone carrying out the logistics and production function simultaneously. Nevertheless, Free Trade Area of Gwangyang Bay Area performs a traditional logistics function only without a introduction of production function. Therefore, the purpose of this research is to suggest alternatives for strengthening the function of Free Trade Area of Gwangynag port. The main findings of this research is summarized as followings. First, a complex and total Free Trade Area through enhancing a production function is to be established. Second, for an efficient management & operation of Free Trade Area, a cooperative system establishment between Free Trade Areas and a single operation system is necessary.

Distributional Characteristics and Carrying Capacity of the Potentially Risky Species Noctiluca scintillans at International Korean Seaports (잠재적 위해종인 야광충의 항만 분포 특성과 수용능력)

  • Ongoing port baseline surveys are essential for developing ballast water management procedures in order to control unwanted or potentially risky species. Seasonal distributional patterns of marine dinoflagellate Noctiluca scintillans internationally recognized as harmful species and the related environmental factors were surveyed at Incheon, Gwangyang and Ulsan seaports in Korea from 2007 to 2009. The above three seaports were chosen because of their status as the busiest in Korea and characterized by their different bioregions. Average temperature ranged from $2.08^{\circ}C$ in winter to $26.39^{\circ}C$ in summer at Incheon, $7.22^{\circ}C$ in winter to $25.77^{\circ}C$ in summer at Gwangyang, and $11.59^{\circ}C$ in winter to $21.67^{\circ}C$ in summer at Ulsan during the study period. Average salinity varied from 26.88 in winter to 31.25 in summer at Incheon, 22.83 in winter to 33.41 in summer at Gwangyang, and 30.04 in winter to 33.90 in summer at Ulsan. Noctiluca scintillans appeared consistently at all ports during the study period, indicating its eurythermal and euryhaline nature. The highest abundances (21,813 to 41,753 $inds{\cdot}m^{-3}$) of N. scintillans were observed in May 2008 and 2009 at the outer stations of Incheon port. Abundances of between 10,000 and 30,000 $inds{\cdot}m^{-3}$ were only observed at the innermost station of Ulsan in May, while abundances of between 10,000 and 40,000 $inds{\cdot}m^{-3}$ were frequently observed throughout all stations at Gwangyang during the study period, coinciding with consistently high concentration of chlorophyll-a (hereafter chl-a) ($4.32-8.24\;{\mu}g\;l^{-1}$) compared to other ports. Spatio-temporal variation of chl-a concentration was not significantly correlated with abundances of N. scintillans (p>0.01). However, relatively high chl-a concentrations were consistently recorded along with high abundances of N. scintillans throughout all stations at Gwangyang compared to other ports. Abundances of N. scintillans observed at the three surveyed ports did not significantly (p>0.01) affect the concentration of dissolved oxygen in the surface mixed layer, indicating that the species abundances were not enough to cause reduction of dissolved oxygen during the study period. Presented results indicated that the Gwangyang seaport may provide the most suitable environment for a wide range of N. scintillans blooming compared to other ports.

The Evaluation of Location Competitiveness for International Logistics Center: Case of Northeast Asia

  • The expansion on the scale of international trade and rapid economic growth in Northeast Asia have caused intense competition among global companies for securing international logistics center in Northeast Asia. Analyzing location competitiveness for international logistics center in Northeast Asia, this paper aims to extract implications for enhancing locational competitiveness. Employing the relative importance among location selection factors extracted from AHP analysis in prior study, we evaluated the major five port-cities in Northeast Asia including Busan, Gwangyang, Shanghai, Qingdao and Tokyo. In the evaluations, Shanghai (3.926) ranked as the first, followed by Busan (3.859), Qingdao (3.555), Tokyo (3.013) and Gwangyang (2.915). Furthermore, the causal relationships between determinants for location choice decision (logistics factor, cost factor, market factor, service factor and environmental factor) and dependent variables (competitiveness of international logistics center, potentiality to growth, present intention to move into and future plan to move into) were analyzed to provide implications. Results provide useful insights for further improvements, and helps strategic agenda for future development of port-cities.

To mitigate the danger to vessels in Gwangyang harbor and to secure the safety of maritime environment, we established one way traffic between No.3 Route and No.4 Route, Designed of deep water line on No.3 route, Extended one-way route for Myo-Do Passage etc.

