Reforming Method and Proposal for the Technical Regulation of Extremely Electric Filed Strength Radio Equipment below 135kHz (135kHz 이하 미약 전계강도 무선기기 기술기준 개선 방안 및 제안)

  • This paper analyzed the problems of the Korean output regulation in the relevant band through an analytic comparison of the current trend of each country and their standard values concerning electric field strength (technical standard) of weak wireless stations with less than 135kHz. In connection with the standard value of electric field strength of each country, which has been proposed in the registration of the appropriate electric wave, the paper aims to propose the standard value of electric field strength that could actually be introduced for suitable unauthorized wireless devices (weak wireless devices) in Korea. Provided that the Korean standard may be upgraded based on the tolerances of electric field strength proposed m this paper, this is expected to be committed to the distribution and advancement of weak wireless devices; and further it is anticipated to be prepared with competitiveness not only in the Korean communications market, but also in the international communications market.

A Study on Revising 1:1,000 Digital Topographic Maps for Seoul Metropolitan Area (서울시 1:1,000 수치지형도 갱신에 관한 연구)

  • This study focused on developing a comprehensive strategy to revise 1:1,000 digital topographic maps for Seoul metropolitan area in terms of both organizational and technical aspects. First of all, we analyze the elements of' the revision strategy in the organization domain and produce four alternatives. Of these alternatives, we suggest a best alternative which appears to be practically sound. Secondly, we review four possible map updating methodologies, paper map digitization, a partial topographic map revision method, a method utilizing scanned aerial photographs, and a method using digital orthophotos. Through a detailed technical analysis and cost analysis of each method, we suggest a reasonable map updating method. Finally, we provide a guideline for distributing 1:1,000 digital topographic maps based on the digital map distribution policy National Geography Institute.

CLIMATE CHANGE IMPACT OVER INDIAN AGRICULTURE - A SPATIAL MODELING APPROACH

  • The large-scale distribution of crops Is usually determined by climate. We present the results of a climate-crop prediction based on spatial bio-physical process model approach, implemented in a GIS (Geographic Information System) environment using several regional and global agriculture-environmental databases. The model utilizes daily climate data like temperature, rainfall, solar radiation being generated stocastically by in-built model weather generator to determine the daily biomass and finally the crop yield. Crops are characterized by their specific growing period requirements, photosynthesis, respiration properties and harvesting index properties. Temperature and radiation during the growing period controls the development of each crop. The model simulates geographic/spatial distribution of climate by which a crop-growing belt can also be determined. The model takes both irrigated and non-irrigated area crop productivity into account and the potential increase in productivity by the technical means like mechanization is not considered. All the management input given at the base year 1995 was kept same for the next twenty-year changes until 2015. The simulated distributions of crops under current climatic conditions coincide largely with the current agricultural or specific crop growing regions. Simulation with assumed weather generated derived climate change scenario illustrate changes in the agricultural potential. There are large regional differences in the response across the country. The north-south and east-west regions responded differently with projected climate changes with increased and decreased productivity depending upon the crops and scenarios separately. When water was limiting or facilitating as non-irrigated and irrigated area crop-production effects of temperature rise and higher $CO_2$ levels were different depending on the crops and accordingly their production. Rise in temperature led to yield reduction in case of maize and rice whereas a gain was observed for wheat crop, doubled $CO_2$ concentration enhanced yield for all crops and their several combinations behaved differently with increase or decrease in yields. Finally, with this spatial modeling approach we succeeded in quantifying the crop productivity which may bring regional disparities under the different climatic scenarios where one region may become better off and the other may go worse off.

The Spatial Characteristics of Transit-Poors in Urban Areas (대중교통서비스 취약계층의 공간적 분포 특성)

  • This paper identifies public transit-poors and derives spatial characteristics of the poors' distribution in an urban area by utilizing buffering analysis of geographic information systems and remote sensing techniques in the case of Daegu metropolitan city. Since special attention is given to elderlies, this study assigns three hundred meter buffer from bus/subway station as service boundary for elderlies. The results of this study tell us that 1) the transit-poors are concentrated on suburban and rural regions, 2) high proportions of the transit poors are elderlies with spatial variations in many regions, 3) the main housing type of the transit-poors is single detached house. We expect that this study can contribute to build an effective policy-making by showing essential technical processes and methods in identifying policy-need groups and their characteristics of spatial distribution.

  • At the core of future medicine is the realization of Precision Medicine centered on individuals. For this, we need to have an open ecosystem that can view, manage and distribute healthcare data anytime, anywhere. However, since healthcare data deals with sensitive personal information, a significant level of reliability and security are required at the same time. In order to solve this problem, the healthcare industry is paying attention to the blockchain technology. Unlike the existing information communication infrastructure, which stores and manages transaction information in a central server, the block chain technology is a distributed operating network in which a data is distributed and managed by all users participating in the network. In this study, we not only discuss the technical and legal aspects necessary for demonstration of healthcare data distribution using blockchain technology but also introduce KOREN SDI Network-based Healthcare Big Data Distribution Demonstration Study. In addition, we discuss policy strategies for activating blockchain technology in healthcare.

