The Action of the Reliability Enhancement in Test and Evaluation of the Weapon Systems (무기체계 시험평가의 신뢰성 향상방안)

  • Test and Evaluation (T&E) have been verifying the level of it's technological skill and the needed operational status of the development weapons. If the overall spectrum of test and evaluation is fulfilled substantially in the production & deployment, the needed level of the weapon system will be enhanced and also the reliability status will become higher considerably. We can know currently these issues through the mass media and all kinds of the news regarding the defense industry and programs. And so this article have studied the method of enhancing reliability of the test and evaluation, the 6 variables were selected through the discussion of the professional group. The the test and evaluation group needs consistently the professional training systems. After DT&E, we have to the event to verify the technical level of the development systems. We have to take the high level of the kinds of the environmental test. Scientific methods like system engineering will be adapted in process of the test and evaluation. The number of suitable test prototype in the test and evaluation is analysed more systematically. And we need to establish the standardization of the test and evaluation. If 6 variables are well analysed and adapted in the working field, the reliability of the test and evaluation will be considerably, the defense industry will take the chance to develope the future-oriented.

Implications of TMF and QuEST Programs to Global Standardization Activities on Internet QoS in the Era of Digital Convergence (ITU-T와 IETF의 NGN 중심의 디지털 컨버전스 시대의 인터넷 QoS 가치사슬과 관련된 글로벌 표준화 활동)

  • Our society is increasingly dependent on the Internet, and this trend will be accelerating in the ear of All-IP convergence. As the core infrastructure of the All-IP convergence, the next generation Internet should enable end-to-end Quality of Service(e2e QoS). For that purpose, major international standardization institutes such as ITU(International Telecommunication Union) and IETF(Internet Engineering Task Force) are building the concept and architecture of the Next Generation Network(NGN). However, these institutes focus only on technical issues, and leave many business/policy-oriented challenges unresolved. For example, the standards raised by ITU assume that the entire service delivery process for e2e QoS services is perfectly working. But required is a standardized business interface and process for seamless inter-operations across many stakeholders including ISPs(Internet Service Providers), CPs(Content Providers), so on. On the other hand, TMF(TeleManagement Forum) and QuEST(Quality Excellence for Suppliers of Telecommunication) Forum, global consortiums of telecom operators and vendors, present sets of interface rules and process which playa crucial role as de facto standards: for example, NGOSS/eTOM and TL9000 authorization system. However, these standards focus on telephone services, and provide little principle for the next generation Internet. Our study seeks a way to combine these two strains for a successful implementation of NGN. In particular, we find a missing link in the NGN architecture and the elements that could be complemented with the help of NGOSS/eTOM and TL9000. Finally, presented is a strategic direction that our standardization policy should purse in order to reinforce our global leadership for the next generation Internet.

Activities of IEA SolarPACES Task-1 & 3 Programs (IEA SolarPACES Task-1, 3 활동보고)

  • SolarPACES(Solar Power and Chemical Energy systems) is an international organization under the REWP(Renewable Energy Working Party)in the IEA(International Energy Agency) and focuses on the technology development and market expansion of CSP(Concentrating Solar Power). Seventeen countries including Rep. of Korea participate in the ExCo(Executive Committee) of SolarPACES. The ExCo meeting helds two times in a year and the second ExCo meeting opens in company with the five Task meetings. Rep. of Korea takes part in the Task-1officially. The 81th ExCo and Task meetings were held during September 18 and 19 in Spain with SolarPACES conference which also continued in succession to September 23 in this year. This paper introduces the activities which have been under progressed in the Task-1 and Task-3based on this time attendance of the meeting. In accordance with the expansion of CSP market and technology development, the needs for the standardization and project status underway in the world are increasing. Therefore, build an international project database and standard of the CSP technology are the main activities in the Task-1 and the standardization is also connected with the Task-3. In addition, to increase the reliability of the new technology of CSP and to reduce the concern of investors, the Task-1 is making guidelines for CSP performance prediction which can provide medium quality calculated performance data of PTC(Parabolic Trough Concentrator) type technology widely used and occupies over 90% CSP market.

