A Study on the Korean Fishery Management System and TAC System Implementation on Issues of the New Ocean Regime (신해양질서의 어업관리체계와 TAC 제도 도입에 관한 연구)

  • When the international fisheries order changes following the UN Law of the Sea, the new regional fisheries order is forming among East North Asian states and era of Economic Zones is really coming. In those changes of foreign and domestic fisheries environment, to maintain sustainable growth of the industry in 21st century the North East Asian states plot adjustments to fisheries management, such as introduction of the TAC system and others. The TAC seems to be an appropriate systematic response especially because traditional functions of fisheries management have already demonstrated their limits in regards to fisheries sustainable development. Introduction of the TAC to the North East Asian fisheries not only resolves the inability of traditional fisheries management to develop the industry consequently, but also strengthens the EEZ and existing marine management systems. However, the TAC was born by thewestern industrial mentality, still contains persistent mistakes and is difficult to change. Therefore, its introduction to and implication in North East Asian region might cause numerous problems. From this point of view, introduction of the TAC system will disregard peculiarities of North East Asian fisheries, so main efforts should be concentrated on improving the functions of existing system via consecutive step-by-step approach. In addition, the TAC should be grafted into the existing fisheries system through cooperative management system, creating stable systematic ground and considering scientific and fisheries motives. Especially, TAC system, unlike the traditional fisheries' management system, is scientific, being systematically developed one, and needs to be gradually installed, considering its systematic character. Therefore, the TAC should better be introduced by systematic and scientific approaches, paying more attention to strengthening the existing fisheries system, but not immediately and in the form it is right now. Concluding, introduction of the TAC can not be made considering the outward factors deriving from the UN Law of the Sea without corrections.'h overcome limitations and ineffectiveness of traditional fisheries, most efforts should be concentrated on basic revision of 21st centuries' fisheries and strengthening the functions of traditional fisheries aimed to develop the leading business of marine industries.

  • The downsizing of schools is accelerating due to a rapid decline in the school-age population, and as the crisis over regional and school disappearance increases, the need for smaller schools to respond to future educational needs is increasing. Through flexible curricula and digital/artificial intelligence-based classroom teaching improvements, students' satisfaction with school life, student creativity and character development, improved academic achievement, and strengthened cooperative communication capabilities will be observed, and teachers' teaching and learning methods will change. Educational effects such as these are important, and transforming school facilities into future-oriented spaces, including school space innovation, is required to accomplish them. This study examined the future of education systems in small schools, focusing on analyzing the educational effects and awareness of the sustainability of spatial innovation, in terms of school space changes, school education correlation, and smart environment, to develop innovation projects in small schools. A desirable direction for implementation is presented.

Policy Change and Innovation of Textile Industry in Daegu·Kyungbuk Region (대구·경북지역 섬유산업의 정책변화와 혁신과제)

  • This study analyses support policy and structural change of textile industry in Daegu Kyungbuk region, and suggests major issues for textile industry's innovation. In Daegu Kyungbuk, it was 1999 that a policy, so called Milano Project, in order to promote a textile industry was devised. In 2004, the Regional Industrial Promotion Plan was devised. The plan was born from a view point of establishing a regional innovation system and of promoting the innovative clusters under a knowledge based economy. After then, the Regional Industry Promotion Project or Regional Strategic Industry Promotion Project became a core of regional textile industrial policy. Research results indicated that the first stage Milano project (1999-2003) showed both positive and negative effects. There were no long-term development plan, clear vision and strategy. But, core industrial infrastructure for differentiated product development, such as New product Development Support Center and Dyeing Design Practical Application Center, was constructed. The second stage Daegu Textile Industry Promotion Plan (2004-2008) displayed a significant technological performance and new product sales with the assistance of Kyungbuk province. Also, textile industry revealed positive fruits such as financial structure, productivity, and profitability as a result of strong restructuring. In industrial structure, there was a important change from clothe textile material to industry textile material. Most of textile companies did not showed high capability in CEO's technology innovation intention, entrepreneurship, R&D and human resource competency in compare with other industry. We suggested that Daegu Kyungbuk has to select and concentrate on the high-tech textile material and living textile for sustainable development and competitiveness. We also proposed a confidence and cooperation based innovation network and company oriented innovation cluster.