A Study on the Advancing Status and Suggestions for the Development of CALS (CALS의 추진현황 및 발전방안에 관한 연구)

  • CALS(Commerce At Light Speed) which originated in the early 1980's in the military sector is now an integral component in our global strategy to further heighten competitiveness. Through integration and streamlining of production, distribution, technical information and management, CALS will certainly lead the world out of these economically challenging times and into new global prosperity. However, not much effort have been focused on the development and diffusion issues of component technologies such as ERP/SCM(Enterprise Resourses Planning/supply Chain Management), PDM(Product Data Management), and BPR(Business Process Reengineering) related with the CALS in electronic industry. Therefore, the purpose of this study is to analyze the advancing status and to present suggestions for the development of the CALS in electronic industry. In order to achieve the purpose, the case study has been conducted using the questionaries on the end-users and the interviews on the managers in the CALS area. The case study cover 57 users of the CALS for the three outstanding electronics(L, S, and D Electronics) in Korea. The questionaries include five success measures and eleven diffusion factors for the component technologies such as ERP/SCM, PDM, and BPR. In summary, the CALS will serve as the bases for exciting corporated innovations and the common business framework which facilitates the realization of Virtual Enterprise and Electronic Commerce in the 21st century.

  • The strategy through visual sense is one of the ways that subject builds the outside world and communicates. The visual sense seems higher level of dependence than the other senses and contributes to intercommunication. For this reason, the desire of image dates back to primitive art and visual image(visual media and visual culture) has dialectically developed in the history of mankind. Visual subject, based on perspective of Renaissance, was moved from God to human beings. Andre Bazin's 'la genese automatique' through technical art has epochally changed the paradigm of visual art and visual culture. From primitive art to photo and film, the image, based on visual sense, has reflected human wish, appealed visual desire and led to evolution of image. In the late 20 century, without dialectical evolution of technology and culture, rapidly progressive digital image has changed social and cultural implication over rational strategy of production and distribution and it strengthened authority of image through visual approach of endless desire. The goal of this study is to analyze the value change of digital image developing a new Renaissance through production, reading, communication, and implication of evolution due to digitalized image, which has evolved as object and tool of desire.

  • Cloud Computing allows application providers seamlessly scaling their services and enables users scaling their usage according to their needs. In this paper, using queuing game model, we present service scheduling schemes which are used in software as a service (SaaS). The object is maximizing the Cloud Computing platform's (CCP's) payoff via controlling the service requests whether to join or balk, and controlling the value of CCP's admission fee. Firstly, we treat the CCP as one virtual machine (VM) and analyze the optimal queue length with a fixed admission fee distribution. If the position number of a new service request is bigger than the optimal queue length, it balks. Otherwise, it joins in. Under this scheme, the CCP's payoff can be maximized. Secondly, we extend this achievement to the multiple VMs situation. A big difference between single VM and multiple VMs is that the latter one needs to decide which VM the service requests turn to for service. We use a corresponding algorithm solve it. Simulation results demonstrate the good performance of our schemes.

  • Cloud accounting represents a new area of accounting information systems. Past research has often focused on accounting information systems and its antecedents, rather than factors that adopt cloud accounting system. The purpose of this paper is to explain the factors that influence the adoption of cloud accounting in the financial sectors. This paper applied the technology acceptance model (TAM), technology-organization-environment, and the De Lone and Mc Lean model, coupled with proposed factors relevant to cloud accounting. The proposed model was empirically evaluated using survey data from 187 managers (financial managers, IT department managers, audit managers, heads of accounting departments, and head of internal control departments) in Jordanian bank branches. Based on the SEM results, top management support, organizational competency, service quality, system quality, perceived usefulness, and perceived ease of use had a positive relationship with the intention of using cloud accounting. Cloud accounting adoption positively affected cloud accounting usage. This paper contributes to a theoretical understanding of factors that activate the adoption of cloud accounting. For financial firms in general the results enable them to better develop cloud accounting framework. The paper verifies the factors that affect the adoption of cloud accounting and the proposed cloud accounting model.

  • The rapid change in industry and the technological gap give rise to social demand for upskilling and reskilling and spread of alternative education. Against this backdrop, digital certification and career management tools can be used to manage various types of learning activities comprehensively. Digital badges provide various kinds of history information related to individual learning, and the reliability and transparency of the issued information can be strengthened by applying blockchain technology. There have been various discussions about digital badges for a long time, but due to the lack of standards to support the issuance and distribution of digital badges, they have been partially used in some areas. However, interest in digital badges is increasing due to the development of related technologies, establishment of standards, paradigm changes in higher education, and government policies related to nurturing digital talent. This paper deals with the use of digital badges for efficient and transparent learning management and career management in an online learning environment. The researcher analyzes the technical characteristics and use cases of digital badges, and proposes a plan for use in online higher education based on them.
