그린리모델링 건축물을 위한 녹색건축인증기준 개선방향에 대한 기초 연구 (A Fundamental Study on the Revision Direction of G-SEED for Green Remodeling Building)

  • Purpose: G-SEED's evaluation of existing buildings in Korea is an important point because the energy consumption and CO2 emissions of existing buildings are continuously increasing due to the aging of buildings over time. In 2016, the government has set up a 'Green Remodeling Certification Standard' in G-SEED in order to revitalize the green remodeling business of existing buildings. As a result, G-SEED is distinguished between buildings with green remodeling and buildings with general remodeling. Therefore, this study analyzed the system of the certification of the green remodeling building which is aimed at improving the performance of the building. Method: First, we analyze characteristics of the existing building certification standards of G-SEED(Korea), LEED(USA), and BREEAM(UK). Second, the evaluation criteria are based on the G-SEED Green Remodeling Certification, 2016, LEED for BD + C: New construction and major renovation v.4, BREEAM UK Non-Domestic Refurbishment and Fit-out 2014. Based on the analysis results, we propose the improvement direction of G-SEED Green Remodeling Certification Standard. Result: Existing buildings should be classified into 'existing building certification' for re-certification and 'green remodeling certification' accompanied by building performance improvement. In addition, building green buildings through performance improvement should include not only energy performance, but also creating a pleasant indoor environment and minimizing environmental impact. Finally, existing buildings have accumulated information on energy and resource use, and a performance improvement plan should be established based on this information.

지속적 어업을 위한 시장기반 수산자원관리 연구 (A study on the market-based fisheries resource management for the sustainable fishery)

  • The market-based fisheries resources management system was reviewed and the improvement scheme was studied for seeking the sustainability of marine ecosystems and their fisheries resources. A demand-side policy is currently emerging to the management of fisheries resources by reducing over-exploitation, based on the consumer's selection. The role of consumers in the sustainable fishery was studied by comparing the social responsibility and consumer's activity between Korea and foreign countries and international NGO groups, based on the FAO guideline. The adoption of the Marine Stewardship Council (MSC)'s eco-labelling certificate was suggested by expanding the existing environment-friendly certification system in Korea. This new system will contribute to the protection of young immature fish and spawners in coastal and offshore fisheries as well as to the international trade of seafood in terms of fish products from well-managed fisheries. It is noted that the consumer's activities in the markets as regulators will contribute to the ecosystem health and sustainability.

녹색도서관 사례분석을 기반으로 한 국내 녹색도서관 구축방향에 관한 연구 (How do they Make Libraries Green?: A Case Based Study on Building Green Libraries)

  • 외국에서는 1980년대부터 '도서관과 환경', '그린도서관 사서', '환경정보원구축', '소음과 도서관', '환경적 대안으로서의 도서관구축' 등으로 녹색도서관에 관한 논의가 시작되었으며, 녹색도서관인증평가시스템에 의해 인증받은 도서관이 50개가 넘는 상황이다. 본 연구에서는 국내에서의 녹색도서관 구축방향을 제시하고자 하였으며, 이를 위해 국내 외 녹색도서관으로 인증받은 녹색도서관 구축사례를 분석하였다. 사례분석은 LEED인증시스템의 여섯 가지 평가항목 즉, 친환경적 건설장소, 수자원활용의 효율성, 에너지 및 대기, 자재와 자원, 실내환경친화도, 친환경실내디자인을 기준으로 도서관 녹색화가 이루어진 내용을 중심으로 살펴보았다. 이러한 인증은 건축적인 면에 초점을 맞추고 있어서 도서관의 친환경성을 좀 더 확대하여 생각할 필요가 있을 것이다. 즉 아직까지 연구되지 않고 있는 도서관의 서비스, 콘텐츠, 도서관용품 등의 친환경에 대한 보다 심층적인 연구가 필요하다고 본다.

