Variation and Forecast of Rural Population in Korea: 1960-1985 (농촌인구(農村人口)의 변화(變化)와 예측(豫測))

  • This study investigated the relationship between the cutflow of rural population and agricultural policy by using time series method. For the analytical tools, decomposition time series methods and regression technique were employed in computing seasonal fluctuation and cyclical fluctuation of population migration. Also, this study predicted farmhouse, rural population till the 2000's by means of the mathematical methods. The analytical forms employed in forecasting farmhouse, rural population were Exponential curve, Gompertz curve and Transcendental form. The major findings of this study were identified as follows: 1) Rural population and farmhouse population began to decrease from 1965 and hastily went down since 1975. Rural population which accounted for 36.4 percent, 35.6 percent of national population respectively in 1960 diminished about two times: 17.5 percent, 17.1 percent respectively. 2) The rapid decreasing of the rural population was caused because of the outflow of rural people to the urban regions. Of course, that was also caused from the natural decreases but the main reason was heavily affected more the former than the latter. In the outflowing course shaped from rural to the urban regions, rural people concentrated on such metropolis as Seoul, Pusan, Keanggi. But these trends were diminishing slowly. On the other hand, compared with that of the 1970's the migration to Keanggi was still increasing in the 1980's. That is, people altered the way of migration from the migration to Seoul, Pusan to the migration to the out-skirts of Seoul. 3) The seasonal fluctuation index of population migration has gone down since the June which the request of agricultural labor force increases and has turned to be greatly wanted in the March as result of decomposition time series method. As result of cyclical analysis, the cyclical patterns of migration have greatly 7 cycle. 4) As result of forecasting the rural and farmhouse population, rural and farmhouse population in the 2000 will be about 9,655(thousand/people) and 4,429(thousand/people) respectively. Thus, it is important to analyze the probloms that rural and farmhouse population will decrease or increase by the degree. But fairly defining the agricultural into a industry that supply the food, this problem - how much our nation need the rural and farmhouse population - is greatly significant too. Therefore, the basic problems of the agricultural including the outflows of rural people are the earning differentials between rural and urban regions. And we should regard the problems of the gap of relative incomes between rural and urban regions as the main task of the agricultural policy and treat the agricultural policy in the viewpoint of developing economic equilibrium than efficiency by using actively the natural resources of the rural regions.

Estrogen Replacement Effect of Korean Ginseng Saponin on Learning and Memory of Ovariectomized Mice

  • Estrogen can influence on the expression of behaviors not associated directly with reproduction, including learning and memory. Recently estrogen has received considerable attention for its effects on neuroprotection and neural circuits in brain areas associated with cognition. Although estrogen replacement therapy may be helpful to postmenopausal women, it also results in a number of harmful side effects. Ginseng also has steroidal qualities and contains several ginsenoside components which have similar backbone structure to estrogen. The objectives of this experiment were 1) to examine the effects of estrogen and 2) to investigate the effects of ginsenosides as estrogenic agent on learning and memory using the Morris water maze, a traditional experimental task for spatial memory. In the experiments designed here, ovariectomized mice were implanted subcutaneously with Sila, itic capsules containing 17${\beta}$-estradiol (100∼250 $\mu\textrm{g}$/$m\ell$), panaxadiol (PD) and panaxatriol (PT) saponins (15∼100 $\mu\textrm{g}$/$m\ell$) diluted with sesame oil. In the first set of experiment, the effects of estradiol on learning and memory during the Morris water maze was examined. When estradiol was delivered via Silastic capsules following training improved spatial memory performance in ovariectomized female mice. In the second set of experiment, three different PD and PT saponin concentrations were delivered via Silastic implants to ovariectomized female mice and their effects were compared with estrogenic effects. Results of three separate experiments demonstrated that estradiol, PD and PT administrated by Silastic implants for 2 weeks prior to water maze training significantly improved spatial memory performance compared to ovariectomized (OVX) mice, as indicated by lower escape latency over trial. The positive effect of estradiol suggests that estrogen can affect performance on learning and memory. In addition, the positive effect of PD and PT saponins suggest that ginsenosides have an estrogen-like effects in mediating learning and memory related behavior action.

