지문인식 시스템의 효율성에 관한 품질평가 모델 (Quality Evaluation Model about Efficiency for Fingerprint Recognition System)

  • 지문인식시스템은 사용자의 지문을 전자적으로 읽어 미리 입력된 데이터와 비교해 본인 여부를 판별하여 사용자의 신분을 확인하는 시스템이다. 지문인식시스템의 성능은 지문 인식에 걸리는 시간이나 정확도 등에 좌우된다. 본 논문에서는 지문인식시스템의 품질 수준을 평가하기 위해 ISO 품질평가 표준을 기반으로 효율성에 관한 평가모델을 구축하였다. 본 연구를 통해 표준에 입각한 평가기준 구축과 활용에 기여할 수 있을 것으로 기대한다.

공공부문 정보화사업평가 - 지식경영 측면의 접근 (An Evaluation of Information Systems Services in the Public Sector: Knowledge Management Approach)

  • As an interest in the efficiency of public sector expenditures has spread across the world, Korea has operated a self-evaluation system for government projects as a part of the performance-based budget system. However, an evaluation system for public information technology project has been criticized for its lack of validity, which stems from the uniformity of performance management. This study draws insight from knowledge management literature in an attempt to address the problems with the extant performance evaluation system in public agencies. To realize benefits from IT investment, an agency needs to develop its own performance management model for information systems projects, with a focus on the interaction of IT and organizational system. The knowledge management-based framework for IT projects was verified through a case study, with which we discussed the applicability of knowledge management to the evaluation of public information systems projects.

중소기업의 BSC활용방안에 관한 연구 : 인사평가제도 시스템 구축 사례 (A Study on the application of Balanced Scorecard in Small Business: A case of development of a Human Resource Evaluation System)

  • The balanced scorecard has drawn attention from many researchers in various fields since its appearance in 1992. It became a norm for performance evaluation framework in many areas, such as marketing, information system evaluation, strategic planning, etc. Centered in the large companies in Korea, the balanced scorecard has been popularly used as a performance evaluation tool for human resource management. Now we Question its applicability to performance evaluation tool even in small business. This study tried to apply the balanced scorecard in developing an information system for performance evaluation in a small business. The study showed that the balanced scorecard can be nicely used in small business as a performance evaluation tool. The process of developing an information system is described in detail. The practitioners are to obtain a lot of insights in designing their human resource management systems from the study results.

  • This study shows the scientific and systematic Evaluation Model using factor analysis and AHP methods for the success of defense Information System R&D projects. The evaluation model was divided into 7 evaluation factors such as Developing support, Developing infrastructure, Developing management and test & evaluation, Support factors for strength, Understanding & developing strategy, Developing technology & organization, and Developing performance. And those were composed of totally 24 low level Evaluation index. The Developed Evaluation Model in the paper could be contributed more to objectively and transparently company selection of defense Information System R&D and other defense R&D Projects in the future.

  • It is very important for performance of information system that we make an effort to raise user's satisfaction by continuously grasping user's requirement by evaluation of PMIS based on ASP service quality and reflecting this to information system. However, It is lack that developments of suitable evaluation index of PMIS based on ASP service quality. Hereupon, In this study, we propose the evaluation indicators. First, The evaluation area is classified by form the foundation of D & M IS Success Model (2003); system quality, information quality, service quality. Second, The detail evaluation item which include considerations which are gotten through investigation of the construction industry and PMIS based on ASP is grouping by form the foundation SERVQUAL which is a service quality evaluation tool proposed PZB(1988). It is suitable to evaluate PMIS based on ASP service quality in construction industry and able to evaluate various aspects.

지방의제 21의 정량적 분석을 위한 평가모델의 개발 (Development of the Evaluation Model for the Quantitative Analysis of Local Agenda 21)

  • This study was conducted to develop the evaluation model which can analyse local agenda 21 comprehensively and systematically from the making process to the designed contents. The evaluation model was devised through the theoretical review of local agenda 21 and designing the evaluation system composed of evaluation domains, related indicators and scales. The evaluation system was carefully constructed based on planning theories and the discussion and agreement of specialists regarding local agenda 21. This model has three evaluation domains of process, content, and evaluation of implementation with different weighting values. Each domain contains large indicators, medium indicators and small indicators. Each indicator has different weighting value according to its importance. Basically, each small indicator was scored by 3 or 5 point scale. This evaluation system can not only analyse local agenda 21 quantitatively, but also find out good points, problems, and limits of various phases of planning and implementing local agenda 21.