  • There are three types of survey research system, telephone surveys, online surveys, interviews and so on. Currently most of the survey data have been verified by hand-collecting state in korea. Semi-automated research systems, some companies are using imported from abroad. This paper is the study on the design and implementation of linked research system for global standardization. The system is optimized through customizing for local conditions, as well as professionals for telephone surveys, online surveys, interviews even a normal user can enter the questionnaire easily and quickly. The result data is passed to the customer quickly and accurately. In particular, this system is based on automatic data input and collected provides best efficient analysis and statistics. Office programs and advanced statistical program SPSS is compatible with the maximum benefits for proposed system. Additionally, to achieve the import substitution effect through localization and to propose a global standard the proposed system is designed and implemented.

A National Survey for Korean Orthodontic Residents about a Present Condition in Management and Training Program for Cleft and Craniofacial Patients (구순구개열 및 두개안면기형 환자의 진료 및 교육현황에 관하여 치과교정과 전공의를 대상으로 한 기초설문 조사 결과)

  • A national wide survey was conducted to assess a present condition in management of cleft and craniofacial anomaly patients and training program of orthodontic residents in Korea. A questionnaire consisting of four categories and 19 question items was distributed to 131 residents of department of orthodontics of eleven dental university hospitals and nine medical university hospitals. The results were as follows:(1) 77.1% of residents are participating in treatment of cleft and craniofacial anomaly patients.(2) Only 47.3% of residents are willing to treat cleft and craniofacial anomaly patients in their future practice.(3) 64.9% of residents responded that they are currently treating one to ten cleft and craniofacial anomaly patients per resident.(4) Most university hospitals offer training programs focusing on embryopathogenesis, growth, and treatment, but training programs about speech and hearing, genetics, and psychosocial development are inadequate.(5) 37.4% of residents are willing to participate in fellowship program for cleft and craniofacial anomaly after finishing the training. Based on the results of this survey, the residents need motivation regarding treatment of cleft and craniofacial anomaly patients, and the educational programs need to be reinforced and reconstructed so that standardization among hospitals can be achieved.

A Study on Loudness Standards for Digital Broadcast Programs (디지털 방송 음량기준 정책 연구)

  • The practice of producing and transmitting TV programs with uneven loudness can harm audiences' welfare in the digital environment where audiences are entitled to be offered quality broadcasting service. The purpose of this paper is to investigate issues concerning the digital loudness policy institutionalized in Korea since May 2016, and to offer policy suggestions. This paper reviews previous studies on audience welfare in digital broadcasting, focusing on the close link between loudness policy and audience welfare. In order to explore the state of international policy, this paper examines loudness standards developed by international standardization organizations including ITU, ATSC, and EBU, along with loudness regulations in the US, the UK, Canada, Australia, Japan, and Korea, respectively. Based on the analysis, this paper suggests recommendations for policy makers and broadcasters. First, policies on mandating regular monitoring and establishing penality system should be established for broadcasters not to violate loudness standards. Second, broadcasters are recommended to collect audience feedback, to be equipped with loudness measuring devices, to offer personnel training programs, and to check the compliance of loudness standards when they outsource TV programs.

A Comparative Study of Graduate Archival Programs in Korea and North America (기록학 대학원 교육 프로그램에 관한 비교 연구 - 한국과 북미를 중심으로 -)

  • The purpose of this study is to find necessary factors and to suggest the future directions for the successful graduate archival education in Korea by comparing current programs hi Korea and North America. Name of the schools, credits, required and elective courses, practice, research and thesis are compared by analyzing web sites and literature review. Development of more various Master's programs, a separate degree in Master of Archival Studies, more credits for the degree, standardization of curriculum, and the working environments for practicum, internship and research are found as important elements for the program. In the end, more collaborations with other disciplines, more faculties with working experiences and Ph. D. degree in archival studies, communications among the universities, archival institutions and professional societies/associations, continuous research on the programs, improvement of the quality of archivists, strong national supports for archives and records and establishment of the strong quality control for being archivists are suggested for the future directions.