Analysis on the Policy Network in the Defense Industry Exportation Support Policy: Focusing on the Success of the T-50 Exportation to Indonesia (방산수출 지원정책에 관한 정책네트워크 연구: T-50 인도네시아 수출 성공사례를 중심으로)

  • T-50 exportation to Indonesia embodied an objective of governmental policy and became a catalyst accelerating the exportation of domestic defense industries. Defense industry exportation is recognized as a new growth engine creating economic interests and it became an important policy of the government. This study will suggest an effective direction for the support policy of the defense industry exportation through analysis on factors behind the success of the T-50 exportation to indonesia in the view of policy network. Policy network theory has its efficacy and workability in analyzing what kind of results are yielded from each policy actor's attributes and their interaction during the execution and establishment of the support policy for the defense exportation. The type of policy network of the T-50 exportation to Indonesia was a policy community. Many governmental ministries, defense industry which is the group of interest, and experts from the research institutes have established the Korea Defense Trade Support Center(KODITS) for accomplishing common policy goal with mutually shared sentiment, and sought for a strategy for the success of the defense industry exportation having official and unofficial meeting centering around the KODITS. Although there were oppositions and conflicts among major actors, though forming a cooperative relationship among majority of the actors, policy-wise decision making for the exportation of the T-50 to Indonesia was efficiently carried out. The cooperative relationship was the key in the success of the T-50 exportation. Considering that the policy community from cooperative mutual interaction is efficient in reaching the goal of the defense industry exportation support policy, this study suggests operating government-wise temporary Task Force(TF) to succeed in big exportation projects such as the T-X exportation to the U.S. In addition, institutional and procedural supplementation such as regular meetings among the head of related governmental ministries and etc. are required in order to enhance the mutually cooperative relationship withing the TF.

The Effect of Vision Sharing at Social Enterprise on Organizational Socialization - Focusing on Mediation Effects of Organizational Health - (사회적기업 종사자의 비전공유가 조직사회화에 미치는 영향 -조직건강을 매개로-)

  • Social enterprise in Korea has faced with many problems such as small size, management capability, lack of technology and weak ability to obtain resources despite its quantitative growth, raising concern over sustainability of social enterprises. Despite such tough environment, unique feature of social enterprise, differentiated from commercial enterprise is that it has clear social mission. In addition, social enterprise has the organizational feature in that vulnerable social group of workers coexists with ordinary workers, and plays a role of helping independence of vulnerable social group. Due to this feature, successful organizational socialization of members in social enterprise is a very important feature. Based on assumption that social mission of social enterprise can be utilized as the unique competitiveness of social enterprise through vision-sharing in the organization, and may give positive effects on successful organizational socialization of organization members, this study aims to conduct empirical research on relationship between vision-sharing and organizational socialization and to explore mediation effects of organizational health as organizational environmental element in relationship between vision sharing and organizational socialization. This study was conducted on 156 employees working at social enterprises. As a result of study, first, vision sharing is found to have positive effects on organizational socialization at social enterprises. Second, vision sharing in social enterprise has positive effects on organizational health. Third, vitality and community-oriented in social enterprise are found to have mediation effects among lower elements of organizational health in relationship between vision sharing and organizational socialization. In conclusion, it is confirmed that the more visions of organization are shared, the more members recognize their organization healthy, resulting in successful organizational socialization. This study is meaningful in that it presents the plans for successful organizational socialization of members of social enterprise including vulnerable groups and that it is the empirical study on plans of social enterprise on human resource management.

The Sensitivity Analyses of Initial Condition and Data Assimilation for a Fog Event using the Mesoscale Meteorological Model (중규모 기상 모델을 이용한 안개 사례의 초기장 및 자료동화 민감도 분석)

  • The accurate simulation of micro-scale weather phenomena such as fog using the mesoscale meteorological models is a very complex task. Especially, the uncertainty arisen from initial input data of the numerical models has a decisive effect on the accuracy of numerical models. The data assimilation is required to reduce the uncertainty of initial input data. In this study, the limitation of the mesoscale meteorological model was verified by WRF (Weather Research and Forecasting) model for a summer fog event around the Nakdong river in Korea. The sensitivity analyses of simulation accuracy from the numerical model were conducted using two different initial and boundary conditions: KLAPS (Korea Local Analysis and Prediction System) and LDAPS (Local Data Assimilation and Prediction System) data. In addition, the improvement of numerical model performance by FDDA (Four-Dimensional Data Assimilation) using the observational data from AWS (Automatic Weather System) was investigated. The result of sensitivity analysis showed that the accuracy of simulated air temperature, dew point temperature, and relative humidity with LDAPS data was higher than those of KLAPS, but the accuracy of the wind speed of LDAPS was lower than that of KLAPS. Significant difference was found in case of relative humidity where RMSE (Root Mean Square Error) for LDAPS and KLAPS was 15.7 and 35.6%, respectively. The RMSE for air temperature, wind speed, and relative humidity was improved by approximately $0.3^{\circ}C$, $0.2m\;s^{-1}$, and 2.2%, respectively after incorporating the FDDA.

