Rule-based and Probabilistic Event Recognition of Independent Objects for Interpretation of Emergency Scenarios (긴급 상황 시나리오 해석을 위한 독립 객체의 규칙 기반 및 확률적 이벤트 인식)

  • The existing event recognition is accomplished with the limited systematic foundation, and thus much longer learning time is needed for emergency scenario interpretation due to large scale of probability data. In this paper, we propose a method for nile-based event recognition of an independent object(human) which extract a feature vectors from the object and analyze the behavior pattern of each object and interpretation of emergency scenarios using a probability and object's events. The event rule of an independent object is composed of the Primary-event, Move-event, Interaction-event, and 'FALL DOWN' event and is defined through feature vectors of the object and the segmented motion orientated vector (SMOV) in which the dynamic Bayesian network is applied. The emergency scenario is analyzed using current state of an event and its post probability. In this paper, we define diversified events compared to that of pre-existing method and thus make it easy to expand by increasing independence of each events. An Empirical Analysis of the Crisis and Emergency Management Research Trend in the Field of Public Administration: 1987-2007 (한국 행정학에서의 위기관리 연구경향 실증분석: 1987년부터 2007년까지의 연구논문을 중심으로)

  • This article analyzed the crisis and emergency management research trend in the field of public administration in Korea from 1987 to 2007. The research purpose of this paper is to empirically evaluate the state of art in the crisis and emergency management research trend and explore research topics and methodology for future studies. According to empirical analysis, the main research results are as follows. First, almost all research papers over 80% have been written after 1998 and, especially, 67.6% of all papers have been published from 2003-2007. Second, recently lots of scholars are more interested in the problem solving prescriptive topics than normative and theory orientation. Third, in the Korean public administration, 74.6% of research papers which dealt with crisis, have investigated the disaster crisis including natural and man-made disasters, among conventional security crisis, disaster crisis, critical infrastructure crisis, and living safety crisis. Finally, so far, crisis and emergency management research trend in Korean public administration have consisted mainly of the papers with more descriptive approach and literature survey than empirical approach and survey research.

A Study of Temporality of a Critical Discourse on the Modern in the Late Japanese Colonial Period (일제말기 근대비판 담론의 시간성 연구: 세계사·전통·비상시)

  • In the late Japanese colonial period, from the Sino-Japanese War until the Pacific War, critical discourses on the modern were prevalent in Japan and the Joseon. Despite the absence of a consensus about the specific definition of the modern, most thinkers agreed that the modern was something to be overcome. While some regarded naturalism and capitalism of the West as the essence of the modern, some others named scientism and humanism as the nature of the western modernity. Additionally, some criticized the temporal concept of historicism and brought new meanings of 'tradition' into relief, and some others advocated overcoming 'the West inherent in us'. This study is to consider the temporality of the theory of overcoming the modern focusing on the following three notions-world history, tradition, and emergency-, and examines the antinomy of them. The first notion to consider is 'world history'. The theorists of overcoming the modern, including the Kyoto school, discarded the progressive ideology that had led the Western modern history, and instead introduced 'world history' as a new notion. Although this resulted from the imperialistic embracement of the theories of Ranke, a major positivist historian from Germany, it contained antinomy of remaining in 'history' which was the modern temporal view. The second notion is 'tradition'. While the critical mind of 'world history' brought 'time of world' into question in the context of temporal realization, the notion of 'tradition' was to understand 'time of history' itself as the modern and overcome it. The critical mind of the notion involves the attempts to criticize regarding history as a 'progressive' process and to discover tradition as 'the present past' or 'the eternal present'. However, it also contained antinomy; the 'tradition' here was a notion that was created in the modern times, not passed down from ancient times. The third notion to consider is 'emergency', which was a method to define the present time as a transition period toward a new era, relating to states of war. However, the theorists of overcoming the modern did not regard 'emergency' as a particular time that strayed from normal states, instead they thought is as 'a regularized exceptional state', namely 'a state in which exceptions have become regulations'. However, the notion also contained antinomy since the word 'emergency' connotes abnormality.