Variability in physical therapy protocols following total shoulder arthroplasty

  • Background: Physical therapy (PT) plays an important role in the recovery of function following anatomic total shoulder arthroplasty (aTSA). While several PT protocols have been published for these patients, there is no standardized protocol for aTSA rehabilitation. This lack of standardization may lead to confusion between patients and physicians, possibly resulting in suboptimal outcomes. This study examines how PT protocols provided by academic orthopedic surgery programs vary regarding therapeutic goals and activities following aTSA. Methods: PT protocols for aTSA available online from the Accreditation Council for Graduate Medical Education accredited orthopedic surgery programs were included for review. Each protocol was analyzed to evaluate it for differences in recommendation of length of immobilization, range of motion (ROM) goals, start time for and progression of therapeutic exercises, and timing for return to functional activity. Results: Of 175 accredited programs, 25 (14.2%) had protocols publicly available, programs (92%) recommended sling immobilization outside of therapy for an average of 4.4±2.0 weeks. Most protocols gave recommendations on starting active forward flexion (24 protocols, range 1-7 weeks), external rotation (22 protocols, range 1-7 weeks), and internal rotation (18 protocols, range 4-7 weeks). Full passive ROM was recommended at 10.8±5.7 weeks, and active ROM was 13.3±3.9 weeks, on average. ROM goals were inconsistent among protocols, with significant variations in recommended ROM and resistance exercise start times. Only 13 protocols (52%) gave recommendations on resuming recreational activities (mean, 17.4±4.4 weeks). Conclusions: Publicly available PT protocols for aTSA rehabilitation are highly variable. Quality Assurance of Gastric Cancer Surgery (위암 수술의 질 관리)

  • Quality assurance may be defined as the complete set of systemic actions that is required to achieve a better treatment result by standardizing treatment and by using various audit programs. In general, application of a quality assurance program in surgery is considered to be more difficult than it is in chemotherapy or radiotherapy. However, recently, the importance of quality assurance in the surgical field has been emphasized in clinical trials comparing different surgical procedures and evaluating the role of postoperative adjuvant therapy. In the case of gastric cancer surgery, excellent quality assurance programs have rarely been applied in most large prospective clinical trials. Although the quality assurance in Dutch trial was conducted very systemically and strictly, the situation is quite different from ours. On the other hand, several quality assurance programs in Japanese trials comparing D2 and D2 plus para-arotic lymph node dissection seem to be applicable to Korean clinical trials. Several factors, including selection of appropriate surgeons based on personal experience and annual number of operations, standardization of surgical procedures by education and consensus, development of a unified database program, application of standardized perioperative management, and standardization of pathologic examination, are required to guarantee a successful multi-institutional prospective clinical trial. In contrast, one needs to realize that protocols that are too strict and sophisticated can make the enrollment of patients and surgeons more difficult and can promote protocol violation during the clinical trials.   • The Purpose of Similarity(Reproduction) Degree Appraisal is to determine the equality or similarity between two programs and it is a system that presents the technical grounds of judgment which is necessary to support the resolution of software intellectual property rights through expert eyes. The most important things in proceeding software appraisal are not to make too much of expert's own subjective judgment and to acquire the accurate-appraisal results. However, up to now standard research and development for its systematic techniques are not properly made out and as different expert as each one could approach in a thousand different ways, even the techniques for software appraisal types have not exactly been presented yet. Moreover, in the analyzing results of all the appraisal cases finished before, through a practical way, we blow that there are some damages on objectivity and accuracy in some parts of the appraisal results owing to the problems of existing appraisal procedures and techniques or lack of expert's professional knowledge. In this paper we present the model for the standardization of software-similarity-appraisal techniques and objective-evaluation methods for decreasing a tolerance that could make different results according to each expert in the same-evaluation points. Especially, it analyzes and evaluates the techniques from various points of view concerning the standard appraisal process, setting a range of appraisal, setting appraisal domains and items in detail, based on unit processes, setting the weight of each object to be appraised, and the degree of logical and physical similarity, based on effective solutions to practical problems of existing appraisal techniques and their objective and quantitative standardization. Consequently, we believe that the model for the standardization of software-similarity-appraisal techniques will minimizes the possibility of mistakes due to an expert's subjective judgment as well as it will offer a tool for improving objectivity and reliability of the appraisal results.