Trend Analysis of Strategic Factors to Promote the Image of Cities (도시별 이미지 전략 요인의 경향 분석)

  • In the past, the purpose of urban landscape planning was to beautify cities. Now, that is changing as cities with their own characteristic identities and images are focusing on the making of livable cities. The subject of international competition is turning from a country objective to that of individual cities. To increase the attraction of the urban image will, therefore, be the most important and urgent policy in all cities. A city without global competitiveness will be demoted to a sub-city. This study intends to suggest strategic ways to improve the urban image suitable for Korean cities by the analysis and classification of the advanced cases in other countries. This study can be summarized as follows: 1. The image of cities is promoted by diverse strategies such as establishing landmarks, making meaningful places, hosting festivals and sports events, and making cultural policies. These strategies can be classified by three factors: the landscape and ecological factor, the historical and cultural factor, and the administrative and economic factor. 2. Korean cities are making efforts to promote their images through a variety of ways. Mega cities in Korea are steadily carrying out projects to use the administrative and economic factor such as expanding the infrastructure, supporting enterprises, advertising and marketing with accumulated capital. However, local small cities mainly depend on festivals and simple events or programs that are of interest but which lack characteristic identity. 3. Cities of advanced western countries are upgrading their images by finding and applying strategic methods to reflect characteristic identity and to keep in step with the changes of the times. On the other hand, cities in Japan try to promote urban image with traditional native festivals and with the making of livable places based on resident participation. The central government in Korea needs to establish a master plan considering the regional balance to improve the image of each city. Local governments should carry out these diverse strategic methods. The task after benchmarking advanced cities with beautiful landscapes will be to find an 'All-Korean Style' and apply it to cities with characteristic image.

A study on applying specialized vocational high schools program and development of Gyeonggi innovative education project (경기 혁신교육지구 사업의 발전방향과 특성화(전문계)고 프로그램적용 방안연구)

  • In this paper, as a new educational cooperation model, seeking the problems and the directions of progress on GPOE(Gyeonggi Provincial Office of Education)'s innovational education district project, recognizing the various points of issue of SVHS(specialized vocational high schools) faced now, suggesting the contents and standards of the program as measures of enhancing competitiveness of SVHS, analyzing the strengths and weaknesses of project of innovational education district and finding the plans for progress. According to the result of the advanced study and analysis, it shows that the aid as well as the supporting object of helping the SVHS's students find a job don't reach a certain level. As the aid supports across the general elementary and secondary schools, it tends to show much more emotional software-based support required by elementary school, middle school and general high school as universal education welfare rather than hardware-based support required by SVHS. Despite the competent evaluation on the survey about the supporting method from SVHS's parents teachers and students, the survey includes that teachers who ask the balancing support are increasing, some students suspect its effect of education and some parents as a residential position ask the regional growth rather than education So there are a lot of confusions among the teachers, students and parents yet. To overcome these problems, we ensure the internal stability of local education community and GPOE and local government get out large scale constructions with trust and belief to make a revolution of public education in supporting the administrative task and finance and to accomplish the program that best suits our SVHS's state to be supported without dividing educational software and hardware, should reflect the demand of field by for expert group being built and attended when build the local revolution community. Also plan to make full use of local human and property infrastructure should be added. To this end, as programs to build a pool of guest lecturers are provided to teachers who carry out innovative education programs, we seek the reformations to give students opportunities to widen participation in other school programs.