The Way to Create the Korean Low Carbon Green City through the Contemporary Interpretation of the Pungsu (풍수의 현대적 해석을 통한 한국형 녹색도시 조성 방안)

  • There have been a lot of efforts to adapt climate change around the world, and Korea is no exception. The low carbon green cities for overseas have had many different forms through their own special models and strategies. Korea needs a model and strategy of Korean low carbon green city, which is suitable for Korea climate and topography. This study pays attention to the Pungsu, which is Korean traditional thinking system for space, and examines the way for selecting locations and space planning to create the Korean low carbon green city through the contemporary interpretation of the Pungsu. For this purpose, first of all, this study makes efforts for the contemporary interpretation of the past Pungsu theory from the modern city's perspective, through understanding the difference between the Korea's historic villages(cities) and the modern cities. Based on the contemporary interpretation of the Pungsu theory, this study finds ways of application the system on selecting locations and space planning in the Pungsu theory to create the Korean low carbon green city.

  • International trade environment is rapidly changing. Developing all economic activities included in the value chain of economy out of a particular country or region in the trends where globalization is spreading all over the world, 'a borderless world' has been created and become common throughout the world. Especially, in case of East Asian region, becoming the factory of the world, China has become a center of the world's economic activities in recent years; and the increase of regional investment among East Asian countries and trade expansion focused on China has been the factor of promoting the formulation of a regional trade network. SCM is an efficient way of adaptation to the complexity or uncertainty on the scene through the achievement of a sustainable competitive advantage by integrating the activities of improving the relationships in the supply chain. In this study, Sumitronics, a Japanese company, was studied as a case of the company who had implemented SCM effectively and efficiently utilizing the East Asian trade network. Not being engaged in the manufacturing processes in the headquarter, Sumitronics has implemented SCM which is capable of maximizing the responsiveness upon the requirements of customers by effective information sharing. In particular, the profits of the company have been maximized through SCM by its headquarter in Japan, which is capable of managing each base in East Asia as China and Southeast Asia, etc. Korean companies may also be able to create a new source of profit by dint of establishing SCM as such. The results of this case study has revealed that the implementation of an effective business model is the key of the successful implementation of SCM.

The Organization and Coherence of the Geography Experimental Textbooks in Chinese Senior Secondary Schools (중국의 고급중학교 지리교과서 내용체계와 정합성)

  • The Chinese Geography Standards for Senior Secondary Schools(trial) was released in 2003. The Standards put forward some changes for senior geography education, the changes in geographical education are reflected explicitly and implicitly by the textbooks. The purpose of this descriptive study was to review of the improvement of Chinese senior geography education by analyzing contents organization and coherence of the new standards-based geography experimental textbooks. The results of study are as follows. The textbooks adopts a student-centered approach through the way of 'more chapter topics with slimmed contents' and by introducing four type activities, geographical inquiries. These student activities are implicity encourages students' active acquisition of geographical knowledge what they have learned in their real lives. The organic coherence of the textbooks' contents rests on the compulsory and the elective subject relating to diversification of the learning areas. The organic coherence between the compulsory and the elective subject rests on diversification of the learning areas. More, looking at the arrangement of the four basic concepts(population, resource, environment, sustainable development) among the textbooks, it was imbalanced by subject.

A Study on the Evaluation of Public Design Characteristics in Urban Regeneration Cases (도시재생 사례에 대한 공공디자인 특성 평가에 관한 연구)

