  • The knowledge-based 21st century requires lifelong education for the development of qualification of man's life and self-development. Schools are considered a place of lifelong education due to easy access to human resources as well as facilities. Furthermore, schools need a more multi-functional openness in order to lead lifelong education of the local society. Jeju schools are in the early stages of creating multi-functional facilities to meet to the needs of the knowledge-based 21st century. In order to bring change into the local school s, this needs to be solved. therefore, the purpose of this research is to complement the elements to needed to open schools, project, management, and operation of multi-functional facilities, so that schools can play a role In lifelong education. To achieve this purpose, this research examined programs and the area of lifelong education at schools through investigating documents on the definition of local society and lifelong education, and analyzed the relationship of schools and local society, and public access of schools' facilities. The results of this study are summarized as follows; 1) Comparing to traditional middle and high school facilities, it occurs various types of plane and the area is somewhat expanded in the school with same class size, however, it needs to improve facility standards in its reality to deal with the change of future educational environment actively. 2) Spatial composition of educational facilities should functionally designed considering that the characteristics of design process mood. In facilities arrangement of middle and high schools, it shows diverse forms of arrangement from existing uniform straight type, however, most of schools do not being against the simple in their external space. • Despite the legal and institutional measures that have been enacted for the safety management of school facilities, the number of school accidents has continued to rise, particularly in regards to the number of accidents related to schools. However, school facilities have had a difficult time creating safe school environments for the school administration and local governments. This is due to the fact that the Office of Education and the Ministry of Education, not the school or educational offices, have insufficient institutional devices such as standards and systems for the promotion of safe school environments. This study attempted to confirm the direction of the improvement of the safety of school facilities. To this end, four safety assessment topics (separation of pedestrians, pedestrian path management, pedestrian visibility, and surrounding risk factors) were derived based on the surveyed data for the safety of the external environment of domestic and international school facilities. 179 school facilities nationwide (kindergartens, elementary schools, middle schools, high schools, and special schools) were analyzed for current cases of accidents that occurred mainly on school roads. Roughly 50% of the analyzed evaluation scores showed that it is necessary to improve the external environment of school facilities.

  • What is particularly noteworthy from Korean and foreign railway tunnel disaster prevention standards is that for the sake of rapid evacuation, more stringent standards for provision of evacuation passages, which require high cost, are being applied. Korean standards stipulate that passage installation should be determined in accordance with the level of risk through a QRA analysis of each tunnel with 1km or longer length. As, however, detailed application criteria as fire occurrence probability, fire occurrence scenario, size of fires and evaluation criteria for level of social risk are not available, additional costs may be incurred due to excessive design. Thus, standards of an appropriate level need to be established. With this backdrop, this study selects detailed application conditions of a reasonable and appropriate level through a study and analysis of relevant documents and analyzes the maximum length of tunnels to which the application of evacuation passages, or the application major evacuation promotion facilities, can be relaxed, together with a QRA analysis of model tunnels (for high speed rail) with different tunnel lengths. In addition, the QRA results on tunnels, including those on the Honam high-speed rail, and analysis results for the model tunnels, are compiled, ; the ultimate results are compared with Korean and other countries' standards related to evacuation promotion facilities, As a result, The appropriateness of application standards are reviewed. These results are expected to be utilized as basic material for establishing a reasonable disaster prevention plan that will consider safety and economies.

  • The purpose of this study is to present the number of necessary facilities for the establishment of safety education facility for students through the analysis of situation and demand of safety experience education facilities so as to effectively implement safety education based on 7 standards of school safety education. 7 standards of school safety education and experience programs of the existing safety experience center were analyzed and the experience program was extracted based on the analysis. Based on the derived program, the experience space was set up, and the existing safety experience facility was analyzed accordingly. Based on this, the number of necessary facilities was suggested by using the calculation formula derived to estimate the scale of the facility expansion. This is the result of estimating the required number of facilities based on the 2015 school age population. In the long run, it is necessary to calculate the appropriate ratio by actually comparing the unit construction costs of the facilities and the vehicles. In consideration of this, it is necessary to plan for the long-term necessary facilities and vehicles for the construction plans.

  • As social environment of Korea was changing, the cremation is increased instead of traditional funeral culture. Therefore woodland burial appears new funeral culture in Korea. This research had been executed to find out the problem of soil and vegetation environments of woodland burial forest. The case study was worked at woodland burial in Incheon Family funeral services which was national pilot project. The problem of soil and vegetation environments were surveyed in slope, soil compaction, actual vegetation, vegetation communities, structure of forest communities and so on. The results from this study indicate that woodland burial construction didn't consider the damage and management of vegetation environment in Incheon Family funeral Services. Problems for the Law on funeral facilities of Korea is a lack of natural friendly standards for slope, management on structure of forest communities, facilities for users in it. It had steep topography, soil compaction, reduction of species diversity and poor plant growth on woodland burial in Incheon Family funeral Services. Therefore the users of it increase in the future, vegetation environment of woodland burial will be devastated. And so we need to improve standards of woodland burial construction and management to settle down burial culture of woodland burial in Korea.