The Properties of Beam Intensity Scanner (BInS) for Dose Verification in Intensity Modulated Radiation Therapy (방사선 세기 조절 치료에서 선량을 규명하는 데 사용된 BlnS System의 특성)

  • Patient dose verification is one of the most Important responsibilities of the physician in the treatment delivery of radiation therapy. For the task, it is necessary to use an accurate dosimeter that can verify the patient dose profile, and it is also necessary to determine the physical characteristics of beams used in intensity modulated radiation therapy (IMRT) The Beam Intensity Scanner (BInS) System is presented for the dosimetric verification of the two dimensional photon beam. The BInS has a scintillator, made of phosphor Terbium-doped Gadolinium Oxysulphide (Gd$_2$O$_2$S:Tb), to produce fluorescence from the irradiation of photon and electron beams. These fluoroscopic signals are collected and digitized by a digital video camera (DVC) and then processed by custom made software to express the relative dose profile in a 3 dimensional (3D) plot. As an application of the BInS, measurements related to IWRT are made and presented in this work. Using a static multileaf collimator (SMLC) technique, the intensity modulated beam (IMB) is delivered via a sequence of static portals made by controlled leaves. Thus, when static subfields are generated by a sequence of abutting portals, the penumbras and scattered photons of the delivered beams overlap in abutting field regions and this results in the creation of “hot spots”. Using the BInS, inter-step “hot spots” inherent in SMLC are measured and an empirical method to remove them is proposed. Another major MLC technique in IMRT, the dynamic multileaf collimator (DMLC) technique, has different characteristics from SMLC due to a different leaf operation mechanism during the irradiation of photon and electron beams. By using the BInS, the actual delivered doses by SMLC and DMLC techniques are measured and compared. Even if the planned dose to a target volume is equal in our experimental setting, the actual delivered dose by DMLC technique is measured to be larger by 14.8% than that by SMLC, and this is due to scattered photons and contaminant electrons at d$_{max}$.

Legal issues on HAI (병원감염에서의 법적쟁점)

  • Due to the nature of medical malpractice lawsuits, it is difficult for medical consumers, who are weak in getting information when it comes to health care problem, to secure all information inside the hospital. Even if you are confident about the hospital infection, it is true that people have difficult to obtain medical testimony by expert. It is seen as no easy task to testify to the malpractice of colleagues who work in the same field not only in our country but also abroad, when a doctor gives negative testimony to another doctor in a medical malpractice lawsuit. Although few health care providers will be motivated to take medical care from the outset, testimony or statements from a medical practitioner can have a significant impact on the outcome of a lawsuit, as it is impossible for the patient to control or be aware of the whole process of medical conduct, especially in the event of a hospital infection and the victim. If the hospital can prove the causality of damages caused by negligence of the employees or supervision of the hospital itself in a medical suit caused by the infection, the level of protection of the victim could be raised further. We sought to find a solution to these problems by looking at the provisions of other laws related to hospital infection. In particular, as the comparative legal review regarding hospital infection, Germany's legislative precedent sets a medical contract as a typical civil law contract, so it is thought that looking at German civil law regulations also has implications for Korean law. We also tried to improve the French Special Act 'rights of patients' and we can look at the consequent changes in court cases. Finally, the content of the U.S. case's and the theory of 'the doctrine of res ipsa loquitur' in relation to it show that doctors and hospitals have been forced to shift the burden of proof through this theory. This paper tried to find out the implications of mitigating the burden of proof by reviewing various issues that might be related to medical litigation of hospital infection from a comparative point of view.

A Research in Applying Big Data and Artificial Intelligence on Defense Metadata using Multi Repository Meta-Data Management (MRMM) (국방 빅데이터/인공지능 활성화를 위한 다중메타데이터 저장소 관리시스템(MRMM) 기술 연구)

  • The reductions of troops/human resources, and improvement in combat power have made Korean Department of Defense actively adapt 4th Industrial Revolution technology (Artificial Intelligence, Big Data). The defense information system has been developed in various ways according to the task and the uniqueness of each military. In order to take full advantage of the 4th Industrial Revolution technology, it is necessary to improve the closed defense datamanagement system.However, the establishment and usage of data standards in all information systems for the utilization of defense big data and artificial intelligence has limitations due to security issues, business characteristics of each military, anddifficulty in standardizing large-scale systems. Based on the interworking requirements of each system, data sharing is limited through direct linkage through interoperability agreement between systems. In order to implement smart defense using the 4th Industrial Revolution technology, it is urgent to prepare a system that can share defense data and make good use of it. To technically support the defense, it is critical to develop Multi Repository Meta-Data Management (MRMM) that supports systematic standard management of defense data that manages enterprise standard and standard mapping for each system and promotes data interoperability through linkage between standards which obeys the Defense Interoperability Management Development Guidelines. We introduced MRMM, and implemented by using vocabulary similarity using machine learning and statistical approach. Based on MRMM, We expect to simplify the standardization integration of all military databases using artificial intelligence and bigdata. This will lead to huge reduction of defense budget while increasing combat power for implementing smart defense.