A Basic Study to Measure the Effectiveness of the Korean Green Building Certification System in Terms of Sustainability

  • Humanity is facing a number of serious issues associated with increased energy consumption and environmental pollution. Various studies/guidelines concerning sustainable building construction have suggested solutions to these disastrous problems, including: net-zero energy buildings, the green building certification system, and others. Sustainability pursues three expected effects: environmental, social, and economic merits. Korean Green Building Council (K-GBC) has also announced the Korean Green Building Certification System (K-GBCS) since 2003 based on sustainability. Some positive social and environmental aspects of the K-GBCS have already been reported. However, it is somewhat difficult to verify its economic merits, which are crucial to ensuring the validity of the K-GBCS. This research aims to verify the economic merits of the eco-friendly Korean-style condominiums accredited by K-GBCS. Following this, the expected economic effectiveness of K-GBCS will be examined in terms of sustainability. The underlying assumption is that the potential economic effect should reflect the actual economic merits, and should reflect the value of the housing in particular. According to the analysis of the variance, it can be concluded the value of green certified buildings is statistically higher than the value of non-certified buildings. Furthermore, it was also observed that this tendency was more dominant in Gyeonggi Province than in the City of Seoul. This may be caused by one of the variables: the proximity to downtown. In future studies, this variable should be studied in greater detail.

한국과 홍콩의 공동주택 친환경 인증제도의 비교분석 연구 (A Comparison Study of the Green Building Certification Systems for Multifamily Housing between South Korea and Hong Kong)

  • In line with the recent public concern on the environmental issues in building industry, there has been a rise in demand for a healthy, sustainable housing environment in South Korea. In order to achieve a healthy environment in residential buildings, considerable efforts have been made in a wide range of sectors. Among others, the development of the certification schemes to promote environment-friendly planning and building construction is remarkable. In urban South Korea, recently built houses tend to be significantly high-rise, high-density buildings. Global warming has brought about drastic climate change and continued to increase the average annual temperature year by year. These changes should be well reflected on the government's implementation of the building environmental assessment system. For guidance, therefore, this study looks to the case of Hong Kong which is well known for high-density housing development and subtropical climate conditions. It compares the features of the green building certification schemes for newly developed multifamily housing in two regions, namely HK-BEAM in Hong Kong and G-SEED in South Korea. Based on the findings, it argues that the G-SEED implementor should have expanded roles in providing training programs and follow-up services in collaboration with the certification authorities. It is also argued that G-SEED professionals should be involved in the early stages of design processes, and training programs and licence systems to produce green building professionals should be developed. Finally, it points out that the assessment indicators should be more detailed and diversified.

탄소성적표지인증 제품 중 건축자재의 인증 현황 및 탄소배출특성 분석에 관한 연구 (The Study on Certification status and Carbon Emission Characteristic of Building Products among Carbon Labeled Products)

  • The Product Carbon Footprint Labeling has been run for more than four years by the Ministry of Environment and there are number of products labeled by KEITI(Korea Environmental Industry & Technology Institute), as for declaring products with their carbon emission during life cycle stages. There are several categories for certifying products by the characteristics of usage. Building products which are applied to a building as combined components or elements, are classified as production goods which means that the products are chosen by a business, not by a final consumer. In this paper, current status of PCF labeling has been reviewed focused on building products and the characteristics of carbon emission by a kind of product such as interior products, window products, structural products, system products and others. Until Dec. 2013, 82 products has been labeled and it covers about 53% among labeled product goods by the certification. Among the labeled building products, interior products are main products. From the results of comparison, variations of emission amounts by products have been found and the cause of variation could be explained by the purpose and material properties of products. However, the exact reason for variations cannot be acquired because of lack of information and the short operation period of the certification program. Further studies and more products are needed to be studied and analyzed focused on the emission characteristic by each product and to suggest reduction technologies for sustainable building products.

