A Study on the Improvement of Depreciation Management for Construction Equipment Considering Economic Efficiency (경제성에 의한 건설중장비 감가상각관리 개선)

  • Construction equipment has applied to depreciation over the years, however, the price index for construction equipment is not properly reflected in existing quantity per unit and the local tax law. Thus, this study shows the analysis of the corporate tax law, the local tax law and business accounting standards, characteristics of the domestic depreciation system and depreciation methods, and the capital recovery factor of construction equipment applying the theory for economic efficiency. It also presents cases of depreciation on the basis of quantity per unit and tax law using straight-line depreciation method and declining balance method. It is proposed that the relations of the application system of permissible period for construction equipment and the existing system be explained and the application system of permissible period for construction equipment be imposed. Furthermore, it proposes the development of depreciation tables of construction equipment monthly expenses based on the domestic price index and applications. In addition of that, it proposes the analysis of pros and cons of the methods suggested and application limits of the study and subsequent improvement plans. This study should reflect more rational and objective reality in quantity per unit and tax law.

  • Since the Kyoto Protocol was released in 2005, there has been a number of mechanisms about funding and how to allocate the burdens. The UNFCCC(United Nations Framework Convention on Climate Change)have discussed establishing an international fund to support the reduction of a greenhouse gas. As the availability of adaption finance for developing countries increase, it's needed for a way of prioritizing countries. This article analyzes the carbon reduction system that includes a emission trading scheme, a carbon tax and examines GCF(Green Climate Fund)'s role and needs. A solution to finance Green Climate Fund is more preferred a harmonized carbon tax that across all nations with carbon tax. Especially the role of industrialized countries is important that based on their historical responsibility for fossil fuel emission. That is, they should get more shares of the global costs than developing countries.

  • Data mining techniques can also be used to increase the efficiency of production in the tax sector, which requires professional skills. As tax-related computerization was carried out, large amounts of data were accumulated, creating a good environment for data mining. In this paper, we have developed a system that can help tax accountant who have existing professional abilities by using data mining techniques on accumulated tax related data. The data mining technique used is random forest and improved by using f1-score. Using the implemented system, data accumulated over two years was learned, showing high accuracy at prediction.

Assessing Possible Tax Plans on Nuclear Electricity Generation in Korea (원자력 발전에 대한 과세방안 연구)

  • In Korea, nuclear power plants are major sources of electricity supply with relatively low costs. Despite the importance and scale of nuclear electricity generation, the Korean tax and levy system is less organized than those in other countries, such as France and Japan, where nuclear power plants also play significant roles for electricity supply. Countries impose tax on nuclear electricity generation roughly in three ways: tax on nuclear reactors; tax on uranium fuel; tax on electricity from nuclear power plants. The Korean government may consider taxing nuclear electricity generation based on uranium fuel or electricity generation. If taxing on uranium fuel at the rate of 90 KRW per milligram of uranium, the Korean government can collect additional tax revenue of 430 billion KRW. If taxing on electricity from nuclear power plants at the rate of 11 KRW per kilowatt-hour, the government can collect additional tax revenue of 1,600 billion KRW.

  • We investigate the optimal consumption and investment problem of working agent who faces tax system on consumption, labor income, savings and investment. By applying martingale method, we obtain the closed-form solutions so it is possible to verify the effect of tax system analytically.

  • The purpose of this paper is to determine whether the rate schedule of the Korean income tax system embodies the theoretically desirable distribution of the tax burden by income classes. The paper follows the approach of Young (1990) who has estimated the utility function and calculated the magnitude of sacrifice, i.e., the tax burden. The main point of the study is to estimate the utility function. The estimation results may differ if different data sets are used. Therefore, this paper employs the effective as well as the nominal tax rate schedule. The findings derived in this paper are 1) that the effective rate schedule is more appropriate in estimating the utility function; 2) that the middle class has born the relatively heavier burden over time; 3) that the current income tax credit scheme curtails the tax burden on the middle class while intensifying the tax burden of the lower and upper income classes; 4) that reducing the amount of deduction moves the distribution of tax burdens by income classes closer to the theoretically desirable model; 5) that the rate schedule of the Korean income tax system, particularly in 1991, did not conform to the desired model as did the tax systems of developed countries such as the United States, Italy, Japan, and Germany.

  • The purpose of this study is to evaluate our system and consider how the tax rules on corporate reorganization and asset adjustment account can be improved. The scope of this study includes the Korean tax rules on corporate reorganizations, as well as key tax benefits provided by the Special Tax Treatment Control Act. In case of Korea, The relevant regulations and system of taxation respecting the merger has been made the rapid progress in several respects in this situation, there are capable of improvement. This paper suggests improve some problems on tax avoidance abusing incomplete tax law. First, the asset adjustment account is the difficulty that it needs to follow-up during this period of time, as well as the complexity of the accounting and tax adjustments on the practice. If it is permitted to succeed asset-liability as market value, the complexity of asset adjustment account in corporate tax accounting also disappear. Second, in case that controlling shareholders possess more than 20% of merged entity, they could not get the tax deferral until after the time of two years has elapsed. It needs to further alleviate the merged entity ratio than the present level. Finally, after the merger it will be to strengthen the surveillance provisions of five years from the current two years. In addition, continuity of shareholder's requirements and business requirements, it is also necessary to strengthen the requirements of the follow-up provided by a separate regulation.

  • Electronic commerce creates serious problems for tax administration because of difficulties associated with the identification of traders, coding of trade activities and so on. The core issue with respect to resolving tax-related problems in electronic commerce is first, the identification of individual transactions through internet and their contents as well as traders. Secondly, it is the ability of tax authorities to secure effectively such data and information as identifying taxpayers, taxable amount and tax evasion on time. The tax authorities are studying the way to resolve tax evasion associated with electronic commerce by using payment system. Above of all, it is imperative to establish a systematic international cooperation in collecting value added taxes for electronic commerce. In order to enhance the effectiveness of tax system, the authorities of different nations should make joint efforts to collect taxes by exchanging such information as identification and registration of business as well as details of transactions among nations of production and consumption.