  • Terrorism is a serious problem in that it can infringe on a broad range of legal interests, from individual legal interests to national legal interests. And if these legal values are damaged, it is very unlikely that they will be restored to their original state. Therefore, it is necessary to recognize the importance of preventive activities as well as institutional improvement and alternative policies. The role of the criminal justice authority is of paramount importance in ensuring proactive action and procedural legitimacy. It would be meaningful to look at their perception about terrorism before specific procedures and legal approaches are taken. Conceptual Design of Emergency Communication System to Cope with Severe Accident in Nuclear Power Plants (중대사고를 대비한 원전비상통신시스템 개념설계)

  • To cope with sever accident like Fukushima accident, the emergency response system is needed. It consist of the hardened I&C system and the mobile control station. The hardened I&C system monitors the state in the nuclear power plant and controls the emergency equipment such as valves, pumps and the mobile control station placed at 30km away from nuclear power plant receives the status information from the hardened I&C system and transmits the control data to the hardened I&C system. In this paper, we design the emergency communication system connecting the hardened I&C system to the mobile control station and analyze the performance of the system. This system consists of the terrestrial communication system and the satellite communication. The performance such as a communication link budget, throughput and delay time is analyzed for each system.

  • Although many factors associated with difficult intubation have been known, predictors of difficult mask ventilation are not well known. We experienced a case of nearly complete airway obstruction following usual anesthetic induction which needed various emergency treatments. The patient had a preoperative diagnosis of contact granuloma of right posterior vocal cord and bilateral vocal cord palsy but later was found out as invasive laryngeal cancer. Upon the surgical field of view, both vocal cords were showing significantly thickened and fixated appearance and was considered as in the critical narrowing state with the potential of complete obstruction. Using $C-MAC^{(R)}$ video laryngoscope we were able to see the narrowed vocal cord and choose proper size of endo-tracheal tube. Consequently, intubation was successfully done and operation was conducted. From this case, we have lessons that physicians should examine the patient's airway more carefully in case of laryngeal mass and prepare emergency measures.

Perception-based analytical technique of evacuation behavior under radiological emergency: An illustration of the Kori area

  • A simulation-based approach is proposed to study the protective actions taken by residents during nuclear emergencies using cognitive findings. Human perception-based behaviors are not heavily incorporated in the evacuation study for nuclear emergencies despite their known importance. This study proposes a generic framework of perception-based behavior simulation, in accordance with the ecological concept of affordance theory and a formal representation of affordance-based finite state automata. Based on the generic framework, a simulation model is developed to allow an evacuee to perceive available actions and execute one of them according to Newton's laws of motion. The case of a shadow evacuation under nuclear emergency is utilized to demonstrate the applicability of the proposed framework. The illustrated planning algorithm enables residents to compute not only prior knowledge of the environmental map, but also the perception of dynamic surroundings, using widely observed heuristics. The simulation results show that the temporal and spatial dynamics of the evacuation behaviors can be analyzed based on individual perception of circumstances, while utilizing the findings in cognitive science under unavoidable data restriction of nuclear emergencies. The perception-based analysis of the proposed framework is expected to enhance nuclear safety technology by complementing macroscopic analyses for advanced protective measures.

  • Purpose: Assessment of the trauma severity associated with the prognosis of trauma patients. But we are having a lot of difficulties in assess the severity because of scarcity of current first-aid records resources. Methods: We presumed that Applying the Revised trauma score which consist of vital signs and GCS score will be helpful to assess the sevirity.This study covers the 10069 patient of Ewah womans hospital (2011.1.1.-2014.12.31) who are able to verify the GCS score from fist-aid records. Results: There is no distinctions between prehospital RTS and hospital RTS. And shows high level of correlation between prehospital RTS and ISS. Conclusion: Therefore we conclude that checking the GCS and RTS at prehospital state will be help to assess the severity of trauma patients.

Clinical Characteristics of Patients after Aryloxyphenoxy Propionate Herbicide Ingestion (Aryloxyphenoxy propionate 계열 제초제 중독환자의 임상 양상)

  • Purpose: No studies have been conducted to investigate the acute toxicity of aryloxyphenoxypropionate herbicides in humans following ingestion. Therefore, this study was conducted to investigate the clinical characteristics of aryloxyphenoxypropionate herbicide poisoning and provide guidance for physicians treating patients who have ingested these types of herbicides. Methods: A retrospective observational case series was conducted using ten patients with history of aryloxyphenoxy propionate herbicide. Data were collected for clinical manifestation, management and final outcome. Results: The most common symptoms were gastrointestinal irritation and an altered mental state (Glasgow Coma Scale<15). An elevated lactate level was a common laboratory abnormality, and prolonged QTc interval was commonly observed. These clinical features normalized within one day of supportive treatment. Conclusion: The acute toxicity of aryloxyphenoxypropionate herbicides in humans is manageable with supportive treatment. However, physicians should take into account depressed consciousness, the possibility of arrhythmia, and an elevated lactate level when planning their treatment strategy.