The Priority Analysis of Reserve Berth in Gwangyang Port Using Fuzzy-AHP (Fuzzy-AHP를 이용한 광양항 컨테이너부두 여유선석 활용대안 우선순위 분석)

  • Competition between international Hub ports has been more and more intense. In order to invigorate itself, Gwang-Yang port has been making multilateral efforts. However, it has not still reached 300Millions TEU which is the standard to be permitted as a self-reliance Hub port. Therefore, a functional modification of berth should be considered. This study suggests to transform container berths to general berths. This article is focused on reserve berth mode of Gwang Yang hub port and selected three kinds of berths as alternative subjects of the study: general berth, exclusive berth, and multipurpose berth. This research has conducted that The subjects of the survey were in relation with Logistics as professional mutually group about Gwang-Yang hub port. The measurements of this survey were measure section and factor. Also, Fuzzy AHP(Analytic Hierarchy Process) was applied to the survey. According to the result, by measuring weight values of alternatives, the best favored one was multipurpose berth expect stability (32.6%), Exclusive berth was graded the most among the alternatives. Also, based on total weight value, the order of priority is as follows: multipurpose berth(38.2%), exclusive port(33.7%), general berth(28.1%).

Allocating the Budget of Port Incentives for Customers (항만 인센티브 예산의 합리적 배분방법)

  • The port incentive scheme currently implemented in various Korean ports is used as a marketing tool to increase price competitiveness. Typically, ports implement piecemeal imitation strategies to enhance their competitiveness, rather than a precisely designed system. A precise analysis of the effectiveness of a port's system and scheme redesign are lacking because budget allocation is done without input from customers and freight groups. This study models the incentives faced by ports using a linear programming model. We use the Gwangyang port as the base case. Our analysis of the Gwangyang port reveals that there are insufficient incentives implemented when a traditional qualitative analysis is used. We also identify any excess, deficiency, or absence of the incentive effect for each type of customer and freight group. We find the overall budget of the incentive scheme to be more rational when ports allocate funds to minimize port mileage, and allocate 61.77 percent and 38.23 percent of the budget on existing and new (or increased) cargo inventory, respectively. Future studies can build on our work by further considering basic inputs, and by adding a system to estimate the input data of our model to identify constraints and thus provide a more accurate incentive scheme.

  • Lately, various nations including the U.S. and China aim to decrease air pollutants in port areas. As the number of vessels as ports increases, the volume of cargo and air pollutants emitted from vessels are also increasing. Therefore, the social responsibility of port construction, shipping companies and terminal operators is becoming important. Alternate Maritime Power(AMP) is an anti-pollution measure which helps in reducing air pollution generated from diesel generators by using shore electric power. This study compares the AMP tariff and Bunk Fuel tariff at berth in order to determine how to operate an efficient offshore power supply facility in Gwangyang Port.

A Trend Analysis of Competition Positioning in Korean Seaport by Using BCG Matrix

  • This paper has shown the trend of competition positioning of 26 Korean ports in 1994, 1999, and 2003 by using BCG matrix which consists of relative market shares, growth rate of cargo handling, and also growth rate and CCR and BCC efficiency scores with scale efficiency scores in the vertical and horizontal axes. The empirical main results are as follows. First, Incheon Port, Pyungtag Port, Gwangyang Port, Busan Port, Pohang Port and Woolsan Port have shown their competitive positioning in terms of market share and growth rate. Second, Pyungtag Port, Wando Port, Tongyoung Port, Gohyun Port, Samcheog Port, and Okgae Port have their competitive positioning in terms of growth rate and scale efficiency scores. The main policy implication of this paper is to emphasize that BCG matrix method using in this paper can give seaport manager the basic information for planning the future port management for enhancing the competitive positioning among Korean seaports.

The Effects of the Changes of Economic Variables on the Import Container Volume of Gwangyang Port (경제변수의 변동이 광양항 수입컨테이너 물동량에 미치는 효과)

  • This study investigates the difference of behavioral patterns between the import container volume of all ports and that of Gwangyang port in Korea. All series span the period January 1999 to December 2008. I first test whether the series are stationary or not. I can reject the null hypothesis of a unit root in each of the level variables and of a unit root for the residuals from the cointegration at the 5 percent significance level. I hitherto make use of variance decompositions and impulse response functions, both of which have now been widely used to examine how much movement in one variable can be explained by innovations in different variables and how rapidly these fluctuations in one variable can be transmitted to another. The variance decompositions for the import container volume show that the proportions of the forecast error variance of import container volumes explained by themselves are 30 and 26 per cent after 12 months, respectively. As a result, innovations in exchange rate and business activity explain 70 and 74 per cent of the variance in the import container volume. All in all, innovation accounting indicates that import container volumes are not exogenous with respect to exchange rate and business activity. The impulse responses indicate that container volumes decrease sharply to the shocks in exchange rate and decay very slowly to its pre-shock level, while container volumes respond positively to the shocks in the business activity and disappear very slowly, showing that the shocks last very long. Furthermore Gwangyang port is more sensitive to the change of the exchange rate and the industrial production than all ports.