  • The purpose of this study is to provide basic data on effective urban regeneration projects and development directions for improving the quality of life of local residents by analyzing urban regeneration projects that have been carried out so far according to evaluation items on public design characteristics. The research method was divided into literature review and case study. The research results are as follows. First, through analysis of previous research, seven evaluation items for public design characteristics were derived: publicness, accessibility, regional identity, aesthetics, communication, functionality, and sustainability. The research subjects were four urban regeneration project cases carried out across the country. Second, among the seven evaluation items for public design characteristics, publicness was all highly applied, but the other six items were applied differently in each case. Third, to increase sustainability, we must use eco-friendly materials and consider sustainable maintenance methods, functionality must be strengthened in terms of functionality and comfort of public facilities and public spaces, and communicability must be improved for local tourists. We actively look for ways to communicate with the public, accessibility involves incorporating more universal design, aesthetics focuses on adding beauty to spaces and facilities, and regional identity focuses on the unique and unique characteristics of each region. We suggest finding a theme and actively using it in urban regeneration projects. Lastly, for an urban regeneration project to be successful, it is necessary to effectively apply not only publicness but also accessibility, local identity, aesthetics, communication, functionality, and sustainability. In the future, public design characteristics should be more actively applied and considered in urban regeneration projects.

A Critical Analysis on Korea's Tidelands Policy : From a Sustainable Development Point of View (한국의 갯벌정책에 대한 비판적 소고: 지속가능한 발전의 관점에서)

  • Korea's tidelands policy IS examined and criticized in the paper. Korea's major tidelands in the west coast might disappear within a decade. The anachronistic development IS driven by the political interest group, forming coalition for reclamation and busily fulfilling its own profits under the facade of public good and regional development. But all regions of the world have been gradually scrapping the massive reclamation projects since the 1970's and active movements to reverse the reclamation and restore the nature are on the rise. In 1978, the U.S. Supreme Court decided to suspend the construction of the dam and to protect the snail darter despite that over 100 million dollars had been injected. This court ruling became famous and caused the American public to change their perception about the environment. In the Netherlands, following a prolonged discussion on pros and cons of reclamation, open type seawall was adopted to strike a balance among the available alternatives. Japan's Ministry of Environment was praised for forming the National Wetland Committee in order to designate 20 new Ramsar sites by 2008, with an objective to reach 33 designated Ramsar sites. Away from the large-scale reclamation projects, Korea has to move towards smaller-scale projects focusing on the knowledege intensive and circular economy society that are more in harmony with the environment.

Sustainable Urban Industrial Space Policy: Experiences and Implications from US Cities (지속가능한 도시산업공간 정책 -미국 주요 도시의 경험과 시사점-)

  • This study attempted to seek policy directions for development of sustainable urban industrial space through reviewing recent policies and projects of US cities that experienced urban industrial land replacement and industrial suburbanization. The policies and regulations for the urban industrial space preservation include the New York City's Industrial Business Zone, Chicago's Planned Manufacturing District, the no-net-loss framework in San Jose, and the subdivided and the state of the art in zoning systems in Philadelphia and Seattle. These policies and zoning systems have been effective for preventing the conversion of urban industrial lands to other uses, promoting business activities, and creating jobs for urban residents. In addition, the updated and innovative zoning systems allow for a wide variety of urban industrial spaces to meet newly emerging industrial demands. On the other hand, we suggested several policy implications through reviewing the cases of urban regeneration projects in Portland's Willamette Industrial Urban Renewal Area, Atlanta's BeltLine, and Milwaukee's Menomone Valley as follows: 1) updating and reinforcing spatial planning and policies for preservation and revitalization of urban industrial land; 2) considering existing businesses and local workers first; 3) setting up a participatory planning for local workers and residents; 4) preparing policies for brownfield cleanups.

The Formation of Social Capital and Partnerships for Downtown Revitalization (도심 재활성화를 위한 사회자본 및 파트너십 형성)

  • Recently, attention has been drawn to the issue of local community revitalization. In the U.S., CDC(Community Development Corporation) has become a main vehicle for revitalizing dilapidated inner-city communities. Using the case of Philadelphia in the U.S., this paper investigates the way in which local community revitalization or downtown revitalization can be successfully achieved through the formation of social capital and public-private partnership. Futhermore, exploring the cases of West Philadelphia CDC and University City, this paper seeks to provide insight into the dynamics of successful community development. In order to examine the dynamics, this paper focuses on local governance in terms of both the reciprocal partnerships and the close networking among participating agents. The implications of the case studies of this research for the Korean context would be that the bottom-up approach starting from the local-scale community revitalization and local governance is very crucial and indispensable for the sustainable regional or national development.
