The statistics of monitoring on soil quality is a report statistics which is made on the basis of Article 15, Environment Strategy Basic Law and Article 5, Soil Environment Conservation Law. This study was conducted according to quality assessment of Korea National Statistical Office. The assessment of quality infrastructure advised that the authority bring up and increase completely responsible officer and secure the budget. The assessment of user satisfaction and reflection of request propose that the statistics is focused on soil background concentration, decrease soil sampling points and extend survey period. The assessment of error management system per processes of detailed preparation suggest change of the statistics objective, a reduction of sampling points and improvement of survey period and soil measurement properties. Accuracy assessment of data proposed cuts of sampling points, accessibility increment and build up of management system linking subordinates and Ministry of Environment. The substantiality assessment of data service demonstrated information environment improvement for users including reference expression and records of statistics table and figure contents.

The improvement of quality is a continuous process and one of the main objectives of the Statistical Strategy launched by the Korea National Statistical Office (KNSO) is the enhancement of the quality of Korea national statistics. In this paper, we define the processing statistic, classify the Korea national processing statistics, and develop the quality indicators and check list for assessing the national processing statistics of Korea. During its development, the indicators has been discussed with the processing statistic managers of the KNSO and the checklist tested in a pilot study covering a variety of processing statistic areas.

최근 들어 행정자료에 바탕을 둔 보고통계의 품질에 대한 관심이 높아지고 있다. 보고통계는 우리나라 승인통계 중에서 많은 비중을 차지하고 있으며 자료수집 과정이 조사통계와 현저히 다른 특성이 있다. 따라서 보고통계의 품질을 높이기 위해서는 보고통계의 특성에 맞는 품질관리방안이 필요하다. 그동안 통계품질에 대한 논의는 주로 조사통계를 중심으로 진행되어 왔으며 보고통계에 대해서는 활발하게 이루어지지 않았다. 본 논문은 보고통계의 품질향상에 관한 것으로 우리나라 보고통계의 현황을 파악하고, 보고통계의 품질향상을 위해서 고려해야 할 품질평가지표를 개발하는 것을 목적으로 한다.

This paper proposes an approach to improve the performance of no-reference video quality assessment for sports videos with dynamic motion scenes using an efficient spatiotemporal model. In the proposed method, we divide the video sequences into video blocks and apply a 3D shearlet transform that can efficiently extract primary spatiotemporal features to capture dynamic natural motion scene statistics from the incoming video blocks. The concatenation of a deep residual bidirectional gated recurrent neural network and logistic regression is used to learn the spatiotemporal correlation more robustly and predict the perceptual quality score. In addition, conditional video block-wise constraints are incorporated into the objective function to improve quality estimation performance for the entire video. The experimental results show that the proposed method extracts spatiotemporal motion information more effectively and predicts the video quality with higher accuracy than the conventional no-reference video quality assessment methods.

강의평가는 질 높은 수업을 실현하고 개선${\cdot}$발전시키기 위해서 일련의 수업체계 및 과정을 평가하고, 분석한 결과를 이용하여 강의 내용을 재조직하거나 강의방법을 개선하여 대학교육의 질적 수준을 높이며, 더 나아가 양질의 교육을 제공함으로써 교육 소비자인 학생들의 만족도를 제고시키는데 그 목적이 있다. 즉 강의평가는 교육현장에서 수행되는 강의에 대한 평가를 통하여 교육 소비자인 학생들의 만족도를 제고시키기 위한 서비스품질 측정 도구라 할 수 있다. 본 논문에서는 강의평가를 통한 교육 서비스품질 향상이 중요한 만큼 강의 서비스품질 측정을 위한 타당한 측정도구를 제안하였다.

Purpose: This paper aims to evaluate the quality of Small & Medium Enterprises(SMEs) Survey and to provide some desirable directions and improvements for the future SMEs Survey, conducted by the Government. Methods: The diagnosis were performed by employing the quantitative and qualitative approaches with the official guideline provided by the Ministry of Statistics. Results: Results show that follow-up management are evaluated relatively low in specific processes, and timeliness are evaluated relatively lower than accuracy, accessibility, relevance, comparability and consistency in statistical qualities. Conclusion: we propose the alternatives which enhance the quality level of SMEs by using the 6 tools of Quality Management for Statistics.

국가통계의 활용도가 높아질수록 통계에 대한 객관적인 품질평가 필요성도 높아지게 된다. 과거에 대표적인 품질평가지표로 간주되어 온 평균제곱오차나 응답률은 유용성에 많은 문제가 있으므로 통계이용자의 다양한 요구사항을 반영할 수 있는 새로운 품질지표 개발의 필요성이 대두되었다. 따라서 본 논문에서는 정부기관에서 작성하고 있는 표본통계조사를 대상으로 통계작성 절차의 흐름을 분석하고 각 절차별 투입자료와 산출결과를 인식함으로써 최종 집계결과의 품질에 영향을 미칠 수 있는 절차별 품질지표를 개발하는 방법이 연구되었다. 또한 발굴된 절차별 품질지표에 다른 통계간 또는 동일 통계간 품질을 비교할 수 있도록 품질지수 산출방법이 논의되었다.

Peer assessment is the process of assessment of students by other students and one form of innovative assessment. It actively involves students in the assessment process and is generally agreed that such involvement enhances the quality and effectiveness of the learning process, since assessing something and benchmarking process is a powerful aid to mastering it themselves. It is more effective on the hard courses for them to understand. In this article we present a peer assessment technique which was applied to students enrolled in a mathematical statistics course and a historical course. In order to measure the effectiveness of the technique, students had to evaluate their colleagues based on predefined criteria and a comparison is presented between the instructor assessments and the peer assessment.

In this paper, we propose a method for no-reference quality assessment of sports videos using 3D shearlet transform and deep residual neural networks. In the proposed method, 3D shearlet transform-based spatiotemporal features are extracted from the overlapped video blocks and applied to logistic regression concatenated with a deep residual neural network based on a conditional video block-wise constraint to learn the spatiotemporal correlation and predict the quality score. Our evaluation reveals that the proposed method predicts the video quality with higher accuracy than the conventional no-reference video quality assessment methods.

본 논문에서는 비트스트림 기반의 객관적 비디오 화질 측정에 관한 새로운 방법을 제안한다. 기존 방법이 복원된 비디오의 손상 정도로 화질을 측정하는 것이었다면, 본 논문에서 제안하는 방법은 비디오 코덱으로부터 복원 과정 중에 발생되는 파싱 데이터에서 화질을 측정하는 방법에 대한 것이다. 제안하는 알고리듬은 H.264/AVC 복호화기의 디블록킹 필터 안에 존재하는 경계 세기 값의 통계를 이용하여 화질 측정을 한다. 이는 기존의 EPSNR과 블록화 현상 알고리듬과 비교하여 낮은 연산 복잡도를 갖고, 실시간 화질 측정이 가능하다. 화질 측정 결과에서 주관적 화질 측정 결과와 비교해 높은 유사도를 보였고, 두 가지의 기존 방법과 비교하여 각각 32%, 65% 정도 더 좋은 성능을 보였다.