  • Performance evaluation is essential for the successful management and operation of MIS. The more MIS grows and relevant investment enlarges, the more performance evaluation grows in importance. However, MIS managers as well as top management still have difficulty in evaluating the performance of MIS. This arises from various reasons, such as the specialty of MIS, diversified influences of MIS, multidimensionality of evaluation items, and the difference between evaluation levels. In this paper, MIS is understood in a broad sense. MIS's scope is of a very wide range from each application system to system innovation view. The MIS should support the firm's objectives, and, consequently, MIS evaluation should be implemented at corporate level, not merely at application system level. The most critical problem of MIS evaluation is that a systematic frame covering various viewpoints and factors of MIS evaluation does not exist. Not a single measure covers all aspects of MIS evaluation. To help resolve this problem, this paper proposes an hierarchical approach for practical use that includes most aspects of evaluation approaches from previous studies, and, furthermore, emphasizes the evaluation of strategic aspects of MIS.

A Study on the Development and Operation of Integrated Assessment System for National Competency Standard Professional Basic

  • This paper develops and builds an Integrated Assessment System for National Competency Standard Professional Basic. The integrated evaluation system for basic job competency in the National Competency Standards is developed to conduct examination by means of computers, smartphones and tablet PCs. The system can be used for the basic job competency test, examination for online cyber universities, job competency examination for enterprises, and the listening, reading, and speaking test in the foreign language proficiency examination and is even better in terms of facility investment and saved operating costs as well as efficient use of spaces in comparison with conventional evaluation schemes. Even greater synergy effects can be achieved by providing support for the integrated evaluation system for basic job competency in connection with the NCS qualification system. The evaluation system has been tested and practiced at a specialized high school and can be applied to the NCS education evaluation of the college and four-year college and to the selection examination of new employees of the company.

건설공사 사후평가 수행결과 활용도 개선 방안 (Improvement scheme of utilization of the results of the post-construction evaluation system)

  • 건설공사 사후평가 제도는 공공건설사업 수행결과를 반영하여 향후 유사한 공공건설사업의 계획 수립 시 활용되어져야 하나, 현행 제도는 당초 기획 계획 당시에 추정한 수요, B/C비율, 공사비, 공사기간 등 예측치와 건설공사 완공후 일정기간(3년 내지 5년) 경과후에 측정한 실제 결과치를 단순히 비교하여 제시하는 수준에 그치고 있다. 또한 대부분 공공발주기관에서는 수동적인 사후평가 업무수행에 그치고 있어 제대로 환류가 이루어지않고 있다. 이에 본 연구에서는 공공발주기관을 대상으로 설문조사를 실시하여 건설공사 사후평가 제도의 수행현황을 파악하였으며, 국내 사후평가 제도와 유사한 미국과 일본의 건설사업 평가체계를 벤치마킹하였다. 또한, 건설공사 사후평가 제도와 관련된 국토부 실무담당자와의 수차례 업무회의를 실시하여 사후평가 수행의 적시성 확보 및 활용성 강화방안을 제시하였다. 이와 같이 건설공사 사후평가 제도 개선을 통해 건설사업 수행과정에서의 목표 및 성과에 대한 확인 점검 분석 체계를 내실화하고, 건설공사 특성별로 평가내용 및 방법을 차등화함으로써 발주청의 사후평가 수행에 대한 실천력이 제고될 것으로 기대된다.

호텔 조리종사자의 메뉴개발 직무만족도에 대한 평가시스템의 영향 및 상호관계 (Effect and Interrelationship of Evaluation System in Employee's Job Satisfaction at Deluxe Hotel Kitchen)

  • This study investigated the effect and interrelationship of evaluation system in employee's job satisfaction at deluxe hotel kitchen in the Seoul area. The questionnaires developed for this study were distributed to 400 chefs during June to August, 2012. A total of 364 questionnaires were used for analysis (91.0%) and the statistical analysis was completed using PASW (SPSS) 18. The status of operating menu evaluation and menu development was analyzed by dividing the questionnaires into three categories: 'menu idea', 'menu evaluator' and 'menu evaluation system'. The 'menu idea' category showed the highest concern for 'Is the selected idea differentiated from competitors' menu?' (3.10 Likert scale), the 'menu evaluator' category showed the highest concern for 'Do the evaluator's individual factors affect menu evaluation?' ($3.88{\pm}0.96$), and the 'menu evaluation system' showed the highest concern for 'Is the menu commercialized by the menu evaluation system?' (3.32 Likert scale). Overall job satisfaction was studied into three categories: 'human field', 'material field' and 'evaluation field'. Overall satisfaction about one's job was 3.24 Likert scale. For satisfaction in each category, satisfaction for 'human field' was the highest with 3.30 Likert scale compared to 'material field' and 'evaluation field' with 2.76 Likert scale and 3.27 Likert scale, respectively. In conclusion, establishment of a unified evaluation system to improve employee's job satisfaction related to menu development is needed.