LEED Canada 인증건축물의 평가항목별 득점현황과 적용특성 분석 (Analysis of Scoring Status and Adoption Characteristics by Evaluation Items based on LEED Canada Certified Cases)

  • This paper analyzes the applicability and technology level of the green building element technology by analyzing the scorecard of the LEED Canada certified buildings. The results of this analysis will be able to evaluate the current status and level of application of green building element technology, and it will be used as a basic data to prepare for the revision of the certification standards and the establishment of strategies for the future green building activation. In this study, 1,010 LEED Canada certified buildings from 2011 to 2016 were analyzed. The results were analyzed by focusing on the status of greening by certification category and the characteristics of adoption by sub-category. The results of the study are summarized as follows. (1) EA category showed the biggest difference between the certification scores and the adoption rates than other categories, and it was confirmed that it is not easy category from the viewpoint of practical adoption. On the other hand, the ID (Innovation & Design Process) and WE were analyzed to be relatively easy to apply, with a score of over 72%. (2) In the case of Platinum class, the upper adoption rate is shown in all categories except MR. The Gold class shows the adoption rate of WE and ID in the top, and the middle rate in most categories. Silver grades showed lower rates in the three categories except WE, ID and EQ. Certified grades showed the adoption rates of the bottom except the two categories.

학교시설 제로에너지인증제 시행에 따른 요소별 자립률 분석 (An Analysis of the Self-reliance Rate by Element according to the Implementation of Zero Energy Certification System in School Facilities)

  • 국토교통부는 신(新)기후체제 출범에 따라 건물부분의 에너지절약 및 국가 온실가스 감축목표 달성을 앞당기기 위해 제로에너지건축물 인증제를 시행하고 있다. 2014년 ZEB 조기활성화 방안을 발표 하였으며, 2016년 1월 "녹색건축물 조성 지원법"을 개정하고 제도적 기반을 마련하여 2020년부터 공공부문을 시작으로 2025년 까지 민간부문 까지 단계적 제로에너건축물을 확산시키기 위한 계획을 수립 시행중에 있다. 2020년부터 공공부분에 속하는 학교시설은 제로에너지건축물 의무대상에 포함됨에 따라 본 연구에서는 학교시설 제로에너지건축물 인증시행에 따른 에너지요소별 자립률을 분석하고자 한다.

지식창출과 활용의 괴리: 녹색기술인증의 제도론적 분석 (KNOWLEDGE DECOUPLING: AN INSTITUTIONAL APPROACH TO THE GAP BETWEEN CREATION AND UTILIZATION OF ENVIRONMENTAL TECHNOLOGIES)

  • While prior work has noted the importance of knowledge creation in gaining competitive advantages, much less is understood about why firms do not actually use what they create. Building upon institutional approaches to organization studies, we offer a new framework to explain the gap between knowledge creation and utilization. We test our framework in an empirical context of sustainable innovation and environmental technologies where ideas of environmental sustainability have recently gained public popularity and shaped how interested audiences make evaluative assessments of firms. In such a context, firms are apt to perceive the social attention toward sustainability to be a normative pressure, which causes them to create new knowledge and develop technologies consistent with the pressure. Using data from the government-initiated certification system for green technologies, our study finds that firms do not always fully implement new environmental technologies they develop in response to the certification program, the situation we refer to as knowledge decoupling. We also examine a set of conditions under which knowledge decoupling becomes more or less amplified. Taken together, our findings show how a firm's knowledge creation and utilization is shaped by its external institutional environment as well as internal learning processes.

소형주택의 친환경건축물 인증기준 개선방향에 관한 연구 -LEED for Homes와의 비교를 중심으로- (A Study on the Improvement of the Green Building Certification Criteria for Detached Houses - Focusing on Comparisons of LEED for Homes -)

  • The purpose of this study is to generate implications for the Green Building Certification System(GBCS) for detached houses, by comparing LEED for homes. Detached houses were added to the GBCS and took an effect this year. They are evaluated by the GBCS under special conditions, because they are designed by small architectural offices with limited budget. In this respect, this paper points out the problems of the GBCS for these detached houses and highlights some areas to be improved. As the first step, the definition of sustainable building and the design method of green building were investigated. By doing so, this study acknowledges the potential analysis methods in making valid comparisons with LEED for homes. Secondly, this study makes a comparative analysis of the GBCS for detached houses and the GBCS for apartment houses, LEED for New Construction(NC) and LEED for houses. Lastly, it identifies the problems and suggests better ways to improve the GBCS for detached houses through integrated analysis of the GBCS and LEED.
